Raja Mohan says in The Indian Express that India needs to look at the big picture of modernization in a new world for world trade in which the US is reindustrializing, Europe is reindustrializing, and India is on the road to modernization by 2040 over the next 15 years. All three processes are happening at the same time. 

The old order of world trade destroyed the industrial base of the US and Europe, it also neglected India's modernization, happening with the unwitting cooperation and connivance of the business interests of the US and Europe. It will do little for India. India must also change it's industrial structure and modernization effort to fit into this new world and bring it's strengths to build a new world in which the US, EU and India modernize their economies, manufacturing base, and infrastructure in a win-win for all sides.

Bharat Biotech and Biological E. are two companies developing vaccines in India. Bharat Biotech has asked for emergency authorization for use of its vaccine. Other Indian companies that have asked for emergency authorization are Pfizer India and Serum Institute of India. The foreign envoys will be flown to Hyderabad to be briefed on the vaccine readiness at Bharat Biotech and Biological E. In all 30 of 100 vaccines under development are being developed in India. India is a pioneer in vaccine development and manufacturing. Because of its huge population of 1.5 billion for India and Bangladesh, India has from the early years after independence in 1947 pursued a course of developing its own R&D and manufacturing of pharmaceuticals and vaccines, so that the large population can have access to medicine at a low price.

Indian prime minister Modi tells RE Invest 2020, that India has almost tripled renewable energy production including solar and wind energy in 6 years, and is now the 4th largest renewable energy producer in the world. India is also now the fastest growing renewable energy producer in the world. He says India made investments in renewable energy early even when it was not the most cost effective source of energy. India European Union Trade Deal - huge potential for EU and India for 2 billion people size markets, new manufacturing hubs, and advanced scientific + technological cooperation. Timing is critical. From the first term of DJT 2016-2020 it became clear that the supply chain concentration in China was a serious error for America and Europe. Modi came into manage the federal government in India in 2014- that first phase was to tackle the basic problems in health care sanitation and road infrastructure, agriculture. By the second term of DJT Europe had realized something had to be done to reduce concentration of trade  supply chains in China. Two things had to happen to bring India and EU together. The Ukraine War and China's indirect participation on the side of Russia, the change in administration from Merkel to SPD's Schulz,  and in 2026 to Merz and the CDU created a new awareness of the need for EU and India to come together. Yet Scholz SPD hung onto the special trade relationship even in the face of the Ukraine war and China's shift when it allowed the port of Hamburg stake taken by China to be retained. Something had to happen to jerk Germany and with it the EU out of its inability to shift towards India. Merz took this step in 2026 as the relationship with China soured over Ukraine war and the grasp of the dangers of overconcentration of the China relationship with Germany that Merkel had created. On the other side Modi had to get India's logistics, road and rail networks, ports ready for such a trade relationship where goods could be quickly shipped into and out of India. Modi worked on these investments on a rapid basis in his second and third terms. India had to offer stability in the relationship. This meant winning elections to set up state governments in key states such as Maharashtra for Bombay (Mumbai) region, Delhi capital region, and Bihar/ Orissa (Patna region northeast), Rajasthan (Jaipur northwest region), local city governments in Bombay (Mumbai) region and in the south in Andhra (Vizag region) + Trivandrum (Kerala). The combination of federal and state and city governments working in unison plus logistics and transportation, put India in contention for the role of a size and magnitude that would make a difference for Europe in its relations with China and Russia. That necessity was now fulfilled and in place. Merz and Modi, seized the chance at the kite festival in Gujarat's Ahmedabad, with a vist to the Sabarmati Ashram of modern India's founder Mohandas Gandhiji. Von Der Leyen also from CDU now joins the former premier of Portugal Antonio de Costa as heads of EU to attend the Republic Day parade celebrations in New Delhi on January 26. Nothing happened by chance. It took the hard work that in Robert Frost's words in Mowing ( "the fact is the sweetest dream that labor knows my long scythe whispered, for the earnest love that laid the swale in rows"). Japan plunged headlong into imperial ambitions after its modernization, China has ambitions under its Communist/ Markets system, India as the homeland of the Buddha and the Buddhist civilization of China, Japan and Indochina, and with its special place for Mohandas Gandhiji brings the European civilization in connection with a civilization that is just as old and advanced as the European in its philosophical and religious foundations with practice in real life, and not likely to flounder on the rocks as the Japanese and Chinese expansionist ambition based ideas. And once again with Robert Frost in- Putting in the Seed in Springtime, for Merz, Leyen, Da Costa, and for Gandhi and Modi - "On through the watching for that early birth when just as the soil tarnishes with weed, The sturdy seedling with arched body comes shouldering its way and shedding the earth crumbs."     ...

