Experts say there are only a couple of hundred high-integrity welders in Britain. Many manufacuring jobs go unfilled because of lack of skilled workers. Britain is trying to close this gap and reduce unemployment for young people by increasing apprenticeships in industry and worker training. The UK government allocated 1.57 billion pounds on worker training programs in 2013. Britain had 868,000 people in apprenticeship programs in 2013. EEF, a British trade group, says 80% of manufacturers have difficulty finding skilled workers with technical skills. Britain has done very poorly in the area of worker skills training according to the OECD. About 2.74 million new manufacturing jobs are expected to be created in Britain by 2020, of this 1.86 million will require engineering skills, according to EEF. A lot more needs to be done, as companies need to double the number of apprenticeships to meet expected needs.

Tankersley points to the broken links between economic growth and growth in jobs and incomes since 1989, which have created a shrinking U.S. middle class. In the postwar period before 1989, a one percent increase in economic growth generated a six tenths of one percent increase in jobs growth during economic recoveries. During the 1992 recovery under George Bush this was down to 0.4%. In the 2001 recovery under George W. Bush this dropped to 0.2%, during the current recovery under Obama this is at 0.3%. Income growth also showed a similiar pattern. Median household incomes declined from 1990-1992 and from 2002-2004, after adjusting for inflation, even with economic growth of 6% during this period. For the 2009-2011 recovery period the economic growth was about 4% yet real median incomes increased barely at 0.5%. By contrast from 1982 to 1984 with economic growth of 11%, real median incomes went up by 5%. The result workers median wages are lower now in the beginning of 2013, after inflation adjustment, than at the end of 2003, and real household income lower in 2011 than in 1989, says Tankersley. Why were the recoveries of 1990 and 2001 for the most part jobless? U.S. Federal Reserve studies show employers mindset had changed, instead of hiring back laid off workers during recoveries, employers did not add many jobs. Automation in factories requiring fewer workers, global outsourcing and supply chains, manufacturing overseas, lack of union-management cooperation on wages and jobs in industries such as the auto industry, increase in temp workers, all played a part in creating fewer and fewer good paying jobs. Some of this is playing out worldwide. In Japan the economic recovery has also come with similiar costs- moving jobs overseas for the auto and electronics industries, increase in temporary worker jobs with lower pay and benefits to about one third of all jobs, and depressed consumer spending as a result lowering the economic growth potential. Even the recent German economic recovery has come with an increase in lower paying temporary jobs and driven by exports to Asia. For the U.S. the situation was worsened by three additional factors- housing foreclosures and the hit to savings from the 2008 financial crisis, high cost of college tution and resulting debt, and the high cost of medical care. The Obama administration's effort to increase the minimum wage would help the poor, but do little to address the broken links between economic growth and jobs growth/income growth. The push for college education does not address affordability and neglects jobs training. Most of the questions raised by the changing patterns remain unanswered, which may be why Obama calls this a generation's task, not that of one administration....

There were 500 resumes for a $13 an hour position as administrative assistant at a truck driver training school. The school at trucking company C.R. England, is in Burns Harbor, Indiana. Stacey Ross the head of recruiting found 300 applications in her email box, there was astack of resumes from the fax machine. A total of 500 people had applied for the job posted on Careerbuilder.com. Ms Block who had been unemployed for four months and was aformer accounts receivables manager at a company in Portage, Indiana, gets the job after filling out the application on the company website. The company tries to hire fair to middling talent and train them from within.

Army General Martin Dempsey is expected to become the next chairman of the Joint Chiefs of Staff in the U.S.. He brings a low key intellectual approach to the job, and was recently appointed chief of staff of the Army. He has worked in key roles in training and transformation of the military, led a combat division in Iraq and supervised the training of Iraqi security forces. Between 2001-2003 he managed the Saudi Arabian National Guard Modernization Program, an internal defence force guarding the Saudi royal family and the holy cities of Mecca and Medina. After the McChrystal appointment and resignation, and the effort by military leaders to get approval of troop buildups by making statements and speeches to affect public opinion, advisors in the Obama administration were looking for someone who would work well in an environment of de-escalation of existing conflicts and lower defense spending.

