New York City faces a $2 billion deficit in current fiscal year in 2026 and $10 billion the following year. This means there is less funding for new Mayor Mamdani's programs for groceries/transport for New Yorkers. Mamdani was elected by people in the hope that he could find ways for struggling New Yorkers to handle the cost of living crisis in 2026. New programs Mamdani promised were free bus service with costs annually (cost 0.8 billion), new rent stabilized units (annual cost $7 billion),  universal child care (annual cost $ 6 billion). A state corporate tax hike could generate $5 billion and a millionaires tax $4 billion, not enough for $13.8 billion cost for these services. The other problem is the way the city has handled its finances- this report shows declining projections for expenditures under former mayor Adams for public assistance, rental assistance, and MTA subsidies items which one would expect to go up in a large city the size of New York with new immigrants.The report says the shortfalls were met by using funds meant for the next year. Already Mamdani is not able to expand the state voucher program for residents facing eviction because of these budget constraints. This is the pattern in New York of making new promises not funded on the revenue side. Mamdani promised smaller class sizes but did not show where the funding for extra teachers would come from. For New Yorkers this adds a bit of realism to the idea that a new Mayor and new promises is the answer to its problems. Only about two thirds of its budget comes from its revenues the rest from federal and state funding which means an overall solution firing on all fronts, with federal and local cooperation, private investment, good governance, foreign investment, is needed to tackle the problems of major cities like New York. ...

He cites IMF estimates that global output will be 3% lower in 2022 than it had projected in 2019, with Western Europe and Latin America taking larger hits. US growth is distorted and disrupted with the effects of absence of workers from illness (5 million American workers not working in December 2021 because they were sick, or caring for someone sick or afraid of spreading it), supply shocks from supply chains, 7% inflation. The boost to productivity from digitization conceals the impact of an overworked and fatigue prone remote working workforce, says Greg Ip.

Milan will host the World Cities Culture Summit in 2020, and the Winter Olympics in 2026 shared with the Alpine town of Cortina. The international book fair of Turin is moving to Milan. The left of centre Mayor Giuseppe Sala has promoted the city to increase tourism by 50%. And foreign investment is increasing for new construction projects with $21 billion to be taken up in the next 15 years. Experts are asking if this is coming at a price as the rest of Italy has stagnated for 20 years, and the rural large city gap is increasing throughout Europe. The flow of professionals to cities such as Milan, Paris, Munich, Berlin, from other towns and cities is creating a huge shift that experts at the Centre of European Reform see as a problem because of the political turmoil, and rising inequality with ever widening gaps between smaller cities and towns and rural areas with the big cities. This is compounded by ageing and demographics such as seen in the eastern part of Germany, and parts of France. Experts call it The Big European Sort, where a sifting or sorting process is increasingly transforming the demographics of European countries and driving polarisation. This process is also happening in the U.S. Experts say the big cities benefitted from the change with the European single market and the European Union. Places where working class people live are not seeing and increase in wealth which is disproportionately going to professionals clustered in big cities. Deindustrialisation has turned places like Mezio only 20 miles from Milan into industrial ruins. Towns that once voted socialist are now voting far right in these hollowed out industrial places. In the U.S. and in Europe the process was exacerbated by the flow of cheap imports from Asia hollowing out factories in regions around big cities, and by the growth of services industry in big cities with globalization in finance, legal, and other professional services. Fro 1980 to 1995 Paris region lost about $5.5 billion in industrial output and gained $20 billion in services output that also aligns with globalization in areas such as finance, according to CER, Eurostat. The process had accelerated in 1995-2020. By telling this story about Milan and the Lombard region around it like Mezio, The Guardian is saying it is time to look at how everything works together rather than breaking apart- citing the Finnish architect Saarinen about how a chair fits into a room, a room into a house, and a house into its environment, an environment in a city. So the question is how can we build the future by seeing that the city fits into a region, and a region fits into a country. As a young professional described this on BBC television interview recently this is a difficult period with the ability to design the future seemingly snatched away by the times, but also an opportunity to rethink and take the actions today for a better tomorrow for all. Asked about their faith Brazilians are exception in the world for numbers Nunes shows can be found nowhere else- over 95% saying they are believers that their faith is the most important aspect of their life. Brazilians are also putting family first. There is a certain fatigue with the state supporting the economic lives of people, particularly with a recent Master Banco revelations of wrongdoing in business circles, reminder of the Car Wash Scandal after Lula left office. Brazilians say working for oneself is more important than working for the government. Brazil's economy is also transformed in many ways in its size and potential since the start of the Lula government in 2003. Brazil is now the 9th largest economy in the world, growing similar to India as the 3rd largest. The notions of left and right wing politics are now in both countries being replaced with a belief in a higher Being that guides us all. The ideas of Faith, Family and Work independent of the State is the direction in the European Union and other nations in the world.  Brazil as part of the Western hemisphere, and the US asserting the Monroe Doctrine after its experience with drugs and fentanyl, mass migration across its borders, it is now a different hemisphere than before. The US has shifted to securing the western hemisphere from the swings that happened in Cuba and Venezuela over decades that have led to economic disaster, and to millions of displaced Venezuelans crossing borders. In this situation much has changed across Latin America and North America.  In any situation the US is likely to find a favorable investment climate in Brazil, closer relations with Brazil, in its own hemisphere, as it has with India in Asia. A Brazil that would work to give balance to the US process of economic cooperation with Latin America that was the intent of John F. Kennedy in the Alliance for Progress. A vision never realized, put on hold for over 50 years, yet now ready to be realized. ...