Early reports are for vaccine supplies of 135 million doses in July for advance planning, and 250 million vaccine doses in August. Developed from scratch on vast stretches of land in the Gulf of Khambat 100 kilometres from Ahmedabad it is expected to be India's best manufacturing zone,  comparable or better than any manufacturing zone in China. US DJT administration using Section 301 creates the tariffs the US Supreme Court struck down- the EU, Mexico, Canada at 10%, Japan,, India China at 12.5%- June 2 2026. These countries are not doing enough to control the importation of products made with forced labour. This only goes to show what was said at that time and which the SCOTUS itself said the DJT administration could do, find other laws by which the same tariffs could be imposed. By the time the US Supreme Court reviewed the case it was already clear that all these countries had accepted DJT tariffs, and most had negotiated fair deals with the US including making up for past abuses by these countries of the international trading system. The US Supreme Court its shortsightedness ignored this or did not quite grasp this as Justices legal knowledge of facts does not mean grasp of the facts of commerce, trade and business and the history underlying it. Jamieson Greer interviewed at the Council of Foreign Relations this week and Robert Lighhizer in Foreign Affairs (covered and summarized on these Lyrarc pages this week as found rarely in other places) have documented these abuses in detail leading to the US losing $20 trillion in wealth shifted to these countries and its manufacturing dependent communities devastated by loss of over 5 million jobs through the shortsightedness of Bush/Obama adminstrations who let this happen, and these countries that took advantage with reckless disregard for these communities in the US, on a scale unknown in history.  ...

Bhupinder Bhalla, the Secretary, Ministry for Renewable Energy in India, talks to The Hindu's Jacob Koshy about India's plans for solar panel manufacturing. He says a key bottleneck is reliance on Chinese made components such as poly-silicone wafers. Manufacturing these components in India is key for the health of the solar ecosystem in India. India has opted out of the Regional Comprehensive Economic Partnership because of concerns that it would be providing relatively unrestricted access to its markets, particularly to China, without being able to capitalize on opportunities for market access in RCEP countries. Indian manufacturing and export capacity is only beginning to be established in a big way. Under Atman Nirbhar initiative India has the potential to increase the manufacturing capabilities of its own firms in all industries using the local market. This could generate a virtuous cycle of capital accumulation, more investment and modernization with acquisition and development of new technologies in the same way as Japan, South Korea and recently China have setup advanced manufacturing capabilities. To do this the government has to work together with private industry for a modernizing drive, and a parallel effort at building advanced infrastructure.

Orange juice from Brazil, copper from Chile, electronics and pharma from India, and aircraft from EU, are part of broad exemptions in US tariffs plans. The exemptions are designed to give flexibility to US negotiators where it helps the US economy to import these items. 

This month negotiating teams from Japan, EU, South Korea and othere countries are trying to get exemptions for other items. BMW is seeking export rebates for exports of SUV's to EU from its US factories. And VW is seeking to use investments it says it will make in the US manufacturing as a way to get exemptions in tariffs or lower tariff rate similar to the way Apple has negotiated a tariff exemption for its Chinese exports to the US by saying it will invest $100 billion in the US manufacturing. US negotiators have to get the firm guarantees that these investments are going to be made.

Small business and farmers are driving a recovery in the Indian economy in the latter half of 2020 after the impact of the pandemic. Rural India with demand from farmers for cars and tractors is also helping build demand. Maruti Suzuki, India's largest auto manufacturer, had sales increase of 10% in rural India vs. 4% overall in the third quarter of 2020. Manufacturing and farm sector are leading the recovery. Transport and hotel, airlines are also seeing an increase in demand. From 2 million in June airline passengers have increased to 5 million in September compared to 12 million before the pandemic. The second generation reforms made by the Modi administration and the many initiatives are expected to boost the potential growth and scale of the Indian economy. Building a strong manufacturing sector and getting foreign investment in that sector is also a critical step to building the economy's growth potential. She describes her experience with the lack of hygiene products for periods when she was growing up in India and remembers being handed a dirty cloth by her grandmother. About 70% of all reproductive diseases in women are caused by poor menstrual hygiene. The cost of Rs. 100-250 is too much cost for average Indian families. Only 18% of Indian women have access to sanitary pads. The cost should be brought down with government subsidizing manufacturing of sanitary pads so that it would cost less than 10 rupees or be provided free under government subsidized initiative for women's health.