Obama, speaking at Macomb Community College, talks about his plan to help community colleges, Community colleges are used by working adults for job retraining and learning new skills. Obama said that jobs requiring at least an associate degree are projected to grow twice as fast as jobs requiring no college experience. He said it would be difficult to fill those jobs without the training and education offered by community colleges. $12 billion in funds will be given to community colleges for ten years starting with the fiscal year beginning October 2009. The money will go toward programs that get community colleges to lift graduation rates and better train and educate students for jobs. Some of it will also go to modernizing of facilities, and some to the development of an internet curriculum available to students everywhere. Government officials say the plan would increase by 5 million the number of people who graduate from community colleges over the next 12 years. The new federal money will come from savings from the federal plan to end the role of private banks in the federal education lending system. Rep George Miller, the California Democrat who heads the House Education and Labor Committee, said that he would include the community college plan into the student loan bill, which he expects to introduce on July 15, 2009....

This essay in the WSJ by Louise Aronson, geriatrician, professor of Medicine at UC San Francisco and author of "Elderhood, Redefining Aging, Transforming Medicine, Reimagining Life," and Teva Brender, UC resident in Internal Medicine, says age should not be a factor  in electing leaders, as over the last century life expectancy has grown by 25 to 35 years. People can be healthy into their eighties and modern medicine provides ways to tackle small physical, auditory or visual impairments. In addition these can be handled with strength training, better nutrition and social support, says Aronson. His point is that there has been an increase in "health span" the years we define as being healthy, a compression of morbidity, the disease at the end of life. As a result people can be productive for many years, early retirement is a bad idea economically and for the people themselves when they feel better working. When there is so much wisdom and experience that they can bring to the job, and when that  wisdom and experience is sorely needed by the nation, that guiding light has immense unreplaceable value. President Franklin Roosevelt was at such a time able to steer the nation in the 1930's through the Great Depression and the 1940's through the Second World War, even though he had disabilities. Aronson says the work of elected leaders is fundamentally cognitive and when the basic physical demands can be met it is possible for leaders to work successfully. ...

Norris provides an insightful account into the research and thinking of Janet Yellen, the new chairwoman of the U.S. Federal Reserve. In her research work Fed chairwoman Yellen has placed importance on the long term unemployment rate and the difficulties workers unemployed for long period have in finding work. This is likely to determine Fed policy on interest rates as the unemployment rate inches closer to the Fed target of 6.5% set by Bernanke in Dec. 2012. Norris points out the emphasis Yelen has placed on this in speeches since being nominated to succeed Ben Bernanke at the Fed. In a recent speech Yellen emphasized that in the recession of the early 1980's median time unemployed people said they were unemployed was 12 weeks, which jumped to 25 weeks for about 6 months in 2010 and is at 17 weeks in the most recent jobs report. Another indicator Yellen has emphasized is labor's share of income in the nonfinancial corporate sector which remained between 66% and 61% from 1950 to early 2000's. This fell below 60% in 2005 and is at 57.1% barely budging from the 2011 figure. In papers written with George Ackerloff, Yellen has advanced the "fair-wage hypothesis," that workers do not do as good a job when wages are held down. Their research also shows its normal for workers in periods of recession to hold out against the lower salaries offered during recession periods, because these workers tend to fall behind newer workers hired with better wages later when the economy recovers. At the confirmation hearing Yellen made it clear that the Fed would do all it can to help the long term unemployed by creating a stronger job market, a job market where these workers would be drawn into work and employers provide job training as well as opportunities for advancement....

