This increases US military sales to India to over $20 billion. FOr India to get a good trade agreement with the US, the US government set two conditions - increase purchases of US products and stop funding Russian attacks on Ukraine by reverting to the situation in 2019 when India purchased about 4% of its oil from Russia. India's purchases of discounted oil from Russia are a recent development. Indian and Chinese refiners have cut purchases of Russian oil, according to recent reports in WSJ. The increasing arms purchases from the US is a development that has taken place throughout the Modi administration since 2014 cutting dependence on Russian supplies including India's building its own capacity for defense products.

See the adjoining report in DW.com that covers the planned meeting between Japanese PM Kishida and Kim of North Korea to reduce tensions in the region. Kishida is taking a proactive approach as the ideological positions have failed and talking directly to North Korea as Junichiro Koizumi had done in 2004 (with a visit to Pyongyang when Kim's father was president) is now the right course. It is now twenty years that this was not tried. Former president Trump met Kim of North Korea at the Demilitarized Zone DMZ near Seoul in 2019. Not much changed after that meeting. North Korea has increased missile testing with ICBM missiles and increased its nuclear missiles with improvement in technology since then. One aspect of the Reagan/Weinberger era policy was its sense that America would keep investing in defense and at some point everyone else would fall behind. This has not happened. After a slowdown in its economy in the early 1990's opportunities to build Russia relations were left to business interests and opportunities were lost. The memory of that period of Russia's economic collapse lingers and feeds a sense that somehow Russia was diminsished by waht happened after the abrupt collapse of the Russian position in Eastern Europe.  In fact the only nuclear missile tests conducted in this 21st century were conducted by North Korea.  ...

Rex Tillerson, U.S. Secretary of State takes a strong stand on North Korean missile testing and nuclear program in a visit to Seoul and Beijing. He said the U.S. would be forced to take pre-emptive action "if they elevate their threat of their weapons program"  to an unacceptable level. Continuing a policy of the Obama administration following missile tests by North Korea, the Trump administration has rejected any talks with North Korea. Tillerson said that "the policy of strategic patience has ended." It was also meant to signal U.S. intentions before Tillerson goes to Beijing from Seoul. President Trump commented on Twitter; "North Korea is behaving very badly. They have been "playing" the United States for years. China has done little to help." Because China sees North Korea as a bargaining chip with the U.S., Japan and South Korea, the situation has ended repeatedly in a impasse with the North Korean nuclear and missile program continuing during the Bush and Obama administrations. This has also meant that North Korea was unlikely to collapse on its own, with China pursuing a policy of using North Korea as part of its defense policies in the region, as pointed out by Sanger in this report. As the North's missile program continues the U.S., and with the North seeing the missile program as the only way to ensure the survival of the regime, the U.S. needed to come up with a new way to tackle the situation.   ...

France uses 24 Rafale jets Britain 8 Typhoon jets in this report from French armed forces and French munitions supplies are an issue as the war progresses. This WSJ Editorial Board opinion says president Biden needs to get European partners to make key decisions at the G-7 meeting to support Ukraine.  On the level of support it says the US has contributed 42.7 billion euros in military and humanitarian assistance compared to only 27.2 billion euros from European Union countries, according to the Kiel Institute for World Economy. Cpuld the EU do more? Russia continues to keep frontline nations such as Estonia and Lithuania on edge. The NATO support force has only 40,000 allied soldiers- more like a tripwire defense and clearly inadequate says WSJ. This needs to expand to a significant force. Separately from this NATO's Stoltenberg has announced that the NATO Response Force will now be expanded to 300,000. Mr. Erdogan needs to be persuaded to let Finland and Sweden join NATO to strengthen Baltic area defenses. WSJ says Erdogan is facing a tough election in 2023 and is objecting not because Turkish Kurds pose a threat at this time but to rouse nationalist sentiment for the election. WSJ Editorial does not mention what is critical for Ukraine's people, the refugees of women and children to return home and live normal lives - the stopping of missile attacks on civilian population and buildings. Separately Mr. Biden has announced that he will be sending Advanced Missile Defense Systems to Ukraine. Germany is sending an IRIS missile defense system that covers a space of 40 square miles enough to defend cities like Kviv and Lviv, Kharkiv. Here the question is how soon as this needs to be taken up immediately to protect the lives of the civilians caught up in this war, the women and children of Ukraine. Some are returning to their homes in Kviv, Kharkiv, other cities, that are already damaged, and are facing more missile attacks. This is the most difficult aspect of the war and hope can only return when this is prevented. It would also set the beginning conditions for the end of the war by removing this element of the war for the people of Ukraine and their homes and lives.   ...

