On Jan 19, 2023 the US hit its debt ceiling of $31.4 trillion. Republicans control the House of Representatives by only a few votes after a strong showing in midterms by Democrats who control the Senate. A small section of the Republican party insists that raising the debt ceiling- a task performed by the House of Representatives- should only be done with serious cuts to Biden programs to help workers and families during a cost of living crisis. Biden says he will not negotiate, simply won't.  This report in NYT by Jim Tankersley, says president Biden in the last resort could resort to the 14th Amendment which says: "The validity of the public debt of the United States, authorized by law, including debts incurred for payment of pensions shall not be questioned." What this means is that in the last resort if Republicans insist on serious cuts because of a faction within the party, and not because the whole party supports it, Mr. Biden could continue public borrowings to pay social security and make other payments. Moody's says this would lead to a rise in borrowing costs temporarily but would not lead to a recession, and have long term benefits as the debt ceiling could not be applied in the future. It would be challenged by Republicans and go to the Supreme Court which would have to decide on the issue: "the validity of the public debt of the United States shall not be questioned." Biden and Xi meet at an estate outside of San Francisco in the most important meeting of 2023.  Biden says his government would continue "to preserve and pursue" high level diplomacy after the two leaders talks. President Xi said about this period of global transformations that are taking place in this century that it was important that the two countries act in a way that "benefits the two peoples and fulfills their responsibilities for human progress." The two leaders came to an agreement on fentanyl, and on AI, and setting up high level communications including direct conversation between Biden and Xi Jinping. Coming during the conflict in the Middle East and in Eastern Europe this is a really important accomplishment of Biden and Xi for the people of the two countries, setting aside differences and looking for shared interests.

He won that election becoming the youngest senator in U.S. history. The family retained high ambitions for Joe, hoping that he would become president. Jill met Joe Biden during this campaign and she married Joe in 1975. Jill had spent 13 years of her career teaching English in secondary schools, and the past 27 years teaching in community colleges, including the eight years when Biden was Vice President. Along the way she studied for 2 Masters degrees and a doctoral degree. Her dissertation for the doctoral degree was on the topic- Student Retention at Community Colleges: Meeting Student Needs. Student dropout rates are high about one in three in community colleges dropout.  It is a sign of the misplaced priorities of today that Dr. Biden takes pride in her degree and many do not think this is important enough a topic for a dissertation. Not only her education and hard work studying for advanced education makes her a unique asset, there are other parts of her character that make her exceptional and right for the times. Jill Biden entered a family that in some ways after Naomi's death was broken. The were two children surviving the fatal car accident in 1972, Beau and Hunter. This story shows how she handled this in a way that required extraordinary serenity and composure. There was the ambition of the family. There was the memory of the accident and Naomi. There was the cynicism about her passion for education in fashionable Democratic party circles out of touch with the roots of the national character in education and in libraries starting with Ben Franklin and Jefferson. Joe Biden was about 78 when he entered the presidency. Reagan ended his presidency at age 79 in 1989. It is about 35 years since Reagan, and advances of medicine are making it possible for people to work longer with retirement ages extended to age 65 in many countries. Mr. Biden looks healthy and brings much experience from his decades in the Senate of the US. His 36 years in the Senate are the longest for any president. Turning 80 should not be a hurdle in that sense if one is healthy and the country needs this experience. During a foreign affairs crisis with China and Russia this experience of 12 years as ranking member of the Senate Foreign Relations Committee is invaluable. More so as Biden reflects America's values. During his 36 years in the Senate he put forward the Violence Against Women's legislation in Congress. As Vice President he continued to advocate for working class and middle class and for families. As president he passed the $1 trillion legislation for Workers and Families and to fight Climate Change. Both presidents Biden in 2024 and Carter in 1980 faced high inflation that reduced their popularity, under Biden over 9% and under Carter 13%. Cost of living became a major issue as wage increases did not keep pace with inflation. WSJ attributes the inflation under Carter to policies of Richard Nixon and failure of the Fed under Miller and Volcker to control inflation. It attributes the inflation under Biden to Covid spending and on top of that the Spending under the Inflation Reduction Act and other bills passed to rebuild infrastructure. Biden and Fed's Powell did bring inflation down in 2024, and it had also to do with supply bottlenecks, opportunistic behaviour by retailers in 2022-2023.  A significant weakness for Biden was the Border and failure to act quickly under Homeland Security head Alejandro Mayorkas, against whom the Republicans started impeachment proceedings. Added to this was the continued flow of fentanyl destroying American lives. Another weakness was the unease of parents with policies on transgender. On foreign policy the Obama policy of funding Iran under the nuclear negotiated agreement increased risks for Israel and emboldened Iran. ...

Satya Nadella - "we have to get society's permission" for what is done with AI. Nadella has an approach to AI to keep each company's human knowledge capital separate from AI, as its most valuable component of its operations. In the world he visualizes AI frontier models OpenAI, Gemini(Google) and Anthropic's Claude won't just keep saying they will use up all the resources they can use leaving little for education, healthcare and public services or infrastructure, and keep saying it will destroy all entry level and other white collar jobs, and the world will put up with that. His approach is to bring AI at a cost level that is much lower,including incorporating Chinese models for cost effectiveness. And at the same time making AI supplement each company's human capital working side by side so that jobs can be enhanced not destroyed willy nilly, in a careless random, disorganized way whether people like it or not because a few frontier AI models and their companies (Google, Anthropic and Open AI) have decided to do that. Nadella's thinking is worth listening to and reading about as it offers the first intelligent approach to making AI do what we want it to do for healthy societies. After all the destruction in world trade by shipping out supply chains by the US and Europe, after uncontrolled migration, after the loss of manufacturing and the good jobs that went with it, and the decision to reverse this and regain manufacturing and supply chains under both US presidents Biden and DJT, Nadella is right to conclude that society will not tolerate any more losses, and society is determined to retrieve losses from past mistakes. By preserving each company's human capital independent of AI Nadella is calling on individual leaders at all startup, midisized and large companies to have a clear idea of their precious human capital and set up AI independent of it at the company level to work alongside human capital. We at Lyrarc think this will give better results than no conscious approach that allows willy nilly the AI frontier models to shrivel the company's human capital and do what they are clearly incapable of doing in our view, which is to run companies or the principal functional areas of societies such as healthcare, transportation and public services. That even though Nadella does not say this is going to look good at first, then lead the company to catastrophic consequences of losing control of its own individual company's future and lead it to make huge mistakes that will be costly to correct and cause much damage to the Nation and its people. This is anew proposition that Nadella makes and should be grasped for a new approach, and constructive confrontations on this issue of how to incorporate AI at each company's level for hundreds of thousands of companies, alongside separate and supplementing the core strength of human capital, not displacing it to cause huge problems in future years. A company bereft of its human capital is a company bereft of what gives it life and vitality. ...

Noonan feels the announcement by Nikki Haley for the presidential candidacy was oddly stuck in the past as politics was done before 2023, which today is not acceptable after the pandemic and a world finding its bearings.  Biden was clear in the State of the Union. No one mentioned it even though it happened twice for Modi. Media made it their headline for Biden for similar mixing up and immediate correction. Going over complex issues for 60 minutes with 9 reporters in A+ fashion- no mention at all by the Media. In Movement for Global Literacy we cited the low degree of confidence and trust in media- only 20% of the American people trust the media such as the TV news shows and the newspapers.