Peter Goodman who covers the consequences in the lives of ordinary people of the industrial changes going on around us, gives this report from Michigan. He shows how today's Michigan, was home to Henry Ford's automobile plants that made it a major part of the industrial revolution in the US after 1910, when Ford's first assembly line manufacturing was set up in Highland Park, Detroit. Industrial growth till 1960 made the US the leading industrial nation in the world. Followed by Japanese imports and auto manufacturing shifting to Asia and Mexico, that led to deindustrialization and neglect in Michigan and the midwestern US.  Key aspects of resurgence today is coming from lessons learned in the period of deindustrialization. From labor and management not working together, from huge pension obligations and costs that had to be overcome, that made existing wage and cost structures uncompetitive with Asian manufacturing. Labor concessions in the last decade have made a rearrangement of cost structure possible, yet along with the financial crisis of 2008 further worsened worker incomes. The first steps of a return for Michigan to its role in the early industrialization of America, the new labor contract negotiated in 2023, the support of president Biden and the government, the investment in the new technology of electric car manufacturing by Ford, General Motors and Stellantis. Goodman shows how the state, federal government, community colleges and other educational institutions training workers and students, and car companies are working together to promote interests of workers and communities. There is uncertainty created about the fewer parts in the electric car manufacturing process, automation advances, and fewer jobs. Yet the process is a transition over many years and this is accepted by the Biden administration and by the industry as it responds to slower demand for electric cars in 2024. This provides the time to bring up new training programs for workers, enable the funding of new research into battery technologies that would bring down the cost and make electric car prices accessible to the wider population. Uncertainty and fears about the transition are counteracted by the effort the Biden administration is making to bring up all manufacturing and to make large investments in American manufacturing.   ...

France's unemployment rate for youth 15-24 is over 25%. France's president Hollande has a plan to get companies to hire young workers on a permanent contract. The "generation contract" gives small business 4000 euros a year for three years to hire a young person on a permanent contract a the same time committing to keep an employee over 57 years in age. Companies with over 300 employees are required to set targets for hiring younger workers and keeping older workers or face sanctions. The program would cost France $1 billion a year and the government estimate is to generate 500,000 jobs in 5 years. A think tank OFCE sees this as generating about 100,000 jobs, because many companies would have hired anyway. The German approach is focussed on state sponsored apprenticeships and vocational training, which some French companies says is the right direction for France. German youth unemployment is 8.1%, with 2.6 million students at vocational schools, and 1.46 million apprentices. Beginning Jan 2013, Germany will support youth from other eurozone countries with language courses and travel costs to work in these programs in areas of Germany with shortages of workers....

Adjusted for inflation wages for automakers have fallen 19% since 2008 because of tiers new workers making about $17 an hour significantly less than the $32 an hour. UAW seeks an end to tiered hiring.  For GM it is about committing to a long term contract in an industry that is unpredictable and uncertain. GM wants to make substantial investments in the EV industry with president Biden's help even when not making profits from EV's. For the UAW Ms. Janis of Jobs to Move America says labor is a very small part of what it costs to make EV's, batteries are the most. None of the earlier difficulties are likely because much fewer workers are needed making labor cost a much smaller component. Toyota has been slow in its EV start, BYD in China is leading but US carmakers are supported by the US government for EV's. Auto workers want a fair contract . And GM working with partners can still build joint venture factories for batteries in the South just like Tesla where work is not unionized. In the competition in EV's R&D and quality of management will play a bigger role. Fairness for workers will motivate American carmakers, with worker training and quality+value of EV's important for success.   ...

China's central bank reduces its reserve requirement ratio, required money set aside by commercial banks and not used for lending. It lowered by half percentage point to 13% the amount of reserves Chinese banks are required to set aside. As the economy has cooled recently with trade tensions with the U.S., China's growth has slowed to 6%. The move frees up $126 billion for lending. In a speech this week president Xi used the word "struggle" over a dozen times. The State Council has plans to allocate more money for vocational training, to expand railways construction.  Analysts of S&P recently estimated China's economic growth over the next decade at 4.6% on average if the trade dispute gets to a stalemate, if trade dispute worsens it could drop to 3.7%. The trade dispute has dampened the mood at China Development Forum in Beijing, with attendees saying the distrust between the U.S. and China is based on deep concerns about each other. Besides the lending increase planned, the central government is pushing local governments to find projects to create jobs. Local governments fear this would worsen the already high debt burden they carry. ...

