On September 26 Germany holds a general election to decide who will lead Germany after Merkel. Olaf Scholz of the Social Democrats is seen as personally popular for his work in government with 48% support in recent polls, with Armin Laschet of the Christian Democrats at 24% and Annalena Baerbock at 27%. The Social Democrats poll 24% and are expected to form a government with the Greens at 16% and the FDP party. Merkel is still popular with most Germans but this support does not carry over to Armin Laschet. There may also be some sense among Germans that it is time for a change in government after the Merkel years even though she is personally popular. The difficulties imposed by the pandemic on the German people, and the added problems of the floods could lead voters to look for change in government under new leadership more sensitive to the problems of today- infrastructure, employment participation of people held back by the pandemic, and rebuilding healthcare, education, childcare systems, tackling climate change issues. ...

German industry says a complete shutoff of Russian gas to Germany would be catastrophic. Paul Krugman, an expert on international economics, looks at it in this NYT report. He says estimates show a worst case scenario drop of 2.1% in GDP for Germany to shutoff Russian supplies of energy. This estimate is from ECONtribute a thinktank from the Universities of Bonn and Cologne. This reluctance says Krugman to take the tough decisions such as turning off Russian energy supplies prolongs the war in Ukraine and its painful consequences in food scarcity and inflation all over Africa, Asia and Latin America. By comparison Greece, Ireland, Spain and Portugal went through severe downturns as a result of debt crises and economies that were mismanaged, with 27% loss of GDP in Greece, says Krugman.  Merkel's government argued for strict austerity policy during the eurozone financial crisis. By comparison says Krugman the shutoff of Russian energy supplies only imposes 2.1% loss in GDP that the German economy could handle.This estimate is also similar to estimates by Bruegel Institute and International Energy Agency, says Krugman. It would also speed up climate change action in Germany and set an example for Europe. German Economy minister Habeck's plan on alternative sources of renewable energy goes part of the way to accomplish this yet more needs to be done to correct the errors of policies from the Merkel administration that allowed German dependence on Russian energy to reach 55%. It is hard to comprehend why the Merkel administration could not be uneasy with something that would give Russia a huge leverage over the German economy and limit its voice in world affairs. It is now left to chancellor Scholz to correct the errors of the Merkel administration and of past members of his party the SPD, such as Mr. Steinmeier and the Schroeder SPD administration that preceded Merkel. Difficult questions have to be shouldered by the Christian Democrats and the Social Democrats. It is only through the courage shown by Annalena Baerbock of the Greens Party, in laying bare what these German policies were leading to, that Germany is recovering her voice in the world. In his speech to parliament making a U turn from the old policies Scholz credited Annalena Baerbock for the hard work in convincing Germans of the need for action.  ...

The emergence of the Greens Party in Germany as a party that could govern at the federal level. In Baden-Wurttemburg, a western state with many large companies, the Greens emphasized foresight and pragmatism to win the election. Analysis by ARD broadcster suggests 145,000 voters from CDU migrated to the Greens after corruption scandals led to resignation of CDU members in the Bundestag. One of the problems The Greens face is the relative youth of leaders at the federal level. Robert Habeck is 51 years and Annalena Baerbock is 40 years.  For Angela Merkel who retires in the autumn, and the CDU with its new leader Armin Laschet, the results are a bit of a shock. The CDU gained about 24 to 28% of the vote in 2 state elections. The SPD socialist party was at about 16%. So that the 2 parties that governed Germany since 1950 are combined now at about 40%-42% of the vote.  New coalitions will be formed in the future that include The Greens as a major political party. SDP's Scolz clearly welcomed this idea saying that it is now possible to form a government without the CDU. For Germany the coronavirus years 2020-2021 mark the beginning of a new period that may no longer include the CDU or Merkel in government. Popular fatigue with the Christian Democrats and search for new alternatives for Germany now make a new Greens led coalition a distinct possibility. ...

The German ambassador to India calls the Indian preparations for the G-20 meetings simply outstanding. Annalena Baerbock, the German Foreign Minister, is a very unpretentious person and when her plane arrived early, decided to spontaneously leave the plane without any formal arrival ceremony. The German ambassador says- "she laughed, she thought to herself it was quite funny, and we had a very nice welcome." Annalena Baerbock is simply one of the friendliest persons from Germany to land in India. It is clear about the way she relates to Africa and India- Baerbock was amazing the way she took the Benin Bronzes back to their home ground in Nigeria from Germany recently. For India she is one of those rare visitors the country is grateful to have from Germany, and welcome like no other, as one of its own. Baerbock and Habeck have given Germans something they can feel optimistic about the future.

