Nuclear arms control SALT treaties expire Feb 2026 - need for new negotiations as the treaties were obsolete, did not include China, smaller nuclear weapons, and weapons from space. The SALT arms limitation treaty was first signed in 1972 by Brezhnev with Nixon. These treaties went through a second version and were renewed. The US no longer thinks this is relevant as China is not included, and smaller nuclear weapons, ones from space are not included and new negotiations are the best way to conduct true arms limitation. An accompanying video in NYT by David Sanger goes into these aspects of talks. Rafael Gross, head of IEA International Atomic Agency, says- You wouldn’t negotiate the same treaty again. There are new technologies that are not covered by the treaty — hypersonic missiles, undersea nuclear weapons, space weapons. And there are many other countries that, for one reason or another, feel now as if they may need a nuclear arsenal of their own.” This is the reason. It also happens that in 2026 US and Russia could coordinate their efforts, so that new US weapons may be needed as other risks could emerge from other places. There are smaller nuclear powers and new nations that might develop nuclear weapons as the US nuclear umbrella may be seen as not fully dependable. This new thinking would be that US and Russia may not see themselves as adversaries but work together to prevent nuclear risks from other sources. This is also why the US (and Russia) may want to wind down smaller regional conflicts, reduce their reliance on their own alliances, so that nuclear cooperation between nuclear powers US, Russia, China, and India may lead to control of nuclear weapons in a larger sense from space and from smaller countries that might develop nuclear weapons as has happened in Iran, which might create new risks that cannot be managed. A belligerent North Korea could lead to South Korea and Japan developing a nuclear weapon. This is also why the Ukraine conflict has run its course and it is in no one's interest to let the Nordics or Britain continue the conflict. The US, Russia, China, India, Brazil should not let middle or smaller powers continue regional or historical conflicts, and promote settlement through peace talks of such conflicts, as it inevitably leads to damaging the interests of billions of people around the world in peaceful cooperation and tackling challenges that affect the quality of life. ...

Britain has opted to take the approach of South Korea and Taiwan, where the app developed for contact tracing adopts a centralized approach sending information to a central server.  The Google Apple app is taking a decentralized approach where the information on who has the virus and who they came into contact with is not sent to a central server. Asian countries with success in lifting lockdowns have adopted a centralized approach as this has given proven results in allowing the rest of society to function smoothly without lockdown, by isolating a few people who have or have come into contact with people with virus. In a crisis of this magnitude with the huge risks involved democracies such as South Korea and Taiwan, other Asian countries, and now Britain, see less risk in relying on the centralized approach, because it works more effectively to accomplish the task of limiting spread and letting society function without lockdown.

South Africa feels a sense of relief as omicron cases follow a pattern of very steep upward increase, followed by a short period of a month, and then a very steep decrease. Cases in South Africa with a population of 60 million, about the size of Britain, dropped from 27,000 at the peak to about 15,000 on December 21, 2021. The area around Johannesburg was hardest hit. The median age is 27 years in South Africa, 40 in UK and 43 in Italy. With younger populations in India and parts of Asia South African population demographic is closer to India than it is to Europe where populations are much older. Scientists do not want to extrapolate from the South African experience with Omicron for this reason. Immunity from vaccination and prior infection could be contributory causes to the less severity of omicron say NCID scientists. "In South Africa this is the epidemiology. Omicron is behaving in a way that is less severe," says Dr. Cheryl Cohen, of the National Institute for Communicable Diseases (NCID). "Compellingly together our data really suggest a positive story of a reduced severity of omicron compared to other variants," he said at a conference with other scientists on Wednesday, Dec. 22.  ...

The French British collaboration effort will bring a new vaccine to the global effort against coronavirus. This vaccine was expected in February 21. It will be ready by the third quarter of 2021 just as vaccine supplies are being ramped up. The Sanofi Pasteur unit and GSK Glaxo SmithKline are the two companies in this vaccine venture. This vaccine will address the problem of new mutations of the virus in the British and South African versions and can be stored at normal temperatures. 
 

