He says there should be a hardening of France's doctrine of law and order.

Suggests an impasse has been reached between the government and protestors.

Maria Corina Machado's  attempts to return to Venezuela following the earthquake in June 2026. Marco Rubio is sympathetic to her wish to return but thinks this may not be the right time and delay elections even further. US has raised the question with Venezuelan government leader Delcy Rodriguez about Machado's return. The intent is to make a transition, but before this can be done the conditions have to be created for a stable government in the interests of the Venezuelan people after many years of Chavismo and the structures he has left behind that could create risks if not covered properly. In that sense Delcy Rodriguez is part of the transition. Rubio told the US Senate at a hearing in Congress that people forget it is only 6 months since the arrest of Maduro and transfer to the US on Jan 1, 2026, and that in that time the US has ensured that all Venezuelan oil sales are made to benefit the Venezuelan people's needs by being deposited into aVenezuelan bank Account at Treasury without the siphoning off of funds that happened before. This is not an insignificant point, it is basic to Venezuela's economic recovery after its disastrous experience with Chavismo and mismanagement of the economy. For the first time Venezuela can export without sanctions which means higher oil sales, and for the first time American oil companies are encouraged and taking interest in investing in modernizing the oil industry in Venezuela. Chavismo itself shows that democracy is not always the instant answer to all questions, that the conditions for democracy need to be established or it will be destroyed and conditions can get worse. This is true today because Venezuela's democratic parties and institutions were destroyed by Hugo Chavez and the country could descend into chaos because of the militias he has created- it will take time to create the right conditions. Rubio and DJT understand this. What people forget is that the US can leave the Middle East but it cannot leave the Western hemisphere and the conditions in the Western hemisphere in the American continent have to be secured so that the US and Latin America can ensure the prosperity of the continent learning from past mistakes. Mistakes under previous administrations that allowed a drift into chaotic environments which led to migration of one third of the Venezuelan people about 7 million to the US and Colombia, other countries, and in Mexico a problem with growth of drug cartels affecting good governance destroying US borders. The Monroe Doctrine served a purpose by keeping out colonial powers from the Americas in the 1820's to the 1950's to benefit the Americas, letting it fade led to today's problems that are much worse than some of the smaller errors in US policy that can be corrected keeping the US overall benevolent disposition towards all of the Latin American nations for economic progress and shared prosperity. ...

US relations with Japan and South Korea are improved and both nations are taking a bigger role in their region with other partners India and Australia -so that the US frees up resources for tackling domestic and foreign problems that ensure US regains its position as a powerhouse for manufacturing, industry and world class infrastructure in the next decades to 2050. That is the surest way to a safer, better world for Latin America, Europe, Asia and Africa. ...

German Foreign Ministry is to take up question of dependence on China in 2026, and a commission will look into it. Yet this comes 2, 3 or 4 years too late. Germany is scrambling to develop it's foreign policy. German Defense officials in the military say they no longer have 24 contact with their US counterparts. Reagan criticized the decision to abrogate recognition of Taiwan as a candidate and in 1982 pushed for Six Assurances, one of which was the assertion that the U.S. did not formally recognize Chinese sovereignty over Taiwan. Mr. Trump told a news channel that he doesn't see why the U.S. is bound by a One China policy, and that this would have to be part of a deal that included trade, and solving problems related to North Korea, and the South China Sea island fortifications.

