China's leaders meeting at the Third Plemum in November 2013 announced changes to the one-child policy. If either member of a couple is an only child the couple will be allowed to have 2 children. The result will be that most Chinese couples will be able to have 2 children. Demographic experts say this is unlikely to lead to a large increase in China's 1.3 billion population as a majority of only child parents live in cities where the cost of raising children is very high, and many parents will avoid the cost of a second child. In the past couples with both partners as only children, which is common in China's urban areas, have been permitted to have a second child but have not chosen this option because of the costs of housing and education. Rural families were allowed to have 2 children if the first child was a girl in the past. With the decline of the number of people of working age, and an increase in older retired people, this is also a way to address the problem of shortages in young people to work in manufacturing and assembly lines. This is needed to support an increasing elderly population....

Growth of elderly people would burden the pension and health care systems. The birth rate of 1.4 children per woman is lower than in the U.S. today.

Chile's Constitutional Council that swung in one direction now swings in the other direction. The new Constitutional Council has elected 33 conservatives and 17 from the left parties as the mood swings to keep some aspects of the old constitution that helped the economy grow. There is concern about the effects of crime, immigration and the slow growth of the economy under the Boric government. The economy is expected to contract by 1% in 2023 according to the IMF.

Putting 300,000 children in poverty, affecting 1.6 million families, that is the cost of the two child benefits cap of Tory finance minister under Cameron, Osborne. The cost 1.7 billion pounds when 18 billion pounds of debt was added to the debt of company running the British water utility Thames Water, with a chunk of it to to pay dividends, that was privatized in 1989, as shown in the Guardian. Leading to its inability to make the investment needed and to the water quality issues in the Thames river. Thames Water is near financial collapse with parent company defaulting on its debt in April, according to the Guardian. The misallocation of funds under the Tories is a warning about what happens under Reagan/Friedman economic theory that has become part of the existing culture and damaged the economy in the US and Europe. These are what the King's Speech called "the scars of 14 years where politics (and economic theory) was put above the national interest, and decline deep in the marrow of our institutions." Where do you place a winner of the Democratic primary in Maine, Graham Plattner, an oyster farmer who dropped out of college at George Washington University, served briefly in the Middle East wars of Bush and Obama, and had PTSD. Is he working class, middle working class or is he from a downwardly mobile professional class considering he has parents who are well educated and father a prominent lawyer in Maine? Plattner easily defeated a 3 term governor of Maine with his average working class demeanor and language. He is for universal health care, (Medicare for All) universal child care, affordable housing, affordable college. Politics in the US has been moving away from the simple divisions before 1950 created by the Industrial Revolution- the workers in factories and the owners of capital allied with the professional middle class. The few owners of capital mostly college educated allied with people from the non college educated workers in factories who are conservative in their values and beliefs and on the other side the college educated professional middle class now downwardly mobile because of the many recessions and high unemployment from frequent financial crises, with college costing $80,000 a year putting them in deep debt. There is today in the WSJ a story of a professional worker who at $194,000 a year salary is not able to payoff $15000 debt which owners of capital have set at 26% interest and is in downward spiral. Some of this comes from large college and other debt. There is says WSJ Analysis $1.25 trillion in credit card debt alone with highest delinquency rates in decades in 2026. Cost of living has only made things worse and some of this happened as Biden poured money into the economy to help people hurt by the pandemic, yet with some short run consequences with demand strong businesses including hotels, restaurants and grocery stores, auto dealers, jacking up their prices by over 20% in 1 year and Biden failing to respond, getting overwhelmed by open borders migrants under Mayorkas and Harris (also hit by a sudden Venezuelan migrant influx). This is the America one has today- a confusing mix. This in reality means Democrats may take issue with Democrats, Republicans take issue with Republicans, and Democrats join with Republicans on issue by issue basis. It might actually be rational than irrational. On cultural issues if the country has gone over its head and moved too fast on some issues that are not for the general public good, people of different backgrounds can come together to get the best path. On economic issues things are never so straightforward, there are unpredictable consequences and the rules of economics are really not so straightforward either.  Providing relief can mean the government shouldering the burden as during the pandemic which it should, yet with caution as businesses can use the excess demand to raise prices and one is back to square one with everybody worse off as happened with Biden. Migrant flows and fears of insecurity in public spaces can lead to a severe public "discomfort that can waylay the best intentions of a Harris or Biden, leading to public "backlash." In fact the title of a recent book is "Whiplash." Current books include Floridan Marco Rubio's "Decade's of Decadence- How our Spoiled Elites Blew America's Inheritance of Liberty, Security and Prosperity." Rubio means it. Its authentic because as Rubio says repeatedly, his parents could make a living in the 1960's working in a factory with decent wages, low cost of living and low cost of college, the arithmetic between salaries and what you needed for decent home in suburbs and sending children to good public schools, then to college, all adding up. The result is that Rubio could go to college and serve in the Florida legislature. Rubio says in 2026, after the elites under Bush and Obama and faulty economic theory shipped all of our factories to China, that the story of his parents and his education would simply be impossible. This is what he told people in India on his first visit last week. His parents were Cuban immigrants, yet he identifies with Spain and with western civilization, a devout Roman Catholic. Rubio is a Republican, and is in large contrast with Alejandro Mayorkas, also from Cuba, and Biden's Head of Homeland Security. This is the mix of people and representatives in Congress,  business people, small business owners, professionals, that we have today in 2026 in the US. Plattner and Rubio, one a Democrat and one a Republican- both have something in common. Plattner also has general disdain for "the corporate interests, the billionaires, the Washington DC elites, and the establishment politicians."  The winds are blowing in the direction of getting things right- remembering that Eisenhower continued the work of the Kennedy and LBJ administrations (Eisenhower built the Interstate Highway System for instance, and LBJ gave America Social Security and Medicare). Before that Franklin Roosevelt a Democrat built on the work of his uncle Republican Theodore Roosevelt (TR gave America the idea of good governance and built the US Navy, FDR fought the Depression and stabilized a faltering economy after mistakes made by Republican Herbert Hoover could have happened even if Hoover was a Democrat. FDR was himself from a wealthy New York family and when he first met fellow New Yorker Frances Perkins before his struggle with polio, a haughty New York gentleman. That was before Frances Perkins as FDR's Labor Secretary joined forces with Roosevelt to give New York a modernized administration governance structure by 1940 that was applied to all 51 states after 1950. It allied labor with capital with fairness for all, and was the first such modern structure of this size the world had ever seen, which was the fundamental strength of the United States of America. It was imitated in Asia, first in the Shanghai region then China, and first in the Ahmedabad region and now India. The US is faced with the challenge of recreating and rebuilding this today, as first China, then India remind America of its roots which they have followed in their own style and culture.  First good governance, then good institutional structures, alligning labor and capital with fairness for all, strong affordable + accessible educational and healthcare systems, and investments of capital and labor for infrastructure + industrial development. ...

