Reeves and Lammy depart as Burnham chooses new cabinet Healey is new chancellor and Shabana continues as Home Secretary. Healey was Defense secretary under Starmer. It is important that he was in 1999 Parliamentary Private Secretary to Gordon Brown as Chancellor of the Exchequer. In 2002 he was appointed Economic Secretary to the Treasury, and in 2005 Financial Secretary to the Treasury. In 2009 he was Minister of State for Housing and Planning. Shadow Secretary of Health in 2010 and 2016, Shadow Secretary for Defense under Starmer after supporting Starmer for leadership of the Labour Party. He was first elected to parliament in 1997 and had majorities of 50-70% in elections serving for 29 years in parliament. He is the right choice for Chancellor, or Finance Minister of the UK to work with Burnham on Labour's goals. Reeves was problematic from the beginning because she stuck to what people said could or could not be done, not able to think outside the box to get Labour to be itself and do what people wanted from Labour. In this way she set herself and the Labour party for failure by losing the very public that Labour had promised to help, with this public becoming indifferent to Labour, because in many ways it was Reeves's Labour not Starmer's. As Starmer, not much of an original thinker and little experience outside of law, followed Reeves economic theories borrowed from The City, Britain's version of Wall Street. Andy Burnham is right to choose someone who can think on his feet, no knowledge of economic theory required because orthodox economic theory has failed America, failed Britain, and created the mess of single supply chain concentrated in China in the first place with its theories of comparitive advantage. What is needed is someone who grasps and hold near his heart the aspirations of the British people, and hears their concerns everyday, not think tanks telling one what to do, and acting on these concerns in creative ways, thinking and improvising solutions along the way, not afraid to experiment. This is how FDR handled the economic difficulties of the 1930's, another period like today's when Wall Street theories had failed badly. This is also how China handled the economic collapse after Mao's death following the Cultural Revolution in 1984-1997. This is how Modi handled the economic difficulties in building a modern nation by experimentation in the western state of Gujarat in 2001-2014 without preconceived ideas and theories, keeping what worked and expanding on it.  Lammy was not the right choice for Deputy Prime Minister, and failed to provide leadership and focus the country's attention on the issues of migrants, asylum hotels, housing, rebuilding relations with the European Union, economic growth, neglect of the north of England and other deprived regions. No such position of Deputy prime minister can be filled in many situations. As Foreign Secretary there needed to be some one who could speak with a stronger voice for Britain with the European Union, the US, China, India, and be seen across the spectrum of views in Britain as an effective voice. ...

I write this comment as Founding Editor of Lyrarc.com. Lyrarc.com would not have been possible without the work of Neil Kinnock's mentor Michael Foot and his brother Dingle Foot. In the same way that Andy Burnham says he would not have entered politics and would not have joined Labour without the impression on him left by Kinnock, I can say that I would not have founded Lyrarc.com without the impression left on me by Sir Dingle Foot when I first met him in Colombo, Ceylon in 1966. What Michael Foot did for Labour, Dingle Foot did for the whole of Asia bringing forward looking ideas and a passion for the people of Asia that can only be compared to Gen. Joe Stilwell's passion for China and the Chinese people in their struggles in the 20th century since 1900. Sir Dingle Foot is not with us as Neil Kinnock is, but his impressions live on with me from his letters in his own handwriting to me from the 1960's, a period when decolonization in Asia and Africa was still happening. I think of Gandhi and the British agent in Rajkot, Sir Frederic Lely who helped him study in London and gain the knowledge of British ideas that led him to writing "Hind Swaraj" on a steamship from London to South Africa. Today Lely's name cannot be found on the internet but it is there at the Gandhi Museum in Porbandar, India- which means in the world of AI models trained on Wikipedia there are things one will never know that are vital to understand and continue the work of building the Modern World for the US, UK, India and China. Questions China faces on AI- 17% high youth unemployment and 200 million young people in the gig economy in low wage demanding work. Chinese Communist party wants to see a stable China that can pursue industrial progress for decades like the European Union and the US. For this reason it is not going to let this level of dissatisfaction with high youth unemployment and low wage demanding work for young people to go to the next level. For this reason it will carefully make investments in AI -not the hyper investments in AI that are taking place in the US. The competition with China is going to take place on many fronts, and the industrial bloc created by the EU with India and Nordics has a 15 year plan during which it and the US are likely to far exceed anything China does at a slower rate of growth. As in the US choices will have to be made in China, investment in one area means disinvestment in other areas that have equal or more priority. Today's capital markets are in complete dysfunction in the US operated by a few banks and tech company leaders, similar to the situation prevailing in pharmaceuticals and healthcare. Investment priorities and planning are needed. It is a major error to say US cannot plan that capitalism does not have planning, because it is absolutely true that planning goes on at every level in American companies with Xerox, IBM, Oil Companies and other large companies, all having a Long Range Plan as well as planning for individual projects and investments in plants. If a good infrastructure plan, project by project, state by state, and at the local level, is not put in place this will simply not take place. If no good reindustrialization plan, project by project, state by state, and at the local level, is not put in place, this will simply not take place. In that case the competition with China would surely be lost before it had begun. Yet that is surely not the case, as every good American company has a long term plan. And this plan looks at all the potential investments the Nation can and should make in priorities and in the interests of the Nation and the People. All have to compete for resources and AI surely would not get the lions share of resources in China, or in the US, in a fair and well run market system where planning rightly takes place, because it would displace the very basic structure of a fair and well balanced economy that serves the American people, or the people of European Union and India, or the people of China. ...

