Bill Clinton, a former president, is no longer a popular figure in the Democratic Party in 2025. A new generation of leaders in the Democrats seek to put Clinton in the past. Clinton's main achievement are the peace accords in Ireland and in the Balkans with Serbia and Croatia, Bosnia. In domestic policy Clinton did little to anticipate the problems of getting health insurance for all, outshoring, and increasing jobs and wages for factory workers. He was involved in the scandal with an intern that led to efforts to impeach him and resulted in much of the second term being wasted in the process. It was under his successor Bush that the egregious provision that removed the power of Medicare to negotiate prices of drugs with manufacturers was passed. Bush was pushed into the war in the Middle East after 9/11 attacks by Middle East terrorists and havens in Afghanistan, that led to a two decades war in Afghanistan. Withdrawal happened under DJT and Biden consuming resources and time leading to the affordability crisis, outshoring of jobs and lower wages for factory workers. No one talks now about Clinton, Bush, Obama, because of these wars and the loss of America's leadership in manufacturing, squandered resources of attention, time and money that would have created new infrastructure and health insurance for all, inshoring. ...

For the approaching US midterm elections president Biden seeks to draw a sharp contrast with Republican Senator Rick Scott's Plan which he says would worsen inflation and increase taxes on working class families. Mr. Scott's plan is for sunset on all federal legislation and president Biden says this would include Medicare and Social Security. Mr. Scott also wants all Americans to pay some income tax to have skin in the game. At this time about half of all Americans pay no taxes says Mr. Scott. Former US president Trump continues to lead the Republican party in 2022  yet he faces a very different Democratic party under president Biden. Mr. Biden's focus is on his $2 trillion plan for Workers and Families, rebuilding American manufacturing and renewing supply chains, unlike Hillary Clinton whose lacked such a focus. Leading to Mr. Trump's appeal with working class families and disdain for traditional Republican policies that secured him the presidency in 2018 by defeating Hillary Clinton. The changes with president Biden's focus on workers and families are happening also in the European Union. Scholz and the Greens in Germany, Macron in France with potentially Melenchon as prime minister, and similar changes in Denmark and other EU countries suggest that there is a renewed focus on infrastructure, rebuilding manufacturing and supply chain renewal, rebuilding incomes and lives of workers and families, in Europe and the US. ...

Higher exports and lower imports boosted GDP growth by 1.59%, higher investment in equipment and AI related intellectual property investments, and consumer spending on healthcare services, pushed US GDP up to 4.5% for third quarter 2025. The annual rate of growth was pushed up to 2.5% matching the 2.4% growth in GDP for 2024 under the Biden administration. As the benefits of the rebuilding of American manufacturing, the benefits of the rapid depreciation of equipment and plant investments under the BIg Beautiful Bill are still in the future the GDP number is expected to be higher for 2025 and 2026. The formula for GDP estimates is to take total domestic spending and minus imports which are part of domestic spending in the US on imports, and to add the exports number, as these are goods produced in the US. An administration such as DJT administration today that promotes US exports, takes strong action such as tariffs against unfair trade goods pushed into the US, promotes US jobs and growth, ensures fair trade prevails, and invests in the US, is far more likely to get better GDP growth and jobs growth results. ...

German economy contracts in second quarter 2024 by 0.1%. Growth is forecast at 0.3% for 2024 and 1.1% for 2025, according to country statistics office Destatis. The contrast could not be greater in Biden's management of the economy as US economic growth was much higher at about 2.8% in 2024. It shows the positive effects of Biden's effort to revive American manufacturing, and to support chips and science and American industry, and the investment of a trillion dollars from the Inflation Reduction Act in American infrastructure. Without these investments American recovery strong at this time would have hobbled along with much worse effects on jobs and inflation, and looming recession, under a Trump administration. Unusual factors such as the concentration of the supply chain in China have influenced US inflation, which Biden is correcting, and also bringing jobs at home. In this move he now has the support of both Democrats and Republicans. As Greg Ip has pointed out in the WSj no one during the Clinton administration when it engaged China with the World Trade Organization on trade imagined China would replace America as the dominant nation in manufacturing, the size and th scale also affected the climate, the environment in China, and created huge inequalities in the US and China that both nations are trying to correct, Biden in the US and Xi in China. It could even be said these policies were a failure because the size and scale simply overwhelmed everything else with growth rates in China of 12-14%, and the fallout in the near collapse of the economy in the years ahead from hypergrowth.  ...

