This WSJ Exclusive report shows 1.89 million breakthrough infection cases in the US and at least 72,000 hospitalizations, 20,000 deaths among fully vaccinated people in the US this year. The WSJ reviewed medical record data for 21 million fully vaccinated people, and an array of state reports to put together this analysis. It shows people with weaker immune systems and elderly are more susceptible for breakthrough infection and hospitalization. It also shows that vigilance is necessary in following covid protocols for social distancing, masks, hand washing, as the figures show smaller but yet significant percentage of people at ages younger than the elderly are getting breakthrough infections and getting hospitalized. 3.35% of people 35-49 years who were fully vaccinated but with waning immunity from taking the shots early on and lacking booster shots to build immunity back up again, and who are breakthrough infections, are hospitalized in this WSJ analysis of EPIC's Health data. For people 50-64 years this is 7.45%. This report in WSJ takes a detailed look at how the shift to digital payments, and digital badges for covid free designation on smartphones are affecting a part of the population of 60+ years that is notinternet or smartphone savy.  60+ years make up only 10% of the users of internet on age based graph, even though they are a large part of China's rapidly aging population, estimated to be closer to 20% of the population or about 250 million. Elderly people in China are having a hard time with scanning of health codes to access transport and other services. To tackle the covid pandemic China has health codes assigned to citizens which link user national ID and Covid status. These need to be scanned in for access to train and transport facilities and other services, color coded digital badges on smartphones that show one is covid free.  Most elderly cannot handle these smartphone tasks because they lack the skills of young people with smartphones or lack the digital payments having used cash all their life. Other problems are poor eyesight, health problems, but the most severe is a big skills handicap in downloading apps, in typing quickly, and in navigating the internet. The government is taking steps to provide relief for the elderly by prohibiting places of services from refusing to accept cash, and finding ways to make the health codes system work for seniors. ...

This article in the NYT provides a look at the features of the Republican House Health Care Plan- Both the Affordable Health Care Act and the House Plan provide incentives for buying insurance- the ACA bases these incentives on income levels whereas the House Plan does not provide additional help for low incomes or elderly. Incomes at $20,000 would see a loss greater than  $2000 under the House Plan and as many of the elderly poor living in high cost areas may not have the resources to make up for this loss of subisidies they may forgo buying insurance or have insurance coverage that protects only in a limited way. President Trump has given assurances that all will be covered. For people with incomes of $50,000 or $75000 the loss of $2000 subisidies would also have some impact. At larger incomes or the well to do the subsidies are not handed out under either plan. Under the ACA the emphasis was on income levels and high cost insurance areas the subsidies were greater, under the House Plan the subisidies would be higher for the elderly compared to the young but very low income levels are not given additional help.     ...

What happens as the population of elderly people rises and there are many older homes vacant as the population ages. This report in the BBC looks at the "ghost homes" in Japan that no one wants particularly in parts of the country and towns where many elderly people reside. These are also older homes that were build from wood in the old Japanese style making them more prone to collapse in earthquakes and fires. They are given almost for free with subsidies by town governments with few takers. A separate article this week shows China's median age rising. For the first time we see two large Asian societies, Japan and China experiencing or beginning to experience this problem.

Prime minister Suga has appointed 71 year old Testsushi Sakamoto to a newly created post- Minister of Loneliness. The pandemic has worsened the social and economic isolation of people.

With competition from home care support and assisted living facilities the investors were having a hard time turning a profit on the operations resulting in deterioration in quality of operations and care. 

 Japan, Scandinavian countries, and Germany, other countries have a better system for quality of life as people get older.

ICMR also has a vaccine that could be ready by India's Independence Day of August 15. One of the vaccines is for the elderly. This NYT editorial points out that the cuts to Medicaid amount to taking out a fourth of its budget and are sure to hurt low income Americans. The cuts are about $880 billion over 10 years for Medicaid. The $300 billion less in subsidies over ten years is likely to hurt the elderly. It is not commonly realized how much of an economic collapse Russia suffered as a result of Mr. Gorbachev's failure to plan a smooth transition out of communism- a 40% drop in  drop in GDP, a peak of 2000% increase in inflation, and drop in life expectancy from 69 years to 65. With lack of safeguards in place for vulnerable sectors such as the elderly and displaced workers, no setup for securing the rule of law, no periods of experimentation with market economy in parts of the country as China had done. Krugman says it was worse than the Great Depression in the US in the 1930's, a particularly traumatic period Americans remember, because the collapse was deeper, and the rogue elements took over parts of the economy leading to a breakdown of the rule of law. One hears too much about the fall of the Berlin Wall, great for West Germany and less about the trauma this was for elderly and vulnerable workers in  East Germany, and for Russia as a whole. Here Paul Krugman describes what happened and how this brought to power another group under Putin. For Putin and many Russians these are the memories that lead them to say it was the "greatest catastrophe" of the twentieth century. Krugman has put this in graphs showing the economic data from multiple sources, including the World Bank and US Bureau of Economic Analysis. The graphs show the Great Depression in the US was about loss of 27% of GDP, inflation was not severe and FDR ensured both rule of law and hope with his election to tackle the problems, including America's vast resources. ...

China's population decline and fewer working age people is likely to reduce the high capital accumulation that sustained rapid growth in the past. China's dependency ratio- population of children and elderly relative to the 15 to 64 year old age group went up to 46% in 2021 from 34% in 2010, says WSJ. This means less savings accumulation, and less of the enormous pool of cheap capital of the last 2 decades that led to fast growth. That period is ending. This makes the subsidy based approach to push key industries such as chips and solar panels in the past much more difficult in the future, says Nathaniel Taplin in the WSJ.

The French presidency is seen in the Gaullist tradition as invested with huge concentration of powers, forgetting that De Gaulle helped bring about the major social changes in France by bringing farmers across France from scattered small plots to the modern agriculture and technology that was unknown in rural areas, and investing heavily in infrastructure building to build a modern France. The rotting carcasses of the minks that were culled will be dug up to be incinerated. Environmental inspectors found that some water sources might have been contaminated by bacteria. The 17 million minks in Denmark were the target of culling after fears of coronavirus in minks. The whole issue has shown the problems in some of the Nordic countries that were seen as models for healthcare and public services. Sweden's treatment of the elderly in nursing homes was seen all over Europe as shabby and the king of Sweden called it a "failure.

And he finds it incomprehensible that this is happening without similiar contributions from the higher income Americans, even though 72% of the American people- according to a July 14-17, 2011 Washington Post/ABC poll -want those earning more than $250,000 a year to pay more in taxes. The use of cathedrals in Britain as vaccination centres is seen as a glorious way to bring people of all ages, particularly  the elderly in the community into a wonderful setting to preserve health. They came since the Middle Ages for a cure, and they come today for hope and care. The Archbishop of Canterbury thanks the cathedrals and the NHS for serving the community in such a beautiful way.

The famous cathedrals of England at Lichfield, Salisbury and Blackburn inviting people in for vaccination is the heart warming story of this month. Salisbury is one of the oldest and has copies of the Magna Carta, the historic document that put forward the rights of the people in a constitutional monarchy.
