China's shift in emphasis from heavy manufacturing and the auto industry to other technologically advanced and less environmentally sensitive industries including new energy sources. The National Development Reform Commisson lists industries in 3 categories- encouraged, allowed, and restricted. The auto industry is now in the allowed or permitted category, and is no longer encouraged for the purposes of foreign investment and the granting of preferential tax or streamlined approval processes. Alternative energy cars, internet equipment and some service industries are moving to the encouraged category. The growth in the auto industry has slowed to about 3% in 2011 from 32% in 2010, with the change hitting the domestic Chinese brands the most. As a result more laws are expected to help technical know-how flow towards Chinese auto companies, according to IHS Automotive.

Researchers at MIT, Peking University, Tsinghua University, and Hebrew University, have released a report on the dangerous effects of air pollution from the dependence on coal for energy in China. The report shows that areas in northern China north of the Huai River in central China -where coal use is much higher with government support than the area south of the river- have about 5 years lower life expectancy than areas south of the river.

An official report after a 7 year survey finds 19.4% of arable land in China is polluted. The pollution comes for the most part from inorganic materials such as heavy metals cadmium, nickel which are byproducts of mining. Pollution is severe in the Pearl River Delta in the south, in Yangtze River Delta in the east, and in older industrial zones in the north east. Earlier efforts to get this data were stymied by some officials calling it a state secret about the time of the discovery of cadmium contaminated rice in Hunan province. China's 334 million acres of arable land, according to the most recent land survey at the end of 2012, is only 37 million acres above the minimum considered necessary to feed the large population, making this a major issue for China.

A significant part of the haze and air pollution in New Delhi, India, comes from crop burning in the neighboring Punjab and Haryana region. Here the Hindu newspaper looks at the practice that has not changed even after a 2015 government and NGT order banning the practice. This report cites data from the state of Punjab showing 65% of the 1.85 million farming families in the Punjab are small and marginal farmers. The problem is that the rice paddy harvest leaves 19.7 million tons of paddy straw in the fields and the farmers see burning this as a quick way to avoid incurring the cost of machinery and labor. The Punjab government is required to provide machinery to farmers for preventing the burning. Farmers say it has not provided this. Punjab government seeks funding from the central government in Delhi for meeting the cost. Till then marginal farmers continue their old ways creating a thick haze over New Delhi. Solutions proposed are having more biomass plants to generate energy and use the paddy straw, a Happy Seeder variety that takes works with the straw, and shifting to Basmati rice instead of the common rice crop. The way Indian democracy works political parties have remained wary of collectively working out solutions, letting the problem continue.  ...

Efforts in 2014 by Jizhong Energy Company to reduce pollution in the city of Xingtai, population 7.6 million, by closing down the worst polluting plants and installing new equipment. The World Bank put the cost of pollution, including cancer and other health problems, at 9% of gross national income in 2009. The Ministry of Environmental Protection estimates 3.5% of GDP as the cost of pollution in 2010. Xingtai's pollution levels have been recorded by air quality monitors at as high as 30 times China's national standard. Government figures show the PM2.5 in the city's air is 150 micrograms per cubic meter over the last 12 months, more than 4 times the national standard. To get some idea what this means, consider that Fresno, California, with the highest pollution level in the U.S. had PM2.5 level of 18 micrograms per cubic meter. To show it is serious the central government requires the city to post pollution figures online, down to individual smokestacks and exhaust ports.

