The Yucatan Rail Project being moved forward by Lopez Obrador in Mexico is shown here in the WSJ. It moved forward during the pandemic years 2020 and 2021 and connects the Yucatan cities by rail. Yucatan cities  including Campeche and Merida bring about 8% of the country's exports and 10% of the country's GDP. Modern rail at 99 mph would connect the cities in the Yucatan to increase industry and tourism to develop the south east of the country. This is similar to the projects on the Brahmaputra river in the northeastern parts of India that are being opened up by new infrastructure rail and bridges for industry and tourism. Both the Yucatan and India's northeast are parts of the country that have much potential and have investment needs that were not realized in the past by previous administrations. The environmental impact in the northeast part of India and for the bullet train in the western region from Mumbai to Ahmedabad were held up by environmental concerns. A similar situation has happened for the Yucatan Rail Project. Even when enough trees were to be planted to help Mumbai residents for its Metro construction also shown in WSJ, he project was held up for political reasons. The bullet train project after its delay for political reasons will now cost nearly double that it would have cost before. It is supported by Japanese aid at very favourable financial terms that pay for the project, including direct government aid and Japan's rail technology. It is now moving ahead in 2022.  Infrastructure plays a key role in developing economies such as India and Mexico, yet it requires resolute conviction and perseverance as much of the political setup as shown in Mexico leads to leakage of funds meant for infrastructure and very little being done at great cost to the ease of living of ordinary people. In Mumbai and other cities in India. The same is true for Mexico which at this time of the pandemic needs to bolster its spirits and move ahead with much needed development work to help people in all parts of the country. With the Yucatan Rail Project Mexico can move to the next phase with wind farms on the Yucatan out to sea, and solar energy projects that could with new technology be transmitted to other parts of Mexico and to the US. It is important to keep trying and persevere on these new projects and look to a brighter future. For Mexico US relations better living conditions in Mexico also relieves the burden of illegal immigration and problems related to it in neighborly relations. Mexican officials should increase contacts with Indian officials working on the projects in the Assam region and  along the Brahmaputra river, in Indian states in the northeast, to exchange ideas and notes to gain from each other's experiences in integrating regions that were previously not integrated into the Indian and Mexican economies. This is a topic to be added to the G-20 topics to be discussed at the next meeting in Bali, Indonesia, on November 15-16, 2022. For Mexico it is an opportunity to also widen its infrastructure work to learn from what India is doing in solar and wind energy and build collaborative efforts. ...

Contrast this with India where the Indian prime minister said around March 21 that in stark terms India could be set back 21 years in the next 21 days or do the lockdown completely and be able to withstand it. And Merkel in Germany when she said back by the end of March that the virus could take the lives of millions of people in Germany if the country did not lockdown effectively.

Evidence of the multicultural society that the U.S. is becoming is shown in Census Bureau information showing that 50.4% of children under the age of 1 year were Hispanic, black, Asian American or other minority groups. This is up from 49.5% in April 2010 census information. A striking change is that the white population is growing older and the Hispanic population is much younger as a whole. Today minorities are about 37% of the population in the U.S., with the District of Columbia, California, Hawaii, New Mexico and Texas, having minority population in the majority. The median age for white non-Hispanic people is 42 compared to 28 for Hispanics, and early 30's for Asians and Blacks. The baby boom of minority children is also because the number of white women in their 20's and 30's has declined over time as the White non-Hispanic population has aged. Another change that is being seen is that immigration from Mexico has declined to the point where some Hispanics are going back to Mexico. William Frey, a demographer from the Brookings Institution says immmigrants will continue coming from other parts of the world when the economy recovers. The timing for immigration say demographers is good because without the immigrants the U.S. would have an aging society like that in Japan....