China faces the problem of an ageing population as births decline and their are fewer young people to support senior citizens. The shift to a two child limit after the policy limiting children to one per couple has not accomplished the goal of restoring the birth rate. The Central Committee of the Communist Party and the president Xi Jinping have taken the decision to allow three children per family.  This comes at a time when the old policy meant a fine of 10 times the disposable income for having a third child. The law was not enforced in all regions but acted to deter larger families. Yet there is a cultural effect of decades of having smaller families that will not be easily overcome with a change in the law. In Latin America smaller families are the result of decades of cultural change towards smaller families. Young people are increasingly aware of the cost of raising and educating an additional child, and the effect on the standard of living. Experts say it is too costly to raise another child  and housing is not cheap in China.  This discussion with 3 billion comments over Weibo in the discussion of this policy in China last week, misses a more obvious point from the graph shown in this report in The Guardian. That graph shows the curve for the birth rate in 2019 dropping faster in South Korea and Japan than in China, so that in 2019 the birth rate in Japan and South Korea was lower than in China. This shows that even without a one child policy the birth rate in Chia would be closer to that of South Korea after industrialization progressed and society experienced profound cultural and economic change. Japan today has the lowest birth rate in Asia. The Latin American experience also confirms this shift to small families. ...

US law now supports turning back migrants at the border. Under public health policy Title 42 migrants are denied asylum, a federal appeals court ruling supporting this. It is also now supported by the Biden administration. It is a key tool used by both the Trump and Biden administrations to combat illegal border crossings. Alexander Ward's new book Internationalists looks at how Jake Sullivan, senior adviser to president Biden, has come up with anew policy of a foreign policy that works with domestic policy both one and the same, so that a firm economic foundation can be given to American workers and their families. Years of neglect of American workers and families by foreign policy experts and keeping foreign policy distant from domestic needs and policies have led to the deindustrialization of America and hurt workers and families. Jake Sullivan presented his and Biden's vision at the Brookings Institution and delved into domestic economic policy  and foreign policy at the same time. He then presented this vision at the Council of Foreign Relations.

Iranian response to Memorandum of Understanding shows reality of 2 factions in Iran, the IRGC military faction, and the elected president Pezeshkian plus Turkey /Pakistan/Egypt and Qatar as the second faction. With IRGC military rejecting the Memorandum on opening Hormuz and discontinuing nuclear weapons programs. This was true at the time Vance conducted negotiations and the Memorandum appears to have been accepted by IRGC only under great pressure from Turkey, Pakistan, Egypt, and Qatar, and the faction under Iranian elected president Pezeshkian. Where IRGC thinking could have been to give  agreement to the Memorandum that they had no intention of keeping, as its policy on nuclear weapons remains unchanged, and its goal is to use Hormuz for leverage and extend its control of Hormuz channel. The cost of sanctions and not being able to export oil, the effect on its economy, on cost of living with rampant inflation, may be of little concern to the people who run the IRGC military who suppressed all dissent and protests in 2026. Protests across different parts of society to the deteriorating economy. How could the US respond? The US used the time of the ceasefire to create a new status quo by using open navigation of the seas as the principle behind opening and protecting the Omani side of the Hormuz for oil shipment. This is a principle accepted by all countries. There is a backup plan of the US, China, India, Japan and other countries and this is to prepare rapidly to do without Hormuz so that the economies of these nations are not affected. The US also supported efforts by Saudis and Kuwait, UAE, to increase oil exports through channels outside of Hormuz, UAE's decision to increase oil supplies and lower prices by leaving OPEC, and US creating alternative supplies for India through Venezuela. Most important is China's decision that it no longer needs the 5 million barrels of oil from Hormuz for its economy to operate using alternative supplies and increasing efficient use of its oil resources. The world is also building up oil supplies and inventories so that Iran cannot threaten a cutoff from Hormuz because all nations have made other arrangements. Attacks by Iran on oil shipping on the Omani side protected by the US breaking the principle of open navigation of the seas, can then be considered Iran disrupting an open seas navigation route which it no longer is allowed to do under international law. This is something the world public opinion would support. The NYT has been critical of the DJT action in Iran, the WSJ and other media had joined in criticism. The situation in July 2026 is that the criticism of the US by NYT and other media, and from Europe and other countries in Asia will now be muted, because the US has tried all the options and is now finding ways to be able to bypass Hormuz altogether, and a backup plan or strategy to minimize the impact on oil prices. So that oil price of $70 may be kept at level around 10-20% higher not much more as Iran's military IRGC continues to disrupt the Hormuz supplies.  ...

