Hubbard and Erdbrink report on U.S. president Trump's visit to Saudi Arabia to begin a new chapter in relations with the Gulf nations and the Saudis. Under president Obama the U.S. distanced itself from the Saudis and the Gulf nations, preferring to pursue a policy of closer relations with Iran and signing the Iran nuclear deal. This included a policy of staying out of Syria to the point of turning down a decision to deploy U.S. airpower to maintain no-fly zones to protect refugees. Syrian government forces fighting rebels were supported by Iran. The new policy is dictated by the new conditions in the Middle East. The U.S. has sought since the presidency of Reagan to balance the power relations in the region. With the nuclear deal signed and Iran respecting the deal according to independent reports, the U.S. allied with Iran in the battle against Islamic State in Iraq,  a shift was needed to balance the support provided to Iran by Russia which worsened the refugee crisis in Syria. The Republican party and Mr. Trump were critical of the Obama Iran policy during the nuclear deal negotiations. The safety of Israel is also a factor as non-state actors were supported by Iran threatening Israeli security. For these reasons the shift is an effort to rebalance the relations in the region. The arms deal in its size and president Trump's statement that Iran had "fueled the fires of sectarian conflict and terror," can be seen as this rebalancing. A business aspect of the large arms deal is that it will promote job growth in the defense industry in the U.S.. Other countries including Germany have seen growth in their defense industry. This is not the best way forward for the Middle East, yet it is a way the U.S. and nations in the region are adjusting to realities- the collapse of the Arab Spring from within and without the help from outside, the sectarian conflict arising from the Shiite pushback from Iran following the Baathist and Sunni control of Iraq which collapsed with the U.S.invasion, where the majority of people are Shiite yet with a strong Sunni presence. Elections brought Shiites in power, leading to a Sunni response in the form of Islami State caliphate move into Mosul, Iraq's second largest city after Baghdad. A decade of conflict and the efforts by the Bush administration ended in failure and sectarian conflict, resulting in the U.S. policy of rebalancing in favor of Iran to negotiate the nuclear deal. In this sense the arms deal does not solve anything. A similar rebalancing under Reagan by arming one side, followed by arming the other, led to involvement with ground forces under president Bush. It only leaves the region poor after years of sanctions against Iran to the point where a NYT reporter was not sure whether it was safe to fly from Tehran to Mashad with Iran Air because of the lack of spare parts for the airline. War torn, with millions of refugees in Syria and Iraq, the region remains broken in many ways, waiting for a sensible non sectarian view to prevail in the interest of the people in the region. The election of Rouhani in Iran by 57% of the vote is only a sign that young people in the region given a chance would opt for a different course in future. The rest of Asia has moved forward and shows a path that can be followed. ...

The former commander of the NATO US forces in Europe 2014-2018, Gen. Ben Hodges, says the war could end in 2023 with air support to Ukraine. Hodges tells DW.com's Ines Pohl, that the only red line for Washington's support in Ukraine is "boots on the ground." Hodges says Ukraine must retake Crimea to maintain the international rules based order and the UN Charter.

About the Russian offensive in Feb 2023 Hodges says Russia was attempting to "surge" a new offensive but it does not have the capability to launch a "major' one. "They don't have the armored forces, the ability to break through," and that it will not change the "overall operational environment in Ukraine." This is the first serious assessment of the new phase in the war on an overall basis looking at the larger picture of Russian and Ukraine plus outside support capabilities.

This article in the Economist provides a detailed account on women in the U.S. armed forces. France, the Netherlands, Australia and Canada exceed the U.S. in the percentage of women in the armed forces. The U.S. is at about 15%. This is a good time for women to join the armed forces as rules are being put in place to protect women from sexual assault, women are increasingly accepted in combat units and are accepted for training in the U.S. Army's elite ranger school. Women are in senior positions in the Navy and Air Force. Getting the best people, intellectually capable as well as pysically capable is a challenge for the new forces. Technology has changed the nature of war, and intelligence, preparation, strategy are critical elements for success. Much needs to be done, as the article at about the same time in the NYT about Lieutenant Courtney shows to get intellectually capable women to stay and invigorate the forces. As this article does to some degree the emphasis on physical prowess, and the lack of enough women in the forces to create pressure to create a better environment for women, act as inhibiting factors. The rules are still set in a way that provides less psychic support for women than they do for men. Some of the psychic stress shows up in the higher rate of single parents for female service members, with 12% of active duty women bringing up children on their own compared to 4% for men, and the failure of marraiges of female service members 3 times the rate for male service members....

