There is a two week period before the 25% tariff on steel coming into the U.S. goes into effect. This gives time for Canada, Mexico, the EU, Japan and other countries to come up with offers to negotiate or as with the EU come up with its own plan to put tariffs on some American goods. An exemption for Canada is supported by the United Steel Workers Union, as many American companies make steel across the borders. Canada sends the most steel and aluminium to the U.S. With the departure of Gary Cohn as economic advisor, Mr. Lighthizer, the U.S. Trade Representative who pushed for the tariff plan becomes a trusted advisor to the President. Lighthizer is to be seen in Lyrarc pages as having consistently supported fair trade and protecting U.S. workers in these situations since his work in the Reagan administration. The other advisors who are ascendent are Peter Navarro, a trade expert, and Wilbur Ross, the Commerce Secretary. Supply chains are unraveling in many industries with the tariffs imposed by president Trump on imports from China, and renegotiated trade deals with South Korea and other countries. The growth in the value of foreign value added was possible with cuts in tariffs in the period after 1990 and the emergence of China as a low cost manufacturer with cheap labor. Foreign value added increased from 20% in 1990 to 30% in 2011. The impact on factory towns and communities in the U.S. of trade in which the U.S. manufacturing declined as it shifted to China resulted in the surge in support for president Trump. The tariffs war with China is an effort to correct this imbalance. The result is a shift in supply chains away from China in some industries and gradual shift in others. Rising wages in China had already resulted in early shifts and the the environmental costs adding to this trend. President Trump temporarily suspended a threatened imposition of duties of 25% on $325 billion of Chinese imports. A renegotiated Nafta agreement with Mexico for automobile production and determination of U.S. based content and wages was designed to reset the relationship with Mexico and the auto supply chain for production in Mexico. A threat of tariffs on European auto imports to the U.S. is set for a decision in November. The trade dispute between Japan and South Korea and threat of tariffs also shows the effect this is having in other countries. With the U.S. looking at its own interest in the global supply chain and its advantage or disadvantage, industries and companies are not free to make decisions based on which country offers the best arrangement and deal for manufacturing. It took action by DJT for what Canada and Mexico could have done from common sense. This is an unconventional use of tariffs by the US. Yet this was an unconventional situation in which the US under several administrations Republican and Democrat Clinton-Bush-Obama, allowed the situation at the Border leave the US in a deteriorating situation with its neighbors to the north and south. Canada and Mexico could have acted before the 25% yet they did not act till the tariff was imposed. A situation such as this cannot be found in the history of the United States of America from its founding in 1776, not in 225 years has the US seen such loss of life from fentanyl and drugs crossing its borders, or the constant flow of illegal migration, neglect of its auto industry and jobs in the US. Instead of killing the NAFTA trade agreement Trump and his advisors prefer renegotiating the treaty. Priorities for the Trump administration are reducing the U.S. deficit with Mexico of $61 billion. Trade with Mexico and Canada is worth $1.1 trillion and the complex supply chains works such that product components cross borders more than once to become finished products. Mexico promotes its auto and other industries as duty free access to the U.S. for foreign investment. Special tariffs would reduce the trade deficit with Mexico and firms that moved production to Mexico would pay additional taxes. A provision that allows Mexican and Canadian companies to challenge U.S. regulations would also be removed. Rep. Brad Sherman (Democrat) says he supports the renegotiation so that duties of 4% are imposed to reduce the deficit to $25 billion.

