Iraq is an artifical entity, an artificial state created by the British out of the defeated and disintegrated Ottoman Empire. Created from 3 Ottoman Arab provinces- provinces or vilayets of Mosul province which was mostly Sunni, Baghdad province, the city of Baghdad  mostly Sunni and rural areas Shia, and Basra in the south mostly Shia from tribes who converted to Shia Islam extending the reach of Shia religious sites such as Karbala. Note that the Sunni Arabs were closer to the power structures of the Ottoman Empire than Shia in the 18th and 19th century. As a result post war Iraq in 1950's was dominated by Sunni elites and the British imposed Faisal 1 monarchy of 1921 was thrown out by Sunni elites in the army in 1958 by Karim Kassem, followed by the emergence of Saddam Hussein from Pan Arab Baath socialist ideologies of that period.  After the US wars in Iraq and Iraq- Iran war, Iran mobilized Shia into popular militias. In 2026 Iraq is essentially several ministates pulled together in Baghdad, with Shia, Sunni and Kurdish ministates formed into the governing structure, and everyone praying for no outside interference to pull it all apart and maintain a fragile peace. While the British got Iraq Mandate from League of Nations in 1921 French got Syria provinces of the Ottoman Empire. In fact Sykes and Picot are the British and French diplomats who created artificial states of Iraq and Syria to suit their interests in the region for oil and for controlling Suez and territories in India, Indochina, Hong Kong, parts of coastal China (Shanghai). Why is this important? It is important because at the time Britian dealt with weak Sunni populations that were controlled through monarchs they put in place, and the British and French industrial power had no rivals. Today the Sunnis are mobilized and the Shia have with Iranian support mobilized also, and sectarian wars have torn the place apart for 40 years. America's founding fathers and first president George Washington, would if here today consider this the one place US would have nothing to do with in terms of wars and bases. On oil George Washington would advise America to find alternative sources than get dragged into useless sectarian wars and lose the battle for reindustrialization, after America's elites and their economists have essentially deindustrialized America. It is appropriate for the US president to take action only on grounds of not letting the place fall into regimes with ballistic missiles and nuclear weapons that could reach US and Europe. And for that China and Russia, India and Brazil, Germany and France should also do their part and fulfill responsibilities. As for Britain and France it is appropriate for the US president to say to the posturing in Europe and ambivalent posiions, "Go, get you own oil in the Hormuz," as the US is self sufficient in oil and does not need Iranian or Iraqi oil. It is also appropriate knowing that this Iraq and Syria were created by Sykes and Picot and the British and French to build and sustain their Empires that no longer exist because Turkey and India, and China, through the effort of Gandhi and Ataturk, Sun-Yat Sen and Mao, Brazil also, are now strong independent nations. The message is- if Germany can do it to get only 6% of energy imports from Hormuz straits, so can China and Japan. China and Japan get 90% of their imports from the Hormuz straits and there is no reason why China and Japan, Britain, India need to be so dependent on a region where disruptions have happened again and again for 40 years. If they do not want to change they can assume the responsibilities of keeping Hormuz Straits on their own. ...

Ms. Le Pen of the National Front called her going into the second round runoff against Macron's En Marche movement, "an act of French pride." Emmanuel Macron has his own way of looking at this. As this NYT editorial points out Macron says his is a movement "of patriots fighting the threat of nationalism." At his rallies and the rally following coming out the front runner in the first round of elections Macron is shown with people waving French flags all around him. The message- that in today's world of global cooperation for economic progress nationalist feeling has to be balanced with healthy cooperation and integration into the regional community, the European Union. That he is a patriot who also has in him a feeling for the communities in his wider region. That real economic progress can only be achieved working in cooperation with neighboring countries and regional community, and around new ideas for renewal.