In Brazil Ignacio Da Silva was popular till a crisis with state finances and the Car Wash scandal involving illegal payments led to the loss of his Workers Party in the recent elections. Mr. Trudeau had won support by supporting clean governance and giving women a say in governing. Ms. Raybould was transferred to a lower position after her unwillingness to follow government officials on the CNC Lavalin issue. Jared Bernstein of the Economic Policy Institute points to trade barriers reducing competition and free trade that should raise an outcry when free trade and competition advocates focus alone on the Trump steel tariffs. He points to estimates that show $90 billion in additional costs to Americans from the barriers that prevent Americans from paying world market prices for surgeries and medical treatment, prices similar to what is paid in advanced countries like Germany, Britain and France. A bigger barrier in pharmaceuticals prices being sheltered from market competition worldwide costs a huge $370 billion in additional costs to Americans. These two costs in healthcare would help Americans by a magnitude compared to tax cuts that do not work for average Americans with the business tax cut going more into share buybacks than into increasing wages or capital investment in 2018.  Bernstein points to Neil Irwin's column in the NYT that flags statements such as Senator Mike Lee, Republican, that the steel tariffs are a huge job killing tax hike, as being misleading. Bernstein says two actions were never taken that would have used benefits of free trade to help affected communities that lost jobs in industries such as steel and textiles, other industries affected by foreign competition.  He lists these steps as sectoral employment training, apprenticeships ,and job creation efforts in the worst affected areas. Basically no one really knows what is good trade policy, the textbook concepts and theories are out of date when countries can subsidize particular industries such as steel and dump products into the American market. At a press conference on CSPAN with the Swedish prime minister Mr. Trump stated that China was exporting more than what is officially shown as there are transshipments from other countries, some of them with no steel mills.  As Mr. Trump stated at that press conference he was elected partly because of the worst affected communities- in places such as Michigan and other states in the midwestern U.S.- that suffered from unfair trade. Bernstein admonishes the economists and politicians, media, for the headlines that are misleading in showing that bad trade policy is being pursued and trade wars are being started. This deserves attention because the Trump administration and advisors such as Lighthizer who served in the Reagan administration seek fair trade, and the Commerce Secretary Wilbur Ross successfully pushed for NAFTA trade deal renegotiation not the outright rejection of NAFTA that was mentioned in the election campaign. Ironically no one is helped by this trade rhetoric and misleading headlines. In fact the strengthening of the U.S. currency as the huge trade surplus of China goes into U.S. assets, and with the election of Mr. Trump, gives foreign competitors a continued advantage. And in fact Japan, South Korea, China, had a mild response to the tariffs as reported, because these countries are aware of global overcapacity created especially by China which produces 50% of the world's steel, and as China shifts to higher technologically value added products closing many older steel mills. ...

The South African economy suffered under Jacob Zuma. The Zuma government hurt the government's finances, and suffered from corruption and mismanagement. Only 21% of South Africans trust their government in one poll. This indepth report also asks the question- how much has changed since the days of Apartheid South Africa? Mandela's release from prison in 1990, and the ANC party winning elections in 1994 changed South Africa into a multi cultural and multi ethnic society with democracy. A liberal constitution protects the rights of all of South Africa's communities and citizens. Share of households without electricity fell from 42% in 1996 to 10% in 2016. Black people make up 50% of the middle class. Blacks now make up more buyers of suburban homes than whites. Race relations are better today. The problem is that progress and improvement in living and economic conditions stalled after 2009 when Jacob Zuma as head of the African National Congress became president. GDP per person declined after 2013. Half of South Africans were born after the end of Apartheid in 1994. Nearly 40% of people of age 15-34 are not in work, training or education. To get into the middle class one needs a job. About 62% of South Africans would trade democracy for an unelected leader who could deliver on housing and jobs and the economy. Cyril Ramaphosa was made president and head of the ANC after a bruising struggle to oust Jacob Zuma in 2017 ANC conference. He now faces elections in May 2019. In the 1980's he led the National Union of Mineworkers. He later became secretary general of the ANC in the 1990's and led talks for democracy. Ramphosa was passed over by Mandela because of pressure within ANC to select Thabo Mbeki. Mbeki was followed by Zuma, also from ANC. Ramaphosa then joined business, as a small number of well connected black South Africans and made $450 million through preferential access to equity in large firms for a few black South Africans. Then went back to the ANC as deputy president,  then deputy president of the country. The Economist says after Zuma South Africa is running out of time, and Mr. Ramaphosa expected to win, faces many challenges, particularly youth unemployment. ...