This columnist opinion in Le Monde reflects the view in Europe that the US is in retreat, and in some quarters such as NYT that the new US foreign policy that sets the Monroe Doctrine as key aspect of foreign policy is a retreat- US setting the rules in the Western Hemisphere around democracy and governance. It says the US has set aside the ambition first proclaimed in 1945 and revived in 1991 after the fall of the Soviet Union. US administrations under Clinton and Bush took this posture after 1991 of dominant position but it did not reflect reality. US like Russia was dragged into many remote conflicts that had little to do with the standard of living, and economic advancement of the US. The US has a dilapidated infrastructure, broken healthcare system, and operates in a world trading system that has deindustrialized the nation and shipped out jobs and factories for 20 years, and worse is exposed to drug and people trafficking gangs in Mexico and Venezuela. The Monroe Doctrine 1823 asserted the US right to keep European colonial powers out of America, and it was possible only because the British also supported it in the 19th century till the US built up its Navy under TR and FDR. With Russia recognized as a European power the US is able to get its support for the US to tackle the situation in the Western hemisphere presented by drug and people trafficking gangs in Mexico and Venezuela. Tariffs are intended to get a new world trading system with new rules. Infrastructure building is underway on a scale that will far surpass China by 2030. This is not a retreat but an advancement for the Nation and the American people after three decades of failed policy. It lets the European powers Germany, France and Britain deal with Russia's requirement that NATO withdraw from its borders and recognition of Russia as a Northern European power. European history has shown that since 1700 that when faced with a majority of nations in Europe any dominant power in Europe is forced to negotiate a peaceful resolution of conflict because of it's limited resources to carry on a conflict. This should lead to a peaceful resolution in Ukraine, that allows rebuilding, and also gives the US an opportunity to rebuild its economy and standard of living for the American people. This will be a win-win for both the Russians and the Western Europeans, and both Latin America and the US, China and the US, India/Japan/Brazil and the US. ...

US census data shows Mexico exported $382 billion worth of goods to the US in 2022, an increase of 20% over 2021, according to US census data. American companies put more money into Mexico for investment than China in 2021. The high shipping costs and 2 weeks vs 2 months of shipping time are part of the reason companies are looking at Mexico as an alternative to China. The trade friction with the US and tariffs are added incentives for companies to shift manufacturing out of China. The shift is gradual as the infrastructure improvements in Mexico lag behind the infrastructure development in other countries in Asia.

19 percent of China's exports went to the US in 2017, in 2024 this is 15%, but wait, the difference of 4 percent it is simply coming back to the US but through Southeast Asia. As a result some of the same issues that puzzled Trump negotiators exist today. China's exports surged 12.7% in October 2024 over the prior year. Biden was facing this situation and had yet to respond to the surge in exports to US. These exports were sent to Mexico and to Southeast Asia to circumvent the tariffs. It is the same situation revisited in 2024 with two other aspects of the Chinese economy-economic stimulus gets smaller and the housing and construction industry has imploded, the economy has slower growth. Drag on China's GDP of the Trump tariffs in first term was 0.65% according to one investment bank GS, with 60% tariffs it would be 2%. Reciprocal tariffs are seen as based on fairness- "we charge them what they charge us."  Why is this action necessary?  