Spiegel Online's interview with Emmanuel Macron, on the TGV 8434 train from Bordeaux to Paris. He is joined by Mrs. Macron. Macron says he is aware that he does not have a bloc of core support like Ms. Le Pen, yet he says this means he will try that much harder for voters on the right and the left. He says their is no political renewal in the political class in France and that it remains closed. He says particular attention must be paid to rural France outside big cities like Bordeaux, Lyon, Marseille and Paris, where people have had a different encounter with globalization. On the European Union he sees the need to revitalize it by having a closer union focussed on countries that are interested in this. He sees the need for a joint finance minister and permanent head of Euro Group. This might be a smaller EU without countries such as Britain, and others who are not interested in a closer union. He does not agree with the idea that any member state of the EU can stop other member states from proceeding. Macron does not believe in moving to the right as in the Dutch election because he says people are "not idiots" and in France this has not worked for Nicholas Sarkozy, which has some truth to it as authenticity (and humility) matters to French voters. A personal approach worked for Fillon early on till the scandal over payments he received. Macron brings to this personal approach and relative youthfulness, his sense that he must appeal to all segments, rural and urban, educated and less educated, and at the same time be true to core values such as preserving the European Union, and authenticity in terms of views on Algeria. He also says he is aware he faces risks but that this is something he believes in deeply.   Macron has not hesitated to express his views on topics such as Algeria, calling it a crime against humanity, and later elaborating on what he meant. Macron says his movement En Marche is different in style and manner from the closed nature of French politics. He believes in transparency, term limits, and removing conflicts of interest in French politics, as a way to make a fresh start. France and Algeria see improving relations as a necessity and Macron visits Algeria on the 60th anniversary of its independence. About half a million civilians and soldiers died in the Algerian civil war that ended in 1962, 400,000 Algerians. Algerian estimates are higher. It was a trauma for France and for Algeria. De Gaulle pushed through Algerian independence against fierce opposition by 1962 using a referendum, with many assasination attempts on his life. Macron called for "looking back at the past with humility," to look back at the history long before the arrival of the French, and archives from both nations will be put together for an objective account of what happened. Macron has said that Algerians simply focused their hatred on French occupation since 1830 and Turkey whitewashed its own occupation of Algeria before 1830. The Ottoman Turks set up the Regency of Algiers in 1525 after defeating Spanish-Moroccan armies and Turks controlled the region till the French took over in 1830.  Macron says Algeria's identity as a separate nation was set only after French rule. ...

Why China India Brazil see the old liberal order discussed at Davos Switzerland, based on the world in 1947 not reflecting growth of Asia in 2026, and not serving the working class or middle class. UK's Farage says it is about people at Swiss Ski resorts deciding what the world should look like. Today the Swiss cannot even take their trade arrangements with the US for granted after US tariffs on entrenched unfair dealings in trade with the US. There is a growing perception in the UK and US and many parts of Europe that this so called liberal order is not working for the people of these countries. China and India, Brazil, see that arrangements set in 1947 as part that order that is cherished by the folks at Davos, and not reflecting the growth of these countries in 2026. The attitudes at Davos may be the most at issue, with Swiss and French attitudes not reflecting the situation in France which is deeply divided between the rural parts of the country and the urban areas about the direction of the country and the need to make life better for the working class and the middle class. In many ways the people of the US and of Europe share this huge rural vs urban divide made worse by the deindustrialization and shipping of manufacturing overseas to Asia.  Looking back at US history provides better clues- many of the same improvements made by Lincoln as Republican, Theodore Roosevelt as Republican, Franklin Roosevelt as Democrat, JFK as Democrat have created the society Americans cherished for so long and was the beacon to the world, which is not about this so called liberal order but rational step by step corrections of course and improvement after improvement, and offer a pathway to the future better than the whole host of politics and politicians that failed America and Europe. ...

Laurent Berger, head of the French Confederation of Labor, C.F.D.T., is a moderating force in France as president Macron leads an effort to make a revision to France's labor code. With a large parliamentary majority president Macron is expected to push for a shift to a Scandinavian version of "flexible security," that allows companies and the economy to adjust the work force, introduce retraining and create flexibility so that new jobs can be created. His union is now the largest, after surpassing the militant General Confederation of Labor. Issues in labor changes proposed by president Macron are- direct negotiations between management and employees bypassing unions, and a cap to compensation in unfair dismissal cases. Berger's view is that though the interests of labor and management conflict, there has to be dialogue instead of constant confrontation. He is willing to see some jobs lost if business creates new jobs with improvement in the economy. Macron has summoned labor leaders for marathon talks. ...