The comparison by Goldsmith and Moyn has picked the wrong Roosevelt. Only Washington in the war of independence, Lincoln in the Civil War over slavery, and FDR Franklin Delano Roosevelt in the Great Depression and economic collapse, fall in that category and there is no one and nothing to compare with both the struggles they fought and the challenge to the survival of the US. On the next scale comes TR Teddy Roosevelt, and this is the Roosevelt to compare DJT with. TR was unconventional, TR spoke a different language and could be frank and outspoken. TR actions matched his words, as his days on the Indian frontier and with the Rough Riders. TR also had one term plus completing McKinley's term after his assasination. And TR like DJT did not like his successor and did everything to make the comeback denouncing the policies of his successor William Howard Taft in the 1912 election, which TR lost to Democrat Woodrow Wilson. All this is true for DJT in 2026. TR denounced the shift away from his "progressive policies" and the shift to corporate interests of Republican Taft. In this sense also DJT is similar as he denounced the shift to corporate interests of the Bush/Clinton/Bush/Obama years. TR was no country club Republican and was willing to confront opponents in the politics to fight for the benefit of the working man, splitting the Republican party in the process. This is true of DJT. TR launched the rebuilding of the Navy, and announced he would reassert the Monroe Doctrine. DJT is doing the same and is reasserting the Monroe Doctrine. One could say that DJT feels the hidden TR in him and like Teddy Roosevelt is putting America in the place it once was. For TR the industrial revolution had distorted a country founded on the backs of settlers owning the land independent and rugged, as industry turned the country into corporate interests and workers in factories with few rights, and poor working conditions and wages. This TR even as a Republican fought to reverse. In DJT there is the Republican also of a different mould who fights to reverse the situation created by Bush/Clinton/Bush/ Obama over three decades since the 1990's when America has fallen to new lows when drug trafficking gangs in Mexico and Venezuela are able to run rampant over the western hemisphere, when elites in Canada and the US act impotent in the face of this, or living in their own world away from the streets and neighborhoods of America devastated by drug trafficking, towns and neighborhoods from Janesville to Flint economically deprived as elites shifted manufacturing overseas to China in complete indifference to the American worker and his family, and carried out wars in remote parts of the world such as hills of Afghanistan and deserts of Iraq no worker or farmer in America had even heard of or cared about since the American continent was settled in 1600. If there is a Woodrow Wilson around the corner who won in 1912, for the 2028 election, then it is someone who like Wilson will take policies to benefit the American worker and farmer and his family, and America as a Nation to a better place over the next decade. A passage from Teddy Roosevelt from his Autobiography about who TR was struggling against illustrates this point- "They favored Civil Service Reform; they favored copyright laws, and the removal of tariffs on works of art; they favored all the proper (and even more strongly the improper ) movements for international peace and arbitration; in short, they favored all good and many goody-goody, measures so long as they did not cut deep into social wrong or make demands on National and individual virility. They opposed, or were lukewarm, about efforts to build up the army and the navy, for they were not sensitive regarding National honor, and above all they opposed every non-milk-and-water effort, however sane to change our social and economic system in such a fashion as to substitute the ideal of justice towards all for the ideal of kindly charity from the favored few to the possibly grateful many." With stricter border control asylum seekers have dropped to 3500 a day at the US border with Mexico and the new government of Mexico under Caludia Sheinbaum is likely to cooperate with Biden to take back people of other nationalities. President Biden is about to pass an executive order that effectively closes the border with Mexico. Once daily crossings reach 2500 the border will be closed. The legal basis of the action is Immigration and Nationality Act clause 212F which says the president can take this action when he sees that "the entry of aliens or any class of aliens to the United States would be detrimental." This lowers the threshold from 4000 in the Senate bill negotiated by the president with Republican Senator Lankford to 2500 daily crossings. Mr. Trump had the Republican Speaker of the House not bring the Senate bill to a vote in the House. At the time Republicans in Congress said Biden should use his executive authority to do this and lower the threshold. The former president Trump also issued this kind of executive order in 2018 which was blocked in a federal court on grounds of humanitarian protection no matter how immigrants entered the country. This time there is a sense that the Congress, the president and public opinion supports this action and the president's authority. Mexican president Sheinbaum's support will also ease its implementation in 2024 and cut down border crossings from asylum seekers to lows below 2500 till a new Senate bill is taken up and passed with bipartisan support that exists in US Congress. ...