The new Rapid Response Force with a spearhead of 5000 troops deployable in 48 hours is intended to counter Russia's new aggressive position in Eastern Europe. Command centers will be established in the Baltic states Lithuania, Estonia, Lativia, and in Poland. Romania, Bulgaria. Leadership will rotate for this force between Spain in 2016, Britain in 2017, followed by Italy, France and Poland. Germany currently leads a temporary version of the new force. It is designed to give each nation time to prepare for further action. Within weeks an additional 25,000 troops could be deployed alongside the 5000 troops. U.S. Air Force Gen. Philip Breedlove, is NATO's top military commander. He says the U.S. will have officers in each of the 6 command centers, and in larger bases located in Poland and Romania. The U.S. will provide support for surveillance, intelligence, logistics and airlifts. Retiring Defense Secretary Hagel had called for the Rapid Deployment Force to be ready for action in the Middle East or in Eastern Europe....

The US promises an additional $1 billion in aid this week. The Ukraine war is now mostly fought in the east in the Donbas region and near the town of Severodonetsk where Ukrainian forces face artillery barrages from the Russians and have taken heavy casualties. The decision by Germany's Merz comes as Kyiv suffers a cruise missile attack that destroys an apartment block leading to 31 dead and 159 wounded on July 31, 2025. Witkoff is on the way as DJT emissary to Russia to seek some solution, but the war drags on as Russia sees itself making slow yet steady progress and seeks to end the war on terms favorable to it following huge loss of life estimated at hundreds of thousands. In August both sides including DJT are losing patience. DJT offers more sanctions but says at the same time that this may not deter Russia. The briefing was the first of its kind where details were provided by the Army, Air Force and the Foreign Ministry of India. It was a precisely done briefing showing the terrorist camps in Pakistan, Pakistan Occupied Kashmir and the ones targeted, and the link of each camp with a terrorist attack going back to 25 years. In this way it send the message that it is targeted at preventing this kind of terrorism at the source and as a preventive action to eliminate the chances of future terrorism, especially where it is targeting peaceful economic development and advancement of the whole of India.  Twenty three million tourists have visited Kashmir in 2024 and this has created a surge in the economy of Kashmir and increased the jobs and opportunities, the investment in Kashmir. The attacks at Phalgam are presented then as a direct attempt to turn back the tide of modernization of India. It is what the Japanese Kwantung Army did to suppress democratic forces in Japan and begin a war of imperialism in China. It was rooted before the Kwantung Army in the efforts to suppress the efforts of modernizers such as Sun Yat Sen by the Japanese. Gen. The resignation of Ahmed Shafiq, a former Air Force official who was close to Mubarak, from the prime minister's position. He will be replaced by Essam Sharaf, a former transport minister. Protest leaders had suggested Sharaf's name to the military running the country. ElBaradei former head of the IAEA and Amr Moussa of the Arab League had pushed for Shafiq's resignation. Sharaf is an engineer who studied for his Ph.D. at Purdue University in the U.S. In Egypt the changes demanded by the protests for democracy are still unmet. The emergency laws are still in place, the large internal security services have not been disbanded. One example of this was the arrest just last week of one protestor and sentencing by a military court within 3 days to 5 years in prison.

President Biden visits the Polish town of Rzeszow close to the Polish border with Ukraine. It serves as the headquarters of the 82nd Airborne Division and Us operations to supply weapons and humanitarian aid to Ukraine. The Russian offensive met with stiff resistance and incurred high casualties in Ukraine with this WSJ report showing 40,000 casualties in the 150,000 Russian invasion force, making it less effective. 
Russia appears to have scaled down its objectives to focus on the separatist Donbass region in the east. The offensive on Kviv, Odessa and Kharkiv is stalled with stiff resistance. About 10 million people have been uprooted.  3.7 million people fled Ukraine, with 2.2 million crossing into Poland.

The US has warned that it would respond if Russia attempted to use chemical weapons.

