Much of the cost of the Common Prosperity campaign of president Xi to increase access to healthcare, education and housing will fall on heavily indebted local governments in China, says WSJ. Today in 2022 these three education, healthcare and housing are moving beyond reach of ordinary Chinese because of rising costs and referred to as the "three big mountains." In education and housing the government has moved to improve access. Today parents like Ding Jianxiong in Beijing can give their children two extra hours of classes in school for not cost. It saves money and time compared to tutoring classes that the government is discouraging. Teachers have to work longer hours for this to happen and the cost is borne by local governments. Governments at provincial, municipal and county level finance 80%, 70%, and 60% of China's fiscal expenditures on education, healthcare and housing projects. Data from China's Finance Ministry shows local governments have built up $4 trillion in debt at end of 2020, up 20% from a year earlier, much of it to finance infrastructure projects in the last 20 years. This experts say is an underestimate with additional debt buried and camouflaged in financing vehicles, other forms of debt. In 2020 the central government restricted sales of land that were creating an overinflated housing market and driving cost of housing ever higher, depriving local governments of a principal source of revenues. Land sales are now down about 15% and falling. Experts say a new property tax could only bring in one fifth of what was derived through land sales by local governments. The result is a fundamental mismatch today between revenues and costs for local governments that has not been addressed. ...

US $1.5 trillion budget request for 2027 fiscal year by the president for military and defense spending is about 4.7% of US GDP forecast of $31.8 trillion in 2026. In 1960 it was 9% following the Korean War. It dropped to 3.1% of GDP by 2000 and stayed around 3.4% till the current effort to modernization of the US military is thought to require about 5% of GDP.  (World Bank charts). The US spent far higher during an earlier period reaching 14% of GDP in 1953 during the Cold War with the Soviet Union. This report shows WSJ Analysis of where the $1.5 trillion request for Defense is going-  $1.1 trillion for War Department and $350 billion for critical munitions. The munitions are in short supply and war in Iran shows that it plays a critical part in defensive systems such as intercepting of missiles as missiles in short supply affect overall capabilities. An additional $200 billion for Iran War. Pay raises for Defense personnel. $66 billion for shipbuilding- 34 ships to put the US back in the lead for shipbuilding it has lost to China, with the help of Japan which is also ramping up the shipbuilding it has lost to China. US and Japan were leading shipbuilders in the  1930's and in the 1960's, then lost it to South Korea and China. About a 12% decrease in other Department's budgets including Health and Human Services, Treasury, Commerce, Interior, Housing and Agriculture.  These cost reductions some of it coming from more efficient functioning and from concepts such as zero based budgeting where every line item in the budget gets reviewed every year for how much is needed for the purpose, is the purpose still valid, and can it be done more efficiently costing less. $660 billion is coming from the savings. The Nation's capital will also get a facelift, a major renovation, after being ignored for years. In the new Budget is $10 billion for the Presidential Capital Stewardship Program within the National Park Service for beautification projects in Washington D.C., which will give the National Capital a much needed new look for millions of visitors from the 51 states in the Union.    ...

Median income means 50% of the US population makes above $83,000 and 50% below that. In 2024 compared to 2023 slight increase of about 4% for men compared to women, no change for white households, a drop of 3% for Black households, gains of 5% for Hispanic and Asian households, Census Bureau Report shows.

Overall cost of living prices at grocery stores, for automobiles, and housing rental, is what is impacting people the most and has left people in the lower half of the population with considerable anxieties about making ends meet. At $100,000-$150,000 incomes in the upper third of the population there is saving for colleges that have costs going through the roof and cost of child care that is causing anxiety.

To get an idea of Indian potential growth rate one can see the potential of states like Bihar and Maharashtra. Bihar state in India is where the potential for economic development is huge and growth rate of 22% for 2025-2026. Imagine a state with 130 million people in India with about 17% urbanization compared to 37% for India. Most of the development concentrated in the capital city of Patna. Housing Minister Nitin Nabin of Bihar state says- “The new townships will include nine divisional headquarters cities, Sonepur and Sitamarhi (Sitapuram). The initiative will reduce population pressure on major cities, ensuring better basic infrastructure and scope for further expansion. Special emphasis will be laid on roads, traffic management, drainage, waste disposal, green parks, and residential areas. The nine divisional headquarters were Patna, Muzaffarpur, Bhagalpur, Gaya, Darbhanga, Munger, Saran, Saharsa and Purnia. Committees will be formed to monitor the townships’ overall development." ...