Nickel cadmium batteries - this year 2008 the European Union is banning the sale of all nickel cadmium batteries. Question is why is the US not banning them. And why are companies like Energizer, Duracell, P&G, Mattel, Toys R Us and Walmart still buying them? Why is Panasonic making them? A toy costs $1.50 less to make using nickel cadmium batteries. Are parents aware of what it does to workers making them? Are plants safe in developing countries especially in corruption prone coercive environments like the one in factories in China? Some of the owners of such factories are in Hong Kong, Hong Kong based companies, are they aware enough of the risks and the ethics of doing is? This story is of an engineer who was exposed to factory conditions in a company GP that was supposed to be a good company to work for, and few knew about the effects of cadmium in the year 1995 when she joined. The Panasonic factory is in Wuxi which is not in some remote part of China. And note this about 10% of China's arable land is contaminated with heavy metals such as cadmium according to China's own State Environmental Protection Agency, and the metals are entering China's food supply. 12 studies have shown unsafe level of cadmium in fruits and vegetables. Is this a necessary price of industrialization or is it possible to find a way thats better- a challenge for countries like India. Can there be better protection of workers and still have industrialization? Wouldn't it make sense that a motivated well treated work force will perform better in better working conditions. Aren't there costs involved for workers and owners of such plants. Owners also bear costs, bad press, medical payments, workers leave and good workers are hard to find in the wave of bad publicity and health risks, customers in the west refuse to buy the product, the company's brand name is tarnished forever, as would happen for GP in this case. The coercive patterns of using police to suppress publicity for a Hong Kong Company shows owners in Hong Kong have the same disregard for worker rights, even when living in an area that one hears talk about democratic rights. There appears to be a conscious deliberate decision by the Chinese government and policymakers to shift the economy from low-end technologically unsophisticated and polluting industry, that pays low wages with little worker protections, towards technologically sophisticated, environment respecting, and higher wage industry. This does not mean textiles are out, but textile companies that are larger better managed, able to introduce newer technologies and produce higher quality product- that command higher prices in the world market and therefore also able to sustain decent wages and worker protection- are in. Phasing out the smaller shops and the poorly run or deliberately polluting and labor exploiting companies run from Hong Kong or elsewhere. The general shift is to be a leader in products which are value added either by technology or human capital, such as better trained more knowledgeable workers. This is similiar to the shift Japan made after the sixties, as it moved from a rural to a urbanized society and textile companies like Kanebo became technologically sophisticated, while small shops withered out, and Japan gradually shifted into automobiles, electronics and chip making. The noticeable difference is that Japan with a prewar industrial base and a smaller market protected its home market for Japanese companies, whereas China lacking this prewar industrial base let foreign investment and companies overseas bring in equipment and use low cost Chinese labor to supply western markets. And it turned a blind eye to labor protections, at least till it had built up its own industrial base and knowhow with policy requiring Chinese partners in industry and technology transfer. Economic winds are also doing the job. Inflation, Chinese goods prices increased by 4.6% in May according to the U.S. Commerce Department. This is a result of the Chinese government requiring worker protections and decent wages and stricter pollution enforcement resulting in increased energy costs. For years the U.S. and other countries depended on China for low cost goods and the demand for low cost goods depressed margins which resulted in legitmate costs such as pollution control technology, worker protection and decent wages, being ignored. China is now left with heavy environmental cleanup costs, and a bad image internationally as a heavy polluter. The huge external trade surpluses China has built up exceeding a trillion dollars have pushed up the value of the yuan making Chinese goods costlier in world markets, and apparel and shoe makers in developed countries seeing Vietnam as a better lowcost alternative. The story of this phase of Chinese industrial development can be seen in a town like Honghe, a 90 minute drive from Shanghai, which has half of its 100,000 residents working in 100 factories and 8000 shops that knit, dye, package and ship some 200 million sweaters a year, bringing in according to local government estimates $650 million a year. Now many of these shops are idle and mirant workers are returning home. To see the subtler signs of the Chinese policymakers hand note that even visa policies have been tightened to make it harder for foreign buyers to visit Chineses factories and trade shows. Also the Chinese government has raised the minimum age for workers in these factories from 16 to age 18 and so on. And the impact is being felt in places like Honghe near Shanghai, Shengzhou another city near Shanghai which makes one third of the world's neckties, and in Dongguan in Guangdong where its toy, shoes shops close. The change also shows how quickly things can change in the world economy. Only 3 years earlier in 2005, Jiaxing Yishangmei Fashion Company, a family owned company was booming and had just landed Walmart Stores as a customer. Now Walmart no longer sources from this company. Analysts say that the Chinese sweater industry was probably overbuilt, with about 6 cities in China claiming to produce more than 100 million sweaters annually. A wave of consolidation could boost efficiency, and bring pressures to innovate rater than compete only on price. And many Chinese economists, and policymakers think China has relied too much on cost-cutting and simple production models to increase exports. A researcher at the Chinese Academy of Social Sciences thinks such a high dependence on foreign trade is not good for China. For the US and Japan this researcher says that trade is equivalent to 20% of gross national product and by contrast for China trade is equivalent to an extreme of 75% of GNP. ...

What Handan Iron and Steel in Hebei Province 300 miles south of Beijing and ThyssenKrupp in Dortmund, Germany, have in common. The transplanting of Germany's aging defunct iron and steel furnaces and plant to Handan, boxed and crated away- its unreal that in 1998 Handan Iron and Steel bought and transferred an aging polluting plant to a city where the steel works are located in China which has 8.5 million residents. When years later the steel works were debated to be moved to a distance away from the city with Baoshan Steel, the decision was made to instead put a new plant there instead. The solution was to make pollution payments to residents of Handan. It was Mao's dream to build a steel industry in Hebei province ,which has large deposits of iron ore and coal and a rail line. Couple of questions come up to mind- one why did the first steel works go up right in Handan, and same is true of Dortmund, labor supply perhaps but couldn't homes be built nearby instead and these plants located away from cities. Second the deal for bringing the ThyssenKrupp plants was as recent as 1998, by this time China was already a big steel producer (producing more than the US by one estimate) and in a few years Chinese steel production was to exceed the US, Europe and Japan combined. With steel production already on the rise why didn't China move more carefully. Some of the Thyssen Krupp assets were built only a few years before 2000 and met stringent environmental control. China bought these.. Why didn't China pick out the best assets instead of old aging blast furnaces. The possible answers are that they were available at cut rate prices, but were they worth it. The second is that Hebei must be competing with other parts of China, and there wasn't a rational allocation of capital as would happen if a sophiticated company like a Mittal or a Tata Steel is involved. Is China operating on a outmoded concept- nationalism, competition between provinces with local government officials running the show? The other question is that in the case of the automobile industry a different pattern is seen, the most modern technology was selected , and in the case of Cherry, the most recent technology was selected for manufacturing cars, then why was this same pattern not adopted in the case of steel. In the end China has a surplus of steel mills, which makes this rush into steel production without carefully thinking through this appear to have been a mistake. The visual picture if one flies into Dortmund of manmade lakes, green park areas and residential housing and shopping from the $22 billion the EU and Germany are investing to turn the Ruhr valley region of Dortmund into a centre of education, technology and tourism now contrasts sharply with Handan in Hebei province. Can emerging countries do better, build manufacturing for jobs but keep living conditions in mind, be patient and work to achieve the best overall results, and build education, technology, appropriate for their own situation. ...