Saudi Arabia needs current oil price of $60 a barrel to move up to $80 a barrel to balance its national budget. To do this OPEC needs to coordinate its oil production cuts with a group of 10 countries led by Russia that includes Mexico. At G20 New Delhi, India, Biden and Modi, leaders of Brazil, and South Africa, agreed on advancing the World Bank's loan capacity by $100 billion for next decade under leadership of Ajay Banga. Thjis is happening at the meeting of finance leaders in Marrakech, Morrocco in 2023. The IMF and the World Bank were set up after World War II under the agreements signed at Bretton Woods, New Hampshire, as postwar finance system. The IMF was to serve as lender to countries facing short term finance crises, and the World Bank to finance development in poor countries such as India, Indonesia and after 1990 China. The largest borrowers from the World Bank were India, China and Indonesia. India is at $37 billion loans outstanding in 2021, China at about $21 billion after repaying much of its loans. Walz was selected by Kamala Harris to run on the Democratic ticket for president in the US against DJT and Vance in 2025. Republicans allege serious fraud in Minnesota and misuse of state funds that have added to the dangerous mix of politics in the state, that is found nowhere else in America. From the Republican point of view unwanted migrants from certain unstable countries with criminal records were allowed to settle in the state. Democrats and Democrat media are not cooperating as the national elections in the US were lost on just this issue of migrants illegal entry numbering about 7 million over the last administration of Biden with costs to the US of over $110 billion in federal and local funds. No one knows where this will end up yet the view world wide over migration is moving to safe neighborhoods and safe streets as essential human rights, essential women's rights, essential rights of all Americans and all Europeans, that the problems of failed states cannot be solved on American or European soil. Or in Times of London sensational "World Watches as Trade War looms between China and the US," when US demand for effective action on borders and fentanyl flows from Canada, Mexico and China has little to do with trade. China is slowing infrastructure projects after loaning $30 billion to Venezuela. As Venezuela's economy declined under Maduro Venezuela is paying this off with oil exports in what is called a creditor trap. Both Russia and China are intent on trade with the US, Russia to open up business and trade and China to preserve it's trading and business relationship for its exports at a difficult time for it's economy. This tacitly preserves the idea of US direction in a beneficial way for the western hemisphere that was part of the message in 1823 by president Monroe to Congress. In the Mexican War, through Manifest Destiny during the administration of James Polk in 1843 this was still the accepted idea when Ulysses Grant a future president and civil war general on the side of Lincoln fought in that war. This brought slavery free, Spanish feudalism free, democratic processes and modernized economies to California, New Mexico, Utah and Colorado, much of the West and the Pacific shoreline. Russia hopes to get the US to accept it's aspirations to be a modern Northern power in Europe. The US DJT Republican administration has shown it's respect for Russia in its zone of influence, with it's main objection to Russia in Ukraine being the massive invasion of a neighboring country. When compared to Mexico it was the US replacing the Spanish who had invaded the Aztec tribes in Mexico setting up feudal regimes, not the US invading a neighboring country. The European Union and Germany now bear the burden of defending Western Europe as a European power. The situation is similar in Asia where China has it's area of influence and India, Japan, Australia as Asian powers sharing zones of influence in Asia with China, so that the US can maintain good relations with China including fair trade that brings back it's manufacturing. The US would continue to support Taiwan as an independent country. This balance can ensure peace in the Americas, Europe and Asia as nations modernize and choose better governance under governments that relate to their history and geography, as opposed to Communist and anti-communist or democratic or anti-democratic, when they meet the aspirations of their people.   ...

