It has happened before- the issues and the tactics. This article is from the Washington Post March 10, 1985. The 2016, 2020, and 2024 US campaign for president most resembles the 1952 campaign between Dwight Eisenhower and Adlai Stevenson. In that campaign Senators Joseph McCarthy of Wisconsin and Senator Jenner of Indiana made unfounded statements and criticism of of candidate Adlai Stevenson, of Gen. George Marshall, of NATO and aid to war ravaged Europe under the Marshall plan, and by 1958 of Eisenhower for "ruining the party," according to the Washington Post. Edward Jenner, Senator from Indiana 1952-1958, conducted Senate hearings in which he made spectacular criticism of public figures and US policy from 1953 to 1955. Eisenhower was elected as president in 1952 and after considering running as an Independent reluctantly accepted when New York Governor Dewey asked him to do on the Republican party ticket. What is similar is that the issues and tactics used now are reminiscent of issues and tactics in those days in the 1950's, that this is not happening for the first time- it is not new. Both Senator Taft who headed the Republican party at the time and president Eisenhower felt uneasy about this type of criticism. Then as today it was about aid to Europe and NATO. Jenner said America could not afford it and it "would bankrupt America." Jenner also called the US Supreme Court "the most powerful instrument of the communist global conquest by paralysis," and introduced a bill to limit the SC jurisdiction. Jenner said in 1951 on the Senate floor, according to the Washington Post-  "the only choice is to impeach Truman," as "this country is in the hands of a secret inner coterie directed by agents of the Soviet Union." Today's differences are not new, the rhetoric familiar, about NATO, Europe funding, about the SC, about this and the former president, and about isolationism and about extended costly foreign wars, all after a pandemic and climate change in an uneasy atmosphere about the threats to American leadership then from the Soviets now from China. ...

Keith Bradsher's NYT interview with Raghuram Rajan, Governor of the Reserve Bank of India, comes when Rajan has come under criticism from the business sector and the small business support base of prime minister Modi's party. The criticism centers on the drop in oil prices since Nov. 2014, and Rajan's failure to drop interest rates at the Dec. 2, 2014 central bank meeting. Rajan says it was not clear whether oil prices would remain low for an extended period at the Dec. 2, 2014 meeting. Since then new inventory data, EIA estimates and OPEC policy guidance have confirmed low prices will remain for an extended period. Rajan lowered interest rates on Jan. 14, 2015, by one quarter of a percentage point. Under India's setup the central bank chief makes decisions on interest rates, compared to the decisions made by the Federal Open Market Committee at the U.S. Federal Reserve. Rajan says there is full understanding between the central bank and the Modi government economic team led by finance minister Arun Jaitley, Jayan Sinha, deputy minister of state for finance, and chief economic advisor Arvind Subramanium. Modi and Jaitley prefer to rely on the advice and policy direction of economic policymakers with long experience in the U.S. and international circles. Both Subramanium and Rajan bring this level of experience and expertise. Subramanium brings experience from his years at the GATT which preceded the WTO, the IMF, and the Peterson Institute of International Economics, and Rajan brings experience at the University of Chicago, and as chief economist of the IMF. Modi is a dilgent listener and policymaker giving careful attention to the best advice, making it unlikely that Rajan would be seen as a holdover from the administration of Manmohan Singh. Other criticism that the business sector has made of Rajan are as financial regulator in asking state banks to increase collateral required from large business firms for large bank loans. Rajan points out the need for business to bear the costs as well as the benefits of taking risks. Under previous governments the state banks allowed large firms to keep their holdings at companies even when the risk taking resulted in losses. Rajan has also not tried to reverse the sharp decline in the rupee, which hurts business firms which took on dollar denominated loans. Rajan has instead followed policy of building up the reserves by buying dollars. The reserves were depleted in 2013 by a policy of currency interventions to reverse that decline. Inflation in India reached 9.9% in Dec. 2013, with policy of the central bank under Rajan set to bring it down to 8% in 2014, and below 6% in 2015, so that India could get out of the trap of persistently high inflation with slow growth. This is critical for a new Indian success story. A goal set by Rajan in Oct. 2012 when he was appointed as central bank chief, was to increase foreign investment and encourage new business so that India was no longer dependent on large companies for growth. This is also critical for a new Indian success story, as the Modi administration and the central bank are both keenly aware. Just as Bernanke and now Yellen at the U.S. Fed face criticism for quantitative easing monetary policy, focus on the high long term unemployed, and not focussing on inflation- with their focus on the long term economic recovery in an environment of low inflation below 2% in the U.S.- India's Reserve Bank faces a different kind of criticism for careful and prudent policies to ensure long term growth....

