The UK NHS is urgently tracking down parents of 35,000 children in London who are not fully vaccinated against polio, says this report in The Times. Health officials have detected the first outbreak since 1984. They are trying to trace it back to a "single household or street." London has lower rates of polio vaccination than the rest of England, dropping to levels that are seen as risky for the health of children. Vaccination rates are low in north and east London says this report in The Times. In London as a whole the vaccination rate for one year olds in 2021 is at 87%,  5 percentage points lower than that of the UK as a whole of 92%.  

Lack of investment in public health and services has weakened the public health system even as hundreds of billions of dollars were misallocated by capital markets gone astray. The pandemic exacerbated a bad situation in public health lowering vaccination rates even further.

Fortunately even here there is room for optimism as male life expectancy declined by only 0.2 years from 79.2 years to 79.0 years the level in 2014. Considering the scale and intensity of this pandemic this is a sign or resilience of the UK with the work of NHS at the forefront. Female life expectancy has remained unchanged in 2020 at 82.9 years, about three years more than men.

With more consciousness about the risks of obesity, importance of nutrition and exercise habits information given wide attention, there may be some positive signs from this period that will lead to a healthier population.

NITI Aayog does much of the development planning for India. It's CEO Parmeswaran Iyer, says about one third of the population of 1.2 billion people has reached the middle class. The poverty level has dropped to about 16% of the population. He describes the steps taken to achieve this. First inflation control by keeping inflation below 6%- it was 5.7% in December 2022. The decline of loan rates for education, buying home and appliances to about 8%. Second the pioneering action of One Nation One Tax under GST that has saved Rs 18,000 lakh crore or Rs 12000 per household annual saving. To create small micro business in a country the size of India with a large informal economy action was taken. 120 million of 380 million beneficiaries are from the  middle class for PM Mudra Yojana who received Rs 7 trillion in collateral free loans. This is designed to provide non farm small loans of 10 lakh rupees (about $8000) to micro unit enterprises at the bottom of the development pyramid to encourage an entrepreneurial culture and micro enterprises. Non Performing assets (bad loans) or NPA were reduced from 11.1% of the banking system to 5.8% in 2022. This is critical to support future growth as banks that well capitalized can make the loans needed to support growth. In health and education  a large network of new universities and medical colleges, hospitals is being built. The Ayushman Yojana provides health screening to millions of people and aid is channeled to people for low cost generic medicines. It is the size of these efforts that is making the difference in the lives of ordinary people. UK prime minister Sunak makes changes to policies of the UK post-Brexit that bring the UK closer to France and the European Union. This follows a deterioration of Britain's relations with the EU and France under Boris Johnson during the years Brexit happened. Sunak also comes up with a different policy for Northern Ireland closer to the EU's position. Mark Landler has covered Britain and the EU for NYT over three decades. He calls Boris Johnson's approach bombastic and one that made loud claims for "Global Britain" with little to show in results.

Sunak's challenges are in Britain with strikes across transportation, health sector and NHS, and the cost of living crisis. Labour party is seen as having better solutions and as more caring in its policies for both the environment, workers and families in 2023.

Britain's parliament voted 358 in favor and 234 against to back prime minister Boris Johnson in his effort to get Britain to leave the European Union by January 31, 2020. Negotiation will not be extended beyond 2020. With a comfortable 80 seat majority and many lawmakers newly elected in parliament in favor of Brexit the process appeared easy compared to the problems faced by Theresa May who lacked a majority. In October Mr. Johnson negotiated a deal with the EU which stated how Britain plans to leave the EU. This covered citizens' rights, a financial settlement to leave, and an arrangement to avoid a physical border in Ireland. With another vote in parliament and passage in the House of Lords the process now appears certain to be completed before January end 2020. To get Brexit done Mr. Johnson sought blue collar support in the north of England and the Midlands, a region neglected by Labour and the old Conservatives. Too much of the focus had remained on London. This strategy worked after neglect of working class districts by Labour under Blair and Brown. Mr. Johnson's approach was to commit the Conservatives to new infrastructure spending, spending on schools and the NHS, just as Mr. Trump had done in the U.S. to permanently change the Republican party. This combined with an appeal to patriotism and the idea of Britain drew strong support across England in the election. ...

