It is hard to see what Russia has gained in improving its economy and the standard of living of the people from this type of political action. Putin was able to achieve economic goals during 2005-2010 using good Germany- Russian relations as shown in LyrArc. This was the earlier period of Putin's terms in office, with a broad group of advisors, including finance minister Kudrin, who set forward a prudent economic course for Russia including foreign investment. The world and Russia are poorer from the departure from this earlier set of policies which would have enhanced Russia's economic growth. Kudrin was fired in September 2011, and the economic course has gradually drifted away from what is most prudent for the Russian economy and growth, and for the global economy. Nationalism was part of an earlier period before 1950, that led to frequent wars and economic catastrophes. A new course has been set since then, especially by American presidents Truman and Eisenhower, and people in India, China, the developing world, in Europe and in the U.S., would see little to gain from the politics of that earlier period in world relations.  ...

US Defense Secretary Gates sees the Wiki discloures on diplomacy as not being as threatening as imagined by government officials and as described. These desriptions are "fairly significantly overwrought" is how Gates puts it. He says these types of disclosures ocurred back in John Adam's presidency and have continued, and the US can work with other countries even if these discloures can be embarrassing. The Fed's own files, data from 21,000 Fed transactions over 2007-2010, are revealed in a kind of Wikileaks release. The data is available because of a transparency provision in the Dodd-Frank bill introduced by Vermont Senator Bernie Sanders. This editorial in the Wall Street Journal shows that banks on Wall Street received much more help than advertised. Goldman Sachs is shown to have used the Primary Dealer Credit Facility 212 times for an amount of nearly $600 billion. Morgan Stanley is shown to have used the overnight Fed lending program 212 times from March 2008 to March 2009. The Wall Street Journal editorial concludes that this makes it impossible for someone to argue that either bank would have survived the financial storm without the Fed's help. The same is true for General Electric. GE tapped the Fed's Commercial Paper Funding Facility 12 times for more than $15 billion And with the help of the FDIC's debt guarantee program GE sold $60 billion of government guaranteed debt. GE and Citicorp are shown to be the heaviest users of that program from November 2008 to Juy 2009. The overwhelming lesson, says this editorial, is to ensure that there is no repeat of this kind of situation. And the new Congress needs to tighten the too-big-to-fail criteria....

Pakistan has moved ahead in developing its nuclear arsenal. The production of uranium and plutonium for bombs and developing new weapons to deliver them has actually been accelerated during the recent period of unrest in Pakistan. Four years ago Pakistan had an estimated 30 to 60 weapons. Hans Kristensen, is the director of the nuclear information project at the Federation of American Scientists and author of the annual global nuclear weapons inventory published by the Bulletin of Atomic Scientists. Kristensen says it is not unreasonable to say that Pakistan has produced at least 100 weapons. Simon Gregory, Director of the Pakistan Security Research Unit at Britain's University of Bradford, puts the number at between 100 and 110. India is estimated to have 60 to 100 nuclear weapons. A 2008 agreement that lets India purchase nuclear fuel for civilian purposes was a motivation for accelerating nuclear weapons development in Pakistan. In December 2008, Peter Lavoie, the US intelligence officer for South Asia, told NATO officials that despite impending economic catastrophe, Pakistan is producing nuclear weapons at a faster rate than any other country in the world," according to classified State Department cables released late last year by the Intenet site WikiLeaks. This leak angered the Pakistan army chief Gen. Kayani who said "the real aim of US war strategy is to denuclearize Pakistan."...

In a cable from 2004, Edelman reports claims that have not been proved about Erdogan's period as Mayor of Istanbul and of having directly benefited from the privatization of state oil refinery compay Tupras. The cables are from the Wikileaks on US diplomacy. Other cables from February 2002 cite Erdogan's close friends and brother as beneficiaries in an Iranian natural-gas pipeline deal.

US differences with Pakistan are based on two different perspectves that are not reconcilable. Recent events and the relationship between the US and Pakistan's army chief have confirmed that this is not going to change. US sees militants and Taliban inside Pakistan as havens for the short term as the US disengages from Afghanistan, whereas Pakistan's army sees them as useful elements in Pakistan's security interests in relation to India for the long term. Whe Kayani met with Obama in Washington, he handed Obama a 13 page document showing Pakistan's strategic perspective and emphasizing the gap between short term US interests and Pakistan's long term interests. The Wikileaks cables show Kayani discussing with US officials a possible removal of President Zardari and his preferred replacement. This made Kayani, normally reticent, to rant for hours on the irreconciliable differences between the US and Pakistan with a group of Pakistani journalists. He described Pakistan as the US's "most bullied ally," and said the frames of reference of the US and Pakistan regarding regional ssecurity "can never be the same," according to news accounts. And added that "the real aim of US strategy is to de-nuclearize Pakistan." Holbrooke and Admiral Mullen had hoped to reverse "a trust deficit" between the two sides. But this has not happened. General Petraeus is taking a tougher attitude and patience is thin on both sides. According to a Kayani friend, air marshal Chaudhry, Kayani is always asking Petraeus what the strategic objectives are in Afghanistan. US officials say they have given up on changing Kayani's thinking and that Kayani has told them: "I don't trust you." Kayani's position makes sense when one looks at the strongly anti-American public in Pakistan. Pakistani military and intelligence officials say a campaign against militants inside Pakistan incites domestic terrorism and uproots local communities. And by following Pakistan's own interests and frames of reference Kayani sends signals that win esteem among the Pakistani public. Opinion polls now show the military held in higher esteem than the Zardari administration. This puts the US in a no-win situation in Afghanistan with no clear objectives for the long term. This leaves the US in a time of tight budgets stretched thin to meet the needs in other defence areas that need attention, such as modernization of forces, trouble spots such as Korea, Iran and elsewhere, and resources needed for modernization of US infrastructure and supporting new technologies and industries. The lasting solutions that will take time, careful thought and preparation would be to integrate South Asia as a whole into an economic zone, extensive infrastructure building, and bring India and Pakistan closer through diplomacy and negotiations. France, Germany, Italy, Spain and Britain agreed to have automatic exchange of information for offshore accounts to fight tax evasion. Luxembourg agreed to join this group. The EU nation move follows the U.S. Foreign Account Tax Compliance Act of 2010 which requires foreign banks and entities to disclose accounts of U.S. citizens, in an effort to fight tax evasion.

The first six years since 2001 were years of short term quick fix solutions for Afghanistan, and policy since then has not been much better. And considering the tribal nature, hostility to outsiders and history of this vast mountainous country, it is not clear what would have worked and what the realistic goals should be.