Iran's Assembly of Experts (clerics) acting as an arbiter as a power struggle takes place between elected president Pezeshkian and the Revolutionary Guard Corps (IRGC). The Assembly of Experts made up of clerics and the Ayatollah as its head shift support to one faction then to the other. This is who US is talking to and negotiating with. To negotiate with Pezeshkian even when agreement is reached the next day IRGC can come out and take action to control Hormuz by knocking out ships. A Qatari ship carrying 2 million barrrels in Hormuz was hit by IRGC when Pezeshkian signaled he had reached an agreement with the US that would release $6 of $12 billion in Iranian funds in Qatar. IRGC plan is to control Hormuz, charge tolls, and raise $40 billion a year through tolls. IRGC believes it can disrupt the narrow 15 mile channel on the Omani side in violation of international law of navigation that the US wants to keep open. For the US the question is - Can you even negotiate with the entity that is Pezeshkian and the elected government when it is in a power struggle with IRGC? Can you negotiate in the context of the burial as martyr of Iran's current religious leader Ali Khamenei? And even if you negotiate, IRGC responds to close Hormuz, US restarts bombing, where does this get the US when Hormuz remains closed. The US has we show here has only one option not stated in the Media. That is to bypass and ignore Hormuz and get alternative supplies of oil and keep naval blockade at low cost. For the US and the world to generate alternative supplies to Hormuz the US works with China, India, Japan, Indonesia and European Union, Arab states, to take the following action. Get 5-6 million of the 20 billion of Hormuz barrels as day using existing and new Saudi and UAE pipelines outside of Hormuz channel, accelerating renewable energy and EV's hybrids, China doing without the 4 million barrels a day from Hormuz by cutting its oil use through energy efficiency, alternative sources of oil from Venezuela ramp up and new oil production in the US and other places in the world, using reserves and rebuilding reserve supplies, better management of the 80-90 million barrels a day of the 108 million barrels a day the world used in 2025. All of these action are taking place in the transition to a world without Hormuz for the last 60 days. ...

