Nicholas Kristof says the strategy adopted during the Clinton administration of negotiations with the North and a partial lifting of sanctions worked better than the situation today. One criticism leveled at that agreement was that North Korea cheated and developed uranium weapon technology on the side. Yet says Kristof the situation is worse today. Under the "Agreed Framework" of the Clinton administration North Korea's Kim regime did not add to its nuclear weapons. Kristof says that policy of putting pressure on China has not worked. It would help if China did not transfer any technology to North Korea. Yet the basic policy of China remains in that it does not want renunification on the Korean peninsula that would put bring a U.S. ally on its southern border. The Bush administration and the Obama administration's policies did not lead to diplomatic progress and the world is a more dangerous place with North Korea's intercontinental ballistic missile capability in 2017. The need for a safer world without the nuclear proliferation to smaller states that increases risks of nuclear war, to North Korea, Pakistan, and Iran. This also means that the US Russia's, China's and India's policy needs to shift to cooperation not just on arms limitation, but also in the area of preventing the spread of nuclear weapons to smaller states. One idea needs to be dispelled the idea that a state gains from its disproportionate use of the country's income and resources to develop nuclear weapons as has happened in Iran, Pakistan, and North Korea, where this has resulted in impoverishment of the country. Another that retaining nuclear weapons would have put Ukraine at an advantage, that states are better off keeping nuclear weapons technologies and weapons for the survival of governments. The world is going through a difficult period- it took many centuries of hardship for China, India, (five centuries since 1500) and other countries to modernize and industrialize, and no one wants to see everything put at risk in the coming generations. Europe and America also have a lot at stake with the countries being poor for most of the period before the 1950's and industrialization. All the achievements of science and technology, all of modern life are at risk of disappearing with this one threat. ...

This analysis by Julian Borger of the Guardian newspaper cites experts including former Defense Secretary Perry, on the problems with the Trump escalation of rhetoric with North Korea. The U.S. president promised "fire and fury" in a tweet he made, after the increased sanctions passed in the United Nations had already raised the pressure on the North. Perry says the president has no plans to back up what he says, which hurts U.S. credibility posture. The North Koreans responded by saying they are looking at an attack on the U.S. Guam air and naval base in the Pacific. Other experts warn of the danger of stumbling into something unprepared, and increasing the unpredictability with and adversary who is unpredictable to begin with. Wolfsthal, an expert from the earlier administration under president Obama, says the risk of escalation becomes very high because a miscalculation could take place. Rex Tillerson, the U.S. Secretary of State, tried to tamp down the stressful situation by saying that no action is planned. The U.S. insists it is open to negotiating, but the condition is North Korea putting the ending of its nuclear weapons and missile program on the table. The North Koreans have conveyed their opennesss to negotiate at a meeting in Manila, objecting to the U.S. "hostile" policy as an obstacle.    ...

In exceptional reporting from Seoul, WSJ's John Lyons shows how the opinion has shifted in a matter of months in South Korea over installing the anti-missile Thaad system provided by the U.S.  Gallup South Korea polls show that since the election campaign earlier in 2017 opinion has shifted sharply, from 52% supporting Thaad to 72% support after the July 28, 2017 North Korean launch of an ICBM missile recently. When he took office president Moon halted installation of 4 addition Thaad anti missile launchers, now Moon supports installation. and it is moving ahead.  Anti-war activists earlier protested the installation at a golf course in Soseong-ri, and formed a group supporting Moon. Now only a few protesters are to be seen, says Lyons.

President Trump says before a summit meeting with Kim Jong Un of North Korea that the U.S. will not make the mistakes of the past where sanctions relief did not stop the North Korean nuclear weapons program. North Korea will be required to substantially give up and dismantle its nuclear program for serious sanctions relief. The North Koreans favor a phased approach. The U.S. will work to make sure that any dismantling of the nuclear program is such that it is irreversible, so that earlier mistakes where the North Kroeans simply restarted the nuclear work are not repeated.

There is a big difference between the goal of the U.S. for denuclearization and the hope in SOuth Korea for an end to the cold war on the Korean peninsula. This report points out that though the U.S. signed an agreement ending the war on the peninsula South Korea and North Korea have never signed a peace agreement. There is in addition to the tensions about the conventional army of the North near Seoul, anxiety about the possible refugee influx from a failing North Korea after tighter sanctions that affect ordinary people in the North imposed by the Trump administration.

North Korea sees the recent moves as its effort to be recognized as a nuclear power state, and is seen as continuing to follow this policy

He is one of America's best diplomats who served in several postings overseas before becoming Dean of the Fletcher School of Law and Diplomacy, Tufts University, Medford, Massachusetts. Prof. Drezner points to the work done by Bosworth in keeping dialogue with North Korea alive, till a solution can be found. He also cites Chinese analysts who say pressuring China comes from a worn playbook, that China would not agree to reunification on the Korean peninsula, to bring U.S. influence right up to its borders. South Koreans have been wary of reunification because of the decade long experience of integrating East Germany. As a result new solutions need to be found and the valuable work of diplomats like Bosworth is badly needed to keep dialogue alive for a solution to be found.

Yet the international politics of the countries has focussed on other issues: the South Koreans wanted to avoid the burden of taking on the people of North Korea as West Germans did for the East Germans after the collapse of the Berlin Wall, China wanted to avoid a reunified pro-western neighbor to the south and the potential influx of refugees across the border, Japan and the U.S. were focussed on the nuclear threat from N. Korea. The result is a failed state and an uncertain future for the people of North Korea.

North Korea launched a missile that landed within 125 miles of Japan's northwest coast. The Japanese Defense Ministry stated the additional time to reach the Japanese shoreline was 20-30 seconds. North Korea said it did this to protest the U.S. and South Korea setting up a THAAD, Terminal High Altitude Area Defense System, about 200 miles southeast of Seoul to intercept North Korean missiles. Japanese prime minister Shinzo Abe reshuffled his cabinet and appointed Tomomi Inada, a conservative who supports revision of the Japanese constitution to improve Japanese capabilities for defense. She is the second woman to take up the defense ministry position after the newly elected Tokyo governor, Yuriko Koike.