The new vaccines will boost supplies just when the situation is bleak for vaccine supplies in Latin America and Africa, South East Asia, places left out in the vaccine race in advanced countries and in India. Britain has ordered 60 million doses.

The problem facing Africa is whether vaccine supplies will run out before new vaccine supplies come from America, Britain and France. Only less than 1% of African people have been fully vaccinated out of a population of 1.3 billion people. US president Biden said America will provide 500 million doses of Pfizer vaccine to poor nations before the G-7 meeting in Cornwall, UK. Britain added 100 million and France 30 million doses. With new more transmissable variants out there Africa is in considerable danger today. The Delta variant from India has been shown to be about 70% more contagious than the Alpha variant from Kent UK. It is already the dominant variant for new cases in the UK. The new variants are now spreading in Africa. Cities such as Johannesburg, South Africa, and Kampala, Uganda are seeing a surge in cases. Another problem in Africa is that governments are increasingly reluctant to impose strong lockdowns because of the economy. British prime minister Boris Johnson will visit India in January at the invitation of Indian prime minister Modi. It is the first bilateral visit of Mr. Johnson since taking office. Johnson says he really looks forward to the trip and delivering on the quantum leap to create jobs and growth for the two countries. He has invited Modi to the G7 Summit in London as a guest nation along with Australia and South Korea. Mr. Johnson will also host a climate change summit. This is the first visit to India by a British prime minister since John Major. Because of the historical relationship and the British Commonwealth of nations, and as leaders in the English speaking world, both countries have a lot in common. The parliamentary system India adopted comes from Britain. India's role in the Indian ocean as a maritime power alongside Britain and Australia also comes from the period when Britain was the preeminent maritime power in the world. Indian companies in UK have $41 billion pounds in sales and half a million British jobs come from Indian companies. India also is UK's biggest partner in pharmaceuticals, making 50% of the world's vaccines. ...

The trade agreement with Australia starts a process of taking India's exports far beyond the current figure of $400 billion and creating the jobs that come with it. It will double bilateral trade over 5 years to take it to $50 billion. This also shows the wisdom of India not joining the Comprehensive Economic Partnership pushed by president Obama.

The natural ties within the English speaking peoples and the common historical ties within the Commonwealth of Nations that include Australia, Canada, Britain, the Gulf Nations, and South East Asia provide a natural trade and economic region for India.  Next planned are trade agreements with Canada and Britain, and an effort to bring all the six nations in the Gulf Cooperation Council into and Economic Partnership with India, An agreement was also signed with the United Arab Emirates. Very important is a trade agreement with Germany and the European Union for close economic integration with Europe.

South Korea has tested about 300,000 people for coronavirus. About 20,000 can be tested daily for coronavirus through 40 drive thru locations. South Korea invented this method of testing. Another feature of the South Korean method is the tracking down of people who have come into contact with those testing positive for coronavirus. The South Korean government is able to do this because it can access the credit card and cell phone information of people in the country. This is possible through laws that were passed after the failures during a previous epidemic of MERs. The government then tracks down and isolates the people who came into contact with infected persons. This includes people who show no symptoms, an important aspect of the South Korean program which needs to be adopted in other countries once the production of test kits and testing is ramped up. The reason is that about 30% of people who tested positive in South Korea were not showing any symptoms but acted as silent carriers. This is similar to the figures for people in the Wuhan region of China. This testing capability is one of South Korea's key strengths, though Germany's Robert Koch Institute says it has a similar capability to test 160,000 people a week. The U.S. has tested about 30,000 people by comparison. The U.S. government is procuring 60,000 test kits under the Defense Production Act. South Korea also enforces social distancing though a $2500 fine and a 1 year prison sentence. Germany now has a 2500 euros fine in some states for curfew violations.  By comparison the fine in Britain is insignificant.  Another difference between China and South Korea with Germany and the rest of Europe, the U.S., is that in China and South Korea self-isolation is monitored, tightening the control over coronavirus spread at every turn.   ...

