The threat of climate change is becoming real in China with drought and heat waves. The impact on agriculture is feared as it may affect the autumn crop. For the first time the awareness of climate change is taking on a new urgency, with state media reporting on it with new emphasis. China having to import grain would put pressure on world supplies of foodgrains. It is therefore imperative that China also join in support of keeping Black Sea ports of Ukraine free and able to supply Egypt and North Africa to reduce pressure on world foodgrain markets.  This could also help shorten the war with a return to work on  important goals of climate change, renewing homes and industry for conversion to renewable energy,  restructuring trade so that there is no extreme dependence, and social security, healthcare needs of the Chinese people.

A wind farm out at sea to start in 3 years, small renovation projects across France and Germany, a couple of billion dollars from the French government for home renovations- this kind of approach is considered completely unrealistic say EU legislators. One Danish legislator asks what is more unrealistic? Setting serious targets for conversion to renewable energy or depending on Putin's gas and oil?  These EU legislators are calling for aggressive action now. The European Commission set a 9% goal for energy savings by 2030, this has now been moved up to 13%. EU legislators are calling for 23% in savings by 2030. And even this may not be enough to meet the goals for climate change to prevent the disaster from climate change with fires and floods and heat waves that hurt agriculture and food supplies. A savings target of 19% is about the gas that runs 40% of the cars and trucks on American roads in 2021 or 214 million metric tons of oil. The French government has set aside 3 billion euros for comprehensive renovations of homes to save energy with a target of 300,000 homes in 2022. This is completely inadequate as it will cost 23 billion euros say experts on the Paris city council. Renovations are only running at 60,000 a year. A big part of the conversion in Europe is converting from gas heating to electric heating. France is boosting subsidies for new electric heat pump installations.   ...

COP26 stands for Conference of the Parties for Climate Change. The conference will be held in Glasgow from 31 October to 12 November 2021 in the UK. It is important because for the first time the major countries are keen on pushing forward with climate change policies and targets. This includes India, China, US, European Union, and major Asian, Latin American, African nations. In India Mr. Modi has set a target of 450 GW for renewable energy. China is aggressively cutting back on its use of coal to the point of tolerating cutbacks in electricity for industry and cities. US, UK, Germany, Nordic countries are pushing forward with new targets for reducing coal consumption and increasing renewable energy production, advancing renewable energy technologies. The new Biden administration in the US and the Greens in Germany have replaced administrations that were not as committed to tackling climate change. With China and India also committed to tackling climate change with renewed vigor the stage is set for serious steps to be taken. To reach the target of limiting global heating by no more than 1.5 degrees centigrade countries all over the world have to cut emissions by 45%. In reality emissions will increase by 16% in 2021 because China and India still depend on coal and developed nations have not cut back enough. To cut use of coal and preserve forests, avoid the drastic changes in weather patterns with drought and floods in different parts of the same country seen in Germany, India, African countries and other Asian countries a lot needs to be done. Here Mr Kerry the US Representative for Climate Change, says -"There is a significant increase in ambition on cutting emissions than ever imagined possible. A much larger group of people are stepping up." It is not clear if Mr. Xi of China will attend the Glasgow meeting. He has talked to Mr. Biden at length on this issue recently. Mr. Modi of India will attend and will meet Denmark's prime minister Mitte and other leaders before the COP26 in Glasgow.  ...

Pakistan faces severe environmental problems says this report in DW.com. In addition to the heat wave, climate change, air pollution, degradation of natural resources, deforestation and soil erosion, there is the problem of access to drinking water. About 80% of Pakistan's population lack access to clean drinking water. By 2040 experts say Pakistan could be the most water stressed country in the region. A big problem is the lack of financial resources to tackle climate change with the buildup of debt. Another problem is the lack of a master plan for development that takes into account the need for protecting the environment and makes investment in renewable energy.

Potash a potassium based fertilizer mined from the earth is environmentally friendly unlike nitrogen and phosporous based fertilizers. When Belarus and Russia which make 40% of world supply of potash could not supply the world market because of the war in Ukraine, Canadian producers which make 30% of potash stepped in to increase market share. Two Canadian producers will increase production to meet demand after a 28% increase in the price of potash. Potash has the added advantage of being good for the environment and for climate change action. The use of potash needs to double to meet climate change action goals. Nutrien, the world's largest producer of potash in Saskatchewan, Canada will increase production by 2026 from 15 million tons to 18 million tons a year. BHP has a new plant coming up in Saskatchewan in 2026 for 4.35 million metric tons of potash.

Canadian steel and lumber industries get government aid, as talks to end US tariffs are halted over an ad on Reagan misrepresenting him on tariffs by Ontario state.  Canada's steel and lumber industries will get the aid in the form of railway costs cut in half with rail subsidies, and tariffs on US steel imports into Canada to reduce domestic steel costs for other industries. Stellantis shifts car production for a new Jeep from suburban Toronto to Illinois, GM cut a shift at a pickup plant and closed a electric van plant in Ontario. Not all imports to the US from Canada face tariffs. Other products enter the US from Canada under a free trade agreement USMCA that went into effect July 1 2020. Canada is also shifting policy under Carney's Liberals on climate change, as it seeks to reorient its economy to export oil to China and India- a new pipeline is now approved for oil and gas to be shipped across the country from Alberta. Since it's independence with Dominion status in 1867 Canada's economy has struggled with the idea of building a economy separate from the US so that trade between the northeastern Canada and Northeastern US which is next to each other is foregone for trade with distant provinces in the western states such as Alberta and British Columbia. In Brazil Lula's Worker's Party is also slowing efforts on climate change for the economy as it approves oil and gas projects in the Amazon, at the same time as it holds COP30 at Belem port in the Amazon. Even Biden had shown flexibility on the economy to support cost of living measures that are in conflict with climate change action. In DJT's second term climate change action has taken a back seat to cost of living concerns when a large majority of people are living paycheck to paycheck. ...