Gen. Matttis, the U.S. Defense Secretary has completed a strategy review on U.S. presence in Afghanistan. The U.S. policy is now set to put in more troops to support the additional 3900 American troops to advise the Afghan Army authorized in June 2017, as it fights both the Taliban and the Islamic State affiliate in Khorasan, Afghanistan. Two differences from the policy of the Obama administration are the increased focus on Pakistan's border with Afghanistan, the Haqqani network, and other related matters which are coming under increased review so that sanctuaries are shut down. Lt. Gen. McMaster, the national security advisor, headed the governance, anti corruption review in Afghanistan during the Obama administration. This is now the focus of the Trump administration- to ask the Afghan government for improvement in these areas in return for aid. Other changes are to secure the support levels of NATO countries in the effort, so that the U.S. is not shouldering the burden alone. Gordon, Schmitt and Haberman cite the report of Gen. Nicholson, head of the American forces in Afghanistan to the U.S. Congress. This report shows deterioration in the fight against the Taliban and Islamic State. As of Nov. 2016 the areas under Afghan government control dropped 15% to 57% since 2015. About 8,400 American troops are part of the 13,000 troop international force in Aghanistan, supporting the Afghan military. An addition 2,000 troops are in counterterrorism missions.   ...

WSJ reminds readers that Arthur Vandenburg of Michigan helped president Harry Truman setup the North Atlantic Treaty Organization for the defense of Eastern Europe falling into Soviet hands- the danger seen in Greece and Turkey in the 1947 and the Berlin Blockade 1948-49. The Truman Doctrine was announced on March 12, 1947. People forget that Truman asked Congress for $400 million in military and economic aid to Greece and Turkey. With it Greece, the mother of western democracies was able to stave off defeats from Soviet supported forces by 1950.

The Bank of International Settlements warns that China's "credit to GDP gap" is 30.1. A figure of 10 normally is considered to be high and needs watching. The People's Daily carried an article presumably by president Xi Jinping warning about the consequences of the debt that had been growing "like a tree in the air." The debt to GDP ratio was at 255% at the end of 2015, and is up 107% since 2008 when the financial crisis led to a huge stimulus that has accelerated debt growth. The corporate debt is at 171% of GDP. The article in the People's Daily warned about reflexive stimulus every time growth slows and said that China cannot any longer "force economic growth by levering up." Cross border liabilities is one area of progress falling by a third to $698 billion, as companies cut debt quickly before the U.S. Federal Reserve raises rates. In the future China is more likely to roll over debt as Japan had done following its debt surge and bad debt with zombie companies, which would in turn lead to lower growth. In the past the government was able to absorb the growing debt because it was not as high as it is today, and the economy was growing rapidly. This is no longer the situation, the reason for alarm at the situation facing China. A spike in interest rates of 250 basis points is cited as one situation which could affect China adversely. ...

The US is sending the M142 High Mobility Artillery Rocket System to Ukraine to counter Russian artillery and long range rocket attacks in the eastern Donbas region. This is part of a new $700 million 11th military aid package to Ukraine. Germany will provide its IRIS-T system to Ukraine with radar to track Russian artillery, so that entire cities can be protected from Russian artillery attacks. The US has obtained assurances from Mr. Zelensky that the HIMARS US system will only be used on Ukrainian territory and not into Russian territory. Ukraine currently lacks this type of system that reaches for 45 miles for its midrange system, and it is seen as crucial for defending Ukraine, as Ukrainians are being forced back with Russian artillery attacks. Mr. Biden in an article in the New York Times said the US goal was simply to see "a democratic, independent, sovereign Ukraine," not to oust Mr. Putin, or seek a broader conflict with Moscow. Mr. Biden said that this aid will make a diplomatic settlement more likely, as it will strengthen Ukraine's negotiating position. ...

The decisive German response to the Ukraine invasion comes within 72 hours of the invasion. "It is our duty to support Ukraine to the best of our ability in defending against Putin's invading army," German Chancellor Olaf Scholz said. "That is why we are delivering 1000 antitank weapons and 500 Stinger missiles to our friends in Ukraine." Similar shipments are being made by Netherlands and Britain. The US has committed $350 million additional military aid to Ukraine including "lethal defensive assistance" against invading armored and airborne forces, in the first 48 hours of the invasion.