WSJ Editorial Board on the closure of Hormuz and US efforts to strike Iranian coastal missile sites to open it after Iran's IRGC rejected the terms of the Memorandum to open Hormuz. What purpose did the Memorandum serve? DJT let JD Vance come up with a negotiated settlement -accepting efforts of Pakistan, Turkey and Qatar  to mediate a way out to open Hormuz- to make some concessions such as ending Iran sanctions, and opening oil markets to Iranian oil exports, ending the naval blockade, putting nuclear weapons development for negotiations during the 90 day period after the ceasefire.  The IRGC military inside Iran accepted it under pressure from the elected president Pezeshkian and Turkey, Pakistan. Yet its approach has been to accept one day and the following day issue statements contradicting this the next day. Some of the clauses were kept deliberately vague on the insistence of IRGC or worded in a way that IRGC could point to their interpretation and reject efforts for a ceasefire  and opening Hormuz. In the light of this experience 2 conclusions were reached by the US- the IRGC makes decisions for Iran not the elected president Pezeshkian and IRGC does not want to open Hormuz except by charging tolls as away to finance its missile operations. In this kind of a situation how does the US respond effectively without getting into a land conflict that distracts US from its domestic goals of building a strong economy, cost of living action, and rebuilding US infrastructure? This Editorial says Schumer's effort to block defense bills does not serve the national interest. Schumer's point to exercise caution to focus on domestic goals of rebuilding the US economy serves the Nation well, yet continuously blocking the president to gain in the midterms is not a good strategy. Lyrarc points out that the best way is for the US to continue the naval blockade if Iran won't allow Hormuz to be opened to all ships without tolls. And step two would be to find enough alternative sources of oil to make up for the 20 million barrels from Hormuz. Some of this could come from reducing use of oil and gas which China has done by importing less oil from 12.5 million barrels a day to 8.5 million barrels a day, effectively doing without the 4 million barrels a day it got from Hormuz. By doing this the US can avoid the effort to open Hormuz through alternative sources of oil supplies,  avoid being drawn into a prolonged conflict it does not need. Achieving its objectives on nuclear and Hormuz in a different way exercizing patience and using wisdom alongside strength. That course means the US would work with the European Union, UK, China, India, oil companies and other oil producing regions to forgo Hormuz oil as Lyrarc has proposed as the most effective answer to threats about Hormuz, and continuing the naval blockade.  ...

British Steel was privatized in 1988. In Asia British Steel and US Steel were revered during the colonial period to the 1950's and 1960's. About 40 years later the lessons of outsourcing your main supply chains has been learned at great cost to the US and the UK. Note that in today's WSJ an Exclusive report shows the success US steel has become with government help and American tariff protection agiainst dumped steel from China and India. US Steel has grown till it is now the third largest steelmaker in the world. The UK government is nationalizing Scunthorpe plant now given name British Steel under the Steel Industry Nationalization Act. UK has set aside 2.5 million pounds for subsidies to the Scunthorpe and Port Talbot plants for modernization of old pre-1960's plants. This is the right move, if US Steel is a success story with DJT tariffs and government support, British Steel will be a success story with the same kind of support. And contrary to bad economic theory purveyed by some economists the US and UK can now have their own modern steel industries and supply chains at home. ...

Iranian response to Memorandum of Understanding shows reality of 2 factions in Iran, the IRGC military faction, and the elected president Pezeshkian plus Turkey /Pakistan/Egypt and Qatar as the second faction. With IRGC military rejecting the Memorandum on opening Hormuz and discontinuing nuclear weapons programs. This was true at the time Vance conducted negotiations and the Memorandum appears to have been accepted by IRGC only under great pressure from Turkey, Pakistan, Egypt, and Qatar, and the faction under Iranian elected president Pezeshkian. Where IRGC thinking could have been to give  agreement to the Memorandum that they had no intention of keeping, as its policy on nuclear weapons remains unchanged, and its goal is to use Hormuz for leverage and extend its control of Hormuz channel. The cost of sanctions and not being able to export oil, the effect on its economy, on cost of living with rampant inflation, may be of little concern to the people who run the IRGC military who suppressed all dissent and protests in 2026. Protests across different parts of society to the deteriorating economy. How could the US respond? The US used the time of the ceasefire to create a new status quo by using open navigation of the seas as the principle behind opening and protecting the Omani side of the Hormuz for oil shipment. This is a principle accepted by all countries. There is a backup plan of the US, China, India, Japan and other countries and this is to prepare rapidly to do without Hormuz so that the economies of these nations are not affected. The US also supported efforts by Saudis and Kuwait, UAE, to increase oil exports through channels outside of Hormuz, UAE's decision to increase oil supplies and lower prices by leaving OPEC, and US creating alternative supplies for India through Venezuela. Most important is China's decision that it no longer needs the 5 million barrels of oil from Hormuz for its economy to operate using alternative supplies and increasing efficient use of its oil resources. The world is also building up oil supplies and inventories so that Iran cannot threaten a cutoff from Hormuz because all nations have made other arrangements. Attacks by Iran on oil shipping on the Omani side protected by the US breaking the principle of open navigation of the seas, can then be considered Iran disrupting an open seas navigation route which it no longer is allowed to do under international law. This is something the world public opinion would support. The NYT has been critical of the DJT action in Iran, the WSJ and other media had joined in criticism. The situation in July 2026 is that the criticism of the US by NYT and other media, and from Europe and other countries in Asia will now be muted, because the US has tried all the options and is now finding ways to be able to bypass Hormuz altogether, and a backup plan or strategy to minimize the impact on oil prices. So that oil price of $70 may be kept at level around 10-20% higher not much more as Iran's military IRGC continues to disrupt the Hormuz supplies.  ...

