Neil Irwin of the NYT provides some positive news on U.S. housing. Access to housing at affordable prices is improving as more home are built at the lower end. In July home buyers bought single family houses at the annual rate of 654,000, highest since 2007, according to government reports. This is an increase of 31% over 2015. Builders are building new houses at the rate of one million homes a year every month since April 2015. Census Bureau report shows median sale price at 294,600 for new homes in July down from $310,500, largely because more homes are being supplied which is good for first time buyers. And home price increases are moderate, about 5% a year for the last 2 years, based on S&P/Case Shiller home price index composite of 20 cities. The home ownership rate is now at 62.9%, and though this is down from 69% in 2016, this is close to the 63-64% that prevailed during the period from 1965 to the eighties.  It could move higher as the economy improves and supply at the lower end increases further, but other factors are present such as delaying buying a house as student debt has soared, or not buying at all because of lack of affordable prices. Investment in housing is likely to increase- at 3.8% of GDP it is still below the 4.6% average since 1947.   ...

The president's Council of Economic Advisors puts out a report on the homeless in California that makes points that both sides, liberals and Trump supporters can agree on. It says California has 12% of the population of the U.S. and half the unsheltered homeless in the country. The blame for the housing situation in the state is placed on "not-near-me" residents that want to prevent housing being built near them by supporting strict environmental and zoning restrictions. Residents selfishness looking at only their own interests and keeping out newcomers is seen as the problem behind the lack of new housing units. The tech industry pushing up housing prices has further aggravated the availability of affordable housing leading to a worsening of access to decent housing in the state.

Harris supports some of the most far reaching efforts to help workers and families with cost of living action. Teachers would benefit with pay raises, workers earning less than $100,000 a year would benefit with special support of $500 a month to meet cost of living increases, $100 billion would be invested to support housing affordability using a estate tax on the wealthiest households. Harris proposed Rent Relief Act would provided refundable tax credits giving renters who earn less than $100,000 the ability to recoup housing costs in excess of 30 percent of their incomes. One of the more egregious situations today is shown in the WSJ where 25% of people renting apartments in the US- middle and lower income people- pay over 50% of their income on rent leaving less and less for food, transport, childcare. This would make a huge difference for these households. Affordable Housing is a big issue in many states including Nevad and Biden had proposed a 5% cap on rent increases after 20% increase in the last two years of the pandemic. Harris's proposal goes beyond this to help the hardest hit households. Harris supports emergency relief funding for homeless. And she supports spending $100 billion in communities hurt by discrimination in getting housing. ...

The $3 billion proposed by president Biden is the first time in history that money is being allocated to tackle elder homelessness. This WSJ report shows how older boomers holding onto larger homes for retirement and aging in these homes is worsening the supply of housing. Including for younger boomers who are in their 50's and who because housing is less affordable or because of a life event or healthcare costs are facing a high rate of homelessness. WSJ's report says $3 billion is unlikely to get thorough this Republican Congress but it is not enough to tackle the problem -because people should not be destitute in this way such as these younger boomers in America as an advanced developed Nation.

Eileen Lindner, author of a yearbook on American and Canadian churches, says 100,000 Protestant churches in the US will close by 2030. In the 1940's 76 percent of Americans were affiliated with some church, by 2020 that had declined to 47%. The result is a growing number of churches lacking young people. A large number of young people are not affiliated with any church and church attendance dropped during the covid pandemic. President Biden visits Nevada and calls for a 5% cap on rent increases by corporate landlords with over 50 rental units. The WSJ report July 15 shows 25% of people renting apartments in the US pay over 50% of their income just to pay rent leaving little for food and transport, education and healthcare. This is a severe problem in Nevada and in the US across all 51 states. The president is closely following mortgage rates that went up from 3% to 8%, creating affordability issues for prospective homeowners. Another proposal of the president that he can act on as it does not require Congressional action is to use federally underused land and repurpose it for building 15,000 affordable housing units in Nevada. Such proposals across the 51 states are needed today to address acute rental housing shortage and price increases of about 20% by landlords.