Because Canada, Mexico, EU, South Korea, Japan, China gained unfair advantages due to the inaction of administrations dating back to Clinton, Bush, Obama which were never reversed. Other nations have no incentive to trade on the principle of fairness inducing the US to take action to open discussions on fair trade and on what the tariffs should be going forward from 2025. US Trade Representative Lighthizer under DJT first term was Deputy Trade Representative under Reagan when he negotiated fair trade with the Japanese in the 1980's who he says stalled and stalled till finally agreeing to real discussions. So this is nothing new China, Canada and Mexico have taken the place of Japan. In this second term of DJT Lighthizer's Deputy Trade Representative is now the US Trade Representative. This means the discussions are in the hands of seasoned American trade officials with a keen grasp of details supported by Scott Bessent at Treasury and Luttnick at Commerce Department. What it is NOT is an effort to coerce other nations by the US. Like Japan in the 1980's with Reagan and Lighthizer as USTR, in 2025 China, Canada, Mexico, South Korea Taiwan and other nations would like to slow this return to fair trade by stalling and stalling, and presenting a different picture of the facts. The Trump administration's early proposal for NAFTA moves away from campaign pledges to completely renegotiate the treaty, instead taking the approach of working to improve the U.S. trade position in relation to Mexico and Canada. It includes seven objectives for tougher rules for labor and the environment favored by Democrats in Congress, and it also has support from Republicans with its effort to update NAFTA for changes in technology and in other areas since the accord was signed during the Clinton administration. The area in which U.S. and Mexican business are wary is one in which the Trump administration still seeks to keep the option of imposing protective tariffs, and a border-adjusted tax to level playing field for differences in taxes, as well as other measures to protect American jobs and interests. This is the worst of the last couple of winters of the war, as Russia attacks energy infrastructure in Kviv on a large scale even as peace talks continue. Russia insists on control of Donbas region. Much of Ukraine today remembers a famine from the Soviet period, Russia remembers its proud history, language and culture from its beginnings in the Kviv region around the 14th century, that is the what this conflict is about. On one dimension it is about NATO and European Union expansion on another about the history and culture, language in a Russian language part of the world and the effort of Ukraine in the 21st century to seek a new identity. It is a struggle between fraternal people in the Russian region and in that sense a tragedy. It doesn't have to be one for Europe, for Germany. NATO was created when the Soviet Union expanded after 1948 and Britain was a key protagonist of NATO. Would its disbanding after Soviet Union disbanded leaving Russia as a country with centuries of its own history, would this have been the right action. If needed a new organization with a new name and Russia invited to join, would this have helped? Could this have focused attention on a new power as chancellor Merz has said, the new power being China being something requiring attention. The US is beginning to have new thoughts in this winter on 2026. The northern European nations (Britain, Poland, Finland and the Nordic countries, Baltics) have historical conflicts for centuries among themselves, they appear to be using NATO for their own historical conflicts. The US understands this, it is looking for a way to get a peace settlement so it can focus on the western hemisphere and not entangle itself in northern European conflicts that have been happening since 1600 with changing actors. The Republican have taken the lead under DJT for a new approach to put American people and their wellbeing, their right to live free of drugs(Mexico, Venezuela, Colombia), to live free of illegal migrants (Guatemala, Mexico, Venezuela), and improve on the shaky supply chains that were concentrated in China to bring jobs home that were lost by the millions (tariff policy), and to make living affordable (energy, agriculture).  ...

