Automakers will have to ensure that 40 to 45% of a car's content is made by workers in the U.S. earning at least $16 per hour. If this is not met automakers pay a 2.5% tariff for cars brought in from Mexico. Mexico makes 2.3 million cars and Canada 1.8 million. Automakers invested tens of billions of dollars in Mexico turning it into a lower cost export hub. This has led to job loss in the U.S. Mr. Trump's efforts in the new trade deal with Mexico are designed to increase investment in the U.S. auto industry.

The campaign rhetoric for renegotiating NAFTA and building a wall at the border has had a sharply negative effect on growth in Mexico. Growth slowed in 2016 and is expected to be close to zero in 2017 with declining foreign investment in the economy. The uncertainty is leading to sharp decline in foreign direct investment of 24% in the first 9 months of 2016, according to the Bank of Mexico. Further declines can be expected in 2017. The decline in the value of the peso of 16% since May 2016 has led to 6 interest rate increases in the past year. Inflation on annual basis was at 4.72% in Jan. 2017 and is rising. As Mexico depends on exports for one third of its output growth, and 80% is sent to the U.S., there is a need to diversify with trade agreements made with the European Union and other countries. Mexicans now question the value of NAFTA trade agreement as average growth of 2.6 since NAFTA was signed is below the 4.6% in the 2 decades prior to that. And poverty level is the same with about 60% of people in the underground economy. In addition crime, drug trade, a weak education system, weak rule of law, political corruption, show that Mexico has not made the progress since NAFTA that it should have made. ...

Us continues to take strong action against drug trafficking. US Foreign Minister Rubio says this will continue as the US reasserts the Monroe Doctrine in this hemisphere after suffering staggering losses in the fentanyl trafficking to its territory of three times the 100,000 lives lost in the Korean and Vietnam Wars, more than World War I and 75% of the deaths in World War II on the front against the Nazis and the Imperial Japanese Army that invaded China. Today that fentanyl trafficking involves China and Mexico, two trade partners that depend on US trade for job and the economy. Yet politicians have failed the American people by not taking the action on the Monroe doctrine of no colonial powers in this hemisphere, and US ensuring good government in this hemisphere based on it's centuries traditions of the rule of law dating back to 1600 with the founding of these colonies under the British laws and institutions.

US census data shows Mexico exported $382 billion worth of goods to the US in 2022, an increase of 20% over 2021, according to US census data. American companies put more money into Mexico for investment than China in 2021. The high shipping costs and 2 weeks vs 2 months of shipping time are part of the reason companies are looking at Mexico as an alternative to China. The trade friction with the US and tariffs are added incentives for companies to shift manufacturing out of China. The shift is gradual as the infrastructure improvements in Mexico lag behind the infrastructure development in other countries in Asia.

Plans of the incoming administration of president Lopez Obrador to increase renewable energy from wind, solar and other sources, in Mexico. Mexico's potential is for 8 times the current levels for wind energy and 75 times current levels for solar. Solar energy has not received much attention as Mexico increased reliance on coal and oil for energy. Mexico's supply of renewable energy is only 25% of total installed power capacity compared to 50% for other countries in Latin America.

Obrador's party Morena derives from Mexico's indigenous culture and reflects Mexico's history in the 20th century of passion for protecting its national assets including the oil industry from foreign domination or influence, and ardently seeks respect for dignity of Mexicans and Mexican culture. Under Obrador Mexico reached a level of living with organized crime gangs after decades of war against these gangs. The US needs support from Mexico for its border policies and control of border. Obrador was a son of a provincial shopkeeper and spent little time outside Mexico.  Sheinbaum sees him as her mentor after work supporting migrant welfare in California with Carlos Imaz, during a period when she finished doctoral work at UC Berkeley and Stanford. Her father was a chemical engineer and her mother a biology professor. Her grandparents were of East European Lithuanian and Bulgarian origin. Sheinbaum says she follows Obrador's principles, yet it will be Claudia that will run the government. Her policies include setting up 100 industrial parks for Mexico's development, and setting up professional police services to control crime throughout Mexico's different states. ...