U.S. senior Republican Senators Lindsay Graham of South Carolina and John McCain of Arizona, are getting ready to launch a wide ranging probe of Russian interference in the U.S. 2016 presidential election through cyber attacks. The probe is not limited to DNC hacking and the concern is not just that any one candidate was targeted but for the integrity of the American election process. Even though it is not mentioned in this report in the Washington Post by Demirjian, Senators and Congressmen from the Republican Party in charge of key committees of oversight on foreign policy and defense now see it as their responsibility to prevent an enlargement of cyberattacks as Germany and France face elections. Mr. Trump has said in an interview with Time magazine that Russia was not responsible for cyber attacks, that it "could have been China, it could have been some guy in New Jersey." Senator McCain is readying a probe into cyber attacks into U.S. weapons systems, and U.S. military, as the issue widens in its scope and significance for the West and for the U.S. and its allies in Europe and Asia. Senate Select Intelligence Committee Chairman Richard Burr (N.C.) will be working closely with McCain, Senate Armed Services Committee Chairman, on this particular issue and Senator Mitch McConnell has been apprised of the discussions, according to this report in WP. Senator Graham said- "They'll keep doing more here until they pay a price." Graham will hold a series of investigative hearings in 2017 about Russian meddling and "misadventures throughout the world."  This will include new legislation.  Graham told CNN on Dec. 7, 2016 in strong language- "I am going after Russia in every way you can go after Russia. I think they are one of the most destabilizing influences on the world stage. I think they did interfere with our election, and I want Putin personally to pay the price." During the debates Governor Pence of Indiana, the Vice President elect took a strong position on Russia, and the Vice President's positions on foreign policy and defense are similar to that of the Republican leaders in Congress.  It is hard to remember a time in the post war period when there was such a distinct difference in foreign policy and defense as it relates to Russia between a Republican president and both a Republican Congress and almost all Republican governors. Senator Corker from Tennessee, who heads the Senate Foreign Relations Committee, is on the short list to be Secretary of State. A related story in the WSJ shows the selection of military leaders for key intelligence, defense and homeland security, and Gen. Petraeus considered for foreign policy, as diverging from historical practice of keeping civilian oversight preeminent in the U.S.. Rep. Peter King, an early supporter of Trump, who is on committees for intelligence and counterterrorism told MSNBC, that he is confident that Trump will not be "taken in by Putin." The U.S. Republican dominated Congress has taken a strong position on Russian interference in Syria and Ukraine. In the House of Representatives Republican Rep. Devin Nunes from California and Rep. Mac Thornberry from Texas are leading efforts on cyber and intelligence as heads of their committees. ...