Ashwini Bhide was first shown by Corinne Abrams of the WSJ, for the bold vision she was putting forward for meeting the aspirations of young Indians for a better place to live in, in one of India's largest cities Mumbai. As head of the Mumbai Metro Rail project, IAS 1995 batch, Ashwini Bhide worked tirelessly to make a dream of Mumbai residents to move quickly through new state of the art rail services with modern technology come true. A dream held up for decades in which millions of Mumbai residents put up with old, dilapidated, and incomplete rail services. Abrams called it a most audacious project to break open Mumbai's belly to make this happen. On the way Bhide had to overcome many hurdles, including a two year gap in 2020-2022 that reflected the way things had slowed down for decades. It is a top priority today for the federal and state governments and is to be completed in 2024.This is meeting the aspirations of young Indians for a better country, a better future. CLT Classical Learning Test has a bright future. Its message is summed up in CLT Test 8 on the website- where Gustav Mahler is cited with the text- "Tradition is not about the worship of ashes, but the preservation of fire." 183,000 high school seniors have taken the CLT Classic Learning Test in the US in 2025 compared to 2 million for SAT and 1.4 million for ACT, yet the new test is considered to be more rigorous and includes the western intellectual tradition in ways that the ACT and SAT do not. A CLT Test 3 we looked at on the CLT site included for reading a poem by Amy Lovell 1916, Mark Twain writings, passages on Greek Zeno and Renaissance painter Raphael, EB White and others. CLT Test 4 has poetry of Robert Louis Stevenson 1885, and remarkably it has a passage on the Pack Horse Book Project of FDR's New Deal Initiative in 1935 on women librarians on horseback or with mules going into remote mountainous areas of the US including Kentucky, to teach rural people to read and write. This alone suggests it should appeal to Republican and Democratic states alike. It could include Charles Dickens and Shakespeare or Robert Frost's poetry. In that sense it is far more rigorous than short bland passages in SAT or ACT of little significance or educational value. It is designed to give students an exposure in classrooms to the western intellectual tradition that the elites in America have themselves grown up learning but who now have a haughty attitude to their own intellectual traditions. In CLT Test 6 we found a poem on Nature by Gerard Manley Hopkins 1877 and Dickens famous iconic passage that begins the Tale of Two Cities written about the French Revolutionary period which is clearly not what we find in SAT or ACT, and far better in conveying a feel of what America is about and where it came from. The founder of CLT Mr. Tate believes it will be the test most taken by high school seniors by 2040. Classic Learning Test now competes with SAT and ACT in North Carolina, Indiana and other American states. Arkansas passed legislation favoring CLT, and Ohio is doing it this year. Louisiana, Oklahoma and Wyoming are accepting CLT. This Test is gaining popularity among conservatives in red and purple states  and is getting the support of the US government in 2026. The Maryland Company behind this test is Maryland Learning Initiatives. Indiana passed legislation in March requiring its state universities to accept CLT scores. And North Carolina university system now accepts the CLT. Both CLT and SAT, ACT have Math and Reading Verbal tests, the CLT adds foundational texts from Western science, government, history and literature in ways not found in SAT, ACT. Students can take the CLT at home or at a testing site. More than 350 universities and colleges accept CLT says this report in Washington Post. The SAT and ACT use shorter passages and the reading material is bland and does not have the value that it could have from the western intellectual tradition. The passages in the CLT are more rigorous and include western religious tradition and thinkers but also poets, writers, scientists from the whole gamut of the experience of Europe and the United States of America. And also explore other countries and continents including China and India, from Aristotle to Gandhiji. ...

