The Pamban bridge connecting Rameswaram island to the mainland at Mandapam is India's first sea bridge and the longest sea bridge in India till 2010. It was built by the British in 1914 to increase trade with Ceylon. From Dhanushkodi which is connected by rail line to Madras Egmore a ferry can be taken across the sea to Talaimannar on the Ceylon side, with a rail connection to Colombo. India is now building a new rail bridge as it closes a century old Pamban bridge which has suffered from severe corrosion.

Andrew Lownie's book provides glimpses into the lives of the Mountbattens, Edwina and Dickie. Mountbatten was the head of the British government in India in 1946 as negotiations were started with Nehru, Gandhi and Jinnah for independent India. The Cabinet Mission (including Cripps) plan of 1946 was  to setup a federation in India with provinces in A, B, and C categories. A being the Central Provinces, United Provinces, Bombay, Madras and other parts of what is now India, B being the Punjab, Sind and what is now Pakistan, and C being the region of Bengal, what is now Bangladesh and West Bengal. This was rejected by Nehru, Sardar Patel, and the Indian National Congress, leading to  Jinnah's call for action, a civil war, and the partition of India 9 months before the plan date of June 1948, in chaotic circumstances, in a hurried manner. The legacy of that two year period is with us today in the upheavals in Afghanistan, Pakistan and Bangladesh, drawing the U.S. and western nations also into endless wars. The period 1939-1941 is covered when Edwina's rather aimless life upto that point changed completely with service to war wounded and for the Red Cross. She also visited the U.S. in 1941 when Mountbatten was given command of an aircraft carrier at Norfolk, Virginia, visiting 28 states. Edwina made up for he aimless years by relentlessly pushing herself to be an equal to her husband in the war effort. This has given the couple their fascinating character. It was also a period of great change as the Labour party under Clement Atlee winning a post war election made the decision to end the British Empire in India. The war had depleted British wealth and Britain lacked the resources to continue the Empire in India. The job of managing the transition went to Mountbatten, a naval officer in the Royal Navy, coming in the tumultuous years of 1946-48 with the quick partition of India under Mountbatten in 1947. Mountbatten stayed after independence in August 1947 as the first Governor General of India.  Edwina and Dickie Mountbatten struck a friendship with Jawaharlal Nehru, and this review in The Hindu shows Jawaharlal, Edwina, Dickie and their daughter Pamela having tea at the residence in Shimla, 1946. Nehru's rejection of the Cabinet Mission plan leading to the appointment of Mountbatten as Viceroy was partly based on his idea that priorities for India post independence was modernizing the economy and reducing poverty. Seven decades later the priorities are still the same, following the experience of Japan, South Korea and China at modernizing the economies in east Asia requiring a greatly accelerated effort.    ...

The emergence of a national party in India is the subject of this editorial in The Hindustan Times. The Indian National Congress led by Mohandas Gandhi led the way to transitional home rule in the 1930's under the British, independence in 1947, with the party running India till 1962 under Mr. Nehru, one of Gandhi's assistants. This was followed by a breakup of the party into different factions with one faction led by Nehru family forming governments under Indira Gandhi, and her son Rajiv Gandhi. This faction then lost its popularity in the Hindi speaking heartland of Uttar Pradesh, Bihar and became a regional party with presence only in a few states of India and very little in the south. By 2014 a new party the Bharatiya Janata Party had emerged that had a strong presence in the Hindi speaking heartland of Uttar Pradesh and Bihar, Madhya Pradesh, Rajasthan, Gujarat, and in the northeast of the country. It still lacked a strong presence in the south. This has happened in the 2020 Telengana elections, says Hindustan Times. By getting a strong performance in the Hyderabad region the BJP now has a strong presence in Telengana, Andhra Pradesh, and Karnataka where Bangalore is located. Only Kerala and the Tamilnadu region around Madras, have their own regional parties in government. In the east the Bihar elections showed BJP as the leading party to form government to push the development agenda in Uttar Pradesh and Bihar. It is now well positioned to take this theme of rapid development to West Bengal state around the Kolakata (Calcutta) area, a state that has lagged far behind in development under a regional party that was an offshoot of the Indira Gandhi faction of the Congress party. As is common in India national political parties split into factional parties with infighting that split again into purely regional parties. This has further undermined the them of development through failed governance in India. The BJP under the current prime minister is now the exception to this because of its themes of health, governance and development, with Development at the top of the triangle supported by Health and Governance at the base of the triangle. The BJP which started out as a small business oriented upper caste party also changed its image under prime minister Modi. The slogan "Sab Ka Vikas, Sab Ke Saath," (Development for all, with all) has given the BJP support of the lower castes, the Scheduled class and the backward castes in India. This make it a truly national party with support across all socioeconomic and demographic groups. The prime minister's own background growing up working in his father's tea shop near a railway station in Gujarat has also given the party a new image of being with the working classes and the average man. His experience in Gujarat delivering on development projects and infrastructure, energy, has also given the word "development" new meaning for a modern India, very distant from the period when poor governance failed to deliver on development and modernization. Bold moves have cleared the way for a nationwide approach to development, yet decentralized, with rapid development based on accumulation of technologies, human skills, land and capital. A singular focus on the needs of the ordinary people is evident when the prime minister talks about the effect of firewood burning stoves used in cooking by hundreds of millions of rural women for their families. He says the smoke from burning this firewood in the home has the effect of smoking 400 cigarettes for each woman. Rarely has this happened since Mohandas Gandhi took up the situation of village women in the backcountry and lack of clothing in the period under the British.   ...