The children's commissioner in the UK says the internet is a powerful and positive resource, but social media is a negative force from which children need protection for mental health that is fast and effective. Anne Longfield was responding to the comments of the NHS head Simon Stevens who stated that the web giants are "fuelling" a crisis and should come under tough scrutiny. Many experts see social media as a negative force, especially for children. Not taken up yet is the crisis in reading and reading comprehension that leaves about half of children in schools and students in high school without adequate reading skills- with about half of school children not meeting the reading comprehension requirements of the ACT test for 2016. Social media and smartphones have cut into reading time in schools, in ways that were never anticipated with iPads for reading not making a difference. Looking at Buffett in the FDR-Truman years- one sees a young Buffett in contrast to Warren Buffet's silence on the 2008 financial crisis, raising serious issues- about the Truman doctrine in 1947 on the floor of Congress, was Acheson falling dominoes analogy a dangerous one?  It worked in Turkey-Greece with $400 million in aid in 1947 but was Acheson/Truman using a dangerous analogy of dominoes that would later hurt the US in French colonial Indochina wars, and in the reference to protecting oil resources in Middle east in Iran, Iraq and Saudi to lead to wars that exist to this day in 2024? Wars DJT and Biden have both opposed in contrast to Reagan, Bush, and Obama. There is a huge contrast between the father Howard Buffett, descendent of Huguenot ancestors from 1600 New York, and the finance professional Warren Buffett who went to Columbia University in 1951-52 as student of Prof. Graham with 70 years in finance during which financial crises destabilized the US with Buffett not taking a stand. One hedge fund manager say it is pure nepotism to pass on the company Berkshire to Warren's son Howie. But he is not surprised- who else would be sure to keep the company headquarters in Omaha, keep things simple invested in index funds and much of it in a few companies leaving the investing to managers chosen by Warren, with Howie's job to make sure his father's principles remain. Howie is Warren Buffett's 70 year old son, who Buffett 90 years is setting up as his successor as chairman who will not do investing leaving it to managers, yet be able to change CEO's. Howie worked for a few years at See Candy, a Berkshire owned company before becoming corporate VP at ADM food producer, followed by working on his own farm in Decatur, Illinois which he enjoyed doing. At ADM Howie left after an anti trust investigation began, in which the company was charged with $100 antitrust fines for price fixing says the WSJ. What is Berkshire Hathaway? It is a trillion dollars of investment funds invested in a few companies under name Berkshire Hathaway, using some of the basic ideas of Benjamin Graham, a pioneer in careful investing, adopted by Warren. Where has Buffett put his money? Berkshire top ten investments are- about $90 billion in Apple, $70 billion split between Bank of America and American Express, $30 billion in Coca Cola, and $30 billion split between 2 oil companies Chevron and Occidental. He has not invested in pharmaceuticals or in renewable energy- in just a piece of America.This has generated a compound interest of about 14% over 3-5 years and about 12% over 10 years. He holds 30% of his investments in cash or fixed, mostly cash at this time. And holds the remaining 70% in stocks. ...

The credit lending boom in Brazil is leading to rising levels of household indebtedness and credit card abuses. In Brazil and Chile consumer lending regulations are lax. Credit card interest rates in Brazil can be as shockingly high as 220% annually. The household debt to income levels were 70% at the end of 2010 in Chile, according to the Central Bank. In Brazil this ratio is 40%, according to LCA Consultores. Consumer appliance and electronics stores such as La Polar and Casa Bahias are lightly regulated and offer lower priced products to a new class of consumers in lower classes that have no experience with consumer credit. La Polar is under investigation in Chile for increasing rates and changing the terms on loans unilaterally for 418,000 customers. In Brazil the federal prosecutors office is charging banks such as Itau, HSBC, and Santander with $300 million of illegal bank charges on clients from 2008 to 2010.

The Senate passed the Kids Online Safety Act 91-3. It is now upto the House and Speaker Johnson to pass it quickly. Safeguards are already in place for communities. It is an appalling and dangerous sign of the reckless behaviour of tech companies in this social media space, the tech company lobbying conducted here. Ordinary Americans need protection, children in America need protection from the unacceptable risks to mental health in the social media space. Surgeon General Vivek Murthy has called for a warning label similar to the one on cigarette boxes to be placed on social media outlets. Senator Blumenthal and Senator Blackburn from northeast and southern states have come together on this issue to protect the Nation's children. It is now upto the House to take action in 2024 to protect the Nation and its children.