With Ukraine unwilling to give up the Donbass and Germany/France/UK wanting to prevent Russian favored deal adverse for Europe, US focus on Monroe Doctrine and western hemisphere, Ukraine Russia war is likely to drag on. In 2026 Germany+ (that includes France and the UK) does not see it in the interests of Europe to allow a Ukraine capitulation to Russian attacks and Germany has already allocated funds to rebuild its military to prevent this from affecting Germany+ interests in Europe. Even though the winter attacks on Ukraine grid and electricity infrastructure leaves Kviv and other cities in a dire situation it appears that without the 20 year security guarantee or something solid Ukraine is not willing to sign an agreement which it fears Russia could turn around and start the war again. Germany+ which is the position of the major parties in Germany 60-70 % of voters for the SDP, CDU, Greens and others except AfD with 20-30% of voters. (AfD may have reached a ceiling as CDU under Merz is tough on migrants). Which means about 70% of Germans will support a policy of joining UK and France in resisting Russian attacks. Russia may have lost so much in manpower may see the war as a vindication only if it can hold onto the Donbass which may make it harder to reach a deal. Zelensky says Ukrainians live there and is unwilling to leave the Donbas region. The net result is that Germany+ and Ukraine are not likely to concede ground, the US reluctant to commit to 20 year security condition for Ukraine as it focuses energy on the western hemisphere and the fentanyl, drug traffickers in Mexico, Venezuela and Colombia, and their support structures in Cuba, in addition to Iran and China's plan on Taiwan sees limits to what it can do beyond limiting oil's funding the Russian attacks. It is amisrepresentation to say that the US is the cause, as everything changed the moment China became an industrial power with the help of US business interests and returned to its own story of being subject to British and Japanese incursions in the 19th and 20th centuries, and sensing that it is an industrial power in its own right by 2020 and insisting on framing its own policy in the world. Europe always had its own narrative since 1600 long before the US became an industrial power under Teddy Roosevelt in 1904. In that narrative which now plays out again different European powers band together to prevent any dominant power in Europe (Russia in 2026) from gaining dominance. ...

President Trump pushes forward with a deal with Mexico so that it can be signed before the new Mexican administration of Lopez Obrador takes over. This means leaving Canada out and having a separate deal with Canada later on. Mr. Trump sees negative connotations in the term NAFTA and would like to call it the "United States - Mexico Trade Agreement." Terms for Canada to join the agreement would be tougher and the pressure on Canada to strike a separate deal was increased with Mr. Trump saying there could be tariffs on imported Canadian made cars. Mexico has accepted revisions to NAFTA that make it harder for Mexico to challenge U.S. trade penalties. Mr. Trump's negotiating position is based on his conviction that the eagerness of other nations to sell in the U.S. market gives the U.S. a lot of clout. Mr. Trump also faces pressure from within the Republican Party to show results not just by imposing tariffs and playing hardball on trade but to come up with new trade deals. Steps taken by Mr. Trump were to impose tariffs of 25% on imports of aluminium and steel, and 25% tariffs on a list of imports from China including solar panels. President Trump hopes to get support from Democrats by including provisions that support trade unions in Mexico and higher wages in Mexico. It has come together in Tokyo with Japanese prime minister Ishiba and China's Foreign Minister Wang Yi holding hands, and South Korea joining, all three nations vowing to remember history and work together. In Europe Russia is being brought back into the community of nations for big power cooperation with the US after 3 years of war in Ukraine. And Germany has removed its constitutional brake on spending that frees up $1 trillion in funding for infrastructure to replace much of its rail and other infrastructure built in 1900. One would not know this reading the NYT on democracy or the WSJ on tariffs or the Washington Post on assault on federal workforce, or the Atlantic, Politico, DW.com or FR24, Der Spiegel, nor Le Monde, much of the world media slanted on way or another. One does not hear about military exercises so often as the world realizes that so called large economies China, Germany, Japan and India all depend on American goodwill and willingness to give rather than take for most of the post war period since 1950. For the last 6 years in the latter half of the Trump administration and the 4 years of the Biden administration during the pandemic relations between China and the US deteriorated and China first retreated into its own then opened up a bit. The initial idea that it could manage the DJT trade actions evaporated as Biden continued the DJT first round of tariffs. Now Navarro, Lighhizer, and his deputy Jamieson are all back advising DJT for anew round of reciprocal tariffs and tariffs on Canada, Mexico and China for not stopping fentanyl flows.  In 2022 in eastern Ladakh China's PLA had a big standoff with Indian forces in eastern Ladakh at Galwan and Pangong Lake. The Quad was active with Australia India and the US in Indo Pacific and China conducted military exercises close to Taiwan.      ...

