Nuclear arms control SALT treaties expire Feb 2026 - need for new negotiations as the treaties were obsolete, did not include China, smaller nuclear weapons, and weapons from space. The SALT arms limitation treaty was first signed in 1972 by Brezhnev with Nixon. These treaties went through a second version and were renewed. The US no longer thinks this is relevant as China is not included, and smaller nuclear weapons, ones from space are not included and new negotiations are the best way to conduct true arms limitation. An accompanying video in NYT by David Sanger goes into these aspects of talks. Rafael Gross, head of IEA International Atomic Agency, says- You wouldn’t negotiate the same treaty again. There are new technologies that are not covered by the treaty — hypersonic missiles, undersea nuclear weapons, space weapons. And there are many other countries that, for one reason or another, feel now as if they may need a nuclear arsenal of their own.” This is the reason. It also happens that in 2026 US and Russia could coordinate their efforts, so that new US weapons may be needed as other risks could emerge from other places. There are smaller nuclear powers and new nations that might develop nuclear weapons as the US nuclear umbrella may be seen as not fully dependable. This new thinking would be that US and Russia may not see themselves as adversaries but work together to prevent nuclear risks from other sources. This is also why the US (and Russia) may want to wind down smaller regional conflicts, reduce their reliance on their own alliances, so that nuclear cooperation between nuclear powers US, Russia, China, and India may lead to control of nuclear weapons in a larger sense from space and from smaller countries that might develop nuclear weapons as has happened in Iran, which might create new risks that cannot be managed. A belligerent North Korea could lead to South Korea and Japan developing a nuclear weapon. This is also why the Ukraine conflict has run its course and it is in no one's interest to let the Nordics or Britain continue the conflict. The US, Russia, China, India, Brazil should not let middle or smaller powers continue regional or historical conflicts, and promote settlement through peace talks of such conflicts, as it inevitably leads to damaging the interests of billions of people around the world in peaceful cooperation and tackling challenges that affect the quality of life. ...

Flat payment rates for Medicare Advantage to Insurers by the DJT administration which is questioning how health care needs of the country remain unmet and US healthcare comparing very unfavorably with other advanced countries in Europe and Japan and also in India. Some of this is because of the behaviour and practices of the health and pharmaceutical industries in the US. The 2027 payment by government for Medicare Advantage is 0.09 percent. In 2026 it was about 5%. In 2025 it was -0.16 percent and in 2024 it was -1.12% under the Biden administration showing a great deal of dissatisfaction with funding Medicare Advantage. Medicare Advantage was set up by the Bush Republicans in 2003 who set it up with the nice sounding name Medicare Modernization Act. It was an effort to help the insurance companies with government money. Today in the second term of DJT in 2026 affordability is what American people care about most and the DJT administration is unhappy with the insurance companies. Dr. Mehmet Oz is in charge of Medicare and Medicaid Services Agency of the federal government and he says about Medicare Advantage and new policy to save “taxpayers from unnecessary spending (on Medicare Advantage) that is not oriented towards addressing real health needs.” The DJT Kennedy-Oz approach is for comprehensive digital information linking all medical providers, making America healthy again, cutting through the dense fog created over the last 2 decades, making pharmaceutical costs as affordable as the best in European nations, and refusing to subisidize if delivery is poor and health results are poor.   ...