Lightsquared which invested about $4 billion in developing a new wireless network is facing huge losses as U.S. regulators block the proposed wireless network. Federal regulators say it will interfere with Global Positioning System devices. Investors in Philip Falcone's Harbridge Capital Partners had provided most of the funding. Before Lightsquared Philip Falcone made successful bets against the subprime mortgage market. Falcone used lobbying firms to press his position, to no avail because the GPS issue was a serious one for the federal government, as it would interfere with aircraft systems and military devices. Harbinger's biggest funds have also lost money in other fields, losing 23-27% in 2008 and Falcone had to suspend redemptions by 2009. In that situation Falcone increased his investment in LightSquared in 2010-2011. In 2011 Harbringer lost 47% in its biggest fund. Harbinger's assets declined from $26 billion in 2008 to $4 billion by Jan. 2012. The S.E.C. is now investigating his hedge fund for possible market manipulation....

It is only appropriate to bring up Aneurin Bevan in 2024 after the pandemic and as ordinary Britons seek to improve health and living standards, and their compatriots in the US also seek a better form of universal health coverage that works to provide better health  for less cost similar to Europe. In 1948 the National Health Services Act was passed into law with Aneurin Bevan having seen it through parliament as a member of the Labour party from Wales. The NHS was operational in July 1948. Clement Attlee summoned Bevan after winning in a landslide in 1948 and asked him to take the Housing and Health Ministry. Bevan was a coal miner's son who then used his skills in parliament to get passage of laws that created one of the most enduring  institutions of modern times. For the largest electorate in the world India is relying entirely on electronic voting machines. It is massive - 970 million voters over several phases in different regions taking place in May 2024. The Election Commission is monitoring the election and India's Supreme Court gives it's ruling to protect the democratic process. It is unlike anything in the world. It all started in 1945 with the negotiations begun by Labour's Attlee government - the most successful British government of the 20th century, Clement Attlee's government created the Bank of England and the NHS, and brought freedom to India and started decolonization in European empires. A new Constitution was written by 1947 with the guidance of Gandhiji (Mohandas Gandhi) who led the struggle for Hind Swaraj in 1905. The democratic process was established with elections that elected Nehru, a series of coaltiion governments and since 2014 a government focused on Vikshit Bharat, modernization similar to Japan and China that is taking place in India. Already 250 million people have been lifted out of poverty. And free food rations have ended hunger in India, Swacch Bharat has made sanitation modern and available everywhere, water and gas connections are now down to the last household to fulfill Gandhi's dream of reaching the last person in the line. Solar and renewable energy are being undertaken, along with fast modern transportation and cost effective digital connections. A target is set for 2047 for Vikshit Bharat. ...

In opposing access to higher education the Wall Street Journal Editorial Board also reflects the views of billionaire owners out of touch with the people of America and the Nation. The WSJ Editorial Board says nothing about the egregious situation today shown on its pages of capital allocation that has gone upside down and scary. The very investment that differentiated America and Europe from the feudal societies of China and India that self destructed in the 20th century after enormous suffering for hundreds of millions of the Chinese and Indian people. Isn't this like turning ones back on the Advantages that accrued to Europe and America from its wise investments and turning one's back on the Enlightenment in Europe and America itself? It says the relationships evolve over time. Even then the relationship between Merkel and Obama had ups and downs including the period when it was revealed that the Obama administration had tapped Merkel's phone and Obama failed to offer an apology, ending with a positive note in 2016 when the two met in Krun, Germany, with Obama as lameduck president. Experts from the German Council of Foreign Relations say that Trump adopted his usual double speak saying the right things about NATO and relations with Germany in the joint appearance, and later at a question and answer session saying Germany owed a lot of money to the U.S. for defense. Germany pays 1.2% of GDP for defense and promised to take this up to 2% by 2024. By now viewers may have adjusted to Trump's style to keep certain issues alive for negotiation stance, as a distraction, to keep his base's enthusiasm, or in some situations to vent out grievances such as with media coverage he receives. ...