The NYT covers the GAESA tourism enterprise of Cuba (that operates independent of the government of Cuba) that overinvested in Tourism at the expense of agriculture industry and infrastructure during the Obama administration, leading to collapse with Trump's 2014 embargo on Cuba. GAESA controls about 50% of Cuba's economy, run by military and people from Castro's family.  That left 121 hotels built in the boom years of tourism at 30 percent occupancy. The Iberostar high rise hotel is one of these hotels that rises over dilapidated housing in Havana, the Cuban capital. The investment in tourism by the GAESA enterprise that runs about 50% of the Cuban economy is 13 times what is spent on healthcare and education, says the NYT. The Castro family, Raul Castro family, runs this business venture that was started when the Soviet Union as sponsor of Cuba had collapsed by 1991. The NYT says this 'devolved' the ideas and promise of the revolution. "Devolved?" What kind of word to describe a complete loss of faith, and enormous failure with severe hardship for the Cuban people? It means the whole idea of communism or Marxist revolution has been proven false, even as it survives in Mexico and parts of Latin America. One can be against the Batista regime- similarly against corrupt regimes in Latin America or Asia- that ruled Cuba before the Castro Cuban revolution and still look for better choices and alternatives than what Castro came up with as an answer to Cuba's needs. Much of Latin America is suffering from the same problems of dictatorships and turning to Marxist alternatives - particularly the alternative put forward by Castro in Cuba- that has also destroyed the Venezuelan economy with Chavez's turn to Castro's Cuban revolutionary slogans and ideology. That came up with temporary solutions for the poorer sections of society, yet failed badly for all sections of society in the long term. How else can one explain one fourth of Venezuela's population and about the same of Cuba's leaving the country, some of those who left the critical human capital that would form the core of the human input to combine with capital and technology for advancing the economy. If Cuba were like the Dominican Republic or other parts of the Caribbean to depend on tourism for its national income then would it not be better to have friendly relations with the US, the main source of tourism revenue. The Obama administration was only holding up a failed idea by holding out a helping hand to tourism in Cuba knowing full well that a change to a Republican administration would simply lead to heavy investments in tourism at the neglect of infrastructure, public services and the economy, of health and education, to become large economic losses. This is what has happened.  As China and India have proven and are proving there are no magical ways to economic development- the same route that was traveled by the nations of Northern and Western Europe with scientific advances, technological advances, have to be taken, the same route that was traveled by the US in its industrial revolution and building of infrastructure, that same route has to be taken by all nations. It does not have to take a time period of centuries as in Europe. The US accomplished it faster with new technologies and vast human and natural resources over 100 years, Japan in 50 years, China in 30 years. India in 25 years ongoing.There is room for intelligent solutions to problems, for speed and tapping into new technologies, yet the same inputs of land, labour, capital and technology have to be put together for development. For states or regions, cities, within China and India, the same inputs, the same access to foreign investment and new technologies is the only route to rapid development. Long range plans are set in motion, decades of stable efficient, clean governance is put in place, and alliances are built with the nations of Europe and with the US. This road is traversed though hard work as Japan and China have done, and India today is thoroughly engaged in. ...

Mexico's Attorney General under president Enrique Pena Nieto is odered to stand trial by a Mexican judge. The then Attorney General was part of the effort to present "historical truth" version of events in the forced disappearance of 43 students which was rejected by the people. The effort is part of a broader effort to bring the rule of law to Mexico under president Lopez Obrador, including efforts to control illegal money laundering and other illegal use of funds. Nieto was president from 2012 to 2018 when there was a failure in the rule of law in Mexico. This effort also restores dignity to Mexico and Mexicans in the light of the international community. For the US with its large community of people of Mexican origin, and Mexico as its most important southern neighbor, the restoration of the rule of law  brings dignity to people in the region.