The Yucatan Rail Project being moved forward by Lopez Obrador in Mexico is shown here in the WSJ. It moved forward during the pandemic years 2020 and 2021 and connects the Yucatan cities by rail. Yucatan cities  including Campeche and Merida bring about 8% of the country's exports and 10% of the country's GDP. Modern rail at 99 mph would connect the cities in the Yucatan to increase industry and tourism to develop the south east of the country. This is similar to the projects on the Brahmaputra river in the northeastern parts of India that are being opened up by new infrastructure rail and bridges for industry and tourism. Both the Yucatan and India's northeast are parts of the country that have much potential and have investment needs that were not realized in the past by previous administrations. The environmental impact in the northeast part of India and for the bullet train in the western region from Mumbai to Ahmedabad were held up by environmental concerns. A similar situation has happened for the Yucatan Rail Project. Even when enough trees were to be planted to help Mumbai residents for its Metro construction also shown in WSJ, he project was held up for political reasons. The bullet train project after its delay for political reasons will now cost nearly double that it would have cost before. It is supported by Japanese aid at very favourable financial terms that pay for the project, including direct government aid and Japan's rail technology. It is now moving ahead in 2022.  Infrastructure plays a key role in developing economies such as India and Mexico, yet it requires resolute conviction and perseverance as much of the political setup as shown in Mexico leads to leakage of funds meant for infrastructure and very little being done at great cost to the ease of living of ordinary people. In Mumbai and other cities in India. The same is true for Mexico which at this time of the pandemic needs to bolster its spirits and move ahead with much needed development work to help people in all parts of the country. With the Yucatan Rail Project Mexico can move to the next phase with wind farms on the Yucatan out to sea, and solar energy projects that could with new technology be transmitted to other parts of Mexico and to the US. It is important to keep trying and persevere on these new projects and look to a brighter future. For Mexico US relations better living conditions in Mexico also relieves the burden of illegal immigration and problems related to it in neighborly relations. Mexican officials should increase contacts with Indian officials working on the projects in the Assam region and  along the Brahmaputra river, in Indian states in the northeast, to exchange ideas and notes to gain from each other's experiences in integrating regions that were previously not integrated into the Indian and Mexican economies. This is a topic to be added to the G-20 topics to be discussed at the next meeting in Bali, Indonesia, on November 15-16, 2022. For Mexico it is an opportunity to also widen its infrastructure work to learn from what India is doing in solar and wind energy and build collaborative efforts. ...

Michael Shear says president Biden is listening to his head about the US Border with Mexico- that he would close the US Border if the bipartisan bill is passed in the US Congress, the same day that he signs it to become law. The new bill agreed to in negotiations between Senator Graham and other Republican Senators and the White House ends current parole and asylum policy  that have led to chaos at the border. Shear who has covered presidents for 30 years shows that president Biden held the view that he was elected to provide a human face to the crisis at the border from international migration and close private prisons and poor treatment of children. He listened to both sides of his party during 2021 and 2022 after becoming increasingly aware that something was wrong and by Jan 2023 was convinced that tough action was needed at the border to deport Haitians and other people from central America smuggled northward with 13 flights a day to Haiti to deport illegal migrants.  He made his first major immigration speech at that time. The problem was that there was a major upheaval in Venezuela adding to the tide of illegal migrants as Venezuela sent millions to all countries in Latin America and north to the US, an international crisis playing out in Colombia and other neighbors for the last 10 years. When Lopez Obrador of Mexico closed his own migrant deportations Biden sent Blinken to Mexico with Homeland Security minister Mayorkas, and after discussions Obrador resumed the deportations. Trains going north in Mexico had conductors who were bribed to slow down to take on migrants. This was stopped and all trains going north were stopped at Eagle Pass in December 2023. Republican governors Abbott of Texas and DeSantis of Florida have sent busloads or flights of these migrants to New York and other cities in the US showing that the entire system of migrant handling was breaking down even as president Biden was convinced by his own advisers including Jake Sullivan that the border required tough action. The president increased planned legal migration to lower illegal migration from Nicaragua and rest of Latin America. By January 2024 Biden was convinced the only solution was closing the US Border immediately after the bipartisan solution. Lindsay Graham senior Republican Senator agreed with Biden with one problem- the Republicans in US House of Representatives did not think it right to work with president Biden to settle the problem.  ...

