Ireland's government finally accepts a three year EU bailout package for its banks and public finances of 80 billion euros or $110 billion. Germany's Finance Minister Schauble said that Ireland "will have to meet strict conditions." Ireland's 2 largest banks, Bank of Ireland and Allied Irish, will be forced to downsize, and will have to unload "nonessential assets" such as overseas operations. The IMF will provide about one-third of the loans, the European Financial Stability Facility with its 440 billon euro facility will have the largest part, and the rest of the funds will come from bilateral loans from the UK and Sweden and the EU Commission. The UK's portion is about 7 billon euros. Germany's finance minister, Schauble, told TV brodcaster ZDF, that "one can't be certain this will relieve pressure on other struggling euro members." He was referring to Portugal and Spain.

DW.com reports there is a state of uncertainty about Brexit, when it will happen, whether it will even be stalled till the next British elections in 2020. According to British newspapers the British prime minister Theresa May could wait until October 2017 before requesting exit from the European Union. There is a chaotic situation in the British government on Brexit, according to the Sunday Times. First it appeared that it would be the end of 2016 before Britian invoked Article 50 of the Lisbon Treaty, initiating Britain's exit from the EU. Now it looks like the decision is put off indefinitely. The latest economic numbers from the Bank of England do not offer encouragement, showing a loss of 1% of Britain's GDP each year for the next 3 years, even after the stimulus action by the central bank. British people might just have time to reflect on this by October 2017 after elections in Germany and France, the next date that is cited for invoking Article 50 to start Brexit. German EU lawkmaker Elmar Brok has doubts. He says Britain is'nt legally bound to take action on the Brexit vote. Theresa May, the British prime minister, is committed to the union with Scotland and Northern Ireland, and it means a lot to her. Invoking Article 50 would mean Scotland's SNP would move forward with a second independence referendum. In Northern Ireland there is a first lawsuit against Brexit.  ...

The WSJ editorial points to the danger of the EU assuming the debts of Ireland, Greece and other countries in financial crisis. A better solution it points out is the restructuring of the debts of Ireland and Greece. Ireland made a serious mistake in guaranteeing all the debts of Ireland's banks, an open-ended guarantee to its banks. At this point the German move for a bailout is intended to help German and other banks holding Irish debt. But the EU cannot provide a similiar guarantee as Ireland has for all euro-sovereign debt. A better solution is a haircut for lenders. The euro currency it argues is a currency union, not a debt union, and the euro-zone cannot assume the debt of all its members, nor was the treaty that created it designed with that purpose in mind. The sooner the EU does this, the better for the euro and for the euro-zone.

The Spanish government agreed to open the books of Spanish regional governments and the regional savings banks to reduce concern in financial markets about Spain's debt. Spain's government debt is 53.2% of GDP in 2009, which is lower than Greece at 127%, Italy at 116%, Portugal at 76%, Ireland at 65%, and Germany at 73%. Spain's problem is the a large amount of private debt accumulated during15 years, in the low interest rate environment after joining the eurozone. Joining the euro sent interest rates in Spain down because it removed the risk of devaluation. The government was restrained by the Maastricht treaty criteria but private investors and regional banks could borrow freely, and they borrowed extensively, with money going into home building and construction. The fear is that the Spanish government will end up taking on much of this debt. The other problem is that Spain needs to refinance much of that debt in 2011, at a time when investors are nervous about eurozone debt. Spain's central government will need to raise 170 billion euros in 2011, regional governments another 30 billion euros, and Spanish banks another 90 billion euros. The government has set up a special facility for Spanish banks to draw on of 99 billion euros....

Britain's prime minister Theresa May finally spells out some of the costs to Britain's economy in following Brexit and leaving the European Union. The EU's Barnier made it clear that Britain would not be able to choose what it wants out of the negotiations. As May put is "there will be consequences for our market access."  So far May preferred ambiguity so that she could reconcile the conflicting factions in her Conservative party. The Labor Party in the Opposition and the EU have called for clarity on the issue of Northern Ireland, with the EU saying Northern Ireland would remain part of the EU customs union, and the Labor Party's Corbyn saying the fragile Ireland peace accords must be preserved and Ireland should have an open border. May did not clarify on the Irish issue. However her new remarks clarified that much of what exists today in cooperation inside the EU would be preserved to minimize negative consequences of Brexit, and Britain would also continue to be affected by the decisions of the European Court of Justice. Barnier says he welcomes May's explicit recognition for the first time of the tradeoffs involved in doing Brexit, something the pro-Brexit faction within the Conservative Party under Boris Johnson has tried to ignore. Experts including Bank of England governor Mark Carney have stated that Brexit will leave Britain's economy poorer.   ...

