In foreign affairs the picture is quite different as Moon is seen in South Korea as not being consulted by the U.S. as it frames policy for the region. South Koreans call this "Korea passing." As U.S. and Japan are directly affected by North Korean missile tests, the most recent on August 29th passing over Japan, U.S. president Trump consults with Japanese prime minister Shinzo Abe. People in Japan are cited in the NYT as saying recently, that they knew they had to worry about earthquakes, but had not expected to have to worry about missiles. A recent report in NYT showed that most people in Seoul have not prepared seriously to use underground shelters because they do not believe a war could take place with Seoul only 35 miles from the North Korea border. The U.S. policy is now focused on working with China, and coordinating its policy with Japan. A U.S. anti ballistic missile test was conducted from the ship USS John Paul Jones on August 29th. Moon has changed his position and now supports Thaad missile defense. South Koreans are apparently resigned to the prospect of "Korea passing." ...

He was born in 1942, during the Japanese occupation of Korea and lived through the war years. One way to ease the supply of oil cutoff from the Middle East to Asia (to India, Japan and South Korea) is to ease sanctions on the oil on tankers on the sea (large inventories at sea) and from Russia. US president DJT says -“We have sanctions on some countries, we are going to take those sanctions off until this straightens out. And then who knows, maybe we won’t have to put them on because there will be so much peace." 

Treasury Secretary Bessent says the same thing that “waiving certain oil-related sanctions to reduce prices," would be good way to ease the impact of the war on prices.

This will help Russia balance its budget and who knows it may make it possible to open up new discussions for peace in Ukraine as the US acts as an intermediary in negotiations to end the war. From the larger interest of US, China, India + Indonesia, of Russia and Ukraine, and of Europe,it makes sense to end that war.

Push to stop nuclear weapons development in Iran in light of  South Korea/ US/ Japan's North Korea experience. When seen in the light of small state nuclear weapons proliferation the policy of stopping the spread particularly in areas of repeated wars for over 5 decades (the Middle East) as pursued by the current US DJT government is something to take seriously, and not politicize, as has been done by politicians and others for their own interests. This report in the NYT shows that Mr. Trump thought his forceful personality and going for the big deal would work where a quarter century of diplomacy had failed- to get North Korea to completely give up its nuclear materials and facilities in exchange for complete lifting of sanctions.  The meeting at a French era colonial building in Hanoi was the result of Mr. Trump's sense that he had developed a special relationship with Kim Jong-Un, the North Korean leader, so that he could suggest a grand bargain to Kim. Meanwhile North Korean negotiators had put forward plans for lifting of the most recent Trump sanctions that were affecting the economy and ordinary people severely in exchange for closing down of the Yongbyon nuclear complex but kept details vague. When Mr. Trump met Kim at the Metropole Hotel in Hanoi he gave Kim a detailed list of the nuclear facilities including one that developed uranium near Pyongyang for complete denuclearization, the U.S. goal.  The North Koreans were simply not ready to give up all facilities at once as they said the trust had to be built up before such a move. This report shows the nature of the wild swings from the early efforts to tighten sanctions and take strong action against North Korea., to the meetings in Singapore and Hanoi. At the time Mr. Tillerson at the State Department had suggested after a visit to Beijing that there were 2 or 3 avenues open, which Mr. Trump rejected and instead fired Mr. Tillerson. Mr. Pompeo who replaced Mr. Tillerson at State Department formerly headed the CIA and had detailed knowledge of the North's nuclear program including facilities hidden in tunnels all over North Korea. He and Mr. Bolton the National Security Adviser did not favor having the meetings first in Singapore and then in Hanoi. After the South Korean president's efforts to increase friendship with the North Koreans and his visit to Pyongyang he passed on an offer for Mr. Trump to meet Kim Jong-Un which Mr. Trump in a complete turnaround immediately accepted. This led to meetings in Singapore and then Hanoi with Kim against the advice of Mr. Bolton and Mr. Pompeo. At this point North Korea has suspended further tests but continues its nuclear development. President Moon Jae-In of South Korea will meet Mr. Kim of North Korea in a summit in late April after envoys from South Korea visited Pyongyang, North Korea, for 2 days of talks. The talks come against the background of the WInter Olympics in Pyeongchang, South Korea, where the 2 Koreas sent a joint team as part of reconciliation efforts.  North Korea agreed to denuclearize said a South Korean government statement after the talks, saying- "The North Korean side clearly stated its willingness to denuclearize. Japan has joined the U.S. in taking a tough stand and its foreign minister said that the offer for abandonment of nuclear weapons has come before and North Korea has resumed its nuclear weapons development each time. U.S. experts say that security guarantees were offered by the Clinton administration, including in writing, but this has not prevented the North from moving ahead with its nuclear program. This is the first time Kim, 34 years, has met with senior envoys from the South since assuming power in 2011. The WInter Olympics in Pyeongchang with Mr Kim's sister attending and bringing an offer for a summit meeting, were the first such contacts in years between the 2 Koreas. The new offer comes with an offer to stop nuclear tests, yet leaves open the manufacture of fissile materials say experts. The U.S. and Japan are deeply skeptical and insist on complete and verifiable proof of abandonment of the nuclear program. ...

A Gallup poll shows 66% of South Koreans supporting the Kim- Trump talks. Conservatives in South Korea are still skeptical that this can last given past experience with North Korea. South Korea's democratic form is recent. Since Sygman Rhee in the 1950's and student protest in 1960's three decades of military rule have weakened the country's democracy transformation efforts. Only since 1988 have free elections given Koreans a respite- just 36 years. Presidents are impeached and resign many times in these 36 years showing the fragility of the democratic forms of government in South Korea. The presence of a Communist North Korean regime and memory of the Korean War in 1950 add to the polarization in the country between right wing and left wing parties and politicians. Yoon is a clear example of a prosecutor becoming a candidate for president who was not anchored in a clear grasp of the limits of the power of the president and need to work with opposition parties. When he dabbled wildly in right wing politics that described the North Korean threat as close to home, this led to martial law and his presidency unraveling.

The Korean War comes only a few years after China became a People's Republic in 1949 under the Communist party led by Mao-tse-tung and the Berlin Crisis. This led to an effort by Senator Joseph McCarthy and Senator Jenner in the 1952 campaign to make all sorts of criticism much of it unfounded about Adlai Stevenson who had just been elected Governor of Illinois. Eisenhower was a much respected figure and had planned not to run or run as an Independent and only agreed under much persuasion from Dewey and the Eastern Establishment (New York and Boston). Eisenhower had led American forces in the Western Command under George Marshall and president Harry Truman and had not sought the presidency only to have his name placed on the ballot in New Hampshire. In the middle of a campaign Eisenhower (Ike) did not openly refute McCarthy and Jenner but had showed considerable discomfort with their unfounded rhetoric and tactics. ...

Plans for a peacekeeping force for Gaza. President Biden opposes Israel running the Gaza region after the end of the war. The US looks to Qatar, Egypt, Jordan for assistance in a peacekeeping force. No Arab neighbors support this option of a peacekeeping force while the war is going on. A UN peacekeeping force similar to the one in Korea that settled the Korean War is also an option, as is multinational peacekeeping force that remains in Gaza including Arab neighbors. This would require a settlement for a Palestine state to secure support of Arab neighbors.
