India's 135 thermal power plants ahve just 4 days of coal stocks as of October 1, says the Financial Times, citing the power ministry. The power ministry has instructed plants to build up stocks. China is already facing a power shortage after coal fired plants were asked to cut down the use of coal to meet emissions targets. In early August coal fired plants in India had 13 days of stocks. With coal prices rising India did not buy enough coal to build up inventories. The manufacturing sector suffered a contraction in China for the first time since the pandemic started in 2020. China has instructed state owned energy companies to secure supplies of fossil fuel to prevent winter shortages. This further increased price of coal. Coal from Indonesia went up from $60 a ton in March to $200 a ton in September discouraging imports. The result is that with limited supplies and rising prices of coal India faces a perfect storm and power cutbacks as in China. ...

Utilities moved away from coal under the Trump administration. In 2024 energy from coal is three times costlier than energy from solar or wind. Coal is now being phased out as it now produces only 16% of the US energy needs from 50% under the Obama administration 2008-2016. First there was the shift to fracking natural gas from coal and now there is the shift to solar and wind. States needed by the two parties such as Michigan, Arizona and Wisconsin are not coal producing states.

China has banned coal imports from Australia in response to Australian request for an investigation into the origins of the coronavirus and criticism of China's handling of Hong Kong protests. 

China imports about a quarter of its coal imports from Australia. Yet this has impacted China because of a rebound in the economy and a very cold winter in 2020. This means there is a shortage of electricity in some parts of China. 

China imports 80% of its iron ore, with 60% coming from Australia and prices of iron ore have almost doubled in the past year. Last year China imported over 1 billion tons of iron ore.

After energy shortages in 2021 the Chinese government decided to increase coal power projects. In 2023 these coal power projects are increasingly seen as backup sources of power with rapid increases in the production of renewable solar, wind and nuclear energy. China has nearly reached the point where half its energy is coming from renewable energy sources. Coal power companies are not profitable compared to renewable power companies. The result is that China's total emissions of carbon are declined in 2022 by 1.5%. China's power demand is growing by 6% each year, yet more of the increase in demand is being met through renewable energy expansion with coal being set as a backup source. Soon many of the power projects started after 2021 may be cancelled because they are losing money.

Strange as it may sound the retired coal power stations in Europe were back in operation and highly profitable during the COP26 Glasgow conference. Unknown to speakers at the conference calling stridently for complete coal phaseout instead of rapid phasedown including speakers from the European Union and from Tuvalu (population about 1500) this was happening not just in China but also in Europe. This was dictated by energy economics as coal prices have come down by half and natural gas prices have risen ten fold, and natural gas shortfall in Europe.  This report in the WSJ shows coal and lignite plants making huge profits for electricity companies in Europe. As a result the calls for phaseout were seen as hollow by China and India in the last days of the conference leading to the language change in the final agreement to "phasedown of fossil fuels." Natural gas producing power stations are losing 2.26 euros for every megawatt hour, compared to 57 euros per magawatt hour for coal powered power plants, 4 times as high as the previous highest levels in 2017, as reported in the WSJ. Estimates are for coal power stations to be more than gas rivals till 2023. Germany says WSJ still has highest level of addiction to coal and lignite. It generated 40 gigawatts of electricity from coal and lignite in September and October, the highest for these 2 months since 2018, Poland is doing the same exporting its coal based power to the rest of Europe. In the same way coal power plants that were idled are back producing electricity in Spain, Portugal and in UK home of the COP26 Glasgow conference.   ...