It says there are differences between Czech Republic, Slovakia and Germany, Britain about which weapons to send to Ukraine. Slavery was banned by the 19th century in Britain and its Empire, it took the US till 1861 to do this and till 1961 to end racial segregation. By contrast Britain followed a policy in China throughout the nineteenth century that brought enormous pain and suffering to the Chinese people through the Opium wars and opening up of ports for opium trade in China. And the US under presidents Wilson, Coolidge, Franklin Roosevelt, and the American people followed a policy of respect for the Chinese people during this period with the idea fervently America believed of a modern nation emerging from the chaotic period of Manchu monarchy's decline by 1900 and warlords civil war + Japanese invasion from 1900-1945. For Britain and the European colonizers Chinese and Indian people were for the most part "coolies." Joe Stilwell, FDR's Supreme Commander of American Forces in China was the ultimate free of racism. A order from the Republican Coolidge administration in the 1920's was for any American soldier to be courtmartialed for so much as laying a hand on a Chinese coolie. A modern nation did emerge as the American people hoped and fought for in China, and in India over the 25 year period in the 21st century, with Britain having failed to bring the same level of understanding that America had for the Asian people.  Britain's monarch Charles tells Commonwealth leaders his government is not paying reparations for slavery yet is determined to create anew understanding to work with other nations in the future, to discuss issues with openness and respect. As Russia makes gains in the whole Donetsk region in eastern Ukraine the UK approves use of its long range missiles inside Russia. Biden is on the verge of making a similar decision as Iran sends long range ballistic missiles to Russia according to reports in NYT. Use of American long range missiles is not expected to affect Russia's overall military position in the Donetsk region in the east. The US and president Biden has only reluctantly provided support for use of US weapons systems to not risk escalating the war. Even artillery on the Russian side was off the list of approved use till Russia used it in Kharkiv border region at which point it was approved. Russians see Kiev as the origin of the Russian State in the 1400's, and eastern region of Donetsk as Russian if western Ukraine seeks to join NATO and EU. Britain has opposed Russia since 1750 as it saw Russia as the threat to an Empire it was building in South Asia, in India that financially supported its Empire worldwide. Britain has a long history of engaging Russia in conflict to protect British trade interests and expand its imperial influence as in the Crimean War fought in 1850's against Russia with the French to gain control of the Ottoman Empire and its Arab states for its trade and imperial interests. Republicans other than Mr. Trump and his supporters are for stronger support to Ukraine following US policy of opposing invasion to achieve military goals since 1900 against the Japanese in China and the Vietnam War was fought on the same basis in the 1960's considering the South Vietnamese state as an independent republic, just  invaded by the north, by North Vietnam, just as the US had done in the Korean War between North and South Korea. In the Vietnam War nationalism played apart with the Vietnamese nationalism prevailing by 1970.   ...

Research shows that some countries will benefit more than others through climate change action for net zero emissions by 2050. India, Argentina, Britain and European Union, Japan and South Korea will be able to reduce imports of fossil fuels and invest in infrastructure, renewable energy, and create jobs in new sectors. Countries that depend on fossil fuel exports Australia, Russia, Saudi Arabia and Gulf states, will see much of their coal, oil and natural gas assets, left in the ground. This paper with lead author from University of Exeter, in Nature, shows $11 trillion in stranded fossil fuel assets left in the ground by 2036 for major oil producing countries under the most probable scenario.  This means the transition will have to be carefully handled as some states such as Texas, Alberta will be hit hard in North America. The paper also shows that countries that are major oil and gas exporters such as Russia and Saudi Arabia will not be pioneers or push aggressively for climate change in the way the European Union, Britain, and India are doing at COP26 because of this problem of stranded fossil fuel assets left in the ground. China and the US have strong renewable energy sectors and will join the EU, Britain and India. ...

