Prime minister Modi's visit to the US comes at a time when US president Biden is eager to show the US is fully engaged in the Indo-Pacific region with its allies in the Quad 4 countries- Australia, Japan and India. The recently announced Aukus defense agreement brought together 2 members of the Quad 4 the US and Australia, plus the UK. Aukus is designed to strengthen US presence as a naval power in the Indo-Pacific region in the Indian and Pacific oceans around India, Southeast Asia, China, and across the Pacific. After a futile engagement in Afghanistan the US is reorganizing its presence where it is strongest- in the oceans. In a way that Britain once did in the eighteenth and nineteenth century, the US is dominant in the high seas. US naval power far exceeds that of all navies in the world combined. This is meant to reassure India, Bangladesh, Sri Lanka, Thailand, Malaysia, Indonesia, Philippines, Vietnam, Australia and Japan, which together have close to twice the population of China, that the US has not diminished its presence in any way from that it had in the 1950's following the Second World War. With this new framework India enters discussions that will focus on health to deal with the pandemic and its after effects, with security and rule of law in the Indo-Pacific region, with trade, technology, new supply chain manufacturing structure in which India plays a key role. With this new focus and clearing past engagements made by other US  presidents, including some mistaken policies, the US emerges as a new force in the Indian ocean, China seas and Pacific ocean region.  On September 23 Modi meets Tim Cook for what could be new supply chain arrangements that Apple could be preparing as it and other US corporations build new supply chain structures to rebuild US manufacturing technologies capabilities that were lost to China over the period 2000-2020. During that period manufacturing technology knowhow was shifted out of the US in a mistaken policy that assumed design and invention were sufficient for the US to keep. The first step in this direction was a change of CEO's at Intel Corp with US president Biden pushing for new US technology reclaiming policy. Following that the new CEO at Intel Corp, Patrick Gelsinger, completely reassessed Intel's mistaken policies of ceding its entire semiconductor manufacturing technologies capabilities to Taiwan and China. Intel made a U turn and is now investing all or most of $50 billion in the US instead of in China or Taiwan.  On September 24 Modi meets Mr Biden to discuss trade, investment, defense, and security. On the same day the leaders of Japan, Australia, Mr. Suga and Mr. Morrison join Modi and Biden for the Quad 4 talks. Indian infrastructure capabilities and Indian economic growth would be key goals to strengthen India along its land borders along Tibet occupied region and Himalayas as part of the overall effort to build a new US and allied presence in Asia.  On September 21 Modi attends a Covid Summit that will look at the way forward in the aftermath of the pandemic and ways to vaccinate the remaining unvaccinated population in the world, as well as vaccination passports.  ...

As to financing of $6000 child tax credit costing about $100 billion a year as estimated by Office for Responsible Budget some of it would come from the $360 billion in tax savings over 10 years by Medicare negotiation of prices with Pharma, other would come from taxing corporations and high incomes at rates that are similar to what firemen and teachers pay of 20-25%. In his speech at North Carolina Aug 15, 2024 at Wake Tech in Raleigh, president Biden said- "You know how many billionaires there are in America?  There’s now a thousand billionaires.  You know what their average tax they pay — federal tax?  8.2 percent.  Anybody want to trade with a billionaire — their tax rate?  (Laughter.)  Well, guess what?  If they just paid 25 percent — it’s not the highest bracket by a longshot — 25 percent — do you know what that would do?  That would raise $40- — $400 billion over the next 10 years.  Imagine what we could do with that.  We could fundamentally sh- — slash the federal deficit.  We could make sure there’s home care.  We could do so many things — consequential — including finally making sure that we take care of Ukraine from that butcher Putin.  (Applause.) ...

Kamala Harris support could exceed the 92% won by Biden in 2020 in Detroit. Harris could also exceed the 45% support in Macomb County for Biden in 2020, as Whitmer support was 52% in 2022 Governor's election. Macomb is a county with mostly white voters and union voters.  Union vote is split with concerns about EV's helping Trump, and standing on the picket line in a UAW strike helping Biden. The Chair of the Congressional Hispanic Caucus and Deputy Chair, Nanette Baragan, Adriano Espaillat ,say "we stand with president Joe Biden and vice president Kamala Harris." There are 43 members in that group. Biden also had a good conversation Monday night with 60 members of the CBC Congressional Black Caucus. She also praised Biden for leading a "historic" first term.

Trump used infrastructure issue in 2016 and rightly so, and talked about it being Infrastructure Week every week, yet did nothing for infrastructure, nothing serious until Biden in 2016-2020. This a continuing project for Harris. Part of this is to end the wars (Biden's efforts in Afghanistan ending it). DJT on Canada "lives because of the US," and Carney's referencing the relationship and saying "Canada does not live because of the US." Rupture in relations started earlier but was mended. This time Carney takes the first step after visiting Beijing to clearly distance Canada from the US in speeches at Davos, by being openly critical of US policies. This does not bode well for negotiations onthe USMCA agreement that is being rewritten. Disputes with Mexico continues over US preference to strike on land against drug cartels in Mexico that are trafficking drugs to the US with loss of hundreds of thousands of lives more than the Korean and Vietnam wars, and World War 1 combined over the last decade. The USMCA involves negotiations with Mexico and Canada. The Border has been secured but like Eisenhower in 1954 DJT faces the problem of how to send back the surge in migrants that entered the border illegally through Mexico with the Mexican government not intervening and the Biden/Harris/Mayorkas government failing to secure it -asking for legislation as late as 2024 when most of the illegal entry had already happened. In 1954 Eisenhower organized Operation Wetback to do this, which is now underway in the US in a different way by DJT in 2026 with the clear focus on getting criminal activity out. ...

