Revised auto fuel efficiency standards win the support of GM, Ford, Chrysler, Honda and Hyundai. These standards would lower the average fuel economy to 54.5 miles per gallon by 2025, a decline from the initial target of 56.2 mpg. The revised proposal calls for a 5% average annual increase in fuel economy for cars and a 3.5% increase for light trucks through 2021. After 2021 both cars and trucks have to meet a 5% annual increase. Useful innovation in the new standards is to provide credits for hybrid pickup trucks, and give credits for technological advances that improve fuel economy but don't show up in EPA tests such as the one that shuts of the engine when a car is idling. Other credits would be offered for solar roof panels on electric vehicles. It includes incentives for "promoting early market penetration of tailpipe CO2/fuel consumption reducing technologies." This comes after a long period in which the U.S. lagged behind other countries in fuel economy. It could be one of the main achievements of the Obama administration, and help build a new auto industry around new technologies....

US president Biden says none of the unidentified objects at high altitudes of 40,000 feet were connected to the China spy balloon program. Reports now suggest one of the balloons may be American. The Northern Illinois Bottlecap Balloon Brigade says one of its balloons has gone missing and was last seen over the Yukon territory of Canada. Aviation Week reported about the missing balloon, which has been missing before. Biden has created an interagency taskforce to look at the policy issues surrounding the balloons and provide guidelines on how to respond in the future.

Indian Foreign Minister Jaishankar visits Ahmedabad for the introduction of the new Gujarati language edition of his book, The India Way- Strategies for an Uncertain World. At the meeting to take questions on the Gujarati edition at IIM Ahmedabad,  Jaishankar said India is now the fifth largest economy in the world. During the Nehru period it was the 20th largest economy in the world. It now has the capacity to take a leading part in world affairs. In a few years by 2030 India is expected to become the third largest economy in the world. And with its economy integrated into that of the US economy in a way that no other economy has been it will make the US-India economy by far the largest of any economic combination in the world. Because both are English speaking and both are modern democracies, and the traditions of Lincoln and Mohandas Gandhi, of St Paul and the Vedanta with Buddhism deeply rooted in each country. This is the true meaning of the Indo-Pacific. As Jaishankar pointed out in Ahmedabad there is no point in the water that says here is where the Pacific starts- that is the reality. Once you are in the Indian Ocean east of Africa you can travel on the ocean all the way past India to Indonesia, the Japanese Islands and the Hawaiian Islands till you reach the western shores of the United States. For India, the US and Australia, and Japan this is the ocean pathways that they are committed to keep open and with the international rule of law for all nations. In renewable energy, in climate change action, in managing soil and water, in agricultural innovation, and in technologies of all kinds India can now lead the way. Scientific curiosity, learning curve, manufacturing and innovation, education that brings new skills for a large workforce, India can tap into the resources of the world and make its own contributions to this resource for all mankind.  ...

House prices that went up by 532% in Australia, 602% in Canada since 1990 now face the prospect of decline by 20 or 30% after sharp increase in interest rates by central banks in the US and other countries. US prices were up 289% since 1990 by comparison. The Fed's moves could also lead to a decline in US home prices as mortgages become costlier. Casey points to the co-dependency between stock market investors in the U.S. and the Bernanke Federal Reserve. The stock market slumped in July 2013 and then hit new highs when Fed chairman Bernanke clarified that monetary policy will contiue to be accomodative for a long period with rates low even as the Fed tapers off its bond purchases. This makes the task of normalizing interest rates tricky for the Fed. Bernanke and the rest of the Open Market Committee have to consider the problems of a bubble in the stock markets, avoiding a destabilizing selloff in markets because of strong signals of normalization of rates, and changes in economic conditions in the U.S. and to some exent globally. Similiar reassuring statements were made by the head of the Bank of Japan, Bank of England and the ECB.

Extraordinary pictures taken by a photographer from Edinburgh who left Britain for Singapore and Far East in 1862 at the age of 25 years. He had worked as an apprentice with an optical manufacturer and learned photography. What is astounding is that this was the time when Japan was opening up to the ideas and technology from Europe with the Meiji restoration around 1871, China in transition under the Manchu dynasty which was to collapse in 1912 ending the monarchy. A major rebellion happened with the Taiping rebellion in southern China in 1854 that lasted till 1862. The Taiping rebellion was against the Manchu dynasty as a foreign dynasty imposed on Han people in China, and the result of famines, difficult conditions for peasants, opium addiction, poor economic prospects for a large population. Mao considered the Taiping rebellion as an unfinished revolution which the Communists continued this time against other foreign rulers the Japanese and European colonies in China,  and the Nationalist rule of Chinag-kai-Shek with corruption and wide disparities of incomes. John Thomson took pictures of China in the 1870's, now in the Wellcome collection and displayed in an exhibition at Heriot Watt University in Britain. Women and children in Guangdong, Canton and Beijing are shown in these pictures of China. Between 1872 and 1942 is a period of only 70 years with tumultuous events and huge changes in China. By 1944-1949 Communists controlled vast parts of China with Mao's forming of the People's Republic of China for the Chinese people, free of foreign influence, corruption, and opium trade of the British. And again 40 years later by 1989 China using a market economy to change China into a modern nation as advanced as Japan, Europe and America. For India the new People's Republic of China under Mao also brought the PLA army to the borders of India. In 1950 China invaded Tibet at Chamdo, and in 1951 annexed the country under a 15 Point Agreement making it a region of China. With that invasion India and China face each other for the first time in the Himalayas across a border stretching east to west for thousands of miles. A war in 1962 was followed by incursions across the border in 2020 in the Ladakh region. Both sides build infrastructure on either side of the Line of Control that stretches for 3500 kilometres. Most of the Indian people remain ignorant of the changes happening in China from the Manchus to the Communists. Most Chinese have little knowledge of the changes happening in India from British period to the post independence period under Jawaharlal Nehru and Indira Gandhi , and further to the changes for modernization happening under Mr. Modi. Large populations of over 1 billion people facing each other but knowing little about each other in one of the strange situations in the world, and armies building infrastructure on either side of the line of control. ...