Estimates of the exposure of European banks to Greece's sovereign debt shows BNP Paribas has 5.01 billion euros in exposure to Greek debt, Societe Generale 4.23 billion euros, Deutsche Bank 3.02 billion euros, and HSBC 1.94 billion euros, Credit Agricole 0.85 billion euros, Unicredit 0.80 billion euros, Santander 0.51 billion euros. The exposure of French, German, Italian and Spanish banks in Greece is a critical difficulty in resolving the crisis, as the banks are still in a fragile condition after the global financial crisis of 2008. With the debate on resolution of the crisis focusing on how a three way distribution of the burden should take place between austerity cuts, bondholder and creditors, and taxpayers in Germany and other EU countries, negotiations are finally taking place between each European government and the banks of that country. Three countries where such talks are taking place are Germany, France and the Netherlands. Finance ministry officials in Germany and France met with representatives of the banks and insurers in their country to arrange for the banks to voluntarily take losses on their holdings. The respective holdings of Greece's government debt according to the Bank for International Settlements are: French banks $14 billion, German banks $22.65 billion. Overall exposure to Greece is higher for French banks- at $56.7 billion for French banks and $33.97 billion for German banks. This opens the door to a Brady Plan type solution for the financial crisis in EU countries Greece, Ireland, Portugal and Spain....

Gross exposure for derivatives, credit default swaps and other financial instruments tied to a default in five EU countries- Greece, Portugal, Spain, Ireland, Italy- is about $616 billion according to information from Markit, the Bank for International Settlements and and data firms. Christopher Whalen, editor of the Institutional Risk Analyst, says the financial industry is not cooperating to provide the information needed to understand the true extent of the exposure and the risks involved. This is why the Europeans are afraid of a default, he says, they have no idea what to expect out there. Darrell Duffie, Prof. at the Stanford School of Business, says this raises questions whether regulators know what contagion might occur among swaps holders.

Signs that the consumer credit boom in Turkey is reaching alarming proportions are evident from the surge in credit card use. Credit card debt has increased by 20% in 2011, after an increase of 23% in 2010. There are an estimated 3.7 million delinquent cardholders and 2.5 million cardholders who only make the monthly payments. The Turkish regulators are now requiring cardholders to payoff at least half of the balances before they can use ATM's for cash. Banks charge interest rates of about 29% and cardholders who are using credit cards for the first time -as more of the Turkish people are joining the middle class during the country's decade of high growth- do not understand the risks. Turkish banks, Garanti, Yapi Kredi, and Isbank, are in the list of top ten card issuers in Europe, according to Nilson Report. Card purchases average $3,500 per year, in a country with per capita income of $12,300. Turkish banks have pushed card use, with Garanti Bank's website giving users cash for frequent use of cards, and asking users to show the card even if they are buying an apple at the grocery store. The volume of personal consumer loans has doubled since 2009, because Turks use the consumer loans to pay off the high interest rate balances on credit card debt. Analysts at ING Group in London who follow Turkish banks say the delinquency rates will be above 9% in 2012. The IMF's Global Financial Stability Report of Sept. 2011 has identified the credit growth to GDP ratio as one of the key factors leading to an economic crisis. This was true for the U.S. before 2008, for Portugal and Ireland before the eurozone crisis. China's credit growth was up 29% in 2009 and Hong Kong's up 30% according to the IMF Report. Turkey and Vietnam also have high credit growth to GDP ratios according to the IMF. Turkey's high capital inflows can quickly reverse in a crisis increasing the risks facing the country....