John Lyons of the WSJ writes in this report from Seoul, South Korea, that president Moon may have inadvertently contributed to the sense of the futility of talking to South Korea about missile defense when he opposed the installation of the Thaad, Terminal high altitude missile system, in his election campaign. This led to the U.S. and the South Korean government of president Ms. Park moving ahead with the system before Moon was elected. Moon is a human rights lawyer who favored improved relations with North Korea. Domestic South Korean politics were decided by younger voters alienated by the existing business structure, leading to the conviction of president Park and later the head of Samsung on corruption charges, and the election of Mr. Moon. In foreign affairs the picture is quite different as Moon is seen in South Korea as not being consulted by the U.S. as it frames policy for the region. South Koreans call this "Korea passing." As U.S. and Japan are directly affected by North Korean missile tests, the most recent on August 29th passing over Japan, U.S. president Trump consults with Japanese prime minister Shinzo Abe. People in Japan are cited in the NYT as saying recently, that they knew they had to worry about earthquakes, but had not expected to have to worry about missiles. A recent report in NYT showed that most people in Seoul have not prepared seriously to use underground shelters because they do not believe a war could take place with Seoul only 35 miles from the North Korea border. The U.S. policy is now focused on working with China, and coordinating its policy with Japan. A U.S. anti ballistic missile test was conducted from the ship USS John Paul Jones on August 29th. Moon has changed his position and now supports Thaad missile defense. South Koreans are apparently resigned to the prospect of "Korea passing." ...

Japan's military budget will become the third largest after the US and China and take on offensive capabilities, under the new plan of prime minister Kishida. More than half of Japanese now support Japan taking on this role in defense against China and to ensure an open Indo-Pacific. The military buildup calls for $320 billion in spending over 5 years to deter China, and includes missile deployment. The national security paper released in Dec 2023 says- "The strategic challenge posed by China is the biggest Japan has ever faced." To do this Japan's foreign and defense ministers met with their counterparts in the US this week, ahead of a meeting in the US between Kishida and US president Biden.

Iranian missiles and drones flying low and close to the ground avoided detection by Saudi and American air defense systems. The missiles and drones hit Saudi oil facilities stopping about half of the Saudi oil production. Iranian cruise missile technology was used for the attack, according to U.S. officials. The attack also showed how vulnerable the oil supplies from this region are to disruption. The U.S. is not dependent on Saudis for oil as it has increased its production from shale. China, Japan, South Korea and India are dependent on Saudi oil supplies. Yet the U.S. is shouldering a greater burden for ensuring reliable supplies to Asian countries, something the Trump administration sees it should be compensated for. Tougher sanctions on Iranian oil hurt its economy, resulting in actions taken by Iran to disrupt Saudi oil supplies. The Saudi intervention in Yemen is another source of tensions in the region. The Trump administration says it is not interested in endless wars in the region, yet its tougher oil sanctions on Iran are pulling it into the conflict in unpredictable ways. China, India, and other countries had sought sanctions waivers to import Iranian oil, and see the sanctions as hurting oil supplies. India with limited supplies of its own was affected by the oil sanctions. ...

NATO members except Spain agree to spend 5% on defense, 3.5% on military and 1.5% on defense industry. Germany makes purchase of 35 F-35 fighter aircraft from the US for $8.2 billion in 2025 to be fitted with cruise missiles from Norway. Defense minister Pistorius says Germany has moved with "supersonic speed" on defense capabilities. This a big change from Scholz. New CDU chancellor in coalition with the SPD is Friedrich Merz who with a popular former defense minister Pistorius from the Scholz coalition and the new SPD finance minister in the Merz coalition Lars Kingbeil, is changing the way Germany looks at investing for the future. It has embraced defense of Europe and modernization of German infrastructure. German federal elections gives the coalition of Merz the 28.6 votes percentage of CDU/CSU in addition the SPD's 16.4% for governing with 45% of the vote, and additional 11.6% of SPD's ally the Green Party which supports it outside the coalition for total 57%. For this reason it is a coalition government with real clout to get things done for Germany's modernization. Much of the media focus is on AfD's far right 20.8% but this has been offset by the Left Parties gaining 14% of the vote in the formerly communist East (GDR) where the AfD is based. Thus about 60% of German voters support Merz/Lingbeil/Pistorius for some far reaching action by Merz well into 2030, for the first time since reunification in 1990. To add to this most of Europe including Germany under Merz has embraced a tough line on illegal migration similar to DJT in US so that far right AfD gains from discontent have reached their high point at 20.8%.   ...

The efforts of Senator Kyl to get committments of $4.1 billion in missile defense and nuclear warhead modernization from the Obama administration. This WSJ editorial sees the New START treaty with Russia as a footnote to the Cold War years, which does not confront the real world of today with nuclear proliferation to Iran, N. Korea and other states. It says this dangerous world requires not the largely irrelevant efforts of New Start, but more serious antiproliferation strategies and efforts. And anti-proliferation efforts that work, not the kind of effort that failed such as the 1994 Agreed Framework with North Korea.

Ukraine's electricity grid makes it though a tough winter with frequent Russian missile attacks that led to power cutbacks throughout Ukraine. Kviv residents had only 4 hours of electricity and heat, water were also cut off for hours as the winter progressed. With better more advanced defense systems the attacks are fewer now, and the power grid is being repaired. Large transformers and other spare parts are being sent to Ukraine for the repairs. Ukraine is now able to resume exports of electricity in April 2023 showing that the worst of the electricity grid crisis is over.