Impact of $100-$138 a barrel oil prices from Iran War on US economy is modest - stable unemployment inflation at 2.9% instead of 2.7% and decline by 4 tenths of a percentage point in GDP growth. This is the view of 50 economists at banks, companies and research consulting gorups surveyed by WSJ March 16-18 cited in both the WSJ and her inthe NYT. NYT says unless the prices reach $200 which is unlikely, there won't be a recession. The reason is that the US is self sufficient in oil needs and exports oil and gas to Europe, and now to India and Japan. In fact in the domestic economy oil producing states in the Permian Basin including Texas, Wyoming, New Mexico and state of Alaska will actually see more growth. US will also generate more revenue from oil exports. US will also be able to leverage the situation to bring Venezuelan production with additional investments in upgrading the Venezuelan oil fields from American oil companies. This will be more attractive at higher oil prices and revenue generated will be sent to benefit the Venezuelan people. INS Vikrant, India's new aircraft carrier reflects the move to build in India, under Atman Nirbhar Bharat. It is Indian designed and made from Indian steel and technology. Indian Navy's ensign is only now being changed from the St. George's Cross to the seal of Shivaji, who fought invasions of the British and from Afghanistan. Shivaji built the Indian fleet to protect the coastline of western India from the British and from Afghan origin navies in the region. Vikrant aircraft carrier now joins US, Japanese and Australian ships that are part of the Quad and the Indo-Pacific group of nations working to keep the seas open and uphold the rule of international law in navigation. China's coastline of 14,000 kms is not facing the key sea lanes and compares with the following for the Indo-Pacific group - India with 7500 kms, Japan with 30,000 kms, Australia with 25,000 kms, US with 20,000 kms. Indonesia which works with Quad is right on the sea lanes near Singapore with 54,000 kms coastline. With the coastline of New Zealand alone larger than that of China there is a coastline of over 150,000 kilometres or about 100,000 miles for the US, Australian, Japanese and Indian navies to protect. The US has 7 aircraft carriers in its Pacific Fleet to do this- they are the Nimitz, Carl Vinson, Theodore Roosevelt, Abraham Lincoln, George Washington, John Stennis, Ronald Reagan. ...

Iran War and rescue of pilot of downed F15-E in mountainous terrain in southern Iran April 4 2026. CSAR or Search and Rescue Missions become a critical part of the war. The pilot was a colonel trained for the mission and spent 24 hours in mountainous terrain which was monitored by US forces, after intelligence located him in a mountain crevice. For this to be possible unlike in the Vietnam War and Korean War other nations are not involved as in the earlier Cold War.  The US under DJT as president has shifted to respecting Russia as a Northern European power that it can talk with (meetings with Putin in Alaska 2025) and China as a trade partner (planned meeting in Beijing in April 2026) that it can talk with unlike with previous administrations of Biden, Obama and Bush where China had afree hand in economic matters and global trade and Russia was shut out of the world economic system by elites who ran the government in the US at that time. Russia seeks reintegration in the world political and economic systems, and China seeks acceptance as an economic power which the US respects, both points in which the US has offered to accept. US has also repeated the line to China that it was not going to do the job of keeping Hormuz open for China and Japan to get 90% of oil imports, and in oding so risk losing its soldier's lives, while China and Japan can quietly watch doing nothing to help free navigation of international waters. Note that the narrowest strip of water of 13 miles separates Oman from Iran so that a part of these waters are on the Omani side and not on the Iranian side making free use of that Omani part under international law possible- in which sense Iranian hostile activity closing the Omani side also is a violation of free navigation. This is not pointed out by Iran or Japan or even Britain who are benefitting from US action and remaining silent or being ambivalent or accusing US of being interventionist even when everyone knows MAGA base rejected Bush in the Republican party and the elites and embraced DJT for great part because they want nothing to do with interventionist adventures in the Middle East for certain. US is getting a bum rap from European allies and from China, India, Japan and the media inside the US and in those countries as if the US seeks oil from the Middle East. It was Britain where a lot of the posturing goes on about non intervention that started this oil based intervention since 1900 in Iran itself, and in artificial states of Iraq, Syria, that it created out of the collapsed Ottoman Empire in World War 1. Sykes and Picot were the US and French diplomats who set that up. US under DJT has accomplished self sufficiency in oil and US has no need for anything from the Middle East, no desire to even get involved, and MAGA well grasps that fact and wants to keep it that way. Only nuclear weapons and ballistic missiles with long range to hit US and EU are reason for US action, which is reason enough for EU, China, Russia to set their own goals so that non proliferation in dangerous areas is prevented. So that the people of China, Russia, India, Europe and the rest of the world can enjoy the fruits of their own labors after a century of severe hardships and struggles which the American people if not their elites respect, and the fruits of peaceful cooperation which the American people extend to the World, and to China, Russia and India. ...