This report from Taiwan in DW.com points out that German opinion has changed significantly in recent years and is not reflected in Merkel policies. With a change in government to Greens, SPD coalition under Scholz of the SPD and Annalena Baerbock of Greens, German policy towards Taiwan is likely to change. Scholz is seen as having different views from Merkel and is likely to reflect public opinion more closely which is reflected in polls that show 58% of Germans not in favor of Merkel's China policy which moves away from the US. Germany also needs to consider NATO alliance and relationship with US which will be difficult with Merkel policies now that president Biden has made Indo-Pacific  with Aukus and Quad alliances critical to his administration. France has moved closer to India, which will mean pressures from the US and France and German public opinion for Scholz to  come closer to US and France in his policies. A sense that the Merkel period had serious issues and was "grotesquely" backward in childcare, education, digital modernization, infrastructure, climate change, as one German expert puts it, also will make SPD and Greens reconsider Merkel's policies.  After the election there could be a fuller reassessment of the Merkel years and further change in German public opinion as Germans see how much was lost in the later Merkel years in the lack of much needed change inside Germany in addressing the social and economic problems. Merkel may also be seen as having a sensitive relationship with the Biden administration which the SPD and Greens in their different orientation may not see in the same way. Biden's families and workers plan has much that Germans are looking for from the SPD and the Greens and on a scale of $3.5 trillion that the SPD and Greens may see as changing everything.  Population of India combined with South East Asia, Australia and Japan is also about twice that of China, which Germany will feel sets the path for a new policy that reflects a different Europe and a different Asia for the future. ...

Almost all parties lost points in the poll for Bild Am Sonntag and the Greeens gained. Coming at a time when the German public is weary after the eurozone financial crisis, the migrant crisis and now the coronavirus pandemic Annalena Baerbock brings a fresh approach to issues in Germany. The head of the CDU party who would become chancellor after Merkel, makes an emotional plea to the British people to change their mind and remain in the European Union. In an affectionate letter to The Times of London many leading figures from politics, industry and the arts in Germany made a plea that Britain remain in the EU "from the bottom of their hearts." A look at dozens of letters in response to this article in The Times shows that many Britons feel that Britain would have voted to remain if Germany and Merkel had given prime minister Cameron a better response during negotiations in 2016. Even chancellor Merkel warned Germans not to take an indifferent or complacent attitude to Britain's staying in the EU. The letter makes amends by saying there is an indissoluble bond between Britain and Germany because of the help given by Britain to rebuild Germany after the war. "Without your great nation this nation would not be what it is today, defined by freedom and prosperity," the letter says. It says "should Britain wish to leave the EU it will always have friends in Germany and Europe. But Britons should equally know that know choice is irreversible. Our door will always remain open: Europe is home."  Katarina Barley, Germany's Justice Minister whose father is British, says she supports a second referendum on Brexit. The letter is signed by Andrea Nahles, head of the Social Democrats, Annalena Baerbock head of the Greens party. Also signing it are the heads of Daimler, Airbus and the German Federation of Industry. Annegret Karrenbauer, head of the CDU says it is looking for constructive proposals from Britain, now that the deal put forward in the British parliament was defeated by a large margin. "We will not block the path to Britain remaining in the EU." The letter is significant in that it changes the whole tone of German leaders across the spectrum towards Britain- as critical to the idea of Europe, and the dawning in German minds that Europe would never be Europe without Britain, would never be Europe simply with France and Germany and the other nations. ...

This article by the Editorial Board of the WSJ says president Biden should back up in action his words that "the United States will defend every inch of NATO territory with the full force of American power." It calls for more front line forces and munitions on NATO territory." Biden has deployed 100 planes and 120 ships through the NATO alliance, and added 12,000 troops to these states to bring the total to 100,000. The Editorial Board of WSJ has this to say of Merkel. NATO's new guiding document and security concept now includes China for the first time as a shared security challenge. In the past there were concerns about China yet Germany and France continued economic engagement with China as before. The clearly worded statement by Xi Jinping and Putin expressing strong disapproval of a world in which the US and the EU play a prominent leadership role, made just before Russia launched its attack on Ukraine, has changed the sentiment in Europe. It is now becoming clear to Germany that the world has changed.Under Merkel Germany expanded trade ties with Russia on energy and with China as a major trading partner. The first steps are now being taken to decouple the trading relationship with China and restructure Germany's trade away from China towards other parts of the world including India, Vietnam and other Asian countries. Mr Scholz pointed to this needed shift during the Trade Fair in Hannover. As part of this shift NATO now sees cooperation with Indo-Pacific partners Australia, Japan, and South Korea and India essential for meeting the challenge of Russia today and of China over the long term. The NATO document says about China that "its stated ambitions and coercive policies, challenge our interests, security and values." Here are some of the ways the world has changed today. There are new administrations and newly elected leaders in the US, Japan, South Korea, and Germany. The new administrations are led by leaders in Japan and South Korea that are keen on working hand in hand with the US to meet the challenge from China. In the US president Biden seems determined to build up America's strength to meet any challenges China can pose. In Germany the administration is run by the SPD socialists with the Greens and the Free Democrats coalition. The Greens led by Robert Habeck and Annalena Baerbock have taken a strong position to face up to Russia's invasion in Ukraine, and Mr. Scholz is following step by step and has distanced himself from old SPD and CDU policies of  Angela Merkel of close commercial ties with Russia and China.  Indian prime minster Modi was a close partner at the G7 conference in Munich, Germany.