Protestors on the side of governor Walz and mayor Frey both Democrats opposing the efforts of federal law enforcement create a situation where a car driven by Renee Good moves into the area with parked officers and leads to alleged car ramming and shots fired. An impasse in Minneapolis, with federal law enforcement efforts of immigration laws to remove migrants with criminal records opposed by Walz and Frey.  Following a surge in immigration under Biden, similar to that in World War II surge of migrants, which was followed by Operation Wetback in 1954 under Eisenhower. Walz was vice presidential candidate under Harris for the presidential election won by DJT. Political infighting and a alleged misuse of state funds have complicated the efforts. DHS Secretary Kristi Noem says today that the federal law enforcement by DHS had worked in Tennessee in cutting crime and made the city of Nashville safer, that there a Democrat Mayor had cooperated with federal law officers.She says about 490 people with criminal records were released into the city of Minneapolis by the state and local authorites under Walz and Frey, and not turned over as requested by DHS and Noem, under US law. On January 24, 2026, a man with a handgun and magazine of ammunition was in protests and in a confrontation with law enforcement was shot by a 6 year veteran of the federal law enforcement force. ...

There are four pillars to this fight Biden and Harris are now waging. Biden tackled infrastructure by getting the Congress to pass the Inflation Reduction Act and the CHIPS and Science Act to put trillions of dollars into rebuilding aging and dilapidated American roads, bridges, airports, ports, rural internet. This also tackled Manufacturing and factory jobs in the US neglected for 3 decades, the second pillar. Powell cutting interest rates to make housing more accessible and Harris putting in $25,000 for first time homeowners for a down payment, build 3 million new homes, $6000 for childcare for parents, and $50,000 for small businesses to start. Specific programs at specific targets in FDR type "bold, persistent experimentation" activity. One key point came in early Harris said she had a Plan for the economy, for an Opportunity Economy, Trump she said had none. Trump did not offer a plan. Harris spelled out a plan to tackle housing costs including a $6000 child tax credit and building 3 million new homes. Harris called higher tariffs, double than exist today, a way to increase costs for each family by $4000. She also pointed out that economists had confirmed that Trump tariff policies would lead to higher costs for Americans as they would be passed on by importers. Harris also offered a position of all of the above that included fracking where appropriate to increase oil supplies to bring down prices for American families, a key issue in Pennsylvania. On immigration and crime it was David Muir who reminded Trump that the FBI had stated crime was down in the country. On Ukraine, Afghanistan Harris clearly explained that US was not at war for the first time in one hundred years and was saving the US $300 million a day it cost for the war in Afghanistan. On Ukraine she said Biden-Harris had strengthened NATO and ties with allies, in an answer to David Muir's repeated question to Trump "Is it in the US interest for Russia to win the war in Ukraine?" To which Trump offered only a reply that suggested this was not important for him, disavowing US policy from 1900 to preserve the rule of law in international relations that no country should violate sovereignty of other nations through invasion. Among Republicans this is an issue with Mitch McConnell and others supporting Biden-Harris. ...

 Harris's role for the Border was limited to telling Central American migrants to stay home. Much of the migration was a result of wars started in the Reagan years in Central American states of Nicaragua and San Salvador. This destabilized the region and led to gangs taking over parts of the country in San Salvador and entrenching Castro style regime in Nicaragua, leading to outward migration of young people. As this report points out Harris was supposed to take on decades of such misguided policies in Central America in a few months. A drought hit agricultural coffee regions of Guatemala increasing migration. Her role instead was to ensure several wins. Win No.1 to generate stability setting up the peaceful transfer of power in Guatemala, singling out corrupt regimes. Win No. 2 to generate jobs. US AID and IFDC loans were increased, foreign investment attracted to generate 250,000 jobs. Win No. 3 the increased stability led to gradually declining migration from Central America. What replaced it was Venezuela. And that is a repeat story of Reagan style wars in Central America. Under the Trump Administration the US did not take up the Monroe Doctrine and act directly to support a stable fairly elected government in Venezuela, an obvious solution. Instead going half way- destabilizing the government but then left it on its own. The result about a third of the population leaving the country in these years to Colombia and other parts of Latin America in a immense humanitarian tragedy.  In 2023 Venezuelans not Guatemalans entered at the US Border in large numbers, most of them middle class families that left Venezuela after hyperinflation and mismanagement of the economy. Realizing the danger by January 2024 Biden negotiated with Senate Minority Leader McConnell and his Republican representative Senator Lankford to pass legislation in the Senate closing the Border. All that was needed was the House to act and 30 years of Border problem would be solved.This was blocked in the House by new Speaker Mike Johnson on advice from former president Trump who chose to use the issue in the 2024 election. Biden then used his executive powers to close the Border leading to lower numbers of migrants under Biden by July 2024 than under Trump. Migration Border Czar was never a term used by Democrats in the Obama and Biden years. Biden who also served in a role given migration as one of the issues to handle under Obama, had this as only one of his assignments. Biden played more important roles in foreign policy with his experience as chairman of the Senate Foreign Relations Committee for decades. Border policy was made by president Obama and his advisers. The same is true of Harris, Border policy being done by president Biden and his advisers. Similar to Biden's role as VP Harris was given assignment to cover foreign policy and was the US representative at 3 Munich Security Conferences in 2021-2024 following the Russian invasion of Ukraine. Chancellor Scholz of Germany said of Harris last week that he had full confidence in Harris as both competent and experienced. ...