Japan says Russian planes intruded into Japanese airspace for over 1 minute on February 7, 2013, over the island of Rishiri, near Hokkaido. F-2 aircraft from Japan's Self Defense Forces responded to the intrusion. The intrusion comes at the time of the Northern Territories Day when Japan's government reiterates its determination to press for return of the Northern Territories from Russia. Japan did not sign a peace agreement with Russia at the end of World War II after Russia refused to leave the islands. The islands are known as the four Kuril islands in Russia. Policy experts at Japan's National Graduate Institute for Policy Studies say the Russian intrusion was an attempt to test Japan after an incident where Chinese radar locked in on Japanese naval ships in the East China Sea. The effects on public opinion are likely to create support for prime minister Abe's effort to increase the budget for Japan's Self-Defense Forces.

Climate policy changes lead to $1.3 trillion savings according to analysis from DJT administration and EPA's Zeldin, with $1.1 trillion in savings from lower vehicle prices which addresses unaffordability of cars. Using the average price of a new basic Toyota Corolla the price in 2020 was $19,000 which has gone up to $23,000 a price increase of 21% by 2025 over a 5 year period. The cost in 2026 of operating a Gas powered vehicle is on average about $2500, for EV car about $1000 with $1500 in savings per year for EV's that need to be figured into the equation at gas prices that prevailed in 2024 of $4-$5 per gallon . At prices of $3 per gallon the gas costs come down to $1200 when driven 12,000 miles at 30 mpg for 400 gallons of gasoline consumed. This makes the difference between gas and EV yearly savings on gasoline costs down to about $200 from $1500. This makes gasoline powered cars attractive as car companies can reduce EV investments and pass on some of these savings in lower car prices in 2027 in exchange for favorable rules on emissions and EV transition dates.  Are there losses through the emissions and climate change? The DJT/Zeldin EPA analysis points to global climate emissions from China and India (the coal powered plants) continuing at a pace that would determine the overall change in climate for 2026-2027. In this kind of approach the goal is to make cars affordable over a 2-3 year period for US and European carmakers who would be expected to cut prices. It is about flexibility in fighting the Cost of Cars a big component in the Cost of living with housing as the next large component. It is not a long term strategy, simply one that offers a flexible approach. Will the US, Europe and Japan fall behind in EV's technology? Hybrids a focus of Japanese cars will continue to advance that technology which is becoming a preference where it is affordable for customers. Toyota for instance will have a wide lead in hybrids technology by 2030. Much of the Chinese market will have EV's and the EV's technology will advance in China in 2026-2027, and tariffs will be needed to protect European and American carmakers for 2026-2028. It is a strategy tradeoff to deal with the cost of living crisis in US, Europe and Japan answering call for a flexible approach that was also heeded by the Biden administration in relaxing carbon emissions rule changes. It will require automakers to step up and cut prices for gasoline models for buyers at the entry and lower range for affordability by 2026-2027. What about climate action? The strategy is based on the idea that climate action requires India and China (coal powered plants) on board to make a real difference so that over 2-3 years to 2027 the US, Europe and Japan need to address affordability for the lower end entry cars. There is an element of denial of climate change in parts of the DJT administration in the US but not in Europe and Japan. It is also true that leading DJT administration officials Secretary Bessent see the problem of climate as real and one that needs to be addressed yet leaving room for flexibility to tackle affordability crisis for ordinary workers with low incomes struggling to make a living. Bessent and others in the DJT administration are calling for using all of the resources to address needs of people struggling to make a living, and for a strategy for the US to get back its manufacturing capacity from China and for rebuilding the US economy after deindustrialization (caused by Clinton's huge US economy shattering failure to provide safeguards for abuse of the trading system by China in signing a poorly drafted agreement for China's entry into WTO at the end of his term in 1999-2000 just when he had fought impeachment.  ...