Ingram says Obama's 2015 budget is more of a wish list for Democrats, because 2015 spending levels are already set and House Republicans will put together their own budget putting forward the Republican views. Obama's budget includes new taxes on busiess and the wealthy to reduce the deficit. Other ideas- raise tobacco taxes to pay for universal pre-K education, a "Fianncial Crisis Responsibility Fee" on big banks, overhaul immigraion laws to increase tax revenues, limit itemized deductions for the rich, force drug companies to give large rebates on Medicare prescriptions. Another proposal is a $56 billion "Opportunity, Growth and Security" Initiative, for spending on early childhood education, job training, and medical research. To pay for this he would cut the amount wealthy people can save tax free for retirement, cut crop insurance and raise airline security fees.

Juarez, the city across from El Paso, has done well in the last 10 months with 27,000 jobs added in the maquiladoras. These foreign owned factories continue to attract business interest even with a drug war raging in the background. The reason is that Juarez connects straight to American Interstate highways and this makes it possible to deliver goods in 3-4 weeks in some cases from the time of order compared to 10 weeks for China. And wages can run as low as $4.21 an hour. Companies get incentives in the tax treatment and worker training is supported by the local government.

He has been through difficult situations before when following approval of the Maastricht Treaty the French Franc came under speculative attacks by investors betting France could not implement the Treaty. At the time he was finance minister in the Mitterand government. As labor minister since 2012, Sapin implemented Hollande promises in the elections- for government sponsored jobs for young people, creating contracts to bind young and older workers in the workplace, and reform of professional training schemes.

The head of Italy's statistics agency Istat, Enrico Giovannini, says Italy's manufacturing sector has performed quite well, and the problem is with the services sector, in lagging sectors such as transport, communications, tourism, retail and social services. The manufacturing sector is only one sixth of the economy. He says productivity is poor and there is lack of investment in human capital and information technology for the services sector. IT's contribution to growth in Italy's labor productivity is the lowest in Europe, according to the European Investment Bank. Italy's total efficiency gains declined one half percentage point from 1995-2005. Retail and tourism sectors lack the needed productivity gains. This means actions taken by prime minister Monti to change labor laws and related changes will not be enough to generate confidence in the economy and economic growth. Giovannini says investment in human capital and productivity is badly needed, and shifting education and training to where there are new job opportunities....

There are some major problems in the American jobs market which suggest a long drawn out effort to reduce the high unemployment rate. One is the divergence between the vacancies that are developing and the rate at which firms are filling these vacancies. With vacancies remaining, unfilled and firms remaining cautious about the economic outlook and leery of hiring, the increase in economic output or GDP growth of 3% expected on the optimistic side in 2011 is not translating into lower unemployment. Structural problems are causing a great deal of difficulty in reducing the jobless rate. The recession hit manufacturing and construction very hard. And those who worked in these industries are not those with the skills and training to take up jobs in health care and education or other similiar fields- here skill mismatches are the problem. Geographic factors and the property prices drop are creating additional barriers. About 25% of mortgage borrowers owe more than their property is worth, and their are fewer buyers in regions with depressed job prospects like Michigan. There is a large increase in long term unemployment- over 27 weeks. Those out of work for more than 6 months see their skiils, job connections and confidence erode. A Brookings Institution paper estimates that this rise in long term unemployment by itself can cause labor market recovery to take twice as long as after the 1982 recession under Reagan, when unemployment reached a high of 10.8% and took 2 years to get back to 7.5%. Add to this the fact that a lot of jobs were lost in 2008 and 2009, with a six percentage increase in unemployment in a short period unmatched by anything since the Great Depression, with long term unemployed reaching 6.5 millon or nearly half of the total. And the 3% growth rate estimated by the government is anything but certain. It is questioned by the IMF as a stretch. This does not take into account the problems in the banking sector, as home equity loans gone bad show up on their balance sheets in latter part of 2010. According to a CreditSights report (see the US economy in 2010 in Group search for more information on this) with estimated losses of $33 billion. A struggling banking sector and tighter credit will add a structural dimension from the banking sector to the wobbly hiring. The "muddle through" approach to banking problems of the Obama administration in tackling bank's bad debt will continue to pose risks....