Analysts and experts says Turkey faces a debt bubble like that facing Spain and Ireland. The budget deficits in Spain and Ireland were considered manageable before the banking crises in the two countries. Turkey's short term borrowing- most of the $221 billion in outside financing needed for the private sector in 2013 is in short term loans. The large current account deficit and rate of growth in credit approaching IMF warning indicators are a problem. Volatile capital inflows could reverse as investors look for safe havens with the continuing street protests in Istanbul. Earlier currency crises in 1993 and 2001 were currency crises from volatile capital inflows. Turkey's central bank is trying to manage this situation and has $100 billion in currency reserves. But it is the hidden buildup of external debt by banks and companies in Turkey that worries analysts like Richard Segal at Jefferies bank in London. A $400 billion public spending plan, over 50% of Turkey's $770 billion GDP, is being prepared by the Erdogan government for the 100th anniversary of the founding of the modern Turkish state in 1923, showing that the scale of public spending is not under control. Analysts say at some point the huge credit bubble will burst, as it has in other countries including Spain, where the central bank appeared to have things under control. The street protests add political risk to the increasing risk for emerging markets with the U.S. Federal Reserve's policy shift to increasing interest rates....

The final cost of rescuing Ireland's banks according to Irish Finance Ministry officials is 50 billion euros, nearly $50,000 for every household in Ireland! But now investors fear the figure may be even higher. The miscalculations at the Finance Ministry have continued for 2 years. In December 2008, 1.5 billion euros were set aside for Anglo Irish Bank, going up eventually to 22.9 billion euros, and in September 2010 an additional 11.4 billion euros were added to that amount. The Irish banking crisis continues just as the 16 euro-zone countries have agreed to guarantee 440 billion euros in loans if any of the countries is unable to borrow from private markets.

Recent trade data show improvements in the current account deficit of Ireland, Portugal and Spain. Ireland is in surplus since the second half of 2010. Spain has reduced its deficit to 3% with a 12.5% increase in exports. Deutsche Bank reports show the aggregate current account deficit of Greece, Ireland, Portugal, Spain and Italy going from a weighted average 10.9% of GDP in the 2nd quarter of 2008 to 4.3% by the 3rd quarter of 2011. This provides a ray of hope that the rebalancing needed in Europe can happen without putting a large burden on falling wages relative to Germany.

With unemployment at 27% millions of Greeks and the elderly like Nikos Solomos, 60, cannot afford premiums and have joined the ranks of the uninsured. Greece's budget cuts have hit the health care sector hard because of mismanagement and corruption with prescription drugs costing about three times the cost in other EU countries. Cuts in heathcare are over 25% since 2009 and more cuts planned. Anthony Faiola with contribution from Elinda Labropoulou provides an exceptional account of the state of health care through the stories of ordinary Greeks like Nikos Solomos with intestinal cancer and the shortage of staff, equipment and supplies at Metropolitan Community Center in South Athens and Gennimatas General Hospital. Problems now include a resurgence of tuberculosis. Some of this pain is being felt in other EU countries with sharp cuts in public health spending, including Spain and Ireland.

This Journal editorial says Germany and France will have to pay for preserving the Eurozone one way or another. It suggests a direct approach of the German and French governments injecting capital for recapitalizing German and French banks that would take losses on bad loans to Greece, Ireland, Portugal, and Spain; combining this with bondholder haircuts for creditors, and reforms that include spreading the burden for Irish bank debt and cleaning up the cajas savings banks mess in Spain. This would mean exactly the opposite of what is taking place now, including the abandoning of individual country rescues and bailouts; which the Journal calls extending loans and pretending the problem is not with German and French banks that would have losses on the bad loans. The problem is that this places the entire burden on austerity measures in each bailout country which reduces growth and raises unemployment to levels that make the problem much worse than before. This is not happening because of a serious failure to reach agreement on the shared sacrifice and cooperation between the governments, creditor banks, the ECB and other parties in the eurozone, on a serious debt restructuring across the eurozone that would put the euro back to stability with some mechanism for serious financial discipline in eurozone states....

How Iceland got into the dire mess that is in from a fisheries nation of 400,000 to an international banking centre with its banks assets ballooning to 100 billion euros. This after a ten year boom since 1990 when growth of 2.2 % ayear depending on fisheries shifted to 7-9% growth annually in the shift to international banking in a world of easy credit. Just think of this tiny Iceland with 2 billlion euros in foreign exchange reserves trying to deal with a banking system with 100 billion euros in assets, Iceland is way over its head. Banking is finished in Iceland and the country's people are back to fisheries like their fathers before them.