There is an expanding demand for labor in such an economy and this is true today. Paul Krugman in the NYT shows evidence that the native born Americans have not lost jobs to immigrants in 2019-2024. Much of the demand in the restaurant, hotels and health care industries, in construction, agriculture and occupations native born Americans are less interested in filling are filled by entry level workers who are immigrants. The Wall Street Journal showed in a recent report that Topeka, Kansas is trying to recruit new immigrants to come and live in Kansas where the unemployment rate is lower than the national average today under Biden of 3.7%, and there are thousands of jobs to be filled. This is why Senator Graham of South Carolina and Tillis of North Carolina, the senior Republicans in the Senate, were trying to fix asylum and parole policies in immigration with the help of president Biden to close the border and yet allow an organized flow of new immigrants to the US to fill jobs that would otherwise remain unfilled. Not everybody wants to live in Topeka but there are immigrants such as the Venezuelan and Colombian immigrants shown in that report who are happy to live in the Kansas winters in the prairies of the American heartland. Many come from educated backgrounds and are similar to other Americans already in Topeka such as the mayor of the town, and fit in well say officials in Topeka promoting economic development in the state. It is noteworthy that Kansas is a Republican state for decades.  ...

Some Republicans are saying that it is time to give up the conceit that increasing the incomes of the upper classes will bring benefits to all Americans, and whether making individual tax cuts the priority is a policy that no longer works and can even bring disaster as it did for British prime minister Liz Truss recently. In this camp are Senators Josh Hawley of Missouri and think tank American Compass. Others including Marc Rubio no longer favor globalization and see it important for the US to bring back American manufacturing at every opportunity with incentives and government action as the Biden administration is currently doing. This is creating new faultlines in the Republican party between the people who support the party of Reagan and its priorities and others who are questioning whether Reagan is relevant anymore. The fight that delayed the election of Speaker McCarthy also brought out some of these fissures as a subsection of the party felt strongly that it was important to go after entitlement programs and other social spending by the Biden administration. This is creating a new situation in American politics and in world trade and economics as the Biden Administration is not meekly accepting the detours of so called Third Way Democratic and Labour politicians of the US and Britain such as Tony Blair, Clinton and Obama who let the traditional backing of the Democratic Party in the working class wither with ties to Big Tech and acceptance of Reagan type free trade policies for manufacturing that ignored American working class communities. Biden's recent success in fighting for railway trade unions in restoring fairness in vacation and sick leave is only one of the battles that Biden has shown he can fight for American workers. Republicans now face the prospect of appearing divided and ambiguous in their support of working class, and overdependent on cultural issues for working class support. A recent British study on Labour's prospects showed that a slight shift on cultural issues can create a strong shift and have a large impact in Labour forming a new government with a secure majority in parliament.   ...

Economists now say that these economic mistakes slowed the recovery from the 2008 financial crisis caused by faulty mortgages of banks and excessive leveraging. Treasury Secretary Janet Yellen is pushing for a large pandemic stimulus package to ensure the recovery of ordinary Americans after suffering through this pandemic. Yellensays: "We need to make sure that people aren't going hungry in America, that they can put food on the table, that they're not losing their homes and ending up out on the street because of evictions. We really need to address those forms of suffering, and I think we should'nt compromise on it." Mr. Biden has a $1.9 trillion stimulus package for the pandemic related recovery to relieve suffering people and businesses. Yellen and Biden feel it is really important to do this immediately. A recent picture in the NYT shows Stephen Schwarzmann of American finance with Mr. Trump showing him as one who stuck with Mr. Trump to the end. Much of this play as Shakespeare calls it, is the result of Democrats of the old tradition like Yellen trained by economists from the New Deal and Johnson era, who have not walked the talk and forgotten the suffering of American workers. Yellen held a Conference on Equality at a branch of the Federal Reserve during her time at the Fed, used strong language about the neglect of American workers but did little under the Clinton or Obama administration about the underlying structures of tech and shift of American jobs overseas that led to the destruction of America's manufacturing. Today they are faced with the picture of food insecurity in American homes once a situation that afflicted China and India. ...