National Academies is an independent non-governmental institution chartered by Abraham Lincoln in 1863, to serve as an independent adviser to the nation on science and medicine. Here the chief scientist for the University of Colorado Center of Bioethics and Humanities offers his thoughts on the conflict of interest and the damage caused in health policies to the American public.

Dulles with closeness to Churchill assumed a benevolent perception of the British Empire in Asia even with the enormous suffering and lack of development in China and India from the policies of the British. Such perceptions continued under Kissinger/Nixon, and Reagan/Rumsfeld. John Foster Dulles was Eisenhower's Secretary of State during the Cold War. He stated his ideas in Foreign Affairs in 1957 that were colored heavily by the China conflict (1949) Korean conflict (1950)  the Vietnam conflict (1954), the Hungarian Revolution (1956), and the struggle with the Soviet Union. Many of his ideas continued through the 1960's to the 1980's determining US policy in Vietnam, towards China and India, and in Rumsfeld's policies in the Middle East that involved the US in local and religious wars.  Dulles sought to respond to the aspirations of colonized nations in Asia - China, India, Vietnam- but lacked an understanding of the hundreds of years of colonial rule and suppression of freedom, increasing poverty by lack of investment in education, health and industry, faced by these countries in dealings with the British Empire.    ...

The Biden administration has announced a 100 day review of strategic vulnerabilities in America's supply chain. President Biden has said he supports funding of incentives for production in the US, to become independent of China and Taiwan. From 1990 onwards chip production in the US went from 37% to about 12% today. It will now go back up. Biden's National Security Adviser noted in an article in Foreign Policy that advancing industrial policy like Japan and France once considered out of tune is now essential, "something close to obvious."  At one point in the post war period America's most advanced jet engines were made in West Berlin, surrounded by the army of Russia and its ally the GDR. There is new realization that dependence on Taiwan which makes 22% of semiconductors worldwide and 50% of advanced designs cannot go on the way it is exposing a critical vulnerability for American industry. A 40% tax credit for the cost of new semiconductor fabrication plants and other incentives are now supported in the Biden administration. The whole idea is to turn this around quickly where US no longer depends on uncertain supplies from overseas. Four critical areas of strategic vulnerability will be reviewed- pharmaceuticals, semiconductors, batteries, and strategic materials. ...

The forcible removal by aviation police of United Airlines passenger Dr Dao from a flight due to scheduling issues caused a major uproar in social media, with many people saying they will not fly United again. In this report Susan Carey says people close to United say the airline has too rigidly asked employees to follow the rule book, that the problem could have been avoided by airline employees using choices that are not in the manual or rules book. Sources say employees at United can face termination for not following the rules, and deviating from rules is discouraged. Also raised is the issue why the airline employees did not raise the compensation from $800 to something much higher considering the problem being faced, and why higher up managers were not involved earlier. United has lagged behind other airlines in JD Power customer satisfaction surveys.

King Charles thanked the police and citizens for their role in the riots saying-  he “shared how he had been greatly encouraged by the many examples of community spirit that had countered the aggression and criminality from a few with the compassion and resilience of the many”. The UK riots showed the inadequacy of the Online Safety Act in regulating social media. This is what the public thinks and what the prime minister had to say about this-   YouGov polling published on Friday suggested that 66% of people thought social media companies should be held responsible for posts inciting criminal behaviour, and 70% believed they were not regulated strongly enough. In YouGov poll this week, 71% say they think social media companies did a bad job tackling misinformation during the riots. For social media, Starmer said: “The first thing I’d say is, this is not a law-free zone. And I think that’s clear from the prosecutions and sentencing. Today we’re due sentencing for online behaviour. “That’s a reminder to everyone that whether you’re directly involved or whether you’re remotely involved, you’re culpable, and you will be put before the courts if you’ve broken the law.” ...