Ireland is facing severe cuts and austerity measures, in its effort to cut the deficit to 3% of GDP by 2014. Nearly $37 billion is being used to support banks like Anglo-Irish. A former chief economist at the IMF says its a pathway that avoids default, but it has its own costs. An export revival that the government hopes will occur, will not reduce the jobless rate by much. Meltzer says the northern European countries France, Germany, Netherlands, and others should form a new currency union, and leave the euro currency to Portugal, Ireland, Italy, Spain, and Greece (the PIIGS countries). This way Greece can devalue its currency to bridge the gap of 20% between wages in Greece and the productivity of workers in Greece. The new currency union would follow fiscally binding rules. After the adjustments in currency were made by Greece, Portugal, Italy and Spain, these countries could be admitted to the new currency union of the northern countries. This would be conditional on acceptance of financial discipline and enforceable sanctions by these countries. Meltzer says clever agreements designed to protect the bankers are not the solution, as they only shift the responsibility and the burden for wasteful and reckless behaviour to taxpayers. The situation in Ireland for the tax paying public is similiar to the situation in the US, as Peter Coy points out. Ireland has guaranteed the debts of its banks, but in doing so it has assumed a huge burden. The costs relative to Ireland's small economy for a single bank, the Anglo Irish Bank, would amount to $3 trillion if this was done on a comparable basis in the US, says Coy. In the US 1 in 5 homeowners are under water, and the Bush and Obama plans have done little to make principal reductions; the most they have achieved say experts is reduce the interest. The Foreclosure Prevention Working Group, an organization of states' attorneys general, says the large majority of mortgage modifications raised and not reduced the amount owed by homeowners. As Carmen Reinhart points out, if the government assumes private debt, it should do so at a realistic price, and this means haircuts. So far this has not happened. In the case of AIG, the government assumed all the debts, fully insuring AIG bondholders from losses. If the government is going to take up the problem of the homeowners under water, private debt holders are going to have to take haircuts. Bad lending would be encouraged if creditors know that they will be protected in the future. Policymakers may have waited too long because its equally irresponsible to gurantee payment of debts 100% as it is to do what has happened so far, which was to say the principal reductions would encourage borrowers to borrow recklessly. ...

Germany's central bank, the Bundesbank, has 495 billion euros in claims on the European Central Bank through the interbank payment system known as Target2. Hans-Werner Sinn, president of the Ifo Institute in Munich, says the breakup of the Euro zone would mean that this claim would be put at risk. Data compiled by Tornel of the University of California, Los Angeles, and Westermann of the University of Osnabruck, Germany, show Target claims going from 7% of Bundesbank assets in the beginning of 2006 to 64% by October 2011. Collateral on these loans held by the ECB is mainly sovereign debt of the financially weakest ECB countries such as Greece, Ireland, Portugal and Spain. Losses on these loans are to be distributed among 17 eurozone central banks according to the proportion of their share in ECB capital, with Germany's being 28%. However with dire finances in some countries Germany could end up with a much larger share of losses. This gives Germany one more reason for the statement that the breakup of the eurozone is unthinkable....

A new EU bailout on March 25, 2013, provides the Cyprus government with $10 billion, and closes the second largest bank, Cyprus Popular Bank PCL. The depositors at that bank with deposits larger than 100,000 euros will face large losses. Cyprus had a banking sector about 4 times the size of its economy because of low taxes and lax banking laws to attract deposits from Russia. The largest bank, Bank of Cyprus, will be downsized and large depositors there will also take losses. An earlier plan for a tax of 6.87% on all deposits at Cyprus banks was rejected by its parliament. The EU ministers and negotators rejected an alternate plan to nationalize Cyprus pension funds for a bailout. Analysts estimate the impact on Cyprus will be a shrinking of the economy by about 10% in 2013, and 8% in 2014, after this financial crisis and the EU bailout. The size of the banking sector in relation to the economy is similiar to the situation in Iceland which faced a financial crisis earlier. This shows the consequences of small countries depending on inflated financial sectors several times the size of the economy....