Melissa Eddy of the NYT provides this exceptional account of the debate in Germany on national priorities, as the child care educators represented by the Verdi service workers union go on strike for a 10% increase in wages. Workers at entry level jobs in manufacturing represented by strong unions earn the same pay as teachers in child care centers and early childhood education who have many years of experience. The child care education workers are supported by the federal family minister, SDP minister Manuela Schwesig, who says that the additional experience and education upto university level of the child care educators in early childhood education should be recognized. Schwesig said: "We need a debate in Germany on how much we value the work of those who take care of the early education of our children and with young adults." One aspect of the 240,000 child care educators strike has drawn less attention. This is the gender pay gap as a large percentage of educators in childcare centers are women. Equal Pay Day in Berlin was organized for June 5, to call for equal pay for women who have fallen behind in pay. Data from the European Commission in 2014 shows Germany ranks third to last in gender pay equality, with only Estonia and Austria trailing behind, as cited by Deutsche Welle. Schwesig who attended the rally pointed out: "When women, despite equal work and education, earn less than their male colleagues, it is not only unfair. It is wrong." While Germany has moved ahead in quotas for female employees, women in boardrooms, parental leave, this does not help women in critical areas such as early childhood education and elderly care, which suffer from a large pay gap with men working in manufacturing jobs. ...