Xi Jinping's effort to shift the economy of China more towards serving the interests of Chinese who were left behind in the boom years includes a shift away from coal, away from real estate for speculation, and away from reliance on trade with the US and Europe as a driver for growth. This is proving to be difficult as the pandemic has increased demand for Chinese exports making trade a bigger driver for growth than before the pandemic. Introduction of a property tax to cut into real estate speculation has been scaled down to trials in 10 cities.  China did not put stimulus checks in the accounts of its people the way the US did which has led to Chinese domestic consumption not rebounding the way it has done in the US. Figures for consumer spending in China for September show an increase of 4.4% from the year earlier far below the pace of 8% set for 2019. The lack of social security and other safety nets in China makes people to save even more today. Chinese savings rate was 40% in 2019, today it is 45.2% for May 2021, according to one survey. Personal consumption makes up 38% of China's GDP in 2020, it was 39% in 2019. In the US it went up in 2021 June to 69% compared to 67% by the end of 2020. Infrastructure and construction deepened debt problems in China, and expanding exports created trade tensions. Both these problems have deepened with the pandemic. As this report says Chinese exports have gone gangbusters. Problems in production in Vietnam and Malaysia have added to export surge from China. China's trade surplus with the world is now at $535 billion in 2020, and surplus with US increased by 7% to $317 billion in 2020 from 2019.  Chinese government policy is now for "common prosperity" to reduce inequality and spread wealth and income more evenly for all the Chinese people. This is taking time and Chinese government policy is now set for the long run with these short run problems. ...

Sperling shows how Biden's economic plan rescued America and set the stage for America becoming the leader in the G7 economies. Gene Sperling is adviser to president Biden, coordinator of the America Rescue Plan, and had 8 years as adviser in 2000 and 2011 after the financial crisis to previous presidents. Here he says the arguments made that the trillion dollars investment spending Biden and a bipartisan group of senators have supported with legislation in Congress were causing inflation have proved not to be true. Inflation caused by bottlenecks in the supply chain, the pandemic shifts, and the Ukraine war, has come down to 3.4% in Dec 2023. By investing in the US economy, in US manufacturing and US jobs, the US under Biden now has the best economy of the 7 advanced economies with higher growth and unemployment below 4% for 24 straight months, lower inflation apples to apples. Sperling says there were 4 lessons learned during his work with the White House. The first to avoid harm to workers whose lives get scarred by loss of jobs. This happened in 1982 and again in 2008 after the financial crisis. Unemployment took 6 years to recover after 2008. And he says the unemployment rate was 15% for younger workers. For the first time economists like Sperling and Treasury Secretary Yellen have grasped what workers feel and have gone through. Sperling cites the devastation to people's lives - the mental health, the divorce, the loss of earnings and depression. The new policy after 2020 resulted in the fastest drop in longterm unemployment ever with black and hispanic unemployment reaching record lows by 2023. A first ever national eviction prevention policy led to 20% less evictions than prepandemic. Second Sperling says 650,000 jobs were lost by state and local governments in the three years after 2008 financial crisis. State and local budget cuts and mass layoffs seriously hit the economy. This time in after 2020 1.2 million jobs were added with the money in the Rescue Plan and lost jobs recovered in one third the time it took in 2008. Third state and local governments need to deal with the harm coming from the downturn and after 2008 the cupboard was empty. Whereas after 2008 only 154 cities and counties got help to tackle commericial blight, effects on communities, foreclosure and long term joblessness in 2020 Biden was able to send direct funding to all 20,000 local governments and 15,000 school districts. This helped tackle learning loss, crime, and address mental health needs. What a difference it made. Lastly one needed to anticipate something unexpected to happen that flattened projections of recovery. In 2011 3.7% growth projected was flattened when Sperling was senior adviser, and this was flattened by Fukushima nuclear disaster, Arab Spring spike in oil prices, and debt default negotiations. This time there was cushion in the plan so that when covid variants and unexpected Ukraine war happened the rescue could withstand and deliver with resilience. Growth was 3.4% average for the first 3 years of Biden's term and unemployment went down from 8% to 4% for 24 months. Coming from someone who had seen mistakes happen and corrected them, who had served three presidents and the last Biden ,this is a story of how Sperling, Yellen, with the help of Powell at the Federal Reserve, and the bipartisan support put together by a US president in Congress , one who has served the country in the Senate more than any other recent Senator and led the nation with courage, patience and determination. ...