This editorial in the WSJ after Jeb Bush's opening campaign rally, says his candidacy livens up the field because he could act as someone who brings the country together compared to other candidates who would act as polarizing figures- Hillary Clinton, Rand Paul, Ted Cruz, and others. All the extreme rhetoric on how Project 2025 is going to be adopted under a DJT administration has led to unease that there will be deterioration in the government and society.  Yet it simply may not work that way.   A second objective look at Project 2025 and how it's value to Republicans will be carefully evaluated piece by piece by DJT is needed. Keeping in mind 2026 House and Senate elections, winning broad support for the traditional Republican conservative line of thinking, and maintaining the support of all Republicans in the business, government, media and other sectors.  1. Replacing federal employees with party loyalists. This happens at the top of every agency of the government for every government in the US and Europe after an election for the last century. At today's unemployment level of 4 percent, adult males actually 3.9% and adult females 3.6%, and considering the higher salaries paid in the private sector, the tenuous nature of joining as a party loyalist as the national mood can shift at any time and things change again in 2027; where was the federal government going to find employees to be replaced at mid and lower levels? There is also the situation seen in 1928 when a Republican Hoover victory made Democrat NY Governor Al Smith compel a reluctant Franklin Roosevelt, who was just recovering from polio, to run for NY Governor. By 1931 over 3 years Franklin Roosevelt and Columbia University's Frances Perkins tested programs to stabilize employment in the US, introduce unemployment insurance as a new concept, and a 40 hour week also new, in the entire northeastern + midwestern states, all governors working together. By 1931 in just 3 years Franklin Roosevelt was on the clear path to sweeping victory in 1932 with a tested program to stabilize employment. 2.  The No. 1 goal is to restore the traditional family. It is clear in 2024 that the vast majority of Americans, whites, women as well as men, of all age groups, whites as well as Latinos and Asians, blacks, see that things like transgender "have somehow gone too far." 3. Cultural Literacy is needed for any nation to long survive. This is not even on any platform. Yet knowledge about America's history of settlement of the continent -correcting for treatment of American Indians, blacks, Chinese, Japanese without pointless race controversies- is being rapidly lost, and with it an understanding of America's civic institutions and Constitution, its founders and presidents, and evolution of the nation over the 20th century with the Industrial Revolution. The very terminology that has defined public knowledge about these United States is fast disappearing. It is a cause for unease in the minds of people in rural and urban, conservative and other parts of the political spectrum alike of what will happen to America as this is lost. 4. On immigration  a consensus was reached by president Biden that migrant flow was mishandled and the Lankford legislation offered by Republican leaders accepted by both parties to stop the flow. During his first term president Eisenhower conducted a program of returning illegal migrants to their home countries, Germany is doing this now and the UK's Labor party has made it No. 1 priority to stop migrant smuggling. 5. An effort to increase oil and gas production. This will help bring down the cost of living by reducing energy costs in the US and also helping Europe to do the same. Biden had already accepted the idea of the temporary need to do this to ease cost of living burden on the people of this Nation. The economic cost of wind and solar, are ultimate drivers for expanding renewable energy as major form of climate change action. In the first term of DJT 2016-2020 the lower cost of natural gas made it economical to switch from oil to gas. In the Biden term 2020-2024 all the effort to increase EV's on the road ran into the problem of lack of charging stations. It is possible that spread of charging stations could reverse this in the second term of DJT. It is the private sector and also the local governments that play a big part, climate change action will continue, and new R&D breakthroughs will happen to jump start it again.    ...

Parussini describes the different style of new RBI Governor Urjit Patel, who is no rock star economist like his predecessor Raghuram Rajan. Rajan is quoted as once saying; "My name is Raghuram Rajan and I do what I do." Rajan engaged widely with the media. At his first press conference Patel made a short statement thanking RBI staff, and turned it over to staff at RBI who talked about financial supervision, banking regulation and other issues. Patel's answers were short without follow-up questions, the whole event over in 20 minutes. Patel was chosen by the new government of prime minister Modi to run RBI in 2016.

The Prime Minister's Economic Advisory Council in India lowered the growth rate for the current fiscal year through March to 7.1%. Growth is expected to improve in the next fiscal year to 7.5%-8.0%. C. Rangarajan, the head of the advisory group says he sees the fiscal deficit exceeding the budgeted target of 4.6% of GDP. One panel member says the fiscal deficit target could be exceeded by as much as 1%. Rangarajan emphasized the need to cut subsidies and raise some indirect taxes. India's central bank governor, Subbarao, also emphasized the need to cut subsidies and reduce the deficit in a recent interview with Wall Street Journal reporters Frangos and Jain, Feb. 14, 2012. Lower foreign investment, and reduced credit after the Reserve Bank of India (RBI, India's central bank) increased rates repeatedly, and lower exports due to the eurozone crisis, have reduced the growth rate. The panel expects inflation of 6.5% in March 2012, which Mr. Rangarajan considers to be high. Deputy Governor of the RBI, K.C. Chakrabarty says 7% growth is reasonable under the conditions, as inflation has to be lowered to below 5% to accelerate growth to 9%. Chakrabarty does not see any quick turnaround in growth rates in the next fiscal year with all the headwinds facing the Indian economy....

