In this exhibit in the Library of Congress Herblock in the Washington Post lampoons the efforts in 1952 of Senators Joseph McCarthy and Jenner to place unfounded criticism on Adlai Stevenson the Democratic candidate for president. The 1952 campaign for president in the US is reminiscent of the campaigns since 2016, 2020, 2024. In 1952 the US was engaged in the Korean War and there was increasing fatigue with that war as Communist China pushed back Gen. MacArthur's forces and the armies moved back and forth across the Korean peninsula. Eisenhower offered to go to Korea to find an end to the war. The Korean War comes only a few years after China became a People's Republic in 1949 under the Communist party led by Mao-tse-tung and the Berlin Crisis. This led to an effort by Senator Joseph McCarthy and Senator Jenner in the 1952 campaign to make all sorts of criticism much of it unfounded about Adlai Stevenson who had just been elected Governor of Illinois. Eisenhower was a much respected figure and had planned not to run or run as an Independent and only agreed under much persuasion from Dewey and the Eastern Establishment (New York and Boston). Eisenhower had led American forces in the Western Command under George Marshall and president Harry Truman and had not sought the presidency only to have his name placed on the ballot in New Hampshire. In the middle of a campaign Eisenhower (Ike) did not openly refute McCarthy and Jenner but had showed considerable discomfort with their unfounded rhetoric and tactics. ...

This WSJ report shows how the debt ceiling negotiation were conducted and the process that made it possible to reach an agreement since the State of the Union address by president Biden on February 7, 2023. It started with Biden getting unanimity right on the floor of Congress during his speech about protecting Medicare and Social Security. The Republican strategy was to pass the legislation on spending that did not specify where cuts were to be made yet used 2022 spending levels with a 1% increase. The deal was to be for three years and passed the spending bill with an increase inthe debt ceiling. Till that time the Democrats decided to not enter negotiations.  Biden and McCarthy then had to choose who would represent their side in the long negotiation process that lay ahead till June 5. Progressive Democrats called for invoking the 14th Amendment that allows the government to continue functioning and pay its bills. Biden chose not to take that route. Respect for the other side, a prepared script are an important point in negotiations. To get results something even more important is essential flexibility and a plan, Plan B. Trust began to develop between McCarthy and Biden. Biden and McCarthy did not any time engage in acrimonious description of the other side. At one point when Biden was in Hiroshima for the G7 meetings Ricchetti on the Biden side and Graves on the Republican side began to feel the frustration. Biden decided to fly home early from Hiroshima. He was constantly in touch with his negotiators Steve Ricchetti, a trusted aide, and a cabinet official the Budget Director Shalanda Young. Graves a long time trusted adviser of McCarthy headed the negotiations for McCarthy.  Shalanda Young and Garrett Graves are both from Louisiana and Graves says he used to work out with Young's dad in the same area. This had a positive effect. It also reduced the tensions in the negotiations so that it could be said this was the calmest negotiation from either side that has been seen in the US  for a long time and bodes well for America's future and for its people, far beyond any concessions made by either party.  Biden made clear at the outset what he could accept without leaving it hidden- he would agree to some work requirements, he would not agree to work requirements for Medicaid. Others in the Democratic party conveyed how distraught they were with efforts to impose stringent requirements for federal food aid during a cost of living crisis when the Republican positions ruled out any new taxes on the wealthiest Americans. In the end Republicans agreed to keep spending limits for 2023 for two more years into 2025 when they would be increased by 1%. Democrats offered to cut (Income Tax) Internal Revenue Service (IRS) spending to increase IRS staffing from $80 billion to $70 billion. Biden said "nobody got everything they wanted." It would have to be passed in Congress with the support of moderate Democrats and moderate Republicans, with members holding extreme positions among Republicans and Democrats opposing. The two parties coming together after a long time to meet the real challenges ahead for the American people. ...