Reagan words taken out of historical context by Ontario ad- Lighthizer as Reagan's USTR negotiating with Japan experienced Japan's efforts to unfairly capture world markets. It was only after years of negotiation that Lighthizer was able to get Japan to play by fair rules of world trade. In 2025 Jamieson as US Trade Representative for the US is Lighthizer's deputy in prior negotiations with Asian trade partners who have unfairly gamed the system to their advantage. Canada, Mexico and China are misrepresenting the facts to show they play by the rules when they clearly and blatantly flout world fair trading practices that lead to losses for American workers. The reality is that the Smoot Hawley tariffs by the senators of states that were not industrial states in the US inthe 1930's were adopted by the reckless atitude of Herbert Hoover as president and by senators who had no grasp of world trade. Senator Harry Truman from Missouri as president made correcting these mistakes a top priority in the late 1940's. Today's abuse of the system by Asian countries and Canada, Mexico have nothing to do with the tariffs of the 1930's- America wants all nations to play by the rules which over time will create a stronger world trading system. ...

Greg Ip points out in this WSJ analysis that the new NAFTA after negotiations and warnings from Mr. Trump to scrap NAFTA, is not very different from the old NAFTA. Mexico made concessions on auto exports and labor rights, wages. Canada made concessions for the dairy industry. Yet the combined influence of business interests, Canada's lobbying in U.S. Congress and state governments, and the restraint shown by Trump's own advisers prevailed in limiting Mr. Trump's tendencies to go for a "America first" agenda. It shows, says Ip, that there is resilience in the existing order.  It also shows what future trade negotiations with the European Union and Japan over steel and autos could look like. President Trump will continue to face resistance within from his advisers and from exporters, business, Congress, on following an exclusively "America First" agenda. President Trump will need to extol NAFTA in its current version the USMCA, U.S. Mexico Canada Agreement, to get it through the U.S. Congress in 2019.   Mexico's main concessions on autos were to agree to potential tariffs if exports exceed 2.6 million vehicles.  This keeps Mexico's status as a major auto export hub intact. Auto experts say VW and Mazda may simply pay the tariff of 2.5% for lower priced models assembled in Mexico that do not qualify for duty free entry instead of shifting production to the U.S. Current shipments from Mexico are not affected as U.S. demand is weak. Labor rights and higher wages in Mexico's auto industry are a win-win for Mexico and the U.S.. They are supported by the socialist administration of newly elected Mexican president Obrador. Canada's main concession was to expand U.S. access to Canada's protected dairy industry, with Canada already prepared to make the concession. Mr. Trump had also to consider the possibility that excluding Canada from the USMCA would have not passed Congress, and face even more resistance in a Democratic controlled Congress after 2019 elections.  The support Canada has received in Congress does not extend to China, which gets much less support in Congress, leading to higher uncertainty in the negotiations with China and possibly different outcome with the size of the trade imbalance of $1 billion a day factored in.   ...

Lopez Obrador agrees to commit 6000 National guard troops to police Mexico's border with Guatemala in a deal with president Trump. Trump uses tariffs on Mexican imports as tool to change Mexico's position that allowed the flow of increasing numbers of migrants fleeing Guatemala through Mexican territory. Trump insisted that Mexico should change its laws to accept these migrants as lawful residents in Mexico saying in effect that a developing country is just as responsible to take in migrants on a humanitarian basis as a developed country like the U.S. with its own issues of poverty and lack of funding for social services.

Mexico then accepted a compromise solution with vigorous border policing to reduce the flow of migrants. This reversed the earlier policy of Mr. Obrador that welcomed migrants without giving these migrants residence in Mexico.

The WSJ is still calling the president's stop fentanyl flows tariffs on CMC Canada Mexico and China economic tariffs in this editorial board opinion. It is incomprehensible that little or no mention is made in most of the media of the magnitude of injury to the US, the 490,000 deaths in America over 12 years as the result of Canada, Mexico and China not taking the needed action to stop fentanyl flows into the US. There is also the added factor of lack of a level playing field in trade which has resulted in the same communities in many cases having suffered from in the case of China loss of 25 million jobs over the last 10 years and loss of $250 billion in infrastructure and public services for schools, libraries, childcare, and health care clinics that were lost from losses in taxes for local communities in the US. This has decimated life in these communities and in small towns across America.  In the case of Mexico the illegal migrant flows that were not stopped at the border have put an added burden on already underfunded and strained public services in local communities in the US. This is the reason for much of the frustration and anger that has built up over time in these communities with the response from the DJT administration to find solutions. CMC countries could have taken action on their own, yet the US had waited too long for this action. Reciprocal in reciprocal tariffs is about fairness, a level playing field, something that China had agreed to in the spirit of the WTO entry in 1994 and American desire to aid China industrialize build a modern economy. Instead US business was coopted by China during the industrialization process 1995-2010, 2010-2020, including in the first term of the DJT administration even when tariffs were imposed. This happened with transfer of technologies happening late into the first term of the DJT administration 2016-2020, which has led to a much of the pent up frustration and action in the first 100 days of DJT in 2025.  ...

This means leaving Canada out and having a separate deal with Canada later on. Mr. Trump sees negative connotations in the term NAFTA and would like to call it the "United States - Mexico Trade Agreement." Terms for Canada to join the agreement would be tougher and the pressure on Canada to strike a separate deal was increased with Mr. Trump saying there could be tariffs on imported Canadian made cars. Mr. Trump's negotiating position is based on his conviction that the eagerness of other nations to sell in the U.S. market gives the U.S. a lot of clout. Mr. Trump also faces pressure from within the Republican Party to show results not just by imposing tariffs and playing hardball on trade but to come up with new trade deals. Steps taken by Mr. Trump were to impose tariffs of 25% on imports of aluminium and steel, and 25% tariffs on a list of imports from China including solar panels. President Trump hopes to get support from Democrats by including provisions that support trade unions in Mexico and higher wages in Mexico.