Iraq is an artifical entity, an artificial state created by the British out of the defeated and disintegrated Ottoman Empire. Created from 3 Ottoman Arab provinces- provinces or vilayets of Mosul province which was mostly Sunni, Baghdad province, the city of Baghdad  mostly Sunni and rural areas Shia, and Basra in the south mostly Shia from tribes who converted to Shia Islam extending the reach of Shia religious sites such as Karbala. Note that the Sunni Arabs were closer to the power structures of the Ottoman Empire than Shia in the 18th and 19th century. As a result post war Iraq in 1950's was dominated by Sunni elites and the British imposed Faisal 1 monarchy of 1921 was thrown out by Sunni elites in the army in 1958 by Karim Kassem, followed by the emergence of Saddam Hussein from Pan Arab Baath socialist ideologies of that period.  After the US wars in Iraq and Iraq- Iran war, Iran mobilized Shia into popular militias. In 2026 Iraq is essentially several ministates pulled together in Baghdad, with Shia, Sunni and Kurdish ministates formed into the governing structure, and everyone praying for no outside interference to pull it all apart and maintain a fragile peace. While the British got Iraq Mandate from League of Nations in 1921 French got Syria provinces of the Ottoman Empire. In fact Sykes and Picot are the British and French diplomats who created artificial states of Iraq and Syria to suit their interests in the region for oil and for controlling Suez and territories in India, Indochina, Hong Kong, parts of coastal China (Shanghai). Why is this important? It is important because at the time Britian dealt with weak Sunni populations that were controlled through monarchs they put in place, and the British and French industrial power had no rivals. Today the Sunnis are mobilized and the Shia have with Iranian support mobilized also, and sectarian wars have torn the place apart for 40 years. America's founding fathers and first president George Washington, would if here today consider this the one place US would have nothing to do with in terms of wars and bases. On oil George Washington would advise America to find alternative sources than get dragged into useless sectarian wars and lose the battle for reindustrialization, after America's elites and their economists have essentially deindustrialized America. It is appropriate for the US president to take action only on grounds of not letting the place fall into regimes with ballistic missiles and nuclear weapons that could reach US and Europe. And for that China and Russia, India and Brazil, Germany and France should also do their part and fulfill responsibilities. As for Britain and France it is appropriate for the US president to say to the posturing in Europe and ambivalent posiions, "Go, get you own oil in the Hormuz," as the US is self sufficient in oil and does not need Iranian or Iraqi oil. It is also appropriate knowing that this Iraq and Syria were created by Sykes and Picot and the British and French to build and sustain their Empires that no longer exist because Turkey and India, and China, through the effort of Gandhi and Ataturk, Sun-Yat Sen and Mao, Brazil also, are now strong independent nations. The message is- if Germany can do it to get only 6% of energy imports from Hormuz straits, so can China and Japan. China and Japan get 90% of their imports from the Hormuz straits and there is no reason why China and Japan, Britain, India need to be so dependent on a region where disruptions have happened again and again for 40 years. If they do not want to change they can assume the responsibilities of keeping Hormuz Straits on their own. ...

The Sanseito Party is making this an issue in parliamentary elections in Japan challenging ruling LDP party of prime minister Shigeru Ishida. These parties say that even with population declines and 120 million dropping to 100 million Japan will still have the population to run its economy. Much of India's relations with Britain as a colonial power, and the US as the first real democracy (defined in a new way without colonial interests) after Britain in the modern world, were set in the period when Gandhi mentored by Gokhale and Tilak in 1900 set the independence struggle of the 1930's and 1940's. Modi merely restored the Gandhian spirit with a development focus and honest administration. This enormous contribution of Gandhi revered by all leaders including Modi is a benevolent one recognizing the important and one might say virtuous role played by the US under Wilson and Roosevelt to colonized nations such as China and India as can be seen in the personal letter to FDR written in the 1940's by Gandhi. There are two defining relations of the US, the first related to its founding as a British colony and a war of independence fought with the help of the French. And the other related to Asia, to Japan, China, and India as they modernized in 1900-2000. Of this the relationship with the most ancient of ancient civilizations in India is the dominant US relationship in 2025, because it unlocks the mysteries of westernization without the religious ethos of Buddhism in an imperialist Japan and now expanding Communist China. This religious ethos of China, Japan and Vietnam lies in Indian soil and in the ethos of the Indian people, and where Gandhi drew his inspiration. From this ethos comes the idea that India as a true friend of America and a Europe (that includes Russia) cannot ignore the devastation of Ukraine and inadvertently find itself a participant through its purchase of Russian oil at $119 billion a year (even when China under a expanding Communist government purchases Russian oil at $136 billion a year). The cost of the war is about $213 billion in a Russian wartime economy which also hurts the Russian economy and the cost of living through inflation for the Russian people. India will seek to do some soul searching and find the right path Gandhi would hold on to for Britain, America, and rest of Europe including the Russian people. ...