Is a Win-Win possible for the US/Israel and Iran possible with the US/Israel strikes and operations started March 1, 2026. Not just for the American and Israeli people, but for the people of the Arab countries and for the people of Iran, and for the people of Russia. Greg Ip in the WSJ, Marc Thiessen in the NYT, and Bret Stephens of the NYT have looked at this in this way and offer an alternative view of what might happen, even though the tendency of the WSJ and the Washington Post is to be skeptical and the NYT with an opposition to all things DJT offering pessimistic version. First, all the anticolonial writings that were read by Khamanei in Moshaad are no longer the case as the US is no longer acting to secure some benefit to itself as the British and French colonial powers did for themselves or their oil companies in pre1960's Iran. Second the US truly wants to learn the lessons of 30 years of troubles in the region at every level of the DJT administration which is to extend a true olive branch to the subdued foe as it did to Germany and Japan under generals Eisenhower and McArthur. Third moderates in Iran could emerge as in Germany ( Adenauer) and in Japan Shigeru Yoshida who worked to adopt the 1947 Japanese Constitution under Gen. Douglas MacArthur. Behind the student protests and now national protests there is a realization in Iran that living perpetually under sanctions is not the way to live, that it can increase oil production, get investment in its industry, and raise standards of living, by doing something different. That nuclear weapons development, supporting movements overseas, perpetual conflicts with Arab states, these things have been tried and are not working. That this is the last chance to build a prosperous Iran before fossil fuels are replaced by renewable energy over 10-15 years and which will make it that much harder to modernize and develop Iran for the benefit of Iran's future 110 million people. The gap with India will only widen as India catches up with China, the way China caught up with Japan. It is better to accept that these anticolonial writings that emerged from decolonizing Arab North Africa applied to the British and the French, and that the world is a different place today as the Indians and the Chinese have realized modernizing ancient societies with ancient religions is possible with the help of the Americans and the Europeans, working with the Americans and the Europeans. Theodore Roosevelt says in his Autobiography that one should be careful to judge people as the best have some negative aspects and the worst have some positive aspects, an experience he described in his dealings with progressives and those who opposed changes. Adenauer and Yoshida had contacts and dealings with earlier governments defeated in the war, but wanted to search for an entirely different path for rebuilding their countries having learned from experience. A thoughtful moderate Iranian outcome is possible as happened in Germany and Japan and which is beginning to develop in Venezuela.   ...

In 1867 the Alaska Purchase was also being mocked in the media. When Russia's Czar Peter the Great sent Vitus Bering to explore the Alaskan coast in 1725 there were Inuits living there. Russians slaughtered many Inuits to set up their base, says historian James Gibson in the Wilson Quarterly, cited in The Washington Post. It was the Russian czar who initiated the effort to sell Alaska to the US after Britain and France fought a war and defeated Russia in the Crimean War. These European wars in some ways have been going on in Northern Europe for many centuries and down to this day. What this tells us is that Russia treated Alaska as a colony and this is how a colonial power like Denmark treated the Inuits in Greenland. Denmark has treated Greenland harshly and now makes it look like it is interested in Greenland's people. Denmark is a small country with a population of 6 million less than the population of the Houston area, and Greenland's population of 50,000 would not fill a baseball stadium. It is disingenuous and false of Denmark to pretend to be anything other than a colonial power like the British, the French and the Dutch with little interest in the well being and economic development of the people of their colonies. If Greenland is developed the way US has developed Alaska, and the US can and will do this, Greenland is so much better becoming part of the US, completing the security of the entire eastern seaboard of the US that was envisaged by American president after American president since Jefferson, Madison, Andrew Johnson and Harry Truman for the last two hundred years. ...

European Union's Leyen said on her visit to India with Da Costa- "We are on the cusp of a historic trade Agreement indeed some call it the mother of all deals one that would create a market of two billion people." Jean-Luc Melenchon, for two decades at the fringes of French politics, has a carefully prepared program to address the concerns of working class voters in France. He has not appealed directly to yellow vest voters so as not to affect relations with other moderate voters. He is now accepted by French business because of his detailed action plan for the French economy and French workers. Other voters see him as the only one with a serious action plan with his plan for the Sixth Republic removing the powerful executive presidency setup by De Gaulle and drafting a new constitution.

