Pete Pyhrr is interviewed by the WSJ's David Kesmodel 40 years after his zero based budgeting method became popular in the Carter administration. Pyhrr developed the method as a controller at Texas Instruments in the 1970's, and says it is a great tool in difficult economic times or periods of rapid technological change to make cost reductions. WIth zero based budgeting budget figures are not simply adjusted upwards or downwards from last years numbers, but the budget is developed from scratch to reflect purposes served in the current environment. It brings costs and benefits of each expenditure into focus, so that more profitable projects can be financed over less profitable projects. Pyhrr published "Zero-Based Budgeting: A Practical Management Tool for Evaluating Expenses," in 1977. It was used by President Carter in managing the budget process in the state of Georgia and in the Carter administration, but fell out of favor in the Reagan administration. Pyhrr says he sees the need for using the method in today's budget cost reductions for government agencies to help taxpayers. As with TQC under Deming, which came back to the U.S. following Japan's use of quality control methods developed decades earlier in the U.S., zero based budgeting is coming back to the U.S. through its use by private equity firm 3G Capital Partners of Brazil in its Heinz operation....

Catalonia looks more like Scotland as the Socialists win just as Labour wins in Scotland in 2024. The separatist cloud over Spain and UK finally clears and the people become wiser to unscruplous politicians seeking to divide and exacerbate economic problems. Wilkinson of The Times looks at the period 1980-2003 when Jordi Pujol ran the state of Catalonia in the years following the 1975 return to democracy from Franco's dictatorship. Jordi Pujol confessed to $11 million in embezzlement with Andorran bank accounts a decade back. Some reports say $290 million. This report looks at views in Spain that the shift to Catalan nationalism under his successor Arturo Mas was an effort to keep his party in power by appealing to nationalist sentiment. This led to the 2007 independence referendum, and shows how fickle public opinion can be, how it can be moved in different directions to the detriment of the people, the local region and the country by unscruplous politicians. In May of 2024 sentiment in Catalonia shifted as shown in the adjoining article from The Times. The Socialist party of Pedro Sanchez and its leader in Catalonia Salvador Illa became the largest party in the May 2024 elections. The separatist party of Pujol and Puigdemont winning only 39% of the vote.  Pujol is being rehabilitated, the Catalan independence movement having run its course and dissipated, the best course for Sanchez and Spain and the People's Party opposition in Madrid being to close this chapter, as the Catalan people become wiser.   ...

Concern about the spread of the pandemic in the U.S. with the upcoming Thanksgiving holiday and travel to visit family and friends. Seen from Australia and other countries American fatigue with staying at home is cause for concern. Yet this is not entirely American as governments in France plan to have a phased reopening by Christmas, with phase 2 partial lifting of restrictions of the lockdown on December 15. Austria has turned down German requests to close Austrian ski resorts that have cause spread in Europe. The Swiss have also kept ski resorts open. During the summer Croatia and parts of Spain kept open tourist spots to help the economy recover creating the conditions for spread as tourists went back home. 

Beyond this there a complex web of choices. From mental health to hospitals filling up, from jobs and income for service workers to people in nursing homes, all calling for different responses.

This is how America thrived and how it retains its vigor and resilience over the last 250 years. Anne Lukits brings this exceptional bit of evidence about improved parenting and family life. Only about 15% of families in a University of British Columbia research study had fathers who shared equally in household work with mothers. About 65% of fathers and 14% of mothers reported inconsistent behaviour about their beliefs in gender roles and how they acted at home. Girls were seen as more likely to pursue careers in science and nontraditional fields if fathers played out their beliefs in real life by taking active part in household work, from doing the laundry, washing dishes, vacuuming and cooking meals. The study is discussed in the August 2014 issue of Psychological Science. This means that only one in four fathers who believe women should not have to do all the household work and work outside in paid jobs, actually play their beliefs out in real life roles in the home by sharing in the household work. Other aspects of this that are still to be researched are how much an active role by fathers in the home can improve the number of meals that are home cooked with fresh ingredients, with fathers taking daughters or sons out to fresh food markets, which have a significant bearing on how families can eat healthy and pass this onto the next generation. An unnoticed aspect of this is that it improves the overall quality of life for families through healthy eating and healthy living. When companies recognize this and encourage their employees with some extra time for family acitivity and work the overall benefits would include- healthier employees able to do more productive work in shorter time, less paid for employee medical coverage, and healthier members of society....