Policy on China in the second year of the DJT Administration- shift from adversary positions to cooperation. A shift in policy after the meetings with Chinese leaders Xi and Wang Yi at Busan, South Korea in 2025. WSJ Analysis looks at what happened in the first term of DJT, the Biden Administration that followed and in 2025 in US-China relations and how the posture changed, how Xi and his team built rapport with DJT and his team over the tumultuous period in 2025. US turned to Xi in getting Iran to the table for negotiations in Islamabad meetings after the month long effort to take out Iran's nuclear and ballistic missile program infrastructure. This was arranged in the early hours of Tuesday April 7th 2026. Throughout the US air campaign in Iran China pursued the policy it had set at Busan of not letting it affect US- China relations and the DJT visit to Beijing believing it sets the basis for the future course of US- China that affects the whole world beyond regions such as the Middle East where little headway has been made in bringing about peace. China US, EU, India, Brazil, Latin America, Africa, Indonesia, make up most of the world's population and China remains focused on ensuring the US and China can through their cooperation maintain peace in the world overall. This is reflected in this statement of China's Foreign Ministry on Busan meeting as the beginning of something new and big for the world- "Over the past seven decades and more, we have been working from generation to generation on the same blueprint to make it a reality. We have no intention to challenge or supplant anyone. Our focus has always been on managing China’s own affairs well, improving ourselves, and sharing development opportunities with all countries across the world. And that is an important secret to our success. China will further deepen reform across the board, expand opening up, and promote higher-quality economic growth while achieving an appropriate increase in economic output, and advance well-rounded human development and common prosperity for all. This will also expand the space for cooperation between China and the United States." This relates to China's worst fear, worst nightmare - that before it can become a fully developed economy for 1.4 billion people it would find itself in the situation that faces Japan of an aging society and weak growth something Japan faces as a fully developed economy much smaller of 120 million people. Japan per capita GDP is at $36,000 2.5 times China's at $14,000 and about a fifth of Germany's at $64,000, about a seventh of the USA at $92,000. So that if China does not continue along the path of development it has followed since 1990 working with the US and EU it faces the prospect of losing forever the prospect of joining Japan and fall into lower than middle income status when large parts of the interior of China a third of its economy that is rural are still living in poor economy status with per capita GDP of $3500, which is 8% of the GDP per capita of the poorest state heavily rural state of Mississippi in the US. Even Shanghai and Beijing with about $32,000 per capita GDP are only about 58% of the per capita GDP of Louisiana in the bottom one third of US states. Xi Wang Yi, Lifeng are doing what China must do to compete with advanced US and European economies and Japan- continue to work with the US on the development model that has worked the best for China since 1990. What should be considered an extraordinary achievement by thinking outside the box by Howard Luttnick alongside Bessent, Greer and Akazawa is correctly reflected in this NYT report by Anna Swanson, when today's WSJ Editorial Board opinion ignores this achievement and criticizes the president. Howard Luttnick a WSJ bond trader and businessman thought up the idea of the investment fund when he realized Japan was not going to give DJT all he wanted to see in opening up Japanese markets to US products. This fund of $400 billion with 50% of profits on investment going to US would be put together by Japan for the US to sign the agreement with just 15% tariff total on Japanese autos and other products. The president calls it a signing bonus. WSJ Editorial and similar efforts to shortchange DJT tariff efforts to level world trade playing field also belittles the extraordinary effort of Luttnick, Bessent and Jamieson as trade negotiators in getting the deal with Japan for $400-$550 billion. It says DJT was lucky to get the deal when it is clear that Japan is returning the US the favor the US did to Japan, as a true ally should do, aside from US defense of Asia. ...

See the BBC show geography of the Straits Hormuz of Iran and Saudi/Oman. Would Iran block the Straits of Hormuz, the narrow waters in the Persian Gulf where Oman, Saudi Arabia on one side and Iran on the other meet. At some points the corridor in the sea which is 20 miles wide at narrowest point, is 108 miles long, is only 6 miles wide for oceangoing tankers carrying a fifth of world oil supplies. The reason Iran woul be hesitant to do this are- Iran supplies China with discounted oil through these Straits. Iran central bank says $67 billion of its total oil exports go through the Straits Hormuz, 90% of it to China. China gets a third of its oil supplies from the Saudis/Iran through these Straits. India gets 40% of its oil supplies, Japan 75% and South Korea 60% of crude oil supplies through tankers plying this waterway. It would put China and  all industrialized countries in opposition to Iran. It would also cut Iranian oil exports and leave it's oil based economy unfunded.   ...