The World Health Organization says a level of 25 micrograms per square meter is safe, above 300 poses risks calling for one to stay indoors. According to a report from China's Environment Ministry for the first half of 2013, only 4 cities met the acceptable air quality standards. The national grade 2 standard in China is for 35 micrograms per cubic meter for levels of airborne particulate matter smaller than 2.5 micrograms in diameter. WHO standard is for 25 micrograms per cubic meter in a 24 hour period. The 4 cities with acceptable air qualty out of 74 cities monitored by the Environment Ministry are Lhasa in Tibet, island city Haikou, coastal town Zhoushan, and Pearl River Delta city of Huizhou.

The action taken by local and government officials to address the high PM 2.5 pollutant levels and smog in Harbin, China, in October 2013. For the first time the Ministry of Environmental Protection has powers to take serious action. It is sending out inspection teams to cities across China for the winter to make sure environmental regulations are enforced. One big change is that cities now report in real time the change in pollutant levels for PM 2.5, the worst pollutant. By Oct. 2013 113 cities in China carried the live reports on websites. The Ministry has published a list of the 4189 factories in China that create 65% of total industrial air pollutants in China. The Jinping-Li Keqiang administration supports the stronger enforcement and has set a goal of reducing PM 2.5 levels by 15- 25% each year for Tianjin, Beijin and Hebi province in northern China, compared to 2012 levels. These three regions have been given the target of reducing coal use by 80 million tons a year.

How ethanol picture as a useful alternative fuel has changed completely in the past year. The economics of ethanol also have changed completedly in the past year, as corn prices have risen to above $3 abushel and stayed there, even with the biggest corn crop since 1945, and prices of ethanol have dropped with huge oversupply of ethanol from $5 a gallon in June 2006 to about $1.85 a gallon today. Global ethanol production has grown from 10.9 billion gallons in 2006 to 13.4 billion gallons in 2007 according to IEA. US's ethanol production is about half of this or 7 billion gallons and is up 80% in 2 years. The production capacity of ethanol with new plants is expected to jump to about 12 billion gallons in 2008 even as demand for ethanol is about 7 billion gallons.This huge oversupply accounts for the drop in prices of ethanol with margins dropping from $2.30 in 2006 to 25 cents in late 2007. Its become less and less attractive as an alternative fuel as more studies appear and more groups cite the different ways in which ethanol has destructive effects on the environment. Corn is in demand by food companies and by livestock companies in the USA and generally across the developing world so raising corn prices is seen very unfavorably around the world. Nation Academy of Sciences study and a National Research Council study says corn based ethanol could strain water supplies and impair water quality. American Lung Assocation worries about the the air pollution from burning ethanol in gasoline. And a EPA Spring 2007 report says ozone levels increase with increased use of ethanol. A study coauthored by Nobel prize winning chemist Paul Crutzen says it might exacerbate climate change because of the added fertilizer used to produce corn raised emissions of nitrous oxide. All this has made people wary of ethanol and much of the early enthusiasm for ethanol has vanished. The lobbying struggle pits the ethanol producers and the farm lobby in the midwest against oil companies which don't like being forced to use a non-petroleum fuel even with a subsidy of 54 cents of gallon for blending ethanol into gasoline, and food and livestock companies which need corn at lower prices. Add to this the weight of environmental organizations and countries across the developing world which simply don't like the idea of using scarce food resources in this manner and find this to be just not a right thing to do for the world's poor which need corn as a basic food source. Consider Mexico where this affects the price of a staple food corn tortillas and China which bans the use of corn for making biofuels, both countries seek to keep food prices low for the country's large numbers of rural and urban poor people and could see the stability of these countries disturbed by huge rise in food or fuel prices. As a result of all this the ethanol lobby is looking to Congress to mandate a certain usage figure of ethanol in gasoline production in the new energy law. This legislation now could become controversial in the future as better ways of solving the energy crisis such as automobile fuel efficiency reducing demand and conservation, as well as other alternative sources that have fewer adverse environmental impact come into play. ...