There is cramped space for renters and limited supply of housing space per capita in Shanghai, China. After a decade of hyper building China still lacks affordable housing space. The residential space per capita in Shanghai is only 183 square feet or 17 square metres per person- about the size of a small room. And estimates by GK Dragonomics Research show one third of China's 225 million households lack kitchens and plumbing. At the same time housing is increasingly unaffordable for the middle class. Government restrictions on price increases reflect growing concern with the fact that the average Shanghai residential home sold for about $276,000 in 2011, even though annual per capita income in Shanghai is about $13,000. Prices for homes in Shanghai increased 2.6 times in 5 years, according to the Shanghai Urban Real Estate Surveyors Company. With the slowdown in construction developers are working through inventories, and more homes were sold than built in 2012, compared to about 1.5 units built for every unit sold in 2011. ...

NY Times analysis shows upper and middle income groups support 33 year old Zohran Mamdani,  black and Hispanic residents support Cuomo for NYC Mayor. Mamdani has a good ground presence with 50,000 volunteers knocking on 1.6 million doors in an unprecedented effort in one American city as it became less and less affordable (WSJ). Paradoxically large numbers of higher income resident and middle income residents favored Mamdani over Cuomo, and Cuomo did better in black and minority neighborhoods. Mamdani promised better housing, freezing stabilized housing rents and going after landlords who do not fix rental properties, free buses, and city run lower cost grocery stores, free child care. For the funding Mamdani says $5 billion by making corporate tax 11.5% similar to New Jersey, and by a wealth tax of 2% on incomes over $1 million (which at $20,000 would not affect their standard of living), as the property owners supported Mamdani. Mamdani is a immigrant who came to America from Kampala, Uganda at the age of 7 with Indian parents. His father taught at Columbia University, Mamdani attended Bowdoin College in Maine. ...

Karl Lauterbach, a popular physician, is the SPD's and Olaf Scholz's choice for Health Minister in Germany. Lauterbach says he will strengthen Germany's health care system and its vaccination drive. Klara Geywitz will head the new ministry of Construction and Housing setup by the SPD and Scholz, one of 2 East Germans in the new Cabinet. The new government plans to build 400,000 new apartments every year to ease a massive affordable housing shortage. Hubertus Heil will remain Labor and Social Affairs Minister to reorganize the unemployment benefits system and raise pay of care home workers. Three homes built in Boston to show the potential of passive home construction that are designed with solar panels, heat pumps, wood construction, and modern technology design that minimizes loss of heat in winter and reduces temperature increases in the summer. The cost of the electricity bill for each of these three homes is nearly zero. Passive home construction cost is about 15% more or in this case $1.4 million for homes that would otherwise cost $1.2 million in the Boston area. The design and technological aspects can be incorporated in lower cost affordable housing and 40% of passive construction is planned in that field.

Gerard Baker in The Times of London looks at California as some kind of dystopia, a malfunctioning place with rolling blackouts from PG&E the electricity company, drought and water shortages, housing costs soaring making it affordable only to the few at the top, and high taxes. He cites an expert from Chapman University who compares it to some sort of medieval feudal place run by nobility at the top, the investors, lawyers and people in entertainment, with the academy and the media as a kind of clerisy who propagate the ideas that this nobility supports, a small middle and the rest as serfs or minimum wage workers in logistics, retail and farms. Median costs of housing are about $613,000, and the affordability index of people who can afford housing is 32% compared to 56% in the country. Hispanic immigrants now prefer Texas, though with a loss of 6 million people in the last decade and gain of five million, it sees increase in population with high birthrates from the existing population to about 40 million. Half the population of homeless in the U.S. are now in California though it has only one eighth the population of the country. High housing costs and high cost of living hurt people at the low end, the lower middle and the retired the most. With low wages at the bottom and extremes of wealth, homeless, housing zone restrictions, drought and rolling electricity blackouts, this is not what the future should look like.  ...

Maine is the only state in the US where the median age declined in 2021. More people from other northeastern states migrated to Maine during this pandemic leading to population growth as younger people move in. This puts Maine in the ranks of sunbelt states such as Florida and South Carolina. This has one drawback- the increase in home prices that requires the state to pitch in to make housing more affordable for locals. During the pandemic three years Massachusetts lost 100,000, New York 600,000 to out migration. Maine has some of the most spectacular scenery in the northeast with Acadia National Park near Bar Harbor on the long coastline.

