Russian proposals for settlement in Ukraine including giving up the whole eastern Donbass region, recognizing Crimea as part of Russia, and limiting its army and long range weapons. These are the same conditions set in 2022. There is a new situation developing in Europe as Germany, France, Britain and most of Eastern Europe looks to be firm in support of Ukraine. Germany is stepping up its military preparedness under chancellor Merz of the CDU led coalition government. US president Biden says it is taking time, that he has a plan to build new silos and use existing silos to store grain that is shipped by rail and truck from Ukraine to its borders with Poland and other eastern European countries. The reason for this is that Ukraine Rail uses a different rail system so that trains that reach the border at Poland have to have the cargo transferred to Polish trains. This creates a major bottleneck for flows limiting shipment of grain. The plan for grain silos would mean large storage facilities at Ukraine's borders that can then be transferred to eastern European rail systems that can carry the grain to ports in Northern Europe and ship to Africa and other parts of the world. This is an important step that is needed to avert hunger in Africa and other parts of the Arab world which depend on such supplies of imported grain. Action is needed now as the situation is getting worse by the day and week in June 2022.  Ukraine normally ships out of the port of Odessa on the Black Sea but with the area mined heavily by Ukraine to keep the Russians out, putting grain on ships in the waters off Odessa would lead to ships blowing up. ...

Europe should have its own security architecture independent of the US and Russia. it says Europe's effort was inadequate when Russia had completely revamped its war effort, that Europe should not shirk its responsibilities for its own defense. That no matter what happens with Ukraine aid in US Congress, or no matter what happens in the US presidential election in November, Europe will have done what it needs to do for its own defense. In doing this he said Europe needs to stand by Ukraine.

The symbolism of the Ramstein Air Force Base is unique as US Defense Secretary Austin says this months meeting of Blinken and Austin at Ramstein with their European counterparts will be followed by monthly meetings. Lloyd Austin sees this as a monthly group on Ukraine self-defense. Ramstein Air Force base is the headquarters of the US Air Force in Europe, and of NATO Allied Air Command. The former commander of the NATO US forces in Europe 2014-2018, Gen. Ben Hodges, says the war could end in 2023 with air support to Ukraine. Hodges tells DW.com's Ines Pohl, that the only red line for Washington's support in Ukraine is "boots on the ground." Hodges says Ukraine must retake Crimea to maintain the international rules based order and the UN Charter.

About the Russian offensive in Feb 2023 Hodges says Russia was attempting to "surge" a new offensive but it does not have the capability to launch a "major' one. "They don't have the armored forces, the ability to break through," and that it will not change the "overall operational environment in Ukraine." This is the first serious assessment of the new phase in the war on an overall basis looking at the larger picture of Russian and Ukraine plus outside support capabilities.

The Wall Street Journal conducts this important interview with Retired Brigadier General Kimmett on Ukraine. He says- the Ukrainian goal of restoring sovereignty over eastern Ukraine is unrealistic. Did European Union and American leaders making a principle of sovereignty of borders, and then applying it over the Donetsk Luhansk region of eastern Ukraine which share Russian culture and language, make an error.  About 4/5th of Ukraine is away from the battlefield frontlines and not involved in the war. Ukrainians in younger ages 18-29 are needed to rebuild Ukraine and same to rebuild Russia after the war with serious losses on all sides. Europe does not have the excess capacity, the industrial capacity and capabilities to supply arms and other materials to Ukraine. The newly elected US president says he wants to end the war and his goal is to save lives- about 300,000 dead and twice that number wounded. He also wants to save US strained resources with DJT saying every visit of Ukraine leader costs US $60 billion. Ukraine can hold intact its positions through 2025. But the point of prolonging the war is the issue when the goal of restoring sovereignty over eastern Ukraine and Crimea is unrealistic, and won't happen. ...

DJT wants to see good relations with Russia and Russia to join the G-7 to make it G-8 nations as it was before Obama-Merkel. He sees Zelensky as an obstacle to peace early in the second term, that has changed now that Russia and Putin continue the war. By July 8 after calls to Putin and Zelensky, he now sees Russia as an obstacle to a negotiated settlement and the need for defensive shipments to Ukraine.

As this happens in the US Congress Lindsey Graham, senior Senator from South Carolina leads an effort supported by 80 senators to place sanctions on countries that support Russia's invasion of Ukraine.

The war to control Kherson is only weeks away. The town of Beryslav upstream on the Dnipro river is the next target for Ukrainian forces. This would lead to Kherson. Russian forces are withdrawing from the west side of the Dnipro river in Kherson and may decide to withdraw. If they stay in Kherson Ukraine may simply cut supply routes to the city and wait to avoid losses in winter fighting in muddy terrain.

Kherson is important to Ukraine because of the Dnipro river that runs through the heart of Ukraine. This is the only capital of a region that fell early to the Russian invasion forces. It is also important for control of the Black Sea region, Ukraine's only opening to the sea for trade and economic activity. It is important to remove any threats to Odessa, a major port for Ukrainian grain exports.

Eighteen Senate Republicans under Mitch McConnell, the Minority leader in the US Senate, hold firm to support all Democrats for aid to Ukraine bill. This includes Senator Tillis of North Carolina who vigorously supported the aid bill on the floor of the Senate. Senator McConnell said "It is become fashionable in some circles to disregard the global interests of a global power, to bemoan the responsibilities of global leadership. It is idle work for idle minds, and it has no place in the US Senate." Mr. Trump and some Republican senators helped kill a immigration compromise legislation that Mr. Biden said would make it possible to close the border the day it was passed. This group also opposed the aid bill and lobbied to get the aid bill killed in the US Senate.

Ukraine's electricity grid makes it though a tough winter with frequent Russian missile attacks that led to power cutbacks throughout Ukraine. Kviv residents had only 4 hours of electricity and heat, water were also cut off for hours as the winter progressed. With better more advanced defense systems the attacks are fewer now, and the power grid is being repaired. Large transformers and other spare parts are being sent to Ukraine for the repairs. Ukraine is now able to resume exports of electricity in April 2023 showing that the worst of the electricity grid crisis is over.