Senior Republicans Wicker and McConnell both push for the putting pieces of the defense puzzle in place so that American can offer leadership to the world in the 21st century. Biden has put pieces of the puzzle on the economic front, these are the pieces in defense and security. On D-Day 80 senior Republican leader Mitch McConnell cautions against the lethargy of so called left parties and the isolationist tendencies of so called right parties. He says America should put preparedness first, that the better part of valor is to build credible defenses before they are necessary so that American leadership is not doubted further as it has been before. He commends the plan put forward by Roger Wicker in the US Congress Senate Armed Services Committee. The plan calls for raising defense spending to about 5% from 2.9% now over 5-7 years, with $55 billion more in 2025. Wicker says the military has a backlog of $180 billion just for maintenance. For the Navy 357 new ships by 2035, for the Air Force 340 additional fighters. This in light of China's additions and in light of the Russian economy being put into a position for a long term conflict with NATO over Ukraine.  ...

This report in The Guardian is about fears the world's leading soft power agency, which is more than that a transmitter of ideas that shape the Modern World and all our democracies in Europe and America, Asia, other parts of the world, will disappear in a decade. The Madrid building which houses the British Council in Madrid at 13 Paseo del Martinez Campos in Madrid's Chamberi district, has been put up for sale to pay Covid era debt. About 5000 Spanish students attend classes in English and prepare for exams in 35 classrooms. Over the years hundreds of thousands of Spanish people passed through this building. 320 jobs will be lost, employees with passionate dedication who it will be difficult to replace. Another center in Barcelona also is expected to close. This comes at the wrong time when Britain needs to make its voice heard in the world, when a mediocre level of British parliamentarians and leaders since Blair and David Cameron have allowed this to happen. English language classes in Italy at the British Council are also being shut down. Paris building may also be sold, and shrinking operations in the Baltic Republics, Croatia and Austria. This will be a major blow to helping spread knowledge of British parliamentary traditions, its history and participation in shaping the Modern World we know today.  It is now hoped and this is a message to Labour's Andy Burnham who studied English at Cambridge, to restore Britain's image and the value of its parliamentary and other lasting contributions to the Modern World, to the benefit of all nations, to cancel this debt and give the British Council new leadership for the next 2 decades. Neil Kinnock, a Labour leader, and a chair of the British Council says- “The British Council does not want to make these cuts. They are being forced into it by the conditions required by the Treasury." “I sympathise very much with the staff, so does the leadership,” he said. The British Council had “camped out” in the Foreign Office for last three or four years and put up a “hell of a fight”. Kinnock said: “What the government should do is either find a way of cancelling the debt, or even rescheduling the debt. Because it’s to absolutely nobody’s advantage to lose the British Council.” A desperate effort to pay an outstanding £197m debt from a Covid-era Conservative government emergency loan on commercial terms, with interest to be repaid by September, is what is causing this massive destruction of a century old institution that belongs to Europeans, to Asians, and to the world at large for better societies through knowledge. Figures from Kiel Institute for World Economy show that European Union aid to Ukraine is nearly double that of the US- $187 billion for EU to $98 billion for US aid. The American Enterprise Institute conservative think tank also confirms EU aid is significantly higher. Trump said US was $250 billion to European Union $100 billion- completely the reverse of the facts. Liz Sly of the Washington Post provides this exceptional account of the different phases of the war in Syria originating in 2011 with the Syria democracy protests, suppression of protests by the Assad regime, civil war by 2012 , Russian intervention by Putin, the U.S. under Obama and France under Hollande on the sidelines in 2012-2014. The result is a breakup of Syria by 2014 with coastal areas under the Assad regime supported by Russia and Iran, the Kurdish controlled areas, areas controlled by various rebel groups, and the control of other areas by Islamic State which also gained control of Mosul in Iraq. France conducting an air campaign in Syria in 2015 in response to terrorist attacks originating in Syria. With a number of foreign countries involved in support of Sunni and Shia factions in the conflict, the Turks opposing Kurdish autonomy, the U.S. supporting Kurdish forces after withdrawal from Iraq under president Obama, the situation by the beginning of 2016 was much more complex than in 2011. The five year period led to a situation where half of the population of Syria of 22 million is displaced or turns into refugees, about 2 million in refugee camps in Turkey, and 500,000 seeking asylum in Germany and Austria. In Iraq an additional 2 million are displaced or refugees with the Sunni-Shia conflict.