Climate policy changes lead to $1.3 trillion savings according to analysis from DJT administration and EPA's Zeldin, with $1.1 trillion in savings from lower vehicle prices which addresses unaffordability of cars. Using the average price of a new basic Toyota Corolla the price in 2020 was $19,000 which has gone up to $23,000 a price increase of 21% by 2025 over a 5 year period. The cost in 2026 of operating a Gas powered vehicle is on average about $2500, for EV car about $1000 with $1500 in savings per year for EV's that need to be figured into the equation at gas prices that prevailed in 2024 of $4-$5 per gallon . At prices of $3 per gallon the gas costs come down to $1200 when driven 12,000 miles at 30 mpg for 400 gallons of gasoline consumed. This makes the difference between gas and EV yearly savings on gasoline costs down to about $200 from $1500. This makes gasoline powered cars attractive as car companies can reduce EV investments and pass on some of these savings in lower car prices in 2027 in exchange for favorable rules on emissions and EV transition dates.  Are there losses through the emissions and climate change? The DJT/Zeldin EPA analysis points to global climate emissions from China and India (the coal powered plants) continuing at a pace that would determine the overall change in climate for 2026-2027. In this kind of approach the goal is to make cars affordable over a 2-3 year period for US and European carmakers who would be expected to cut prices. It is about flexibility in fighting the Cost of Cars a big component in the Cost of living with housing as the next large component. It is not a long term strategy, simply one that offers a flexible approach. Will the US, Europe and Japan fall behind in EV's technology? Hybrids a focus of Japanese cars will continue to advance that technology which is becoming a preference where it is affordable for customers. Toyota for instance will have a wide lead in hybrids technology by 2030. Much of the Chinese market will have EV's and the EV's technology will advance in China in 2026-2027, and tariffs will be needed to protect European and American carmakers for 2026-2028. It is a strategy tradeoff to deal with the cost of living crisis in US, Europe and Japan answering call for a flexible approach that was also heeded by the Biden administration in relaxing carbon emissions rule changes. It will require automakers to step up and cut prices for gasoline models for buyers at the entry and lower range for affordability by 2026-2027. What about climate action? The strategy is based on the idea that climate action requires India and China (coal powered plants) on board to make a real difference so that over 2-3 years to 2027 the US, Europe and Japan need to address affordability for the lower end entry cars. There is an element of denial of climate change in parts of the DJT administration in the US but not in Europe and Japan. It is also true that leading DJT administration officials Secretary Bessent see the problem of climate as real and one that needs to be addressed yet leaving room for flexibility to tackle affordability crisis for ordinary workers with low incomes struggling to make a living. Bessent and others in the DJT administration are calling for using all of the resources to address needs of people struggling to make a living, and for a strategy for the US to get back its manufacturing capacity from China and for rebuilding the US economy after deindustrialization (caused by Clinton's huge US economy shattering failure to provide safeguards for abuse of the trading system by China in signing a poorly drafted agreement for China's entry into WTO at the end of his term in 1999-2000 just when he had fought impeachment.  ...

The Impossible City Paris in the 21st Century by Simon Kuper is reviewed in the Washington Post. It shows the incredible revival of the French capital and its suburbs as France has done an exceptional job of preparing the city for the Olympics. No other city has done so much for its population. Martin Gelin says after visiting the city now compared to 4 years back- parking spaces have become cafe patios, heavily trafficked boulevards bike lanes, new bookstores and galleries popping up everywhere, the city building sports and cultural facilities in neglected neighborhoods. Attention to social housing and huge expansion of public transit. Car traffic halved so air is cleaner than in 1990's. Paris is different from New York and London- it is avoiding "plutocratisation" of the city so that the best spaces do not go to banking and finance. In Paris the social housing units have tripled since 1990's including in 13th, 19th and 20th arrondisements. Paris does not want to become a city of millionaires,  tourists and poor people like San Francisco, says Kuper. Anne Hidalgo, Mayor of Paris wants 30 percent of all Parisian homes to be social housing by 2035, and another 10% as affordable housing (with rents  at least 20% below market rates). Grand Paris project will create 68 new subway stations so all of Metropolitan Paris is within 10 minute walk to a subway station. Diversity can be seen and it creates a healthy human experience in cities so that people are less likely to act with prejudice. ...