China's export dependent economy with 4% decline in fixed investment Jan-May 2026 and 27% jump in exports.1 million car exports per month in June. Exports make up 20% of China's GDP. China is challenging German companies in their home markets in Europe. Domestic sales of cars are down 16% in June. What this means is that China's growth now depends on exports alone, with construction slowdown, and weak consumer spending. How does this tie into China's posture in trade with the US? It negotiated from a position of strength on rare earths not to give in to DJT tariffs yet knows the importance of trade for the Chinese economic model, importance of US and EU markets, markets worldwide. China's strategy is to shift some of the lost US sales due to tariffs to other countries in Latin America and Asia. A top priority is to keep trade with the US and European Union on a good footing, so that its exports can be absorbed. How does it affect Hormuz? For China Hormuz as an oil source is much lower in importance and China can do without Iran, it absolutely cannot do without the US and European Union to take a big part of its exports. It also does not openly say this but it also shares concerns similar to the US, on nuclear weapons in Iran. India, Japan and the EU have similar concerns. As shown in the articles on this page China has large unused oil in reserves and coal supplies, has lower oil demand at 4% growth, and is accelerating renewable energy, so that it is now importing 8.5 million barrels a day down from 12.5 million barrels a day. By doing this China puts this oil back into the world supply leading to lower oil prices. This means the world can do without the supplies from Hormuz, keep lower oil prices, and go on as before if Hormuz remains closed. The US can focus on domestic issues and its involvement in the Middle East can be limited to naval blockade which the US Navy is capable of doing. This is good for China, good for the US, and good for the World. Local governments in China, provincial authorites, pushed growth in building road, bridges, factories during the 30 year growth phase 1990-2020. In 2026 local governments with debt loads and lack of good projects for investment are a bottleneck to growth. This is the first time fixed investment is in decline, except for the years in 1961 and in 1967. The year 1961 is a result of many mistakes made by chairman of CCP, Mao, by shifting 2 million in farm labour to work in iron foundries, and the shift from private farm plots to soviet style commune farms, coupled with floods leading to 43-46 million famine deaths (1994, Chen Yizi, top advisor to CCP General Secretary Zhao Zhiyang). 1967 is the chaotic situation of the Great Proletarian Cultural Revolution launched by Mao. What it shows is that the China Miracle like the Japan Miracle and the German Miracle of recovery after World War II, is based on certain conditions and will enter a phase of lower growth closer to 3% like other industrialized nations over time. India and Indonesia are larger than China and will be the next growth story, which is also shown on these pages this week, with the address to the Indonesian parliament by Modi, and Indonesian president Prabovo's saying that he has studied Modi's economic changes and is copying them as there is no copyright. ...

The German lower and upper houses of parliament, the Bundestag and the Bundesrat, passed legislation to end the use of coal by 2038. The phase out has two parts one is the legal avenue for reduction in emissions, the other is the regional economies of affected states. The government will provide 40 billion euros for restructuring economies, including reskilling workers and providing new infrastructure, for the effort. coal operators will also receive compensation if they announce plans for closure of coal plants by 2026.

Deep in the jungles of Indonesian Borneo one finds Bayan Resources coal complex. In 2025 Indonesia is the world's largest coal producer. Bayan Resources was founded by Low Tuck Kwong a Indonesian businessman who started out with his father's construction business in Singapore and switched to start his own business in mining in Indonesia in 1972. Bayan is now one of the largest coal producers in Indonesia and ships the coal to India, Vietnam and Philippines which depend on coal for electricity and modernization.  Coal demand will actually increase instead of decrease from 8 billion metric tons in 2013 to 9 billion metric tons in 2027. India and Vietnam are taking on the role of manufacturing that once belonged to China in the supply chain. The combined population of India, Indonesia, Vietnam and Philippines is about 2 billion people with a huge need for 100% electrification of rail and transport, and for homes and industry. India is accelerating it's renewable energy production, yet coal will be needed in the interim transition to renewable energy. Coal production is about 1 billion metric tons in 2024. About 20% of coal is imported from Indonesia and Australia. India depends on coal for 75% of electricity needs says Anil Kumar Jha former head of Coal India Limited. He predicts coal to increase to 1.3 million metric tons produced in India by 2031.   ...

Ivan Penn , Tim Gruber of NYT show how Tim Walz's Minnesota is taking Climate Change Action to be 100% Clean Energy by 2040.  Hovering over Becker, Minnesota, along the Missisisippi river is a coal powered electric plant. Next to corn and potato farms are acres of solar panels intended to pass solar energy to the Sherco solar energy plant in the neighboring area for transmission. It will replace 3 coal powered units at Becker's electric plant. Becker is only one of seven such Municipal areas called Coalition of Utility Cities that will make he shift to solar. What happens to 240 workers at the coal plant owned by Xcel Energy? They will not be layed off says Xcel and the state provides funds to retrain workers. Some will be employed at anuclear plant owned by Xcel. The state provides 4.75 million for retraining, and $20 million for a new industrial park that will generate new jobs. Additional jobs created at Form Energy in Massachusetts that makes the battery storage systems for Sherco/Xcel. It is a culture change for workers and for sceptics. A 1.9 million ton coal pile sits outside Becker to last 100 days- coal related pollution will decline and improve health.      ...

A old $2 million coal mine in Wyoming is now the biggest find for rare earth elements in the US since 1952. It could be worth as much as $37 billion says this report in WSJ. Randall Watkins the son of Ashland Oil founder the elder Watkins, runs Ramaco, the $600 million metallurgical coal company that bought this coal mine. He says he has learned lessons from his father that will help him build on this rare earth elements discovery for commercialization.