Norwegian skier Lie McGrath with father US alpine skierand Norwegian mother on Vermont ski team, does something unusual in the Olympics. After leading 0.59 seconds and in a good position for first in downhill skiing in slalom he goes all out but makes one error missing a tightly set gate, then decides to throw his poles, teke off his skiis and go into the woods. He says-

"I thought I would get some peace and quiet, which I didn’t because photographers and police found me out in the woods. I just needed some time for myself.”

McGrath is a 5 time World Cup winner in slalom. He had lost his grandfather just at the start of the games and was distraught. He just decided this was it after the slight error. The Gold, Silver or Bronze medal meant little by that time.

Horowitz provides a rare portrait of Donald Trump's father, Fred Trump. This is  useful in understanding Donald Trump because as Trump says frequently many of the traits- self-promotion, aggressive business promotion, taking advantage of political connections to advance the family business, penny pinching for construction sites- are all traits he inherited from his father. His father did not want to go to Manhattan as business was already nice and easy in Brooklyn and other places. The son went into Manhattan and put his name on Towers he built in the city. Fred Trump benefitted from the FHA and depression era programs setup under the New Deal by FDR, and the flow of immigrants and returning veterans, the zoning allowances given by politicians. Without this the business would be nowhere as successful as it was. Making it self-made only upto a point, in the intensity and the individualism displayed. Fred Trump was born in 1905 to German immigrants who spoke mostly German at home. His brother John was into books, and went on to teach at the Massachusetts Institute of Technology, so the family was certainly aspirational immigrant. Fred was the doer and started his business with his mother at the age of 21, and by 28 had won the mortgage services business of a failing German bank, by 1938 at 33 he had setup property developments in Brooklyn. Federal Housing programs were the key- homeownership was emphasized in the New Deal with F.H.A. 25 year mortgage loans- as affordability was an issue in the Depression era period. Fred Trump keenly used these loan subsidies with price tags so it would be a stretch to say the business simply went up on the intensity and the business skills.  ...

Ursula Von der Leyen is actually a nickname of the new European Commission president from Germany. Her father was Ernst Albrecht, a top CDU politician and state premier for Lower Saxony. She adopted the name when she switched studies from the University of Gottingen in the late 1970's to study at the London School of Economics and changed her name to avoid the attention of the Red Army faction, a terrorist group at that time. Ursula studied at the European School in Uccle, during a time when her father was atop European civil servant in Brussels. Of her time in London she says: "I lived more than I studied...In 1978 I immersed myself for one year in this seething, international, colorful city. For me coming from the rather monotonousm white Germany, that was fascinating. For me London was the epitome of modernity: freedom, the joy of life, trying everything. This gae me an inner freedom that I have kept till today. And another thing I have kept the realisation that different cultures can get along together very well." She switched to medicine, and married a physician. In 1990 she joined the CDU like her father. She held posts related to the family and work ministries, and Merkel promoted her to defense where she did not do as well as at family related ministries, and then to the head of the European Commission, knowing full well the value of an internationalist with outlook broader than Germany's in the European Union of today. ...

NYT's Mokoto Rich provides this excellent report from Daegu, the fourth largest city in South Korea, where the current president's father attended teacher's college, and where she draws her base of support. Her father is the dictator president Park who ruled South Korea from 1961 to 1979, known for efforts to modernize South Korea and protect it from the Communist North.Most of the city's residents no longer support president Park Geun-hye because they say even though she herself is a good person, she had poor judgement in having a friend who they say swindled her. That friend Ms. Choo Soon-Sil won favors and contracts using the powers of the presidential office with the full knowledge of the president. This makes her incompetent for the presidential office say even conservative supporters who disagree with the opposition's protests.

Bryan Graham in The Guardian offers this more subdued reaction compared to Jason Gay in The WSJ on the performance of Mikaela Shiffrin of Colorado, at the Winter Olympics. She had the longest gap between a medal at the Olympics in skiing after problems at the Beijing Olympics not coming down half of the time. Shiffrin is shown with her thoughts about the loss of her father (aspects of PTSD following her fall and injury in Killington, Vermont, in 2024) who helped her train with no stress letting her be who she was. After several attempts she comes down to her favored event the slalom and after so many doubting her performance and skill focuses thoughts on the fact that she had all the skills, the tools, now it was just to focus on the period from start to finish and execute with precision. In the end after moving the goalposts forward with more than asecond to spare in her lead she simply cannot believe her eyes, a complete disbelief. It was about simply trying and focusing after building all the skills, and finally just turning up anyway after all the disappointments and  injuries and this does it all, says it all.  ...