This editorial in the WSJ says Brexit lets British voters not a political elite decide the best way forward. Endless integration set by the EU in Brussels was never the best course for Britain given its trading and commercial history. The anemic economic growth, migration crisis in the EU, and the lack of accountability of Brussels EU bureaucracy was an issue for the British public. Ask any unemployed youth in France, stagnating entrepreneurs in Germany, or people in Eastern and Southern Europe struggling with economic policy for the euro set in Frankfurt by the ECB, says the WSJ.

The British government handling Brexit and the economy will still be held accountable for delivering good results. British people choosing to "take back control" through political independence was the right way given that continental social democracy and the "European Project" does not have the answers for Britain's future vision and growth.

The reason is that beyond ensuring that the $187 billion sent by the US is used without corruption and this editorial cites evidence that this is the case through many oversight authorites US and EU has set up- there is the larger interest of the people of Ukraine battered and fatigued by 4 years of war. Corruption becomes an accepted practice in many democracies. Nations such as India that were mired in corrupt practices in state governments are seeing major changes in the last decade with public funds dedicated to infrastructure going to build the new infrastructure India needs to modernize its economy. It is proving that this is possible in Asia, as is shown in Taiwan, South Korea, Japan, China and now India. There is every reason to believe Ukraine can achieve this good governance with sufficient efforts and this is the goal set by the European Union, by Germany, Britain and France, for Ukraine. ...

A Hyundai shipyard can build a military ship for $600 million that would cost the US about three times that number -$1.6 billion. South Korea can control costs with its marine shipyard capacity to build 40 ships a year in shorter time frame by 20 months. Note that the US had 17 shipyards in 1970, by 2020 it had dropped to 5 ships. Why is this a problem? China has this type of advantage in cost and expertise so that it would be even with the US current capacity by 2030.  Naval power made it possible for first Britain and then the US to provide the structure for the Modern World based on science and technology to grow and improve living standards.   John Foster Dulles view of Asia as stated in Foreign Affairs was very different from the decolonization happening in Asia and may ultimately brought the US into expansion of the Vietnam War without the necessary caution and the overthrow of elected governments in Iran. Donald Rumsfeld's view of the Middle East brought the US into the Sunni-Shia conflicts of the twentieth century. Two faculty members at South Korean Universities make a case for South Korea going nuclear in Foreign Affairs. Foreign Affairs reaches a small group of people who follow foreign affairs who carry on debates on issues that can lead to foreign wars. A wider debate than this is needed on vital issues that affect the 400 million people in the US and Canada and the 500 million in European Union and Britain. Articles in Foreign Affairs can tilt the direction of American policy leading to involvement in conflicts overseas which are not in the US interest instead of educating the population on international affairs which is something very different. George Washington and the founding fathers cautioned against such tendencies.     ...

The lessons from Italy, the epicenter now of the coronavirus pandemic, are clear- act early and decisively, impose quarantines and lockdown quickly to prevent intermingling. These steps need to be put early, with absolute clarity, and strictly enforced. This report in the NYT shows how decisive action early is the only way to prevent the crisis from becoming a large one that threatens the health system and millions. German states such as Bavaria and others now have a $25,000 euro and some have jail time. Singapore has jail time and fines for violating the stay home quarantine orders which it imposes after contact tracing. Taiwan has similar measures. Enforcement and strict control are part of the tools that have worked in these places and in China, South Korea.  Britain has still to close flights from Iran, Italy, which The Times reports on March 20 are still landing at Heathrow. This is after the U.S. weeks earlier banned flights from China, Iran, Italy, and last week from Europe after EU nations failed to take action early.  ...

China, Japan and South Korea routinely provide assistance to their companies and through this to the workforce.  Economists who lacked understanding of business stuck to an ideological idea that the capitalist system of Adam Smith was built on fair competition. What they did not understand was what was meant by fair and what capitalism prevailed since the beginning of the Industrial Revolution in the 1750's and Adam Smith's days. Much of the British business was based on its own version of fairness and trade which meant whatever worked for British domination of trade, the oceans, and markets. These economists missed this completely.