One negative effect of the trade war with the U.S. is an increased emphasis on energy security and increased use of coal in China. After China committed to goals for climate change coal use declined in 2014, after reaching a high in 2013. The attack on Saudi oil facilities showed risk in its reliance on Saudi oil. China's import dependency for oil reached an all time high of 72% in 2018, according to BP 2019 Statistical Review. Gradually the commitment to climate change and lower use of coal has changed since 2016 with the withdrawal of the U.S. from the Paris Climate Change Agreement. Initially after the U.S. withdrawal under president Trump China made bold commitment to lead the fight against climate change but has since wavered. In an October 2019 speech Premier Li Kequiang called for the development of the coal industry to ensure energy security.  As China's economy slowed in 2019 in the face of U.S. tariffs and a trade war with the U.S. efforts are being made to increase infrastructure investment which has driven coal use higher. China's steel output reached a record of 750 million metric tons in 2019. The amount of coal fired capacity under construction in China now exceeds the rest of the world combined, much of it from plants permitted before 2017, according to Global Energy Monitor. China is also expected to become the world's largest importer of natural gas by 2020. Even the Russian gas fields from Siberia supply only a fifth of China's energy demands in 2020.  China has made large strides in renewable energy helping it meet its Paris Agreement targets. Renewable energy is about 10% of China's energy mix, but its use showed growth of 29% in 2018, making up half of the world's growth. China's use of coal in the energy mix has dropped to 58% in 2018 from 72% in 2008, according to BP 2019 Statistical Review, as a result of renewable energy investments. At the Madrid Climate Conference China renewed its commitment to the Paris Climate Change Agreement. It produced a large part of energy for the state of Victoria which includes Melbourne, and 3% of the country's emissions. This report in BBC shows the stubborn nature of coal emissions in Australia. Mr. Albanese the newly elected Labor party leader has promised to cut emissions- a 43% reduction of 2005 emissions by 2030. Australia is a big exporter of coal with $40 billion in coal exports to China, India and other countries, and cheap abundant coal supplies are part of the reason for its reliance on coal. David Uberti looks back at a time when this part of Massachusetts between Rhode Island and Cape Cod witnessed a coal power boom with the Brayton Point Plant. How this helped build the local economy with coal. It used ten thousand tons of coal and one billion gallons of water from the Taunton river every day. Why for some countries base load coal based energy capacity becomes essential with lack of energy storage options. India has realized that without storage simply adding more renewable capacity will pose problems for grid managers. India will add 60 gigawatts of fresh coal powered base load capacity in addition to 21 gigawatts under construction to tackle the problem of intermittency. India now has 40% of installed energy capacity from non fossil sources, rising from 25% in 2013, with solar and wind making up 30%.

The rising production of natural gas in the U.S. from shale deposits has hurt the use of thermal coal. Appalachian coal costs $65 per ton to produce and prices have dropped to $52 a ton on the spot market, making it unprofitable to produce. Coal mining companies were relying on the demand for metallurgical coal from China's steel industry, which has boomed since 2004, to continue profitable mining operations. From $40 a ton in 2004 the price of metallurgical coal climbed to $330 in 2011. In 2009 U.S. met coal exports went up to six times the prior year's production and this continued in 2010, leading to rapid expansion. Now with a slowdown in China and the Chinese steel industry operating at a loss with huge overcapacity, the prices of met coal are down to $170 a ton. Patriot Coal of St. Louis filed for bankruptcy protection and many companies are shutting down mines and laying off workers.

To make a dent in carbon emissions governments in Europe and North America need to support the use of low carbon solar panels in solar facilities installed there. This would enhance solar energy panel production in the US and Europe, India, other countries. Experts say the use of solar panels made using electricity from coal use in China creates more emissions in China while reducing emissions in the West. The result is that global emissions remain the same as if no solar panels were installed.  The global solar panel production is mostly concentrated in China because of the lower cost of electricity from coal used in production of panels- a critical factor in the lower prices of Chinese made solar panels. This allowed China to gain a monopoly in production of  world's polysilicon, an essential component in solar panel production, that consumes large amounts of electricity in the manufacturing process.  This use of coal generates twice the amount of carbon emissions in China than the solar panels made in Europe, say experts. As large companies such as BP and Shell sell off oil and coal projects, smaller competitors in the energy field are buying these projects with the idea that the transition from coal and oil will take longer. The smaller energy companies bet that coal and oil will be the main source for energy for developing countries in Asia and Africa and that the underinvestment by the large companies will boost commodity prices. Numbers support their thinking as coal, oil and natural gas are expected to be source of 76% of global energy consumption in 2030. In 2019 this was 81%, according to the International Energy Agency.