India plays a critical role with the US, Australia and Japan to ensure international law and open shipping lanes for all nations in the Indo-Pacific. Jaishankar also touches on infrastructure developments such as the new Trilateral Highway that connects India's northeast to Burma and Thailand. This opens up ties on land between the three nations with connections into Malaysia and Indonesia. That would enhance the movement open people and goods, and cultural connect that would create a new northeast- southeast Asian connection. It restores what was the long lost connection that India once had with nations from Thailand to Indonesia, and Vietnam to Japan through China. This is the connection that brought Buddhism from India's north east in Bihar and Uttar Pradesh to these countries.  Look East, Act East, the Quad, Indo-Pacific Economic Framework are all ways of saying the same thing of making the East connections the vital ones in India's social, economic and political, cultural life, restoring the connections in which India thrived and existed as one entity. It also brings life to the Gulf countries which are otherwise isolated in a sea of European nations on one side of the Mediterranean and Russia on the other side near the Black Sea that have different historical interests and cultures. This sees the central Asian connections through Afghanistan as being secondary and of less significance in the long history of nations such as India, China, Korea and Japan from the Buddhist era. That secondary connection brought an interruption of the long Buddhism and Vedanta civilization in India, intermittent wars, and the division of the country under the British Empire. It is a natural progression in a long history that seeks to restore the natural and intuitive connections to the Vedanta and Buddhist regions in the East that are part of the Indo-Pacific. These are now integrated with the settlers from Britain who sought to build better and fairer societies based on the rights of man in the new nations of Australia and America. The US sends aircraft carrier group of the US 7th fleet with the aircraft carrier USS Reagan and destroyers on a freedom of navigation mission through the South China Sea. What is a freedom of navigation mission and what is the US goal? "Our presence in the Pacific is to demonstrate our commitment to a free and open Indo-Pacific," says commanding officer of the aircraft carrier USS Ronald Reagan, Captain Fred Goldhammer. Seen on a map the Paracel Islands are far from China's coast. They lie on the waters further south in the South China Sea closer to the coast of Vietnam and between Vietnam and the Philippines. Till 1974 the Paracel Islands were part of Vietnam. In that year China took control of these islands after a war with Vietnam. The name Paracel is of Portuguese origin on maps in the 16th century. There are 130 islands or reefs with total area of about 3 square miles spread out over about 6000 square miles of ocean in the middle of the South China Sea near the coast of Vietnam. The French had  weather station there in 1932. After independence South Vietnam controlled the islands. In 1974 the islands were taken over by China from Vietnam. The result is that by taking over the islands China put itself in the position it is in Tibet. In Tibet it has put itself right across the Himalayas in a position that interferes with security on the border with India in the Himalayas that for centuries almost going back to Buddhist times 2500 years ago had very little and most of the time no Chinese presence. The passes in the Tibetan region are at heights over 15,000 feet that were mostly inaccessible except by yaks and other animals for transport for most of the 2500 year period. This is true also of the Paracel and other islands in the South China Sea as they are right in the middle of the seas of open navigation used by traders before the coming of the Europeans and for ocean going trade since 1500. Britain and the US have enjoyed free and open navigation in these oceans which connect past the Philippines into the Pacific to the Japanese islands and on to Hawaii and the US Pacific coast. What the US and European allies are saying is that the free and open navigation of the seas has always been the case for the last thousand years in the Pacific. The taking of the islands in 1974 by China from Vietnam now put it up against the US and European allies, and their Asian allies, as it interferes with navigation in the open seas essential for trade and travel between Asia and the Pacific. This is how the Chinese invasion of Tibet and the taking over of the Paracel Islands have put China into the position of interfering in the normally open and free areas in the Himalayas and the Pacific. This is where the Quad group shares a common interest in preserving what always existed in history-  a free and open Pacific and a free and open Himalayas. It brings together the US, Japan, India and Australia which stretch all the way from the Himalayas and the Indian Ocean uninterrupted all the way through Indonesia to Australia and Japan and the US. From the Mediterranean through Egypt into the Indian Ocean all the way to the Pacific and the US keeping free and open seas for trade and navigation. Or across the Cape of Good Hope into the Indian Ocean and the Pacific to the US. ...