This WSJ editorial says the free Indonesian elections and win by Widodo are worth celebrating. In the win by the Jakarta governor over Subianto, a military figure from the Suharto period, by 8.5 million votes in a country of 190 million, there is one big piece of good news in the midst of the failures elsewhere including neighboring Thailand. The Constitutional Court dismissed a challenge from Subianto, and the Yudhoyono government has shown a balanced approach to carefully respect the election results. This sets the stage for Indonesia to join the other democracies in the region, especially neighboring India, Australia and Japan, and also Pakistan, Bangladesh. The Indian region and Indonesia together represent the largest population in the world. The effort to tackle the common huge problems of inadequate infrastructure, using a elected democratic government process, will require all the energy, wise policy and ingenuity of the people themselves.

Mitch Daniels, former governor of Indiana and chancellor emeritus of Purdue University, reminds Americans of the uses of humor and poking fun at leaders and government to lighten things up and bring a sense of humility to those in power- good for them and good for America. Even a serious fighter for independence for 300 million people (1.4 billion today) as Mohandas Gandhi always kept some room for humor in that fight against the British Empire. Never losing sight of the fact that all are human beings with their vices and foolishness, prone to error. He quotes PJ Rourke of National Lampoon from the 1970's- “It is a popular delusion that the government wastes vast amounts of money through inefficiency and sloth. Enormous effort and elaborate planning are required to waste this much money.” And “If you think health care is expensive now, wait until you see what it costs when it’s free.” After Adlai Stevenson's loss in 1952 and again in 1956 to Ike Eisenhower in the presidential elections he told this story about a boy who stubbed his toe in the dark- “They asked him how he felt once after an unsuccessful election. He said that he was too old to cry, but it hurt too much to laugh.” ...

Leonhardt points out that public workers receive lower salaries and higher benefits than private workers. They are being paid in the wrong ways. For example with health insurance coverage that require little or no co-payment, which lead to overuse of healthcare services that don't necessarily improve health. Politicians and unions appear to have accepted this practice over the years. Public sector unions have blocked efforts to improve efficiency and find better ways of doing things from the classroom to work in government offices. Reforms in states such as Indiana have produced some results. But even these improvements do not address the magnitude of the problems facing the U.S. which stem from the public's desire to have it all- from large defense spending, public services, low taxes and no changes to Social Security and Medicare. Polls show Americans want to reduce deficit spending, but the same polls show Americans unwilling to make some difficult choices.