There is a major contraction in the supply of leased cars to the used car market. This used to be the major source of used cars on dealer's lots. For cars used cars are a major part of it as it is basic transportation needed to get to work for a majority of Americans. There are Americans where a car breakdown leads to a loss of a job because it costs too much to repair and young people just don't have the money. Stories in WSJ now point to how DJT won in 2024 largely because of immigration, fentanyl and transgender, and the frustration with high inflation. Most tech workers in companies such as Google are now working remotely. This is leading to companies making plans for a future work force with decentralized staffs in many less costly locations. The Dutch election as elsewhere in Europe marks a significant shift away from the migration issue to the urgent problems of housing and cost of living, infrastructure, that were neglected as the migrant issue moved up in importance. Climate policy changes lead to $1.3 trillion savings according to analysis from DJT administration and EPA's Zeldin, with $1.1 trillion in savings from lower vehicle prices which addresses unaffordability of cars. Using the average price of a new basic Toyota Corolla the price in 2020 was $19,000 which has gone up to $23,000 a price increase of 21% by 2025 over a 5 year period. The cost in 2026 of operating a Gas powered vehicle is on average about $2500, for EV car about $1000 with $1500 in savings per year for EV's that need to be figured into the equation at gas prices that prevailed in 2024 of $4-$5 per gallon . At prices of $3 per gallon the gas costs come down to $1200 when driven 12,000 miles at 30 mpg for 400 gallons of gasoline consumed. This makes the difference between gas and EV yearly savings on gasoline costs down to about $200 from $1500. This makes gasoline powered cars attractive as car companies can reduce EV investments and pass on some of these savings in lower car prices in 2027 in exchange for favorable rules on emissions and EV transition dates.  Are there losses through the emissions and climate change? The DJT/Zeldin EPA analysis points to global climate emissions from China and India (the coal powered plants) continuing at a pace that would determine the overall change in climate for 2026-2027. In this kind of approach the goal is to make cars affordable over a 2-3 year period for US and European carmakers who would be expected to cut prices. It is about flexibility in fighting the Cost of Cars a big component in the Cost of living with housing as the next large component. It is not a long term strategy, simply one that offers a flexible approach. Will the US, Europe and Japan fall behind in EV's technology? Hybrids a focus of Japanese cars will continue to advance that technology which is becoming a preference where it is affordable for customers. Toyota for instance will have a wide lead in hybrids technology by 2030. Much of the Chinese market will have EV's and the EV's technology will advance in China in 2026-2027, and tariffs will be needed to protect European and American carmakers for 2026-2028. It is a strategy tradeoff to deal with the cost of living crisis in US, Europe and Japan answering call for a flexible approach that was also heeded by the Biden administration in relaxing carbon emissions rule changes. It will require automakers to step up and cut prices for gasoline models for buyers at the entry and lower range for affordability by 2026-2027. What about climate action? The strategy is based on the idea that climate action requires India and China (coal powered plants) on board to make a real difference so that over 2-3 years to 2027 the US, Europe and Japan need to address affordability for the lower end entry cars. There is an element of denial of climate change in parts of the DJT administration in the US but not in Europe and Japan. It is also true that leading DJT administration officials Secretary Bessent see the problem of climate as real and one that needs to be addressed yet leaving room for flexibility to tackle affordability crisis for ordinary workers with low incomes struggling to make a living. Bessent and others in the DJT administration are calling for using all of the resources to address needs of people struggling to make a living, and for a strategy for the US to get back its manufacturing capacity from China and for rebuilding the US economy after deindustrialization (caused by Clinton's huge US economy shattering failure to provide safeguards for abuse of the trading system by China in signing a poorly drafted agreement for China's entry into WTO at the end of his term in 1999-2000 just when he had fought impeachment.  ...

Of 161 million people employed in 2024 about 40-50 million in vulnerable groups living from paycheck to paycheck and without savings to support them in a medical emergency is a real problem in the US economy. It is why even as unemployment looks good at 4% and inflation down to 3% there is a lot of angst for Americans for cost of living. Fifteen million baby boomers who will turn 65 years for retirement between now 2024 and 2030 face a situation where they have less than 250,000 in savings. Many who were born between 1945 and 1962 called baby boomers are in this group with diminished savings. In the prime of their careers they were hit by the 2009 financial crisis caused by bank speculation risk taking. They also were hit by the pandemic in the peak years of income growth. Other such vulnerable groups are young people with high student who are being helped by president Biden. There are also the low income groups that have been hit by medical costs and a family emergency that were pushed into poverty. Other groups in the millions are the people at the low income levels who are working paycheck to paycheck because of housing costs. About one fourth or 25% of apartment renters are people whose households budget shows 50% or more going to housing costs which have increased 20% in the last 2-3 years, which includes the pandemic years 2022 and 2023. President Biden seeks to limit apartment rent price increases to 5% and Kamala Harris has proposed help for families for the portion above 30% of household income going to rent. The jump in cost of living from automobiles, automobile repair and housing, cost of groceries have affected other groups with large credit card debt. This is a result of the supply chain concentration in China which comes from American business overconcentrating production in China and previous administrations doing little about this. Biden's answer is to bring jobs and manufacturing knowhow and investment back to America. During the pandemic some people resisted getting vaccinated and lost their jobs, a million people lost their lives, others took early retirement seeing the stress ful lives during the pandemic, others including women quit to take care of children. This has reduced the labor supply to business leading to tight supply higher prices.The result is that there are about 5 such vulnerable groups each with about 5-10 million people for a total of about 40-50 million people at risk. For these people the cost of living presents huge challenges, including childcare. It includes young people and retirees, single women and families on low income hourly wages that have not kept up with inflation.  ...

The Guardian sends its reporters along with UN special envoy on poverty Australian Prof. Alston as he spends two weeks in the world's richest country looking at poverty in urban areas.  They look at some of the 55,000 homeless people in Los Angeles, homelessness exacerbated by the tech boom in California that has sent housing costs skyrocketing. LA saw homeless people increase by 25% in 2017. The safety net is not being reinforced as the Trump administration cuts many social safety net programs. Next they visit the Tenderloin district in San Francisco where homeless people can be found at St Boniface Church sleeping in the pews. As the Guardian points out the cuts to social programs disproportionately hurt people of color who make up 39% of the homeless in the U.S. This report looks at the incongruity between the tax cuts that are likely to hurt poor whites who supported the Trump administration, as well as hurt the social protections that are part of today's democracies across the western world. This is most evident when one looks at the European Union. They were put in there in Europe for a reason- fairness is good for all classes, and most of all it protects democracies. Authoritarian regimes arise out of social dislocation from wars, or from lack of social protections and ineptitude of elites. Which is why a Lincoln or a Theodore Roosevelt from the Republican party supported fairness and social protections as much as FDR and Truman from the Democratic Party. The view expressed in this report in the Guardian is that the U.S. may have moved in the wrong direction under the Reagan and Clinton administrations creating the "me first" culture that prevails in the U.S. today. ...