Biden is skeptical about the Trans Pacific Trade Agreement negotiated by president Obama and has concerns for the protection of American labor. UAW's Shawn Fain's support of US 25% auto tariffs April 2, 2025. Fain says-“We applaud the Trump administration for stepping up to end the free trade disaster that has devastated working class communities for decades.” US president Biden supported the UAW, even standing in a picket line to support UAW negotiate a contract for fair wages for workers with the three US automakers, Ford, GM and Stellantis. For decades workers in the US faced the threat of outshoring to Mexico to reduce wages. This action on tariffs will increase depressed wages for American workers in the same way that president Biden's action helped negotiate better wages. In this sense both Biden and DJT are on the same track. In fact president Biden 2020-2024 decided to keep most of the tariffs put up by president Trump in 2016-2020. It is likely that a future Democratic administration will continue DJT tariff policies to achieve domestic goals such as fair wages for American workers, and for rebuilding American manufacturing in the way president Biden has done. This is in fact one of the singular achievements of the Biden administration for building the working class and middle class neglected by Clinton, Bush and Obama administrations. On this issue both Biden, Trump and any future US president will be on the same page, because it is about fair trade, to even the playing field, and is right by American workers and American values. History will show that this required courage and persistence on the part of Biden and DJT, and was done not on whim as is falsely portrayed but on the advice of people who had the experience, wisdom and sought the best for America such as Robert Lighthizer ,the US Trade Representative in 2016-2020 and his deputy Jamieson who is the USTR in 2025. Lighthizer is notable because he handled the unfair trade with the Japanese in the 1980's as Deputy USTR under Reagan, and knows fair trade and how to get it to build a strong American economy. ...

The new faces in the Biden administration on economic policy are Janet Yellen, as head of the central bank, the Federal Reserve, and Cecilia Rouse, a Princeton labor economist, as head of the Council of Economic Advisors. In this report WSJ looks at the economic policies of the new administration after Mr. Trump rejected globalization and international trade agreements that were not in America's interest or that hurt American workers.  Informal conversations with experts suggest WSJ says, that globalization is now suspect as a way that benefitted China and other countries including Germany, and hurt the U.S. France, Britain and other countries in Europe that were not strong exporters. This hurt their industries which were eroded by imports resulting in the three decades long destruction of communities across these countries that depended on manufacturing. It has also hurt countries like India that let their markets be dominated by Chinese imports, with a reversal of policy in 2020 with self reliant economy under "Atman Nirbhar" policy as the new goal. Mr. Trump's tactic in this trade war was to fight back to regain America's position in manufacturing with tariffs on imports. The trade deficit had to come down with China just as it had done with Japan decades earlier. This was starting to happen. One problem in bringing down the imports was the increase in the value of the dollar, as Janet Yellen has noted. The new policies will look at what the effective policy will be while keeping this goal in mind.  Both Yellen and Ms. Rouse have spent years studying labor markets and Ms. Rouse is quoted here as saying: " With open trade there are winners and losers. The losers are really losing, and we need to take care of them and take on more nuanced models of international trade as a result." Other experts from the earlier Democratic administrations such as Prof. Frankel at Harvard say that there needs to be increased focus on American workers left behind by trade, technology and unequal education, with more spending on preschool, infrastructure and health. All this suggests that there will be a continuation of U.S. policy in challenging Chinese use of globalization to advance its interests, chastening Americans on the use of the very word globalization which can mean different things to different people based on how they can gain advantage. The word may even be entirely dropped in favor of what the policies are and what they do for the American worker, American communities including small towns, and the American people, spelling each of these out every time supply chains and the global economy is mentioned. The new administration will get an opportunity to show that it too can come up with new ideas and action plan to strengthen American manufacturing and jobs. It will also have to show substantial results as people have lost patience with Democrats and Republicans on the lack of progress in rebuilding America's leadership role in the world economy, and in defending American workers and factories. Clinton, Obama and Bush all offered false promises on trade with China ignoring the damage this had done to American leadership in the world economy. Clinton with support for China's entry into the World Trade Organization, Bush with foreign wars and costly diversions and regulatory failures with banks that led to the 2009 deep recession hurting Americans, and Obama with the lack of will and interest in America's leadership role in the world as the dominant nation in manufacturing,   ...