This Spiegel report looks at how far Germany has come in tackling the refugee crisis one year later in September 2016. It looks at the progress in several areas- housing, integration through language training, jobs and the labor market, school age children, crime, deportation, political scene and elections. Maintaining public support in the face of incidents such as the ones in Cologne and some terrorist incidents, the protests in cities such as Dresden, was tackled by negotiating a treaty with Turkey to turn back new refugees, and by letting countries in southeastern Europe such as Hungary to close routes used previously. Internal agreement with the Christian Social Union (CSU) and the CDU, led to a reduction in refugees granted asylum for each month in 2016. About 220,000 migrants were newly registered in the first half of 2016. Germany's EASY registration system shows 92,000 migrants registered in January and the number dropping to 16,000 in July.  Here are some of the figures on progress as cited by Spiegel. On BAMF, the Federal Office of Migration and Refugees- It has increased staff from 2300 employees in early 2015 to 8000, with many new offices opened, significantly more efficient than before. Housing- about a million refugees have found housing. Thousands of empty beds in emergency shelters and 1000 repurposed gyms are no longer needed. Smaller cities and towns have done better than large cities like Berlin, with hangars at Tempelhof Airport still housing refugees. Barbara Hendricks, Federal Environment and Building Minister of SPD party, has tripled funding for subsidized housing to 1.5 billion euros for 2018. Hendricks wants to repeal a constitutional amendment that shifts housing responsibility to states, so that the federal government is actively involved. Integration- BAMF head Weise estimates a shortage of 200,000 slots in language and integration courses. About 80,000 Afghans are not eligible for the programs. So far estimates by KMK representing education ministers of the 16 federal states, shows 325,000 children and young people integrated into school system in 2014 and 2015. Spiegel estimates 12,000 teachers were hired for this, and an additional 20,000 are needed says GEW. 58,000 daycare spots are needed for children arrived in 2015, and 9400 additional daycare personnel are needed. Wages have been raised. Jobs- The Federal Employment Office says 322,000 refugees were registered and seeking jobs in July 2016. Crime- Police crime statistics show 4% increase but when the asylum and visa related offenses are taken out the crime has not increased as it has appeared in the media. The events in Cologne had started a debate on this issue after teenagers harassed women near the Cathedral square. BKA Federal Criminal Polic Office says 1031 assaults on refugee accomodations happened in 2015, 665 in 2016. Incidents of Islamic terrorists happened in Wurzburg and Ansbach, and authorites have become more vigilant.  Deportation- the central register of foreign nationals has about 220,000 people who have to leave Germany. Because of wars in home countries 172,000 are still in Germany. Political scene- CDU and CSU sister parties have disagreements on immigration policy. There is fear about the country changing. Yet the new children in schools are only about 2% of the school children in Germany. As immigrants are mostly young people who will be required to take language training and integrate in schools and workplaces, the situation is different from the first wave of workers coming in from Turkey in early postwar period. Also lessons have been learned and integration is being required.   So has the most difficult period in this immigration crisis been put behind for Germany? It appears that this is the situation. Germany's economy was strong during the "wilkommen refugees" and it has helped the country deal with it better. The volunteer support certainly helped. State, city, and business leaders responded. What about the claims of Islamization. Because so many of the refugees are from a relatively progressive country such as Syria, and many from urban literate areas, combined with a policy of integration, this could prove to be a different experience for Germany. Because many left because of religious sectarianism or corrupt governments the immigrant mentality as a whole barring some exceptions, is likely different, seeking integration in a different modern culture that prizes the individual and respects his development. Over time and sooner than many realize, Merkel may be proved right when she says- "Germany will be Germany, with everything that is near and dear to us." When it comes to politics the CDU and CSU are taking the "homeland" theme as their own. Across the Atlantic Germany's example is being followed- as the number just a trickle about 4000 refugees admitted in 2014, has been increased to 110,000 for 2017 by president Obama, showing the power of the example in the face of adversity and skepticism. German culture and society tended to be insular and the experience of this type, difficult as it has been, and not something that was actively sought out, may have a positive effect. Particularly with the scarred immigrants who may want to embrace the new culture and not look back at what they left behind.   ...

Caucus founder Rep. Tancredo and Rep. Hunt of California, both for increased border security are retiring. About 100,000 newly naturalized citizens voted in Florida, where 2 members of the immigration reform caucus lost their seats, as Republicans were perceived in their immigration reform stands as anti-Latino. Senator Dole lost her seat in N. Carolina also facing Latino opposition. In the current job losses environment unions will oppose business group's efforts to get more technical workers in on temporary visas, and there is no leadership on this issue like Ted Kennedy who has cancer. As a result the immigration issue may not see much action early in this administration even with the election results.

