The very investment that differentiated America and Europe from the feudal societies of China and India that self destructed in the 20th century after enormous suffering for hundreds of millions of the Chinese and Indian people. Isn't this like turning ones back on the Advantages that accrued to Europe and America from its wise investments and turning one's back on the Enlightenment in Europe and America itself? This is the statement to be found on the Minnesota Office of Higher Education- "Beginning in fall 2024, the North Star Promise (NSP) Scholarship program will create a tuition and fee-free pathway to higher education for eligible at eligible Minnesota residents at eligible institutions as a "last-dollar" program by covering the balance of tuition and fees remaining after other scholarships, grants, stipends and tuition waivers have been applied. By making college accessible and affordable, NSP is intended to have a positive impact on multiple fronts: Help stabilize enrollment at Minnesota public institutions of higher education; Serve as an economic driver for Minnesota by educating qualified workers who are much needed to fill vacancies in the state's labor force; Create a viable higher education path for Minnesota residents who may have previously thought education was not a possibility for them. We estimate this program will impact 15,000-20,000 students in the first academic year." The cost estimate at $117 million a year . ...

Minnesota has the lowest unemployment in the country at 2.9%. It also has the highest corporate tax rate in the ocuntry of 9.8%. A prominent businessman says about a state's attractiveness for business that it is about more than tax rates. He is cited here in this WSJ report- Minnesota takes care of kids, parks, water, a state that works and Walz having contributed to the low unemployment and quality of ife in the state. It is not a high growth state yet on the indices of quality of life it does quite well. When nurse staffing levels became an issue in state legislation, Governor Walz had the proposal backed by a large union dropped by working through this. It led to Mayo Clinic moving ahead with $5 billion investment in the state at its Rochester location. Bill George, former CEO of Medtronic, which is located in Minnesota, says people like working in the state and this helps businesses grow. The high tax base, says George, has contributed to strong educational systems, the arts, the environment and the quality of life. Extreme drought affected Minnesota cattle farmers leading to elimination of many cattle herds.               Wildfire smoke from Canada settled down over the cities of St Paul and Minneapolis for days.                 Lack of enough snow and ice in winter led to losses in ice fishing and cross country skiing making winters unnatural in Great Lakes Region that also includes Wisconsin and Michigan. Walz acted, and his plain spoken communication style made a difference clearing misperceptions. Pew Research shows 67% of Americans favor clean energy but misperceptions abound.          Minnesota during his two terms now produces 50% of its energy from wind, solar and nuclear. Minnesota is now likely to be ahead of California in getting to 100% wind solar and nuclear for all its energy. Walz set the date 2040 into law for this to happen with 40 climate initiatives. A bill signed into law speeds up the permits for renewable energy projects. Walz’s communication style shows that when people understand the benefits and specifics you get things done. “The surest way to get people to buy in is to create a job that pays well in their community. All of us are going to have to be better about our smart politics, about bringing people in.”        ...

3M based in Minnesota makes a $5.5 billion settlement for earplugs over hearing loss complaints. It is the largest mass tort in history with 300,000 claims by veterans who served in the military, says the WSJ. An earlier settlement with municipal water providers by 3M was for PFAS forever chemicals. This settlement waits court approval and the WSJ says could cost it $12.5 billion over 13 years.

Dr Norman Borlaug passes away at 95. He was a plant scientist who invented special rust fungus resitant varieties of wheat through work for the Rockefeller Foundation in Mexico. In this work he used the climate of the Sonoran desert and the Mexican highlands to develop this rust resistant wheat variety. He came up with asmaller wheat plant which with fertilizer counld increase yields enormously. Brough up in Minnesota of Norwegian parents, he studied in aone room schoolhouse and pursued his doctorate in plant sciences at the University of Minnesota during the depression. At this time he saw hungry people in Minneapolis, and this stayed with him as he was persuaded to take up the job with the Rockefeller Foundation in Mexico after working at Du Pont. Mexico meant dismal conditions and vast amounts of travel between the desert and the highlands. But his unflagging persistance and good humor in these difficult conditions led to results with the new varieties of wheat. This was then used in Mexico and later in India and Pakistan in the 70's with the wheat crop in 1968 maring the beginning of ther green revolution. ...