David Autor at MIT authored some of the first detailed studies about the severe disruption in U.S. communities from the trade with China following China's entry into the World Trade Organization in 2001. The sheer size of the impact now appears to have been underestimated by economists and other experts. It was believed says Hilsenrath and Davis, that the U.S. having absorbed the impact of trade with Japan in the seventies and eighties, and with Mexico following NAFTA, could do the same with China. That turns out to be false. Much of 2016 election season has been spent seeing the rise of anti-trade movements led by Trump and Sanders, and reveals a deep discontent with job shifting overseas, and disruption of communities across America by trade patterns. What happened? In 2015 China's exports to the U.S. reached 2.7% of U.S. GDP. Hilsenrath and Davis say it was about 1% less with Japan and Mexico when their exports surged. The rapidity of the impact is another problem. It took 12 years following Japan's emergence as a major supplier, to reach the same level of impact that China had only 4 years after China's entry into the WTO in 2001. A similiar situation of 12 years happened with Mexico after NAFTA. Another problem is that Japan's exports impacted mostly steel and autos, China's exports impacted a whole range of industries. The speed with which China's planners sought to change and modernize their manufacturing  base is unprecedented in history, and has an impact not only on the U.S. as a recipient of low cost exports, but also on China as it struggles with bad debts and job losses today, that are a legacy of that too rapid move. This was part of the drive to urbanize China rapidly by shifting agricultural workers to factories in the cities, at a pace unprecedented in history. Another factor not mentioned is the global financial crisis of 2008-2009 that hurt U.S. manufacturing in the auto and other industries, and the wide impact this had in loss of jobs and decline in wages. By 2010 the tide of public opinion had shifted. The WSJ/NBC poll of September 2010, cited in detail in WSJ 10/2/2010 under "Americans Sour on Foreign Trade" shows over 80% consistently for all levels of income, over $75,000 and under $75,000, Republicans and Democrats, working class Americans or well educated Americans, saying that Americans were struggling and there was less hiring, because of how trade had impacted their communities. Lyrarc covered this in considerable detail since 2006. All political parties, business leaders, ignored the implications of this huge change, the media covered it but assumed it would take care of itself as trade with Japan had done previously, and it was left to Trump and Sanders as outsiders to call it like they saw it 5 years later.  Economic inequality has widened in China to the point of it becoming unrecognizable as a former socialist economy. Now both countries are faced with the job of picking up, chastened by the experience, and hoping to limit the political fallout to achieve economic recovery. The very open trading system that had generated prosperity since World War II was being put at risk by a lack of awareness that trade brings with it changes, winners and losers, and manufacturing jobs moving overseas on a scale and speed unprecedented in history, was something that no one could cope with. ...

More evidence in Commerce Department trade figures that president Trump's strategy of imposing tariffs on $200 billion of Chinese goods and renegotiating trade pacts with Canada, Mexico and South Korea was not sufficient to reverse the huge U.S. trade deficit. The international trade deficit in goods and service increased 19% in December from prior month to $59.8 billion. Excluding services that U.S. sells to foreigners such as tourism, intellectual property and banking, the deficit grew to $891 billion the largest on record.