Action that needed to come ten years back is finally taken. The new US president DJT says- "I have had many talks with China about the massive amounts of drugs, in particular fentanyl, being sent into the United States – but to no avail. Representatives of China told me they would enforce their maximum penalty, including the death sentence, for any drug dealers caught doing this, but unfortunately, they never followed through. As a result, drugs are pouring into our country, mostly through Mexico, at levels never seen before. Until they stop, we will charge China an additional 10% tariff, on top of any existing tariffs, on all of their products entering the United States.”  "On 20 January, as one of my first executive orders, I will sign all necessary documents to impose a 25% tariff on all products coming into the United States from Mexico and Canada, along with addressing its ridiculous open borders. For a decade America's leaders remained silent on taking action on all fronts including trade on countries that were sources of fentanyl. The largest and most advanced economy in the world did not take action to protect its people when countries acted with impunity on fentanyl flows. That action is being taken now. A 25% tariff will be imposed on imports from Mexico and Canada, an extra 10% tariff on China, till the illegal flow of fentanyl and smuggled migrants from these countries stops. The new president DJT said on Truth Social media- He will impose by executive order on the first day in office tariffs on Canada, Mexico and China, “on ALL products coming into the United States, and its ridiculous open borders”, which would not be lifted “until such time as Drugs, in particular Fentanyl, and all Illegal Aliens stop this Invasion of our Country."   ...

This NYT editorial says that before he was elected Mexico's president Nieto, with his book "Mexico- The Great Hope," (Mexico- La Gran Esperanza)presented himself as a candidate who would transform Mexico. Yet says NYT three years into his administration it has turned out to be very different, with no effort to clear up the questions about the murder of 43 students in Guerrero state. Economic growth has not matched the hopes generated after the Pacto de Mexico was approved and new legislation limiting monopolies passed. The slump in oil prices has led to limited results following the opening up of the oil industry to foreign investment. The result is an administration increasingly unpopular in Mexico and failing to deliver on the hope generated in the early months of Pena Nieto's administration. Many of the tasks for transition of Mexico to a modern economy- free of monopolies, crime, a better education system, economic growth in all parts of the country, remain unrealized. During his term as governor of the state of Mexico 2011-2015, Pena Nieto's main achievement was the 608 Compromisos or promises which were placed on the internet website tracking progress on the health, infrastructure, highway and other projects. During the current administration the early results were achieved in the first year through agreement with the rival PAN party for the Pacto de Mexico, to reduce monopolies and open up the oil industry which had falled behind technologically with lack of investment. Since then the progress has been slow, the one bright spot being the auto industry with increased foreign investment. Regional disparities persist with the Bajio region, and the areas around Queretaro, Aguascalientes, near Mexico City growing fastest. Pena Nieto won the 2012 election with 38% of the vote mostly from this region, the incumbent PAN party at 25%, and the left front Of Lopez Obrador 32% drawing support from less developed areas in the south and the rest of the country. Just as the earlier Atenco protests and police action to clear protesters blocking land acesses by the state for expansion of Mexico City's airport, and the Soy 132 student protest movement during Pena Nieto's term as Governor of State of Mexico 2011-2015 affected perception of his administration, the murder of students at Guerrero affects perception of this administration. Nieto comes from the upper sections of the PRI as the nephew of two former governors of the state of Mexico, has a law degree from the Ibero-American University, and a masters degree in business administration from ITAM....

The Trump administration's early proposal for NAFTA moves away from campaign pledges to completely renegotiate the treaty, instead taking the approach of working to improve the U.S. trade position in relation to Mexico and Canada. It includes seven objectives for tougher rules for labor and the environment favored by Democrats in Congress, and it also has support from Republicans with its effort to update NAFTA for changes in technology and in other areas since the accord was signed during the Clinton administration. The area in which U.S. and Mexican business are wary is one in which the Trump administration still seeks to keep the option of imposing protective tariffs, and a border-adjusted tax to level playing field for differences in taxes, as well as other measures to protect American jobs and interests. Because any renegotiated NAFTA also has to pass both houses of Congress this proposal took into account the different constituencies and interests for this issue. Robert Lighthizer, trade representative under president Reagan is likely to become the next U.S. Trade Representative and lead negotiator. Mexico does 3 tests per 100,000 people very low compared to other countries. Reasons range from cost cutting to a push for herd immunity. Instead Mexico has pushed through deep cost cutting. The U.S. has 178 tests per 100,000 in comparison. This leaves Mexico running blind as it has reopened the economy. The government says half of Mexicans work in the informal economy and the economy needs to remain open. Not doing testing means there is less information on fighting the virus in the way it was done in Italy, Spain, UK, France and Germany. Other countries with a large informal economy are doing as getting as many as 500,000  samples a day for tests. Mexico now has 360,000 cases and its fatality rate is now approaching that of the UK.