Andy Burnham is the first UK prime minister to have a degrees in English literature- a degree from Fitzwilliam College, Cambridge. Other prime ministers had degrees in history, Economics, Politics, and classical studies. Blake Morrison says here that a degree in English adds broadmindedness and empathy. Burnham thinks a knowledge of Chaucer ( one of Burnham's favorites), Shakespeare, Orwell and Harrison, has done him well on people's footsteps, as he campaigned in Manchester and Makerfield. This week The conservative press in the Telegraph and The Times, Cambridge University also commented favorably on this. After all a Nation that favors tradition, right down to the monarchy and sessions parliament, in the courts, and in its unwritten Constitution based on precedent, is unlikely to find a knowledge of Chaucer and Shakespeare to be at odds with a knowledge of the people and how to run the country for their benefit in a modern democracy. Economics has become too theoretical and quantitative to the point that it missed completely that China under CCP using an adaptation of a market economy and state planning, could catch up with the United States and Europe within 3 decades, going from bicycles and rural economy to  one of the largest modern transportation networks across the country, and dominating world manufacturing, supply chains and trade. Burnham says this author, professor emeritus from the University of London, could show his father that a degree in English from Cambridge was well worth his time by citing from Tony Harrison's poem called V about the power or words. ...

UK Reform Party has taken large donations from cryptocurrency companies. Reform leader Nigel Farage has received a 5 million pound gift from a cryptocurrency firm. What does this mean for cryptocurrency regulation in the UK as a world financial center, if Reform wins a general election and appoints the next Governor of the Bank of England when Andrew Bailey retires in 2028. This is discussed in The Guardian. The banking system of the US, UK and large countries was set up over many years and currency is only issued by a central bank with the financial backing of the nation. Cryptocurrency cannot on the basis of technology take that role without posing risks and destabilizing the financial system. The gradual splitting of society by the information economy, neglect of infrastructure, pharmaceutical pricing, banking speculation as in 2009 crisis, have been eroding some of the basic structures of democracy for the last two decades from within.  The wars in the Middle East policies, and the open borders migration policies, were effects from outside. What this has led to is counter to what one would expect. To fight open borders and the marginalization of some parts of the working class DJT Republicans have used whatever resources were available at the time in the 2024 presidential election. The cryptocurrency firms used this in opportunistic fashion to affect regulation of this currency by supporting the reelection bid of DJT in 2024 by making large donations. This has led to less regulation of cryptocurrency firms. Is this in the best interests of the Nation? Will this destabilize the banking system in ways that have happened before in the deregulation of banks before the 2009 financial crisis? In Britain a new Bank of England governor will be appointed after Andrew Bailey's term expires in 2028. Reform party in UK if elected as government would appoint the next Governor of the Bank of England. Reform's growing popularity is a result of Conservatives and Labour failing to take action on open borders, asylum hotels, and migration policy, following an ECHR code of rights that is inappropriate to such migration. What this means is that unexpected things happen as a result. Cyrptocurrency risks of destabilizing the banking system increase as a result of failure of parties on migration. This could be more destabilizing for Britain because of its role as a financial centre than the industrialized  economies such as Germany, China, and industrializing economies such as India. It poses risks in the US yet Federal Reserve Governor Walsh can exercise his own judgement about cryptocurrency and Congress can exercise oversight, the large banks can act to show the risks of destabilizing that cryptocurrency can pose. For Britain it is particularly dangerous as the US is also an industrialized power compared to Britain's focus on finance alone. Andrew Bailey can ignore lobbying by Reform Party in 2026 (Farage met with the Governor of the Bank of England), yet what happens if Reform appoints the next Governor in 2028? These are questions Britain needs to ponder. It is also why Andy Burnham is Britain's last chance to get things right on migration to the point that the British people feel good and proud of their heritage and history, British neighborhoods across the country feel safe and secure, and Britain shifts to reindustrialize its economy with partners in China and India, the European Union, and the US. A former Deputy Governor of the Bank of England, Sir Charlie Bean told the BBC about donations of Christopher Harbonne, who has a 13% ownership interest in cryptocurrency firm,Tether. "Stablecoins are only stable if they have the appropriate regulatory environment… But there is right now an unsurprising regulatory race to the bottom amid the potential for greater profits." He added: "When funds are coming from major shareholders of such large financial institutions, there is a clear potential conflict of interest here, for example, in the appointment of a new Bank of England governor. Chinese leaders including Xi Jinping have frowned on the accumulation of wealth and the IPO pay day, says this report in the WSJ. The largely unregulated company Alibaba in its role as a financial business, its complex ownership structure, and practices, have met with skepticism from China's financial regulators. They see the financial operations of Alibaba and its businesses as operating with little financial oversight and the state having to assume risks if something failed. The company's business model of payments app Alipay, mutual fund, voluminous data collection, operations as small loan provider to half a billion people, are seen by Chinese leaders and president Xi as posing unknown and unclear risks when not properly regulated. Commercial banks are subject to  tough regulations and capital requirements that Alibaba has avoided. State owned banks supply Alibaba with majority of the funding and take on most of the risk even though Alibaba makes profit from the transactions, is the perception of regulators. China's export model and manufacturing have enable it to create the banking capital on which such internet business models have thrived. In a world where supply chains are being redone, and following the pandemic, there are questions about how businesses that were created in the period before the pandemic should operate in a different environment. ...