The closest parallel of the campaigns for president in 2016, 2020, 2024 are in the campaign of 1952. The difference is that Eisenhower was widely respected in both parties and had fought the war against Germany and Japan alongside Gen.George Marshall under president Harry Truman. His name was put on the ballot in New Hampshire but he himself preferred not to run or run as an Independent according to JFK. The Eastern Establishment including Governor Dewey of NY pushed for Eisenhower while the Midwestern States more isolationist in their approach supported Robert Taft. Eisenhower also did not choose Senator Nixon and he was chosen to win support in California and as a compromise with the Taft group. Eisenhower did not at any time approve of the reckless criticism tactics of McCarthy, though he remained silent on the issue not wanting to distract from the need to find a new approach to ending the war in Korea and with the Soviets than the one offered by Truman. The nearly unanimous support for president Trump in the impeachment inquiry from Republicans in Congress is a result of strong consistent support from a loyal base, strong fund raising in competitive races for members of Congress who supported Trump, and the sense that the whole process was flawed and part of partisan politics. Reps. Eric Cantor (Va.), Kevin McCarthy (Calif.) and Paul Ryan (Wis.) have jointly written a book "Young Guns," that completely distances the new leadership in the Republican party from the leaders of a prior generation. The book says the older Republican leadership "betrayed its principles," by not controlling spending. Some Republicans are saying that it is time to give up the conceit that increasing the incomes of the upper classes will bring benefits to all Americans, and whether making individual tax cuts the priority is a policy that no longer works and can even bring disaster as it did for British prime minister Liz Truss recently. In this camp are Senators Josh Hawley of Missouri and think tank American Compass. Others including Marc Rubio no longer favor globalization and see it important for the US to bring back American manufacturing at every opportunity with incentives and government action as the Biden administration is currently doing. This is creating new faultlines in the Republican party between the people who support the party of Reagan and its priorities and others who are questioning whether Reagan is relevant anymore. The fight that delayed the election of Speaker McCarthy also brought out some of these fissures as a subsection of the party felt strongly that it was important to go after entitlement programs and other social spending by the Biden administration. This is creating a new situation in American politics and in world trade and economics as the Biden Administration is not meekly accepting the detours of so called Third Way Democratic and Labour politicians of the US and Britain such as Tony Blair, Clinton and Obama who let the traditional backing of the Democratic Party in the working class wither with ties to Big Tech and acceptance of Reagan type free trade policies for manufacturing that ignored American working class communities. Biden's recent success in fighting for railway trade unions in restoring fairness in vacation and sick leave is only one of the battles that Biden has shown he can fight for American workers. Republicans now face the prospect of appearing divided and ambiguous in their support of working class, and overdependent on cultural issues for working class support. A recent British study on Labour's prospects showed that a slight shift on cultural issues can create a strong shift and have a large impact in Labour forming a new government with a secure majority in parliament.   ...

The 2016, 2020, and 2024 US campaign for president most resembles the 1952 campaign between Dwight Eisenhower and Adlai Stevenson. In that campaign Senators Joseph McCarthy of Wisconsin and Senator Jenner of Indiana made unfounded statements and criticism of of candidate Adlai Stevenson, of Gen. George Marshall, of NATO and aid to war ravaged Europe under the Marshall plan, and by 1958 of Eisenhower for "ruining the party," according to the Washington Post. Edward Jenner, Senator from Indiana 1952-1958, conducted Senate hearings in which he made spectacular criticism of public figures and US policy from 1953 to 1955. Eisenhower was elected as president in 1952 and after considering running as an Independent reluctantly accepted when New York Governor Dewey asked him to do on the Republican party ticket. What is similar is that the issues and tactics used now are reminiscent of issues and tactics in those days in the 1950's, that this is not happening for the first time- it is not new. Both Senator Taft who headed the Republican party at the time and president Eisenhower felt uneasy about this type of criticism. Then as today it was about aid to Europe and NATO. Jenner said America could not afford it and it "would bankrupt America." Jenner also called the US Supreme Court "the most powerful instrument of the communist global conquest by paralysis," and introduced a bill to limit the SC jurisdiction. Jenner said in 1951 on the Senate floor, according to the Washington Post-  "the only choice is to impeach Truman," as "this country is in the hands of a secret inner coterie directed by agents of the Soviet Union." Today's differences are not new, the rhetoric familiar, about NATO, Europe funding, about the SC, about this and the former president, and about isolationism and about extended costly foreign wars, all after a pandemic and climate change in an uneasy atmosphere about the threats to American leadership then from the Soviets now from China. ...

Robert Stavins of the environmental economics program at Harvard is cited in this NYT article by Coral Davenport. Stavin says that even with the change in policy favoring fossil under Trump administration the trend is towards using less fossil fuel and this trend is unlikely to change. This makes the claims of Trump that half a million jobs can be created with less regulation of the coal industry and shale oil industry, less likely. Industry is shifting away from coal for economic reasons and investors preferences, say experts. At the same time the progress away from fossil fuels is likely to be inadequate to avoid the worst effects of global warming, says Stavins. The change by industry is reflected in the decisions made by executives such as Nicholas Akins at American Electric Power, Ohio based electric power company. Akins tells NYT that he is making decisions for power generation 20, 30 and 40 years from now, and this assumes some form of carbon control. He says no question but that industry will move forward with cleaner energy and that means closing large coal facilities. The incoming Trump administration does not affect his policy. Another factor away from coal is dictated by economics- the availability of cheap natural gas from hydraulic fracturing. Incentives for renewable sources such as wind, solar, are not likely to change either say experts, because the solar panels and wind turbines are made in Republican and Democratic favoring districts and have support of Republicans in places like Arizona, Texas and Kansas. ...