Another one of president Biden's projects to cut climate change emissions is on the Mississippi River. $2.5 billion from the Infrastructure Law is being used to support improving navigation on the Mississippi River so that grain and other goods from the Nation's breadbasket including Republican states along the river, Minnesota, Wisconsin, Illinois, Iowa, Missouri, Kentucky, Tennessee, can be transported with a 85% cut in emissions. Use of river navigation transport cuts emissions to one sixth compared to trucks on highways.

Wellstone's unique contribution comes from his effort to work with rural poor and poor white farmers in the tradition of Minnesota Farmers Labor Party. This part of rural roots for the Democratic party since FDR and from the  time of Woodrow Wilson in 1900 was lost by 1980. After 1990 the Republican party set up roots in rural America that continued into the Obama period when the emergence of internet and tech companies as part of Democrats distracted and led to the loss of rural support in addition to the loss of union workers support. Tim Walz is from a rural small town America and bring the Democrats closer to their roots.  Paul Wellstone was  Senator from Minnesota in 1990 from the tradition of Farmers Labor Party in the state, and the period of FDR that followed the Great Depression and continued right into the 1960's with John F. Kennedy. He was for local community organizing during all periods not just campaigns, and public policy. He was educated at UNC and was a professor of political science at Carleton College from 1969 to his election as Senator in 1990.  He died in a plane accident in 2002 during an effort to run for a third term in the Senate.  ...

Aging US dams are a problem like this one that was almost taken out in Midwestern states floods. The Rapidman dam in southern Minnesota was in "imminent failure condition" when floods hit last week. With the average of American dams at 60 years it looks like things will get worse. This dam 90 miles southwest of Minneapolis was built in 1910 on the Blue Earth River. With extreme weather events becoming common these dams are one more part of our infrastructure that needs rebuilding.

The increasing use of chemicals in daily living and of sites contaminated from chemicals pose dangers to our health. This report in The Guardian describes the role of TCE or trichloroethylene acting as a carcinogenic agent and its tole in contributing or aggravating to Parkinson's disease. Dry cleaning, carpet cleaning and other household products such as shoe polishes are some of the products and uses that create exposure to this chemical. This report says New York in 2021 and Minnesota in 2020 have followed the European Union in banning this chemical. Other states lag behind and this report says Santa Clara County, California has 23 Superfund sites that contain hazardous chemicals.

The University of Wisconsin increased tution by 5.5% for a number of years. University officials say a reserve fund of $650 million of the University of Wisconsin was built up with most of the funds coming from the tution increases. The reason university officials give for this is the $5 billion university budget, with only 20% provided by the state of Wisconsin. Shrinking support from the state led to the effort to build a reserve fund. The size of the fund and the lack of disclosure by university officials that tution increases were being used to build up the fund has led to strong criticism. Reports about the spending at the University of Minnesota and other universities show the lack of spending restraint at large universities in the U.S. Bureaucratic layers and debt servicing for new buildings take up large portions of the universiy budgets.

A Brookings Institution study finds patents produced in a few cities in the U.S. In addition to Silicon Valley, the area around Santa Clara and San Jose, the study finds Rochester, Minnesota, Corvallis, Oregon, Burlington, Vermont, and Boulder, Colorado, as cities where there is a high degree of patent activity. The IBM research centre in Corvallis, Oregon, is one reason for Oregon being on the list. The greatest importance is having a research university nearby. A wealth tax passed by voters in 2022 in Massachusetts of 4% on incomes exceeding $1 million, yields 3 billion dollars in 2024. Other states are looking at doing this on income over $500,000 for married couples. This includes Minnesota, Maryland, Washington and other states that are seeing a shortfall in taxes and need to offset the loss of federal funding by the DJT administration for Medicaid and other services. The results in Massachusetts shows the revenue forecasted is exceeded proving that millionaires do not always move because they do not want to uproot homes and education of children. There is also an offsetting factor as federal rules under DJT have favored the wealthy in the tax code.