It took years of execution of projects for Modi of India at the state level as chief minister in Gujarat to executi at the national level. This editorial in the WSJ says the resignation and downfall of Boris Johnson in Britain comes from the dissembling that resulted in loss of confidence in his Conservative party, but also in a larger sense from the failure of his agenda to revive Britain.  Not much has happened in the promise to invest in and revive the failing economy and social setting in the north of England. Inflation was hitting British households hard with inflation at close to 9% in 2022. Home electricity and natural gas prices spiked 54% in April and are expected to go up 40% in October. Johnson raised the payroll tax 2.5% to fund the NHS. Corporate tax rate was to go up to 26% from 19%. Green taxes helped energy prices go up, and Johnson did not cut the consumption tax or green taxes on gasoline or diesel or household energy says the WSJ, and kept the household income tax brackets the same even with inflation so households would see a large tax increase. In this sense Boris Johnson with his exuberant personal style and enthusiasm promised a lot after taking Britain out of the European Union with Brexit. Yet as the months dragged on and after the worst of the pandemic found there was little he could show that would convince Britons of a brighter future. Not for the North of England, not for Britons in other parts of England and in London, and with high inflation and lacking the investment that could change Britain, not much to show for infrastructure improvement or plans for the future. The dissembling and eroding credibility led to the situation that only half way through his term in office his absolute majority in the 2019 election could not keep Boris Johnson in office, and the Conservative party was losing the confidence of the British people.  ...

The former head of U.S. Homeland Security ministry, Mr. Chertoff, and the former head of NATO, Mr. Anders Rasmussen, say the U.S. and European allies are not prepared to meet Russian meddling in elections two years after the U.S. elections and elections in the last year in Germany, France, Spain and Italy. Both co-chair Transatlantic Commission on Election Integrity. They expect 20 elections between now and 2020, and see 20 opportunities for Russian meddling in these elections- suggesting the response to the recent meddling is very inadequate. They cite the shift from fake news to hyper partisan narrative used in the Italian election. This approach uses some content that is true to weave a narrative that leads to an exaggerated version of events. It was used on immigration to appeal to immigrant weary Italians to lead to a situation where the anti-immigrant party Northern League attracted a large portion of the vote. This approach is not new as it was used by pro-Brexiters with ads showing an unending wave of immigrants crossing European borders. Suggesting Britain itself was facing this wave of immigration, using pictures of immigrants from Africa crossing the borders of Hungary and Austria. Placed on buses and billboards this influenced the election, including hyper narrative stories about what how the UK was sending 350 million pounds a week to the European Union which could go to the NHS instead. Britain's Liberal Party leader Nick Clegg and Joe Biden former Vice President are members of the new Commission. ...

Boris Johnson wins an 80 seat majority for the Conservatives in parliament in the 2019 election. He gets a mandate for a quick exit from the European Union by the end of January 2020, and billions of dollars in public spending on infrastructure, the NHS, and public services. He gets an unexpected 364 seats in parliament after winning the support of working class voters hurt by the financial crisis and by industrial decline. Working class voters in the north of England and the Midlands decided to trust Mr. Johnson. The Labour party won 203 seats, its lowest total since 1935.  The British pound surged to its highest level since May 2018, and domestic stocks surged with their best day since 2010. Part of the optimism stems from the size of the win that gives Johnson more flexibility at home and more leverage with the European Union to negotiate Brexit that works best for Britain. Working class areas that suffered for decades with loss of heavy industry, decaying infrastructure and poorer public services put their trust in Johnson's pledge to spend more to revive these areas. Johnson called his government "The People's Government" in his victory speech and promised to spend $131 billion on infrastructure, the National Health Service, schools, and public services. Johnson said in the speech that working class families may- "only have lent us your vote. I am humbled that you have put your trust in me, and that you have put your trust in us. And I and we will never take your support for granted." The other big event in this election is the election win in Scotland of the Scottish National party winning 80% of the seats and seeking a referendum on independence. Mr. Johnson has stated that he clearly opposes this. In Northern Ireland a majority of legislators were elected who favor unity with Ireland. This sets up a constitutional struggle that Mr. Johnson faces in his first elected term in office.   ...