What this Editorial board opinion in the Indian Express is saying is that India should concentrate its efforts on modernizing its economy on a scale that is similar or surpasses that of China because of its access to the latest technologies. Just as China capitalized on the opportunity presented by its entry in the World Trade Organization in 2001, through an economy wide effort to build a manufacturing and export logistics base. India is presented with the opportunity of building its own manufacturing and export logistics base as supply chains are being redesigned in 2023. This requires a longer term plan with clear thinking and concentrated effort with the entire resources of the nation. What looks like a small or gradual shift in supply chain with the US and EU adding India and Vietnam to their Chinese manufacturing base is going to change with every change in world events, as the US concentration of manufacturing in China becomes a situation that is impossible to to maintain. The only logical way for the US and following the US the EU to create a proper balance in its political relationship with China is to change fully its lopsided concentration of manufacturing in China. Biden is only making the initial moves, the EU is only waking up to the need to make its own changes to reduce this concentration. How much distance does the US need to cover to reduce its concentration in China? By a large amount because the shift of manufacturing was excessive and ill advised done as companies in the US raced in a competition to shift outside over 2 decades and simply outdid themselves and performed a disservice to the workers and families of America whom they served. Just for the US to get workers and families to benefit from return of good manufacturing jobs to the US and restore its manufacturing base that has shriveled, it will have to be a massive enterprise, where day by day it becomes more evident that more and more needs to be and accomplished in an accelerated way. What this also means where appropriate to leave a progressively year after a year larger base in India, and also Vietnam, much larger than is envisaged today. This situation is even more acutely felt in Japan which to bring a proper balance in its political relationship with China needs to even more urgently reduce its concentration of manufacturing in China. It must be the task of the Modi government to have a clear view of the road ahead- build the needed logistical base for exports using the latest technologies and set higher and higher targets for manufacturing.  If you look at the map of Asia this is the Global South- India is 60-70% of the Global South with its population of 1.4 billion people mostly young with aspirations for a modern economy like that of the US and Germany. Add to that Indonesia and Vietnam, and other nations already in the redesigned supply chain in 2023 and you have 2 billion people in Asia. Concentrate on this for the next 2 decades for a complete transformation of India, that is what the younger generation demands of its government. ...

The U.S. and India face difficult trade negotiations as India moves to build its Make in India campaign, building capabilities of Indian manufacturing companies for global supply chains. Mr. Trump will sign a $3 billion defense deal with India for supplying helicopters and other equipment to India. Indian policy on trade is to ensure local content and transfer of technology to build capabilities of local companies. The goodwill generated by the visit by Mr. Trump to India, and deals on defense could lead to agreement on other trade issues, as India and the U.S. balance other considerations such as the rise of China into the picture. This will take time and is likely to be done after the elections. Differences on tariffs will continue in the same way that differences with China led only to a partial deal, with contentious trade issues on technology left for the future.