There are aspects of the Democratic nominee that remain from her father's encouragement of Kamala as a young girl. Morgan McSweeney acquired power as an organizer removing Corbynite left politicians from the Labour party. He is from County Cork, Ireland, his father an IRA courier, who left Ireland to get a politics and marketing degree from Middlesex University. He helped Labour politicians in London during the Corbyn years and settled on Keir Starmer as the candidate for a shift to the center in politics. There was something strange about Labour's win in 2024 as it got only 34% of the vote and still a large majority. It now appears that this was a highly flawed win, as Starmer was never able to take positions on major issues without depending on McSweeney for advice and backtracking. Worse 50% of Labour's vote disappeared in 2026 polls by February hardly 2 years after the win in 2024, as the support McSweeney helped organize had no depth of conviction- most of it to Liberals and Greens under Polanski. The result is that even the Guardian is disappointed and says McSweeney installed Starmer as PM, and then made him "the most unpopular PM in history." Net favorability in Feb 2026 is -57 similar to Sunak of Conservatives in June 2024. A 75% unfavorable rating in Jan 2026. And 14 points below the Labour party in "like" ratings. Only 18% are favorable for Starmer. ...

With six and a half times the light gathering power of the Hubble telescope the new James Webb telescope will liftoff from the edge of the South American jungle into space. It will be folded into an Ariane 5 rocket and blasted off from French Guiana. The power of the new telescope will help it look deeper into the cosmos and farther in time, to open new windows into how the universe evolved after the Big Bang. John Mather a Nobel prize winning astrophysicist and NASA scientist says "we want to see the first galaxies growing."

The $10 billion truck size telescope will head out on a 29 day voyage to a spot four times as far as the moon, called the second Lagrange point, through 2026, collecting distant starlight and beaming back a stream of images and data. The ultrasensitive infrared sensors are designed to capture light emitted more than 13.6 billion years ago by primordial stars.

DY Chandrachud and his father CY Chandrachud will soon be the first father son combination of Supreme Court Chief Justices in Indian history. This has not happened in Britain or US. CY Chandrachud was Chief Justice of the SupremeCourt of India from 1978 to 1985. DY Chandrachud was part of a three member bench of the Indian Supreme Court that looked at The Modi government vaccination policy in April 2021 and gave a ruling that formed the basis of Mr. Modi's action for a new and broader vaccination policy that ensured access to the entire Indian population of 1.2 billion people.

This report in The Times of India describes the son's record following in the footsteps of his father. DY Chandrachud studied at St Stephens College Delhi, Delhi University Law, and Harvard for his Masters degree in Law. His experience includes heading the Uttar Pradesh High Court in Allahabad and holding legal positions in Mumbai.

Twenty years after Japanese prime minister Koizumi visited Pyongyang in 2004, Japan's PM Kishida plans to talk to North Korean leader Kim. Koizumi had talks with Kim's father in 2004. The effort is to reduce tensions in the region with elections approaching in Japan, India, and the US in 2024, and to bolster the sense that Japan can manage its role in the region. The Europeans are doing the same as the French and the British are taking a bigger role in Europe during Ukraine conflict. After the Gaza conflict, the Houthis in Red Sea maritime channels, there is a sense that reducing tensions proactively is a better approach rather than wait for things to take their own course in directions that are not good for the world, or taking rigid ideological or other motivated positions that serve no constructive purpose and exacerbate tensions. Gandhiji used to say "tit for tat makes the whole world blind." It is not idealistic to say that but very practical and useful because if you do that you end up with situations where you lose leverage and ability to take positive action and come up with better outcomes, than if you let some unforeseen event or some events by other actors without proper motives to intervene to your serious and the world's detriment. ...

Her father was an engineer who came from Kashmir, had been to Saudi Arabia and Kuwait, and had a great deal of reverence for the British system of parliamentary government.