The Portuguese government asked the European Union for bailout loans. The aid the EU is providing to Portugal comes with conditions- asking Portugal to make additional austerity cuts even as new elections loom. The aid is essentially more loans at high interest rates, even if the rates are lower than the steep rates in financial markets for a country with a collapsing credit rating. There is serious concern about whether this formula applied by the EU is going to work because at this rate it may take a decade or more for Portugal to pay off all the loans. The major problem is that with severe spending cuts- a country that lacks competitiveness and cannot devalue its currency because of being the euro zone- it is that much harder to generate growth. Simon Tilford, chief economist for the Center for European Reform in London, says the EU leaders have failed to come to grips with the core of the problem for Ireland, Greece and now Portugal- which is how to restore the finances to some sustainability, and how this could ever be achieved by a policy of deeper and deeper spending cuts. Tilford points out that the other more fundamental problem EU leaders are not tackling, is that the problem is deep down the large amount of Portuguese, Irish and Greek debt held by German, French, British, Spanish and Dutch banks. If these countries default the governments of these countries would have to recapitalize their banks at the expense of the taxpayers of Germany, France, Britain, Netherlands. Political leaders of these countries want to avoid confronting angry taxpayers and lose political support. Germany has called for a bondholder haircut, something that banking interests do not support. Tilford says Portugal is not getting a bailout, because for a bailout there would need to be a default by Portugal. What it is getting along with Ireland and Greece, are loans at high interest rates, and an EU plan that simply stifles the ability to pay back accumulated debt, leaving the situation in limbo for some future resolution....

EU leaders, the ECB and the European Financial Stability Facility, in negotiations for a "selective default" for Greece. The ECB is persuaded to accept a selective default, with one option being to protect ECB from losses by the EFSF buying 50 billion euros of Greek bonds at cost price. Another concern of ECB about contagion is being addressed through a statment that this is designed only for Greece because "of its exceptional situation." A draft document under discussion by EU leaders has a plan for cutting the interest rates on Greece's bailout loans from 5.5% to 3.5% and doubling the repayment period to 15 years. EU officials see giving Ireland and Portugal the same interest rates on their bailout loans. The high interest rates and the shorter maturities made earlier plans unworkable. Private investors are encoraged but not required to exchange their old Greek bonds for new bonds with maturities of upto 30 years. Also being discussed is a buyback of Greek bonds at a heavy discount to face value at which they are trading. EFSF will also get new powers to make bailout loans on a precautionary basis. EFSF would also have powers to lend to eurozoe governments to help recapitalize banks and buy back bonds from other countries....

Rolf Wetzer, a German metal working factory manager reflects feelings widespread in Germany. He says, we work hard and save our money, and he can't see why Germans have to throw money at countries that cannot do the same. There is considerable negative feeling about the bailout of Greece, because it is seen as brought about by the excessive spending, public corruption, and irresponsible accounting that went on in Greece. There is less negative feeling about the bailout of Ireland, as the Irish are seen as an industrious people, and the crisis was brought upon Ireland by Irish banks. Because of the negative feeling it will be much harder for Angela Merkel to go back to the German parliament for more funds, especially as her popularity has suffered. The existing fund will be stretched by the possible bailout of Portugal and Spain. Germany remains committed to the euro, but there is considerable anger about the bailouts. Germany has benefitted from the euro-zone through its exports, which jumped 31% in the last decade. Germany has a $105 billion trade surplus with the rest of Europe. At the same time there is fear that public opinion may turn against the euro. Thomas Mayer, chief economist at Deutsche Bank, says you can already feel it. Frank Schaeffer, a legislator for the Free Democrats, says that whether Germany needs the same currency as its neighbors is something he has doubts about....

The Finance Ministers of Germany and France, Wolgang Schauble and Christine Lagarde, support a reprofiling of Greece's debt. This is a form of restructuring of Greek debt under which Greece's private creditors would be expected to take repayment over a longer period. This would help Greece cover its fiscal gaps in 2012 and 2013. Luxembourg premier Jean-Claude Juncker, head of the group of 17 finance ministers of the EU also supports this move. This is opposed by the ECB Executive Board member Jurgen Stark of Germany, Jens Weidmann, Bundesbank President, and Christine Noyer, head of the French central bank. The ECB's view is that there would be contagion effects from a restructuring which would affect Ireland, Portugal and Spain. Creditors such as Societe General bank support this view. The finance ministers have a political constituency and recent elections in Finland and Germany show lack of public support for additional financial support to Greece, Ireland and Portugal. The ECB is pushing for Greece to exhaust all options include privatization and further spending cuts, and for European governments to come up with the money. The ECB position including a threat by ECB officials to stop accepting Greek bonds as collateral for loans is coming under criticism. Sony Kapoor of Brussels think tank Re-Define, says the ECB is following anarrow interest and considering the political opposition has an untenable position- forcing Greeks and the people of the eurozone countries to bear the entire burden of the crisis with no contribution whatsoever from the banks that made the decisions to make these loans. Not even to the point of a milder form of restructuring that reprofiling would accomplish, that extends debt repayments to creditors over a longer period.