DJT was asked if China's celebration of Victory Day with Russia recently in Tianjin had any message for the US. He said he did not see it that way, that US has good relations with China. In this context the Smithsonian Museum exhibit on military history of the US shows a real aspect of the World War II in loss of life- Russia 17 million dead, China 11 million dead, Germany 10 million dead, Poland 5 million dead, Japan 2.5 million dead, US 1 million dead, UK 800,000 dead. Russian and Chinese losses of 28 million dead are 15 times the losses of US and UK combined of 1.8 million dead. With the scale of losses of such magnitude Victory Day celebrations in Tianjin can be seen in the context of this shared history and major losses overcome as much of the world knows with US help. A sobering view is that the colonial powers Imperial Japanese Army, French and British policies caused famines in World War II leading to 6-7 million deaths in India, Indonesia and Vietnam which is 4 times the 1.7 million US and UK deaths. Views of China in the Context of the Ukraine War and Russia are very different in US than in France and Europe and are widening in differences in 2025. In the US as in this report in the WSJ China is seen as a trade partner and competitor with certain issues, many of China's university leaders and experts question the prospect of a long term alliance with Russia, and for DJT Russia is a nuclear power with which US seeks good relations and a political settlement of the Ukraine War. In France as shown in the article in Le Monde adjacent to this the European attitudes towards Russia throughout European history since 1700 of regional rivalry between France and Russia, Germany and Russia since 1900, Britain and Russia since 1700. FDR led the alliance with Russia against the Nazis and Imperial Japanese in the 1930's and 1940's. Herbert Hoover led the effort to bring relief supplies and aid to Russian in the period of the Civil War after the Bolshevik Revolution in 1917. With China America kept the government in China functioning as it retreated from the invasion by the Imperial Japanese Army in the 1930's and 1940's and the only hope with Gen. Joe Stilwell in China alongside Chinese leaders. ...