Trudeau called for elections early as government aid programs have helped Canadians during the pandemic, and Canada has managed to vaccinate 70% of the population over age of 12. The economy is expected to increase by 6% in 2021. Trudeau's party, the Liberals, are popular and Trudeau hopes to increase his progressive base. The Home Affordable Refinance Program's (HARP) gradual success in 2012-2013 in reducing foreclosures, after struggling in 2010-2011. From about cumulative 1 million who refinanced loans under HARP for relief in home payments the numbers went up to close to 3 million by the end of 2013, according to the Federal Housing Finance Agency. Of this a major proportion were people who owed less than 105% of their home's value. The performance of the program improved with a revamp of HARP at the end of 2011.

US president Biden's 2024 Budget places great emphasis on aid to workers and families in the US and shores up the Medicare hospital-insurance trust fund. He will do this by raising taxes on the wages, investment gains and self-employment income of people making more than $400,000 a year. Additional savings come from increasing the drugs on which Medicare can negotiate prices from 20 to 50 drugs.  Childcare- families making less than $200,000 a year will get subsidized child health care, the lowest income families paying nothing. Housing- Building and preserving 2 million housing units. Series of tax credits to make buying homes more affordable. College education- Reducing the cost of going to education with $12 billion allocated for this. Offering tution free community college. Family and Medical Leave- Federal paid family and medical leave program. Retirees- a $2000 cap on out of pocket cost of prescription drugs for retirees. Reduced taxes for under $400,000 income households- This would be done without increasing the deficits to extend the tax reduction from the 2017 tax cuts to households making less than $400,000 a year.     ...

Unitech, DLF, and other builders in India, are switching to affordable housing to meet demand at lower prices of $27000 to $100,000 for a one or two bedroom apartment. This shift means lower margins in the 30 percent range compared to earlier 70 percent margins of DLF. It can make up for profits in volume as there is a growing demand for affordable housing, and prices of raw materials and interest rates are coming down. Buyers are looking for even better prices and some are holding back because of uncertainty about the economy and jobs.

Paris Olympics organizers want this to be the smallest footprint on climate at 1.58 million metric tons of CO2. This is half that in 2012 London Olympics of 3.4 and 20% less than in Tokyo Olympics of 1.96. No rhetoric, actual facts is the goal even with 13 million spectators from many countries.

It was an opportunity for us to stage this Games in a different way, both for us to prove that the Games can be done differently, but also to leave a legacy,” says Georgina Grenon, Paris 2024’s director of environmental excellence." It is not that difficult to get 50% cut in emissions by using wood or low carbon cement. New construction is a big source of emissions. Paris organizers plan to use existing or temporary infrastructure, and also reuse what is built, and build some facilities in underserved deprived areas to use later for affordable housing. It is a remarkable and commendable effort.

US president Biden campaigns in Nevada. His focus is on the cost of living actions and has proposed 15,000 affordable housing rental units on underused federal land repurposed for housing, action which can be taken on presidential orders. Other cost of living action is being prepared by Biden and he closely follows the mortgage rate increases from 3% to 8% that are leaving families stuck without owning an home. Biden is also focussing on the threats to democracy coming from the former president's rhetoric and actions, something that he devoted time to in his address in Philadelphia's Independence Hall, where the founders of this Union gathered together to draft the Constitution. This happened early in his first presidential term and in the 2020 campaign Biden focused on this threat to democracy. Peter Baker points out that Biden is best qualified to convey a sense of hope to America, yet what the NYT, W. Post and WSJ, and the television news channels -that are not watched as much by the core 25-54 years with a shift to digital- fail to do is to do their own introspection on how Biden has forged the consensus in Congress from his vast experience and wisdom to make the multi trillion dollar investments in America's future through infrastructure, job creation, manufacturing, chips and science. Not since FDR has America seen this happen and it shapes 2030. ...