Such realism is needed today to listen to all so that climate change action on auto carbon emission can be de-politicized and realistic plan can be adopted. Too many floods, fires and adverse events by 2024 for the US not to have a plan and deny climate change does not exist. The Biden administration gives flexibility to automakers to meet auto carbon emissions rules by 2032 by accelerating the progress in the last 3 years as the capital investments, research and learning curve for new technologies, manufacturing improvements and cost reduction, and charging station infrastructure enlargement have taken place by 2030. Biden administration officials clearly understand resistance of carbuyers when the charging stations needed do not exist and costs are high in 2024, and EV technologies are at learning stage.

Biden says it is outrageous that construction workers in some places were not given the right to a water break. Biden says the US Forests Service will use $1 billion to help cities and towns plant trees. This can help lower temperatures in cities and towns. It only poses a threat to the US if the US does not also invest in its own people, follows misguided military adventures overseas, and does not invest in its own manufacturing and technological potential at home. Historically the imperial powers were Britain, France, Germany, Russia. The US under Woodrow Wilson and under FDR pursued policies that were at odds with the imperial powers and favored a China that could build the potential of its own people far beyond what the imperial powers intended- for India, Turkey, China, Vietnam, and the rest of Asia. At each step of the way to 1948 the US policy remained true to this. Even the Cold War was a struggle against an imperial power- Russia which under the Bolsheviks and even today follows imperial minded policies for Eastern Europe. The Biden administration and the Xi administration in China are really not that far apart in pursuing policies that support people from all parts of their countries, and are resolute in the fight against climate change making growth conform with respecting the earth. ...

Effects of the two storms in Florida and North Carolina reduced job growth in October. Overall the unemployment rate was steady at 4.1%. Job growth and the unemployment come from 2 different surveys one from households for the unemployment rate and one from employers by the Labor Department for job growth.  The hurricanes and weather events meant people were still being paid but could not get to jobs during the month of October, the estimate of this number was 512,000 in 2024. In 2016 and 2018 with hurricanes this number was about 250,000 in each year. 512,000 in 2024 is double the size from 8 years earlier in 2016, it shows that this could reach double this or 1 million jobs affected if another 4 years are lost pretending that climate change is "a scam" or that it was not serious, doing nothing and reversing direction. On average over 20 years the loss of jobs from hurricanes is about 69,000, excluding 2016 and 2018 it would be about 45,000. This shows that there are effects that are growing from climate change on jobs at an accelerated pace, another economic warning sign for the need for climate change action. ...

Additional funding of $100 billion is proposed for the World Bank to meet the needs of Africa, and other countries in Latin America and Asia. These needs are for climate change investments, renewable energy, and for health and education that has suffered as debt repayments have increased with higher interest rates, putting 52 countries near default on debt. One negative effect of the trade war with the U.S. is an increased emphasis on energy security and increased use of coal in China. After China committed to goals for climate change coal use declined in 2014, after reaching a high in 2013. The attack on Saudi oil facilities showed risk in its reliance on Saudi oil. China's import dependency for oil reached an all time high of 72% in 2018, according to BP 2019 Statistical Review. Gradually the commitment to climate change and lower use of coal has changed since 2016 with the withdrawal of the U.S. from the Paris Climate Change Agreement. Initially after the U.S. withdrawal under president Trump China made bold commitment to lead the fight against climate change but has since wavered. In an October 2019 speech Premier Li Kequiang called for the development of the coal industry to ensure energy security.  As China's economy slowed in 2019 in the face of U.S. tariffs and a trade war with the U.S. efforts are being made to increase infrastructure investment which has driven coal use higher. China's steel output reached a record of 750 million metric tons in 2019. The amount of coal fired capacity under construction in China now exceeds the rest of the world combined, much of it from plants permitted before 2017, according to Global Energy Monitor. China is also expected to become the world's largest importer of natural gas by 2020. Even the Russian gas fields from Siberia supply only a fifth of China's energy demands in 2020.  China has made large strides in renewable energy helping it meet its Paris Agreement targets. Renewable energy is about 10% of China's energy mix, but its use showed growth of 29% in 2018, making up half of the world's growth. China's use of coal in the energy mix has dropped to 58% in 2018 from 72% in 2008, according to BP 2019 Statistical Review, as a result of renewable energy investments. At the Madrid Climate Conference China renewed its commitment to the Paris Climate Change Agreement. Now it is a balancing act keeping in mind energy security and economic growth along with the need for clear skies and better air quality. ...

Drought leads to migration in Africa and Asia as crops and cattle wither in the heat from lack of rain. The estimated share of global surface area affected by extreme drought for any given month in 2020 is a shocking 19% according to this FR24 report. Also shocking is that until 2010 this figure was rarely above 5%.

The Wash. Post says the former president's speech as it wore on for 90 minutes rambling on without clarity on discussion of issues and policies for the future was a missed opportunity. Nothing was said about bringing down the cost of living when so many actions on multiple fronts are needed. Nothing on climate change or climate change action but leaving it out out of denial it exists during the worst heat waves and floods in a century. It is now Biden's turn to spell out the details of policies for cost of living action step after step of action, says the Post.