He has condemned the Russian invasion of Ukraine yet says it does not help to humiliate Russia and setup more NATO countries close to its borders. During any negotiations both Russia and Ukraine have now accepted the idea of Ukraine enjoying neutral country status in the same way as Sweden.

The French under Macron commit to build a new aircraft carrier to come into service in 2038. This will be nuclear powered like the Charles De Gaulle, France's current aircraft carrier. U.S. carriers are also nuclear powered to reduce port stops for fuel. 

French and U.S. ships use American suppliers for some of the flight systems on carriers so that French aircraft and American aircraft can operate off of each others ships. For France it preserves "strategic autonomy" a policy France has pursued since Mr. De Gaulle. It also means tighter U.S. French cooperation with France being America's key ally in Europe. France has plans to increase defense spending by 4.5% and spends over 2% of GDP on defense like the U.S. 

India, Britain, China and Russia are the only other countries with aircraft carriers.

Rugged hilly coast and shallow narrow straits - problems for Straits of Hormuz shipping is shown in the NYT following similar reports in WSJ. It will cost $200 billion for the munitions supplies and interceptors, and US naval operations, French naval operations to keep the Straits of Hormuz open, which is supported by US business as is seen in opinion in Editorial Board of WSJ on March 24, 2026. The Straits are a lifeline for Asia until renewable energy and alternative supplies of oil make the Straits history and a redundant proposition, which will be sooner than later after this episode, one too many more from the Middle East. More likely by 2030-2035. China and Japan depend on it for 90% of imports, and India 50% with alternative supplies provided for India from the US and Russia. Germany is only dependent on the Straits for 6% of its imports showing how far Germany has come and how important renewables and alternative sources of oil such as Venezuela will become in the time ahead, in a two pronged strategy that does not forget the challenges posed by climate from fires and floods. Were not stuck with the Straits- Japan and China can and will find alternative sources and increase production of renewable energy in the way Germany has done to get to 6% of imports from that region. ...

French president Macron takes office for a second term saying that "the French people did not prolong his previous mandate." "This new people, different from five years ago, gave a new president anew mandate." Macron now faces a challenge in parliamentary elections from parties on the left led by Jean-Luc Melenchon. The left vote is now consolidated behind Melenchon and he could be the next prime minister under Macron, bringing in new voices into the Macron administration that were missing in the first term leading to a fracturing of French society and politics. This will be needed to unite France and tackle problems of loss of manufacturing to China, and surging inflation hurting middle and lower class households finding it hard to meet essential needs.

President Macron abolishes the elite school ENA, Ecole Nationale d'Administration, which with the Sciences Po university functions as the training ground for people serving in the government. Macron graduated from the school in 2004. Many French leaders graduated from the ENA. Macron wants to replace it with Public Service Institute that draws people from different backgrounds after complaints about elitism in France's public and private sectors. Charles De Gaulle established ENA in 1945 to train French leaders after the failures of the Vichy regime in World War II. 

The French people now see no need for an elite institution today, as most of the country's leading universities are quite capable of training the engineers, scientists, and administrative leaders needed to run French companies and the French government, and could do better in bringing diverse backgrounds and abilities.

Early opinion polls show Macron the more convincing candidate in the first television debate held in March with 29 percent in an Elabe poll, with Le Pen at 19 percent. An OpinionWay poll shows Macron more convincing at 24 percent and Le Pen at 19 percent. Polls show Le Pen winning 27 percent of the vote in the first round with candidate Fillon on the right and Melenchon, Hamon on the left splitting the vote. In the second round with two candidates the vote shift of other right and left candidates determines the outcome. The second round then hinges on whether French middle and working class voters see risks to their economic future in leaving the EU, and whether appeals to nationalism and anti-immigrant rhetoric works enough to draw support from a centrist candidate.