Higher property taxes depress investment in housing, and make housing less affordable than otherwise, leading to decline of cities in upstate New York when combined with the effects of manufacturing decline since the 1950's. Buffalo has lost half its population in the postwar period, Syracuse and Rochester lost one third. Half of Buffalo's housing stock is vacant and the poverty rate is twice that of the USA. A visit to the city of Buffalo shows evidence of the decline everywhere, with fewer young people.

Chinese president Xi's determination to make good on the slogan "Housing is for living, not for speculation," by imposing a property tax on homes in 30 cities, is facing resistance within the Communist party and from local governments. Mr Xi hopes to squeeze out the excesses of the adoption of capitalist market systems in China since 2000. China's government opted to get feedback on this idea and the feedback is largely negative forcing the government to scale it back and look at other alternatives such as affordable housing to make home purchases accessible.  Some reasons for the pushback are that it is becoming a social stability issue and risks alienating officials within the ruling party and homeowners. The fact is that 90% of urban Chinese families own their homes and housing related industry makes up about a third of China's output. Also significant is that 80% of China's wealth is tied up in real estate. What could happen is that if housing prices drop in China urban consumers might cut back on spending because they feel poorer. Party officlals advised against introducing property tax in 30 cities. Now it is scaled back to ten cities, and a new law could take till 2025 to introduce property taxes in the whole of China. Cities that are likely to be used for the property tax now are Shanghai, Chongqing, where an annual charge is levied on second homes since 2011. Cities added to the list would be Shenzen, Hangzhou, China has financed much of its industrialization through land sales by the Communist local governments in a country where land ownership was with the national Communist government after the revolution in 1949.  Mr. Xi wrote in Qiushi party journal that "we should actively and steadily promote the legislation and reform of real estate tax, and do a good job in the pilot work." Local communist governments get about one third of their revenues from selling land to property developers, and they are anxious that a tax on real estate would make demand and price for the land they sell to drop drastically. The failure of the 117th Congress to pass key parts of president Biden's agenda for hard hit families and workers in America is now taking place. The 50-50 standoff in the US Senate and failure of two Democrat senators Sinema of Arizona, Manchin of West Virgina to support Biden's Families and Workers Plan leaves key parts of the safety net being left out. This leaves out the education, and paid leave part of the agenda and provisions for utilities to accelerate shift away from coal out of the bill. It fails to implement a new national agenda for upward mobility, child care and paid leave to help stressed out mothers and families. The failure to include even a modest community college 2 years of support at a time when men's college enrollment is dropping to disastrous levels for America's economic competitiveness is a failure of the 117th Congress to grasp the needs of families and workers in America today. Only a new Congress in 2022 can take up the needed action for families and workers in education, health care, child care and help for families. The passage of the infrastructure bill and the current version of the social spending bill can only be seen as a first step in the right direction, after three decades of different administrations neglecting infrastructure, education, healthcare, childcare, elderly care, upward mobility, and climate change. On the plus side as the first step to restore dignity and health of families and workers in America it includes- $150 billion for rental assistance, home buying help, public housing repairs, and building 1 million affordable housing units. $150 billion for federal programs for home health care and community care for older Americans and people with disabilities $165 billion to reduce premiums for people under Affordable Health Care Act, cover additional 4 million through Medicaid, adding hearing coverage but not dental or vision to Medicare. $200 billion for child care tax credit to parents. $400 billion to reduce health care costs and give universal pre-kindergarden for 3-4 year old children. $40 billion for worker training $555 billion for fighting climate change including through tax incentives for sources of energy that are low emission and low carbon. It will be paid for by additional taxes on incomes of very high income earners in annual $1 million plus range, and by having a corporate minimum tax of 15% for large corporations, including on profits overseas, that previously did not pay this tax. A wealth tax on unrealized capital gains of billionaires or other wealth of the richest Americans is left for a future Congress to consider for financing the key parts of climate change provisions, education and health care that were left out. The education and healthcare provisions need to be expanded to restore America's historic mission of upward mobility for all. A provision for Medicare to comprehensively negotiate prices with pharmaceutical companies that would be taken for granted in any advanced country as in Europe, is also left for a future Congress that understands and responds to the dire needs of families and workers in America for affordable healthcare medicine neglected by administration after administration for the last three decades.   ...