Denmark joins the European Union's common defense policy. Prime minister Mette Frederiksen had called a referendum on the issue. 67% of Danes voted to join EU defense policy in the referendum. Norway is part of the NATO alliance. Sweden and Finland have asked to join NATO. Jared Bernstein of the Economic Policy Institute points to trade barriers reducing competition and free trade that should raise an outcry when free trade and competition advocates focus alone on the Trump steel tariffs. He points to estimates that show $90 billion in additional costs to Americans from the barriers that prevent Americans from paying world market prices for surgeries and medical treatment, prices similar to what is paid in advanced countries like Germany, Britain and France. A bigger barrier in pharmaceuticals prices being sheltered from market competition worldwide costs a huge $370 billion in additional costs to Americans. These two costs in healthcare would help Americans by a magnitude compared to tax cuts that do not work for average Americans with the business tax cut going more into share buybacks than into increasing wages or capital investment in 2018.  Bernstein points to Neil Irwin's column in the NYT that flags statements such as Senator Mike Lee, Republican, that the steel tariffs are a huge job killing tax hike, as being misleading. Bernstein says two actions were never taken that would have used benefits of free trade to help affected communities that lost jobs in industries such as steel and textiles, other industries affected by foreign competition.  He lists these steps as sectoral employment training, apprenticeships ,and job creation efforts in the worst affected areas. Basically no one really knows what is good trade policy, the textbook concepts and theories are out of date when countries can subsidize particular industries such as steel and dump products into the American market. At a press conference on CSPAN with the Swedish prime minister Mr. Trump stated that China was exporting more than what is officially shown as there are transshipments from other countries, some of them with no steel mills.  As Mr. Trump stated at that press conference he was elected partly because of the worst affected communities- in places such as Michigan and other states in the midwestern U.S.- that suffered from unfair trade. Bernstein admonishes the economists and politicians, media, for the headlines that are misleading in showing that bad trade policy is being pursued and trade wars are being started. This deserves attention because the Trump administration and advisors such as Lighthizer who served in the Reagan administration seek fair trade, and the Commerce Secretary Wilbur Ross successfully pushed for NAFTA trade deal renegotiation not the outright rejection of NAFTA that was mentioned in the election campaign. Ironically no one is helped by this trade rhetoric and misleading headlines. In fact the strengthening of the U.S. currency as the huge trade surplus of China goes into U.S. assets, and with the election of Mr. Trump, gives foreign competitors a continued advantage. And in fact Japan, South Korea, China, had a mild response to the tariffs as reported, because these countries are aware of global overcapacity created especially by China which produces 50% of the world's steel, and as China shifts to higher technologically value added products closing many older steel mills. ...

Bradsher, Tankersley and Cohen say in this NYT report- US industrial policy under president Biden corrects the failures of the past. Chinese experts in Hong Kong say the US and Europe deindustrialized their economies with pursuing of policies called "neo-liberal" but basically Reagan era policies that Democratic presidents Clinton-Obama imitated. As they deindustrialized it created disaffection among the struggling lower and middle income classes making $35,000-$106,000 that were big losers in the process, creating threats to democracy as financial and tech, plus pharmaceutical sectors took control of the economy. China's success comes from three decades of mastering the ways of practicing industrial policy that it can support private companies with low cost land, additional subsidies that reduce the cost of production and provide a buffer to absorb losses so that it could dominate key industries. Policies where textbooks and economists trained in the US failed utterly and completely leading to dangers to US democracy that we see as opportunities for good paying jobs in manufacturing disappeared for middle and lower income households from 1980 to 2020. These economists trained in the US always said see lower cost Chinese made goods means lower and middle income people pay less, never saying that this means all opportunities for better paying jobs in manufacturing will be lost for these classes in society. The tech and financial sectors had close ties to the new arrangement that turned manufacturing over to China from the Reagan era to the Obama and Trump era. Apple and Tesla and many industries benefitted from manufacturing mostly outsourced to China. ...