Big changes are expected in energy markets after 2026 following the end of the war with Iran, the naval blockade and the Hormuz straits closure. Even when the Shipping returns to Hormuz there will be continued uncertainty and prospect of conflict. As a result China, India, Japan and the US and EU will look for new sources of supply in Latin America for oil and gas including in Guyana, Brazil, Argentina, and in Venezuela. This NYT Analysis  confirms the shift to renewables will accelerate after 2026 with 2-3 years return on investment for renewables, and in 2026 wind+solar+nuclear now generating more electricity worldwide than gas. OPEC stranglehold on oil prices is weakening with UAE's exit from OPEC, and the US+ Venezuela+UAE expanding production. This will benefit poorer countries in the world in Asia, Africa and Latin America, Middle Income countries like China and India, as well as US and EU through lower prices for the new overall energy mix, with a higher component of renewables from every year 2027-2030. Lower priced component for oil possibly at $50 a barrel holding steady to 2030. From this perspective Hormuz's importance will decline over this period to the point that the world's wealth sucked up for far too long in the Middle East through the twin mechanisms of  high oil prices and decades of wars will be shifted back to infrastructure in the EU, US, India and China, Brazil and Indonesia. For the poor countries like Pakistan, India, Indonesia, China and others this is a big deal because instead of the wealth going to princes in the Persian Gulf  it will benefit people in Egypt, Arab countries such as Morocco and Tunisia,Turkey, Pakistan and India, China. Long delayed infrastructure rebuilding in US and European Union can now take place.The shift and trend to renewable energy as a major component of the energy mix of over 50%-60% in India could be expected by 2030 and have a major impact on climate change. (India has already crossed 50% of its energy from renewable sources). China will have installed half of the new renewable energy capacity added by 2030 and this too will add to the fight against climate change. Overall this combination of events and changes underway are overwhelmingly constructive and are not anticipated in this way by most of the world's media including the NY, which see slower growth when the opposite is now the case with accelerating and steady growth expected 2027-2030, and 2030-2035. For the US and EU it could not come at a more opportune time with the determination to invest at home and reindustrialize, build new infrastructure, for India to build a modern country by 2040, and for China or Japan not to get stuck in middle income status with continued modernization to 2040. For the poorest countries to work with these major nations to improve standards of living. For the US it also means the end of the border migrations flows that happened in 2025 taken to the next stage in 2026 and 2027 ending all drug flows across its borders with Mexico- as more lives are lost to fentanyl and other illegal drugs substances (1.25 million since 1999) than were lost in the Korean War (36,000 deaths), Vietnam  War (58,000 deaths) and World War 1 (116,000 deaths) World War II (418,000) all 4 wars combined. Issues of unfair trade deindustrialized the US. This coupled with drugs destroyed small towns and communities (that were based on manufacturing and lost factories) across the US for over 3 decades. The tackling of these issues will also add to the general sense of well being of the people in the US- and also in the European Union. The modernization underway in China and India+Indonesia+Brazil is also part of these changes, promise a rising tide that will lift all boats if we continue together to carefully select the right path ahead and chart the course clear eyed and clear on purpose. ...

For foreign investors India offers a stable politcal climate because his party has an absolute majority in parliament and controls many state governments, as well as being a democracy with a vibrant and internet connected young generation. A young population with 55% of the people under age 35 makes India the manufacturing powerhouse of the next two decades, said Modi. And the consumer base of over 1.2 billion people an attractive market. It was a rare combination of hands on salesmanship rarely seen ever on television from a prime minister. In one exceptional response about the condition of women, Modi said he personally led his ministers and legislators through Gujarat state's rural areas house to house in 45 degree centigrade summer heat on June 11-13 school opening days. He did this urging parents to send their daughters to school with the slogan "Send your daughter to school, Save a Girl." The result he said was 100% school enrollment in these rural areas for girls. This report in the WSJ on the Indian economy says the impact of growth in India's largest state of Uttar Pradesh with 240 million people will play a big part in the growth rate of the Indian economy. It fails to say why. The answer is good governance, investment in infrastructure, logistics and manufacturing, a huge pool of tens of millions of engineers and hundreds of millions of factory workers. The lack of a large enough investment pool of investment funds and  failure to eliminate leakages from corruption, the lack of a plan such as the current Master Plan Gati Shakti for the whole Indian economy, lack of governments at the state and federal level combining setting targets and delivery dates for infrastructure roads, bridges, airports, logistical hubs, factory for advanced industry, lack of governance entirely focussed on delivery and timelines, were the missing pieces in development in India for 5 decades since the 1960's, a period in which as Mr. Modi says repeatedly Japan, Korea, China moved ahead and India fell behind. Does this potential exist only for Uttar Pradesh? India's industrialization model started in Gujarat, population of 72 million under Modi as head of the state government from 2001-2014. It now covers the western region of Gujarat, Maharashtra population 128 million and Rajasthan population 82 million  the region around Mumbai, Ahmedabad and Jaipur of about 282 million people. This will be the fastest growing region and the engine that will propel the Indian economy in the years ahead. Uttar Pradesh in the north is integrated into this development. So is another region Bihar population 104 million and Orissa 46 million, Assam 35 million states in the northeast of the country with a total of 185 million people. What do all 3 regions of over 700 million people have in common? The answer is state and federal government working using the Gujarat tested and proven model for development, rapid delivery, good governance, government working with industry, large investments in infrastructure and modernization, Make in India hubs for manufacturing, digitization. ...