The US Federal Reserve Report on Economic Wellbeing of US Households 2024-May 2025 gives some insights into the well being of American households. It shows food insufficiency households the same in 2023-2025 at 7%. The situation for cost of living remains a concern in 2024 as well as 2025. Retirement savings have improved for many middle class Americans, as confirmed by reports from Fidelity and Vanguard. The people earning less than 25,000 are 19% and about the same in 2024 under Biden as under DJT in 2025. 39% make $100,000 or more and 26% make $50,000 -$100,000. Combining the 19% making less than $25,000 and the 16% making between $25,000 and $50,000 shows about one third of the population under $50,000 living paycheck to paycheck. It would appear that $2000 DJT rebate putting $160 billion out of $550 billion of tariff revenues for 2025-2026  in the hands of 79 million households that make less than $100,000 would go a long way to keep the situation stable with optimism and hope arising from the restructuring of world trade that would bring trillions of dollars of investment into the US from Europe and Asia. A this investment plus domestic investment should bring back jobs and higher incomes to US manufacturing in small towns across America. The rest of $550 billion tariff revenue of $390 billion would go to reducing the deficit which would improve prospects for the economy in 2027 and produce a more resilient economy in 2027-2028. As shown on this page the popular Democratic Governor of Michigan in her op-ed in Washington Post supports strategic tariffs, and supports using the revenue for a check to American workers of $2000 per worker or per worker household and offers to work with the opposite party to get a WIN-WIN for the American People.  In the whole process of trade tariffs it must be remembered when seeing the inconsistent cases of tariff use by this Republican administration that these were special reason situations not aberrations or whimsical. First, it should be borne in mind that behind the appearance of DJT making tariff decisions is a carefully thought out process that took ten years to form under Reagan era Trade Representative Lighthizer who negotiated with Japan, and his deputy Jamieson for 2016-2024, and the economic and capital markets experience of Scott Bessent as Treasury Secretary. The two cases of inconsistent application of tariffs relate to the 50% tariff on India and the reduction of tariffs on China agreement on rare earths, and the imposition of a large tarif on Japan and the EU. In the first instance with India it was intended to give Ukraine breathing room from Russian attacks as Germany steps up its military preparedness and assistance to Ukraine. With both countries it was about saving face important in Asian or any societies and it has achieved it's purpose. Reports show both Indian and Chinese refiners have quietly cut purchases of oil from Russia leading to Russian oil selling at about $20 discount to Brent crude oil. In the case of Japan the quick action to raise tariffs was intended not to get into long drawn negotiations and show serious intent- Japan is known for dragging out negotiations for years if not decades. The same is true for the European Union. With the Swiss it was about a certain disrespect of the US coming from attitudes that Swiss products were somehow superior. Not just in the long run, in 2026-2028 history will show that the effort done right - and it takes effort to get this right- to restructure world trade so that other nations are not siphoning off the benefits and leaving the US to lose its manufacturing and factories is the right one. And taken with courage and sincere desire to create a fair distribution of the benefits of world trade for too long distorted by egregious practices of competitors. It has nothing to do with 2 senators from the 1930's who were from places like the Mountain West in the US, having no concept of world trade, Smoot and Hawley, who under a irresponsible president Hoover got everything wrong. This is a carefully set out plan to evenly balance the benefits of world trade to all nations.   ...

A new Arizona law tells school districts they would lose 10% of their state education funds if their ethnic studies programs do not comply with state standards. Programs that are not allowed are programs that advocate ethnic solidarity, are primarily for one race, or promote resentment toward a race. Classes in the Tucson Unified School District's Mexican-American program have been declared illegal. Arizona's attorney general Tom Horne, declared the classes illegal, in violation of a state law going into effect Jan 1, 2011. Other programs for black, Asian and American Indian students have not been affected. All this is happening in the midst of fierce protests about the state's immigration laws. Mr. Horne, was superintendent of public instruction for Arizona before becoming attorney general. At that time he wrote a law challenging Tucson's ethnic studies program, which the legislature passed and Governor Jan Brewer signed into law in May 2010. It takes aim at texts used in the classes, such as "Occupied America," and "The Pedagogy of the Oppressed."...

“Getting gas from America is always a good thing.” Alaska's governor Dunleavy tells Japanese and South Korean, Taiwanese investors. Japanese PM Shigeru Ishiba says the LNG from Alaska is "wonderful for us." It takes just 7 days to get this LNG to South Korea or Japan.  Mike Dunleavy's plan, called Alaska LNG, is for a 800-mile pipeline from Prudhoe Bay that would feed gas to a to be built liquefied natural gas terminal at Nikiski near Anchorage. What was once just a hope as investors pulled out is now a reality with DJT telling Dunleavy, "lets get it done, let's not just talk about it." Note that something similar is likely to happen for car investments by Japanese and South Korean companies. Already Hyundia Kia has announced a $21 billion investment. For Alaska LNG pipeline South Korea has said this has "infinite possibilities for growth." US Navy is rebuilding for protecting the Asia-Pacific, Japan and South Korea know the importance of the actions of the new Republican administration for Asia-Pacific and the Indian Ocean region, and tariffs can be a time to invest more in American manufacturing and show restraint in pricing. ...

