German Foreign Minister Wadephul is interviewed by Nina Haase of the DW.com. She asks him what he thinks of Marco Rubio's speech at the Munich Security Conference in Feb. 2026. On climate he says that the US is saying- be flexible which is what Germany agrees with. The US, Belgium and Italy oppose use of Russian assets in Belgium of $200 billion as collateral for loans to Ukraine. Ukraine is facing budget shortfall of $135 billion for the next 2 years 2026-2027. TheUk supports it use, and Germany and France are leaning in this direction with the EU's Leyen. For 2025 US stocks S&P 500 returns 19%, foreign stocks in Europe 36%. An extraordinary year for foreign stocks with Germany's big investments in the economy. Actually the average S&P stock was down 3.7%. It was the large investments in AI that propelled the US stock markets S&P 500 to the 19% gain.  AI investment may take a long time to be profitable and some companies may lose money yet the building of data centers creates demand for construction activity, and tariffs are bringing larger investments into the US economy. Media skeptical about tariffs led to many missing the surge in stocks. It was the same overseas after years of Merkel and limits placed in the constitution on needed spending, and the SPD coaltition struggling to get through FDP obstruction to investment spending. Chancellor Merz of CDU joined the SPD to make a big $1 trillion investment in German infrastructure and defense, and removed the constitutional brake on investment Merkel had unwisely put in, with so much of Germany's infrastructure and digital in bad shape. This pushed up European stocks that had languished under the austerity logic of Cameron/Johnson-Merkel. This also was missed by many as the old logic was suddenly and quickly taken out with Russia emboldened in Ukraine taking over much of the eastern Ukraine's Donetsk region. Defense is now a rapidly growing part of the German economy. 2025 was a year of sudden and rapid change in the world economy with tariffs, US investment deals, and Germany taking on defense and infrastructure, which few could predict. It took Scholz one year after the start of the Russian invasion of Ukraine to visit Ukraine. By comparison new German chancellor Merz visited Ukraine in three days after taking office. Merz in his first speech in parliament said- “In Ukraine, nothing less than the peace order of our entire continent is at stake. In this historic moment of decision, Europe must stand together more closely than ever before.” Starmer of UK and Macron of France had already formed close relations with Ukraine in 2025. Merz, Starmer and Macron now have a clear objective not to let Russia advance its objectives in Ukraine or Eastern Europe.  This report by NYT's Schuetze and Santora from Berlin and Kviv, shows the changing situation in the war. The war is now expected to to go on for another year as the Russian side sees its economic industrial base larger than Ukraine's industrial base letting it prevail over time. Russia has spurned the offer of US peace negotiations or tacitly agreeing to it but continuing the war with large missile attacks on Ukraine. In this situation Germany plans to help build industrial base in Ukraine for war effort and supply arms and equipment, financial help. Ulrich Speck says it is not enough for the EU to offer "association" and closer ties to Ukraine, it must offer membership as it has done for Slovakia, Slovenia and other Eastern European states. This would send a strong signal to investors and people inside Ukraine about the country's future. German Chancellor Merkel has to take the lead, says Speck. Germany has an important stake in the future of Ukraine. Long term economic assistance from the EU and an immediate lifeline from the IMF have to be part of this effort for a better future for Ukraine. Growing pressure from within the government from the Green party and the FDP, and from the CDU in the Opposition party, for Chancellor Scholz of the Social Democrats to allow Poland to send Leopard tanks to Ukraine to stall Russian advances. That could lead to a return to peace talks and a settlement is also the idea behind additional military support to Ukraine. Western powers also seek to prevent any further losses on the Ukrainian side and show support after attacks on its electricity infrastructure left most of Ukraine in the dark.

A infratest survey shows 91 % of Germans support taking in refugees in the current war in Eastern Europe. 53% of Germans support German government's strong response, and 27% think it doesn't go far enough. 14% say it goes too far. How much has changed since as recent as February 2022 is shown by the change- only 20% supported arms deliveries to Eastern Europe just one month back, this has risen now in March to 61%, and 45% feel that German government did not act soon enough.

There are about 3.06 temporary migrants in Germany out of a population of 83.6 million people, which is about 3.7% of the population, according to BKA figures cited by DW.com. The population of migrants living in Germany including Syria, Ukraine and other countries is about 3.5 million which is about 4.2% of the population. In terms of crime it is more about the anxiety and sense of disquiet this has created in the population, the money invested in benefits when much of German infrastructure has dire needs for investment with the rail and transport systems breaking down, and the wide disparities in living standards eroded in the last two decades in society. All this has to be considered in grasping why it has been so unsettling in some areas of Germany, Europe and the US. There are other factors such as women's safety, a sense of disquiet that was created in English towns where asylum seekers were put up in hotels as in Bedford. Many crimes get wide publicity and this further intensifies the sense of anxiety in the neighborhoods where young migrants from Africa and the Middle East, Asia are staying. The differences in culture and behaviours increases the sense of discomfort in neighborhoods. It is unlikely that this will go away because of incidents of attack by migrants in the towns and cities of Europe and the US every month, increasing homeless situations and deterioration in local neighborhoods.   ...

China's president expresses the need for greater cooperation between China and Germany during Scholz's Beijing visit and says "we jointly oppose the use or threat of use of nuclear weapons." Scholz for his part said "it is right and good that I am in Beijing today," that in times of change bilateral meetings were all the more important.