China is slowing infrastructure projects after loaning $30 billion to Venezuela. As Venezuela's economy declined under Maduro Venezuela is paying this off with oil exports in what is called a creditor trap. Both Russia and China are intent on trade with the US, Russia to open up business and trade and China to preserve it's trading and business relationship for its exports at a difficult time for it's economy. This tacitly preserves the idea of US direction in a beneficial way for the western hemisphere that was part of the message in 1823 by president Monroe to Congress. In the Mexican War, through Manifest Destiny during the administration of James Polk in 1843 this was still the accepted idea when Ulysses Grant a future president and civil war general on the side of Lincoln fought in that war. This brought slavery free, Spanish feudalism free, democratic processes and modernized economies to California, New Mexico, Utah and Colorado, much of the West and the Pacific shoreline. Russia hopes to get the US to accept it's aspirations to be a modern Northern power in Europe. The US DJT Republican administration has shown it's respect for Russia in its zone of influence, with it's main objection to Russia in Ukraine being the massive invasion of a neighboring country. When compared to Mexico it was the US replacing the Spanish who had invaded the Aztec tribes in Mexico setting up feudal regimes, not the US invading a neighboring country. The European Union and Germany now bear the burden of defending Western Europe as a European power. The situation is similar in Asia where China has it's area of influence and India, Japan, Australia as Asian powers sharing zones of influence in Asia with China, so that the US can maintain good relations with China including fair trade that brings back it's manufacturing. The US would continue to support Taiwan as an independent country. This balance can ensure peace in the Americas, Europe and Asia as nations modernize and choose better governance under governments that relate to their history and geography, as opposed to Communist and anti-communist or democratic or anti-democratic, when they meet the aspirations of their people.   ...

China and Nepal differ on the exact height of Mount Everest. Nepal says is measurement shows it at 29029 feet or 8848 metres above sea level. China calculates it to be 8844.3 metres. Nepal uses as sea level the Bay of Bengal, China uses the Yellow Sea. It varies whether the rock base is used or the variable level of snow and ice at the top. There is more climbing activity on the Nepal side than the Chinese Tibetan side. The mountain is always moving even if it is minutely. Seismic activity has raised it 5 metres. Till 1840 Kanchenjunga was considered the highest till the British surveyed the mountain. In 1856 Andrew Waugh, Surveyor General of India stated that the peak 15 of Everest was 29002 feet or 8840 metres high. In 1865 the mountain was named after Sir Colonel George Everest a fellow surveyor in the British Army. In 1955 India declared the current height given by Nepal. The Chinese occupation of Tibet by 1956 made China a neighbor of Nepal and for Mount Everest. ...

Current responses to China's different posture in international relations obscure the huge investments made by US and European Union business in China that lead to about $1 trillion in exports from China to US and EU in 2021. This could not happen without the hyper investment in China by business in the US and EU that not only neglected manufacturing technologies in the home country but did this on a immense scale that would end up shipping almost the whole of the manufacturing supply chains to China from the US and EU. Done as a carefully planned shift of some manufacturing operations it could have benefitted both China and the US and EU. In what way was this hyper move in pace and scale damaging? China's water, air and land was contaminated at a rapid pace never before seen in history, seen as early as 2005. And the hyper shift by 2015 and in 2020 is now showing the severe effects of climate change with droughts, floods and fires all over the world. The German Environment Ministry today counts the cost at 90 times in the use of coal and fossil fuels over time. On the scale that this massive and fast shift was done of manufacturing to China even more so- a hugely imprudent response of US and EU business management and executives. Instead of tackling and confronting head on the challenging problems of quality control and cost in the 1990's through 2000 and beyond at home, management at Apple and other companies simply shifted all manufacturing to China. The other ill effect of the imprudent response of American business was in the massive and wholesale shift of supply chain to China by offshoring practically the entire manufacturing base. It was to lead to the massive losses that workers, families  and communities in the US and EU that countries could not cope with as it moved on an accelerated hyper level and pace. The result was to lead to intense criticism of China and a level of rancor that has poisoned the relations with China. Some of this counsel to China was given to leaders of the Communist party who had little knowledge of American capitalism operating within constraints of social democracy in 1990. Some of that counsel was self interested given by investment banks to Chinese officials- investment bankers that have now disappeared from view- who themselves lacked an understanding of the social constraints of American and European democracies. It is that rancor that is now leading to China and the US disconnecting the supply chains leading to questions one is certain within China about how this will affect unemployment in China in the years to come. The pandemic simply accelerated this realization on both sides of this untenable situation. Still a trillion dollars in exports are taking place even as the political situation is now totally adrift -as the situation in Taiwan in August 2022 shows- the political and trading relationships at opposite ends and seemingly at war with each other. ...