Mr. Trump's tax policy of increasing the fiscal deficit increased growth in the U.S. at a time when the rest of the world economy was slowing leading to higher demand for imports, and the 4 increases in interest rates by the U.S. Federal Reserve helped strengthen the U.S. dollar that pushed up imports.

The Times says California has the largest part of the undocumented population in the US workng mostly in agriculture and construction, retail. Pew Research estimates 1.8 million undocumented population in the state, 800,000 in Los Angeles County alone, making up 8% of the total population. About 53% of Mexican descent and the rest from Guatemala, Salvador and Philippines. Throughout the greater part of this century  immigrants were brought in from Mexico for agricultural work particularly in the 1930's and during World War II. Agricultural landowners needed this labor for harvests in California and other western states but agribusiness owners in Mexico favored less migration to use this labor in Mexican agriculture. This illegal migration was reversed after World War II. By 1952 there was a consensus in the country and president Eisenhower led the first mass deportation program of the US called Operation Wetback which returned 1.3 million illegal migrants back to Mexico, led by Army General Joseph Swing.   ...

The US budget spending bills were delayed right up to a deadline- when government would lack funds to operate- on March 22. The US Congress had no choice but to agree on passage of the $1.2 trillion funding bill, yet only about half of Republicans 101 Republican House members supported it to pass 286-134. To get it passed at the last minute a 3 day opportunity to go over a 1014 page bill was suspended by two thirds majority. It was decided by senior members of Congress on the Republican side with Biden Democrats in a negotiation between Speaker Mike Johnson and NY Senator Pat Schumer. Additional funding was authorized for border immigration control- the Senate immigration bill that passed 70-30 in the US Senate changes the asylum and parole policies that are the root of the immigration problem at the US border with Mexico, yet it  remains stalled in the House as the Republican nominee for president has blocked it. The border will get 2000 more agents and more detention beds, increase in technology budget by 25% and a cut for State Department of 6%, as a temporary measure. Foreign demand for US manufacturing exports especially in emerging market economies such as China, India, Mexico, the Middle East and South America, will help cushion the US economy from the effects of the housing market deterioration and the credit squeeze. Some of the figures point to a vigorous demand for US exports that will sustain the US economy in the years ahead as poorer countries around the world industrialize, urbanize, build infrastructure, and improve the living standards of people in their countries. First the world is less sensitive to US slowdown. Cooper cites numbers to show that the US contributionto world growth has declined from 19% to 12%. And in the past 10 years USA growth declined from 3% to 2.6% annually but the global economy accelerated from 3.2% to 4.4%. (Statistics from IMF?) IMF in World Economic Outlook estimates global economic growth in 2008 to slow from 5.2% to 4.8%, and the US in 2008 to be 1.9% same as 2007. Excluding the US, growth in the world economy would be 5.5%. China's imports of US goods is up 25% annually over the past 5 years. The proportion of US goods going to emerging markets is up to 45% from 38% in the past 2 years. And economies of countries like India and Mexico are sustained by internal consumer demand so they are stronger than before. Another way to see this happening is the US corporate earnings from overseas being up 22% from last year, and domestic profits up only 1%. Over the past year profits from foreign sales have accounted for 80% of increase in overall profits. So foreign trade and its continued expansion will act as a stabilizing effect on the US economy and US products especially in infrastructure development and related areas will help the developing countries make major improvements to living standards and infrastructure. ...

Fewer workers will support the elderly in the U.S. and the process is accelerating, posing new problems for Social Security programs. Census figures show in 2017 there were 25 Americans 65 years or older for every 100 people in working years, by 2030 this figure goes up to 35 retirees. By 2025 it will reach 33 retirees. By comparison in 2025 Canada would be 40 retirees, Germany 44, Japan 58, and on the lower side India at 13, Mexico 16, China 22. Trustees for Social Security are dipping into the Trust fund in 2018 to pay benefits for first time since 1982.

States are in worse shape $2.6 trillion in assets cover $4 trillion in liabilities in fiscal 2016, according to data from Pew Trust.