South Korean media is critical about the lack of merit in generating goodwill of the agreement between prime minister Abe and prime minister Lee on 'comfort women.' Some South Koreans see an uncomfortable association between history showing Ms. Lee's father being an officer in the Japanese Imperial Army, and the agreement that does not do much to put the issue behind by offering $8.3 million. Japanese prime minister Abe considers the 1965 agreement normalizing relations between the 2 countries with no reparations as final, with no exceptions for the situation where many South Korean women were used by the Japanese Imperial Army. An exception might open up claims from other survivors of the war in other situations, Japan fears. Japan offered $8.3 million as an humanitarian gesture for the surviving 46 comfort women, which is seen as insulting for the women in the South Korean media. China's view on its new Air Defense Zone as expressed by the Foreign Ministry is that if European countries and Japan are entitled to set their own air defense zones then China should be able to set its own zone. The differences with Asian neigbors and the U.S. arises over the fact that this overlaps with the zones of S. Korea, Japan and Taiwan and also covers the area of the disputed Senkaku Islands. Other problems lie in the ambiguous wording and failure to share this information in advance with other countries. As it stands B-52's from the U.S. and Japanese planes entered the zone on Nov. 29, and Chinese fighter jets tracked the planes but there was no incident. U.S. civilian airlines have agreed to follow the rules set by China for the air defense zone, and the U.S. government says it will let the airlines make the decision to follow the zone. The EU protested the setting up of the new air defense zone.

For a change see parts of Tokyo you normally do not see, and way down in Kyushu island see the Kagoshima region. It is part of this trip to Japan for a 4 day break suggested in The Times of London. 1) Take the Toei streetcar- take the Tokyo Sakura tram running from Minowabishi station in Arakawa, where bits of old Tokyo still exist in narrow alleyways and pubs. Take the tramcar to Waseda station in Shinjuku. An hour's ride and 30 stations with a one day ticket to hop on and off as you feel like. 2) Take in the Sumoida Hokusai museum, and see the famous works of Katsuhika Hokusai, at a museum dedicated to him. Don't miss the woodblock print Under the Wave off Kanagawa, and the series Thirty six views of Mt. Fuji.  3) On Day 2 head to Kagoshima, a 2 hour plane ride from Tokyo. There are 20 flights from Hnaeda airport in Tokyo to Kagoshima airport. You will see Mt. Fuji from the plane at 11,000 feet. In Kagoshima take the airport bus to the city centre and get on the Sakurajima Ferry, about 15 minutes running 3-4 times an hour, 24 hours a day. It goes to Kirishima-Kinkowan National Park, with active volcano Mount Sakurajima, cedar woods, sandy beaches, azalea covered mountain slopes. Try the mineral springs or onsen for a serene atmosphere. 4) For Day 3 take the Ibutama train for an hour ride from beachside town of Ibusuki for sea views, and look for "Mystery Island." During the summer months a sandbar causeway appears for some time allowing one to cross and look at the uninhabited island amidst the sound of the waves and sea air. Then back to Tokyo after a zen period of serenity and calm.   ...

South Korean public opinion shows 80% of the public opposed to the release of slightly radioactive Fukushima water into the sea by Japan. Japanese public opinion is accepting this as unavoidable. This is weakening the position of South Korean president Yoon in coming elections. Yoon is a prosecutor who joined politics only a few years back and has seen his popularity drop by 7 percentage points to 35%. Yoon is known for his effort to bring South Korea and Japan closer together with the US in dealing with North Korea and China. Biden met with Kishida and Yoon at the White House only recently, and Yoon made a state visit to the US before India's Modi. Because Yoon is an outsider to politics he has been able to get South Koreans to accept the idea of settling past disputes with Japan tracing back to the colonial era and World War II, yet the Fukushima water release is opposed by the vast majority of South Koreans.