Roberts gets a $64,000 severance package, and 59 weeks of unemployment insurance, with apossible additional 13 weeks, with monthly check of $1426 that is 27% of his income of $64,000 a year when employed. attribute 33 weeks of the 59 weeks to the stimulus measures of President Obama. Butt has 4 months as atransfer worker at full pay, which can be as long as 1 year, then he has till May 2010 at 80% of his pay when employed full time of 2700 euros amonth. The transfer company gives job training and job hunting advice. He continues getting his medical insurance benefits which are provided by the state. Roberts loses his health insurance with his job, and hopes to pay his expenses for a2 bedroom apartment with his girlfriend who makes close to $1500 as an elementary school teacher. He will take a2 year electronic engineering course with a local college using $6000 from Obama's Dislocated Worker's Program. But he isn't sure if he can do his studies after one year when his unemployment benefits expire. Butt can afford to take a vacation to Cyprus and his lifestyle is not much affected he says. His wife works as a nurse at a rheumatism clinic. Butt is like the 64% of Germans who say the crisis is not affecting them personally. Roberts is like the 87% of Americans who say this crisis id hurting them in their persdonal lives. To pay for the state funded benefits the total wage tax burdenas a percentage of labor costs for Butt is 52% in Germany. FOr Roberts it is 30% in the USA. France is at 49% Spain at 39% and the UK at 34%. Germany's public expenditures for these labor benefits are 2.97% of GDP in 2006, the USA's are 0.38%. Spain and France are at 2.32% and the UK at 0.61%. This also explains why the impact in countries like Germany and Spain is not felt so badly as in the USA. In SPain there is also the lower mobility and the safety net of family support helping people cope making it possible to cope with 20% unemployment without serious distress and hardships. Jena McGregor's interview with Ben Horowitz of Silicon Valley. Horowitz says its best to keep the founder as CEO, because its harder to teach a professional CEO to innovate, than it is to teach a founder to be a CEO. Better to take the advice of one football sports team owner to his coach when told about injuries and problems: "Nobody Cares. Just coach your team." Best to focus on the task ahead than to get overburdened by thinking about the hurdles. Many companies make the mistake of overhiring and finding they are in trouble when business falls off. At that time a moment of honesty is essential, even though a trust with the employee has to be broken, one cannot hide or blame the employee- only by saying we screwed up and planned the business the wrong way, can one make an honest effort to recover. Not making the honest assessment and being frank with oneself and colleagues can be fatal for a young company. Andy Grove of Intel, cites this example in his book "Only the Paranoid Survive," - to shift out of the memory chip business and close plants was essential once it was clear the Japanese had an unsurmountable edge, a long term move into microprocessors had to start now for Grove and Intel in 1986. An outsider's impersonal logic and no emotional involvement had to be Grove's mindset, as if he was replacing himself as the new head of the business, going out one door and coming back in. Panasonic's moves in 2013 under CEO Kazuhiro Tsuga to exit the plasma television business and focus on new business opportunities, including electric car batteries, is a recent example. On motivation or purpose: no big vision has to be announced and repeated- it is enough to make being a good company at what you do the end goal, make craftsmanship or doing the work you enjoy and can contribute in the end goal and purpose. The modest and straightforward is enough reason for existence and doing very well. How important is training? A lot, a great deal more than one can imagine. People can be talented but not productive. Companies that have good and extensive training programs can do much better than companies that lack these programs. Managers who can continue this with on the job training are also valuable to build on training programs. Sony's Akio Morita personally interviewed new hires, new engineers joining the company at all levels- it is really the contribution of the thousands of engineers that he personally interviewed that built Sony into a global pioneer in electronics in his time. He says the future of the company is determined by the people the company hires. Goes even further, by saying the fate of the company is in the hands of the youngest recruit on the staff. Horowitz finds Jim Collins as management writer a bit abstract and mushy, he prefers Intel's Andy Grove and his books such as High Output Management, as more specific about how to manage business. One could add "Made In Japan," and Morita to the list....

Eliud Kipchoge is one of the rare runners from Africa for his outlook on life. He is from Kenya, and holds the world record for running the Marathon. At the Berlin Marathon he set a record of just over 2 hours, with an improvement of 78 minutes the biggest in 50 years.  How does he do it? He wears a wrist band that says "No human is limited." He believes it is in the power of the mid to do what it sets out to do and what it believes. As he trains in the Kenyan highlands his idea of life is living simply which "sets you free." There at training camp he shares in the chores, including cleaning toilets, and always maintains the discipline that is part of his daily routine. Being disciplined is about not just the two hours running but the other 22 hours as well. A simple life means no distracted mind. Says Kipchoge: "My mind is always free. My mind is flexible. The mind is what drives a human being. If you have belief-pure belief in your heart- that you want to be successful you can talk to your mind and your mind will control you to be successful." This 34 year old Kenyan runner won the 5000 metres at the World Championships in Paris in 2003, won silver in Osaka in 2007, but failed to make the 2012 Kenyan Olympics team. He then switched to marathon running and won ten marathons, three in London. As part of the NikeBreaking2 project Eliud is taking on the challenge of running a marathon under 2 hours, 63 years after Roger Bannister set the 4 minute mile record. ELiud believes there are still beautiful things in store, some cool things to do. And his dream is to build a running world that brings joy and peace - "There is freedom in running. Go and run and your your mind will be free."    ...