Germany's homeless problem compares with that in the US, with Federal Working Group Bag-W estimating it at 600,000 of which 50,000 live on the streets. In Germany authorites are expected to give emergency shelters to people on the streets. The Federal Ministry of Housing and Urban Development and Building put out a 31 point Action Plan as a first step. Previous efforts have failed. The Action Plan includes getting financial assistance to state governments to build social housing -18.15 billion euros were allocated for 2022-2027 to build affordable social housing. Yet in the first year 2022 only 22,545 units were built short of the 100,000 goal per year. Affordable housing is at the heart of the fight against homelessness. There is an acute shortage that is driving up cost of housing in the US and in Germany. WSJ recently showed about a third of US housing is tied up by retired boomers hanging on to large homes. Germany's allocation of $3 billion per year is inadequate  for a problem of this magnitude that colors out perceptions of the quality of life in American and European cities. Capital markets are misallocating funds, and doing little for work that is an absolute priority for quality of life in the streets and neighborhoods of America and Europe. Chinese president Xi's determination to make good on the slogan "Housing is for living, not for speculation," by imposing a property tax on homes in 30 cities, is facing resistance within the Communist party and from local governments. Mr Xi hopes to squeeze out the excesses of the adoption of capitalist market systems in China since 2000. China's government opted to get feedback on this idea and the feedback is largely negative forcing the government to scale it back and look at other alternatives such as affordable housing to make home purchases accessible.  Some reasons for the pushback are that it is becoming a social stability issue and risks alienating officials within the ruling party and homeowners. The fact is that 90% of urban Chinese families own their homes and housing related industry makes up about a third of China's output. Also significant is that 80% of China's wealth is tied up in real estate. What could happen is that if housing prices drop in China urban consumers might cut back on spending because they feel poorer. Party officlals advised against introducing property tax in 30 cities. Now it is scaled back to ten cities, and a new law could take till 2025 to introduce property taxes in the whole of China. Cities that are likely to be used for the property tax now are Shanghai, Chongqing, where an annual charge is levied on second homes since 2011. Cities added to the list would be Shenzen, Hangzhou, China has financed much of its industrialization through land sales by the Communist local governments in a country where land ownership was with the national Communist government after the revolution in 1949.  Mr. Xi wrote in Qiushi party journal that "we should actively and steadily promote the legislation and reform of real estate tax, and do a good job in the pilot work." Local communist governments get about one third of their revenues from selling land to property developers, and they are anxious that a tax on real estate would make demand and price for the land they sell to drop drastically. To get some idea of this- the local governments had $1 trillion in revenues last year. ...

Obama deal simply pushed back till 2030 Iran's development of nuclear weapons but even that was not achieved as Iran quickly moved to nuclear weapons capabilities by 2026. The basic problem and it does not go away with wishful thinking as the Obama administration had done or not taking responsibility as the EU, China have done. The basic problem is that Iran wants a nuclear weapon. When it seeks the elimination of the Jewish state, and a Shia state that competes with the Arab states this become a problem not just for Israel but for the entire Middle East and for western civilization that the Obama administration never was able to recognize and accept. After the experience of the 1930-1945 period in Germany a traumatic period for western civilization itself-  the German nation and Europe, the US, western civilization itself is committed to a safe society and nation for the Jewish people. This includes India's 1.4 billion people and in many ways China and Russia. Which also recognizes the need for the Arab nations to live in peaceful coexistence with Israel, Christian minorities in Arab countries and with Iran, Palestinian people to be protected, and respected, as well as peaceful co-existence between the urban areas of Iran with the influence since 1800 of Russia, France and Britain and the rural religious areas of Iran that form the core of the IRGC. This is the basic problem- EU, US see a civilization issue and would never allow a nuclear weapon. Arab states are also against a rival religious Shia sectarian IRGC run Middle East, and the Iranian state is itself divided between its modern one in the major cities that do not see a nuclear weapon as essential and the rural one of the IRGC in the rural areas and the countryside that seeks a nuclear weapon. It is this situation the US, not just DJT or Republicans face today, it is one that all Americans, Europe, India, China, Japan and Russia, which have modernized and adopted western civilization's ideas of the Renaissance and Enlightenment as their own have to face up to. One that does not overlook the vital fact that the nuclear proliferation in dangerous parts of the world like the Middle East with more recent conflicts for 50 years than any other part of the world including the Balkans and Ukraine, is simply unacceptable for the people of the world.