The results of the February 24, 2011, CBS/New York Times poll show strong support for public workers in schools, firefighters, police and other functions. On collective bargaining 60% opposes weakening the bargaining rights of public workers, only 33% support it. On reducing the benefits and pay of public workers to reduce deficits, 56% opposed cutting pay or benefits, only 37% support it. Are public workers overpaid or have overly generous health and pension benefits. On this issue 61% -including over half of Republicans- say the salaries of public workers were either "about right" or "too low" for the work they do. So how are states to reduce their deficits? The people polled say they prefer tax increases over benefit cuts for public employees- only 22% chose to reduce the benefits of public employees, 40% said they would increase taxes, 20% said they would cut financing for roads, only 3% said they would cut financing for education. How this breaks down in politcal groups. 71% of Democrats opposed weakening collective bargaining rights, the opposition was also strong from Independents with 62% of Independents opposing weakening of collective bargaining rights. Followup interviews showed independents saying the public workers work hard and still struggle to have a home, saving for retirement, and sending their kids to college, with both spouses generally having to work, which is why they oppose weakening collective bargaining rights. Which segment of the populations support cutting pay and benefits of public workers? The one income group that showed support for cutting pay and benefits- those earning over $100,000 a year! There 45% said they favored cutting pay and benefits, even here 49% opposed it. On the intentions of the governors and state legislators trying to cut pay or benefits of public workers- 45% said they did this to cut the deficits, and as many as 41% said the saw this as an effort to weaken unions. Which takes one to the last question, so how are unions perceived in the U.S. in 2011? A far smaller number of people, 37% saw unions as having "too much influence" on American life and politics vs. 48% who said that unions had the "right amount" or "too little" influence....

On what India did right and lessons learned from addressing the pandemic and the supply chain crisis, inflation, Sitharaman says-Getting input and listening to people about what was needed and the pain, was critical in developing the financial plans. On the realization of India's potential in manufacturing, exports, and industrializing its economy, Sitharaman says-India's strength is its rule of law, so that the country is tolerant of criticism including of the prime minister, and there are democratic institutions that protect ordinary citizens, the business and other sectors. Also important is friend shoring as expressed by US Treasury Secretary Yellen alongside Sitharaman, that sees India as a favored destination for the US and the EU. The efforts to develop first rate infrastructure and logistics removes impediments to foreign investment. Training and education of workers is part of this effort to create a supply of trained labor for foreign investment factories in India. Sri Lanka she says, is an example where India is the governor and representing the country at the IMF and World Bank for its financial needs. India took up the interests of Sri Lanka with the G20 and the US, so that the loans are not delayed or given in ways that lead to the country exiting the program, unable to meet the aspirations for development of its people. Sitharaman says the G20 found complete agreement on 15 issues facing the world out of 17 issues, these two related to the war in Ukraine and that too from only 2 countries. This suggests that the media focus creating a general perception of lack of unanimity does not reflect what happened at the G20 meetings in India, and is distorted. What really happened is that all countries agreed on the substantial economic issues facing the world- of food insecurity, of development needs, and of climate change impact.  Sitharaman's responses showed optimism based on the hard work put in at the Finance Ministry and connected to all ministries and agencies of the government. And of a resilient attitude, of concentrated effort on the issues facing India and its partners in growth in the US and EU.  ...

The Indian economy is expected to grow by 8.5% this year compared to 6.5% in 2009. But a major problem looms in the high inflation facing India. The poor monsoon in 2009 led to higher prices for foodgrains, lentils, and sugar. And the government's cut in the fuel subsidies will lead to more efficient use of energy, but will lead to one additional percentage point in wholesale price inflation according to the Reserve Bank of India, India's central bank. The whoesale price index in India went up by 10.5% in June from the prior year, and this after a 10.1% increase in May. Bloomberg's tracking of consumer prices in the Asia-Pacific region shows India at the top of 17 countries in inflation, and consumer prices paid by industrial and farm workers in India are shown to be increasing at 14% annually. The government is coming under criticism for not releasing more grains from its stocks to soften the impact of last year's monsoon. The Manmohan Singh government finds inflation at above 10% unacceptable and is looking for further action from the central bank. Reserve Bank of India governor Subbarao has raised rates 3 times since March 2010 to 5.5%, and a further increase is expected at its next meeting on July 27. A better harvest in September, from a better monsoon season, could help lower food prices. If this does not happen, more tightening by the central bank could hurt economic growth, putting the government in a quandary....