As Dr Harsh Vardhan, India's representative and Health Minister, takes on responsibilities as the Chairman of the Executive Board of the World Health Organization this can be said about this critical juncture. The WHO is going through soul searching and a reevaluation of how it has implemented the vision of its founders during the closing years of a world torn apart  by war in 1945, and actual founding in 1946.  At the UN conference in San Francisco in 1945, Dr. Szeming Sze of China, Dr. Geraldo da Paula Souza of Brazil and Karl Ewang of Norway, were keen to set up an international organization for cooperation on health. The Indian representative was Arcot Ramaswamy Mudaliar, a member of Winston Churchill's War Cabinet, who chaired the committee on economic and social problems. He was the president of the Economic and Social Council which called for an international health conference in Feb. 1946. It was at that conference on 19 June 1946 that the World Health Conference came into being. A native of Madras he then returned to Mysore as chief minister. The vision at the time for international cooperation on problems such as smallpox which killed 2 million people each year were quite different from the fast moving epidemics with international travel in 2020. Today 4.4 billion passengers traveled by air in 2018, according to International Travel Association, 100 times compared to less than 40 million in 1950, and about 10 times the 400 million when Nixon's visit opened up China in 1972. The world we live in is different and the World Health Organization needs to be redesigned for the 21st century. The entire process of how the WHO operates has to be rethought. Immediate steps include- 1. The appointment by Executive Board should be reinstated as this is more representative of the world population and the major centres of advanced public health, including the major countries. Throughout its life the WHO made appointments through the Executive Board not by election. The election in 2019 by 200 countries was actually not representative of the world population as it gave India, Brazil and other early founders at the 1945-46 conferences only 1 vote each with population of 1.2 billion and 210 million, the same as tiny countries Barbados population 385,000 and Laos 7 million. 2. Reassessment of the entire process in which nations are requested to give permission of teams from major countries in Europe, North America and Asia, major population centres, so that the 6-7 week delay between the U.S. request to China for a special team to go to Wuhan on January 6, 2020 and the permission granted Feb 16, a costly delay of 7 weeks which added millions of cases and hundreds of thousands of deaths. In a super fast moving pandemic with international sports stadiums and 4 billion air passengers spreading it like wild fire around the world, there is little room for error, every day counts. Never should this happen again, as Dr. Sze Szeming China's representative said once in 1945 we must learn from mistakes, as mistakes were made in the years before World War II that were costly for China, India, North and South America, Other Asia, Africa, large population centres. 3. As was the effort then in 1946 and the early years, the effort to keep the staffing positions of leadership in the World Health Organization should be kept far from politics. Very experienced and capable people are needed from major countries with long records of public health experience and committed to the huge task, as was the vision of the founders.     ...

The Aam Aadmi anti-corruption party led by Arvind Kejrival won 67 of 70 seats for the Delhi legislative assembly. The BJP won 3 seats. In the natonal parliamentary elections of 2014 the BJP led by Mr. Modi won in Delhi and the rest of the country. The Aadmi Party won the election by gaining the votes of ordinary people who were willing to give Kejrival another chance after an earlier stint at governing that lasted a few months. Kejrival's platform is for giving better access to electricity and water to the people of Delhi, and limiting corruption. In 2011-2012 Kejrival was part of the Anna Hazare anti-corruption movement in India that conducted nationwide protests against corrupt officials in the Congress Party led government. Following this effort which led to the election losses of the Congress Party in parliamentary elections, he setup a political party to contest elections on an anti-corruption platform.