World War I was the first major worldwide war since the French Revolution and the Napoleonic wars, and World War II was fought after World War I's punitive reparations exacted from Germany led to the Nazis. US General Pershing did not want to see the French negotiate the settlement, preferring the war to continue till the destruction of the German Empire's war machine rebuilt by the Nazis. Mistakes were made in Europe for which millions of Americans gave their lives to liberate Europe. Russians and Americans see themselves as part of western civilization. On this point there is no difference, none, it is only who is the more important and whose view of the world is right. Asian civilization including China and India see the benefits of western civilization, of the Renaissance, the Enlightenment and the Scientific Revolution and embrace it wholeheartedly and wish it had come sooner on of their own volition and intent. Other than the Korean and Vietnam wars fought in their origins against the Japanese and the French colonialism and Empires, the wars of the Middle East since the end of colonialism stand out. In Iraq, Iran, Syria, Afghanistan, Yemen the only other major wars since the 1970's there are religious and ethnic wars that are of no interest to the people of three continents Europe, Americas, and East and South Asia, for whom the spread of nuclear weapons to the Gulf region brings nothing but dangerous developments for their peoples and for the peace of the world. ...

David French in the NYT describes a moral center that is avoiding extremes on college campuses. French quotes from W.B. Yeats poem The Second Coming that was written in the period after the First World War during the Russian Civil War, when things appeared to be in disarray. "Things fall apart; the center cannot hold... The best lack all conviction/ while the worst are full of passionate intensity." The United States is built on a series of ideas from the Declaration of Independence, ideas that were revisited and relived at important times such as the Civil War with Lincoln and the Great Depression with FDR. It is that moral center that French speaks of when he cites Yeats and talks about it being challenged from extreme views on the right and the left in politics and in society.

Henri Specht, Director of the Olympic Village, walks along newly installed boardwalk along the river Seine and sees how the Olympics will turn an industrial bank into a pedestrian walk area.This approach  has not been taken before and shows the French have taken the courage to try something new. The French government and organizers have built the Olympic Village in one of France's poorest suburbs along the river Seine in northeast of Paris to give it a jolt and revitalize the area. Carbon emissions will be cut in half using new technologies and it will be kept cool without airconditioning. Each of the 40 low rise tower blocks will provide housing for 14,000 people for Olympics and another 9000 for Paralympics. This a 52 acre project with housing for athletes to provide housing for residents, a new Aquatic Center, and other facilities to increase its potential for regeneration. Training facilities for employment are added in with high unemployment of about 20%.   Will it work? It was home to car and steel factories that have now closed as manufacturing went overseas. In 1998 the Stade de France stadium was built here to revive the area. Institut Montaigne says poverty will not disappear. The mayor says new housing is being delivered to change our image and improve the social balance in the city. In the neighboring town of St Oen the mayor has attracted $400 million euro investment for new housing. Tesla is putting its French headquarters in St. Oen. For the village about two thirds of the budget of 2 billion euros ($2.2 billion) comes from private real estate companies and one third from the French  government 646 million euros. After the games a third of the 2800 apartments in the Olympic Village will be sold to private owners, one third to go to public housing, and one third for rentals to students and others. ...

Macron comments on UK Foreign Secretary and likely prime minister Liz Truss's recent remarks that "the jury is out" on whether the French president Macron was "friend or foe." Macron says "its not good to lose your bearings too much." He says in answering the same question "I would not hesitate for a second. France is a friend of the British people." It all goes to show how British relations with France have been affected under the Conservatives party.

He said France will assess "all the consequence" and develop "a new security architecture" on the continent after peace returns to Ukraine. Fears in France about multiculturalism presumably of the Anglo-Saxon type with ethnic communities living separately side by side. Former president Nicolas Sarkozy, says in his recent book that the French are not like Anglo-Saxons with communities of ethnic people living next to each other but not mixing. This is not true of London and New York, or Melbourne, say people on the other side. Comments by prime minister Valls similiar to Sarkozy's are interpreted by experts in French history as reflecting France's predominant political language of Republicanism and fear of fragmentation. These issues have come up as immigrants issues have led to movements such as for Brexit, and the Trump campaign in the U.S. with anti-immigrant sentiment. The French like to see themselves in a different light though the banlieus are as much a fact of life in France as segregated communities in the U.S. and Britain, say observers.