The US has expanded access to products from China and other countries gradually leading to a loss of US manufacturing over 2 decades. Today both Republicans and Democrats see the dangers of such economic policies for American workers and families. Mr. Trump first raised this issue that has been raised for a decade or more. Mr. Biden realizes what this means for the future of the Democratic party with the loss of manufacturing communities in the US. For this reason the Indo-Pacific Economic Framework and new economic alliances in Asia are being built in a different way. This may not seem much today but as the US shifts its investment, and the European Union shifts its investment, to home countries and countries in Asia and Latin America, Africa, till 2030- 2040 over two decades this will create huge opportunities for the US, Europe, India and other partners in the free world. It is a mistake to think that a better life for the people of the free world can be built on the mistaken idea that the loss of American manufacturing communities was somehow acceptable. The sudden failure of the trade policy with China after the loss of so many American manufacturing communities shows that in the long run only policies that benefit both American workers and foreign workers will work and deserve support. The return of US manufacturing and European manufacturing to US and Europe must therefore be the very foundation of our effort and with it can evolve the building of manufacturing communities in friends in the free world such as India and other Asian, Latin American and African countries.  For India this is the kind of policy that Mohandas Gandhi would have chosen because of his broad and deep knowledge of the world and how it works best, he would have seen policies that benefit American manufacturing communities needed as much as building manufacturing communities in India. The ripping up of manufacturing communities in the US and Europe and what it has done to American and European workers and families, as has happened with globalization, would have been abhorrent to Mohandas Gandhi. This is why the Indo-Pacific Economic Framework and economic alliance in Asia starts with the right principle even in its basic form, with the hard work of all and creative ideas creating the right solution for the Free World as it evolves to 2040. This helps student borrowers across the country and makes college education affordable. Most Americans have failed to realize the importance of higher education and its affordability for the US economy, the US ability to compete with China, India and the EU, and the damage done to US education by outdated laws. The general failure to support education and its affordability has come at a great cost to the US economy and its strength in the world, similar to the damage done by the neglect of manufacturing and communities across America that depend on good manufacturing jobs. US president Biden proposes to reduce the US deficit by $2 trillion by increasing taxes on American households worth more than $100 million that would apply to their earned income, and their unrealized gains on liquid assets like stocks. Biden also plans quadrupling the tax on stock buybacks by companies, a tax approved in the Inflation Reduction Act of 2021. The deficit in 2023 will be about $1.4 trillion and rise to about $2 trillion, so that Biden's plan is to practically eliminate the  large deficit if the Republicans come on board. Republicans prefer cuts in spending. US companies have engaged in a dramatic increase in stock buybacks in recent years leading to calls for increasing the tax on stock buybacks. Biden says even high income households will not see an increase in their taxes, only the wealthiest households with over $100 million who have benefited vastly through the Reagan type policies of the last two decades. These households with over $100 million in assets will not be affected in the same way as students, workers, and middle income households are affected in shouldering a large part of the burden of these Reagan type policies that did not adequately fund education, healthcare, and manufacturing in communities across America. This was a period when Democrats in Congress awed by Reagan type policies failed to vigorously oppose policy that increased the US deficit and burden on households for health costs by not allowing Medicare to negotiate prices with pharmaceutical companies. A senior AARP official says that when we talk about the Biden Inflation Reduction Act of 2021 the key component is the Medicare price negotiation with companies that is now law. Why Republicans and Democrats before Mr. Biden allowed such a gross distortion for two decades since 2001 that burdened ordinary  working Americans while neglecting American manufacturing, till Mr. Biden assumed the presidency, says much about the policies of the last two decades and how it has affected ordinary working families. Shriveling factory towns and creating much distress in these communities with these distortions that are a legacy of Reagan type laissez faire policies that government should do little. The result of these policies is that manufacturing is concentrated in only one country for the whole supply chain something that would never have happened with a thoughtful policy planning process. India and Vietnam are only today seen as alternatives for the supply chain in 2023 when policies were in place in these countries since 2014 for the supply chain to be distributed in a way that would be a win-win situation for all countries, avoiding the national security threats of today with overconcentration of manufacturing in China. This has not benefited China or the US because of the rancor and tension it has created. It was the fall of the Berlin Wall that created some of this awe for Reagan, when looking at it objectively it was nothing more than a course correction in Europe after the Hungarian revolution suppressed in 1956, Czech in 1968. It had little to do with what policies the US should pursue for workers and families, just as the war in Ukraine today remains another course correction in a different direction in Europe, and does not affect domestic policy in the US to build a better society for workers and families that Mr. Biden is doing. ...