The first farmer in recent history to become president of the US, 1977-1981, Jimmy Carter ran a peanut farm in the southern state of Georgia. He also served in the US Navy under Admiral Rickover. Rickover hired Jimmy Carter for the US early submarine program in 1949. It was Jimmy Carter's loss to Ronald Reagan that made the Democrat a rare one term president. The Iran hostage crisis happened during the election year 1980 which may have shifted the election in the Republican Reagan's favor. The economy also suffered from high inflation and lower growth during this period leading to the loss of the presidency for Carter. The incidents leading to the fall of the Berlin Wall happened during the Reagan presidency. This led to the period of three decades when the free market, less regulation period led to the 2009 economic crisis and the earlier breakup of the Soviet Union leading to the economic crisis in the early period in Russia. It was during this period that 2 Democrats president Clinton and Obama tacitly accepted the Reagan era policies of free markets and less regulation. This period is now coming to a close with the pandemic and a reassessment of what has happened. During that period Clinton paved the way for China's admission into the World Trade Organization. The lack of regulation has led to Section 230 leading to a proliferation of undesirable content on the internet, with support for regulation in the Us Congress. US policy is also moving to support its own industries something the Reagan policies saw negatively, particularly chip manufacturing where the US has lost its leadership role. The period that ended the Carter presidency is thus an inflection point that is now reversing itself decades later with the sense that government staying away from the economy is not a desirable thing. ...

US House Republicans are pursuing cuts in spending of as much as 50% in many programs that are considered essential, such as a 50% cut in foreign aid at a time of global food insecurity, deep cuts in the FBI's counter intelligence budget, deep cuts in healthcare services and housing to low income Americans following the pandemic and high inflation, and other cuts to services benefiting workers and families. Democrats in Congress and president Biden oppose such cuts and hope to eliminate the deficit with cuts that do not place an unfair burden- taxes on the wealthiest with over $100 million and on stock buybacks would generate about $2 trillion to cover the whole deficit which is in the range of $1.4 trillion in 2023 moving to $2 trillion a year. It shows a graph of where tax revenues had fallen to 9% of GDP making it impossible for the government to function and for essential imports to be financed. "Corruption, tax exemptions, and non-competitive procurement and allocation practices imply higher taxes and costs for everyone, hitting the most vulnerable hardest." This is where PM Modi has made a huge, huge difference in India. It also calls for prevention- "Prevention also requires providing a safe space for public engagement in governance." The British American concept of governance through elections has to be modified with emphasis on as Srinivasan and Beuer state correctly -creating a safe space for public engagement in governance. Only when the public and the young people of the country understand the basics of the economy and an educated informed mindset in created -as is the goal of Lyrarc.com- can the conditions be created for this good governance. This is true for India and is true for its neighbors Ceylon or Sri Lanka, Nepal, Bangladesh, Indonesia, with whom India has a long history of the closest relations. "Made in China 2025" is a plan by China to build competitive companies in new technology industries such as advanced microchips, driverless cars, robotics. This is one area in which there is a huge difference in trade matters more than the tariffs issue, because the U.S. sees this as an effort to dominate these industries with state subsidized loans at low interest rates. The Trump administration has threatened to impose 25% tariffs on imports from China in these industries to protect U.S. companies. The U.S. insists there should be a level playing field for U.S. companies.

Phoenix one can understand but Sacramento and Portland are hard to grasp- such is the acceleration of climate change effects across the Us and in other parts of the world. Post, the Guardian, on the television news channels any coverage of what each candidate for the next 4 years running the US government is going to do for climate change effects? Inaction on climate change would produce severe costs for the US economy which will drain its resources 2-4 years from now as the effects of climate actually accelerate when nothing is done. This could cost as much as a trillion dollars in 2028 if nothing is done for climate change under the former president.

Instructions in a 2012 law say the money from fines paid by banks for LIBOR related offenses should go to communities throughout Britain. A program in North Yorkshire teaches military veterans how to use "therapeutic baking" as a way to ease stress through cooking and by kneading dough. The same social housing charity, Riverside ECHG, says its focus is on making sure people are not sleeping in bushes or cars. A program in Harrowgate uses these funds to resurface tennis courts at a treatment center for injured police. British prime minister Cameron promised during the recent election to use 227 million pounds from fines paid against Deutsche Bank in April 2015 for financing 50,000 apprenticeships. Critics say the money should have gone to people who were harmed by the banks actions, yet in the case of LIBOR related offenses it is not clear who was harmed and by how much. The idea for the 2012 law come from Chancellor George Osborne. Osborne said about sending money back into local communities- "It is fitting that the money paid in fines by people who demonstrated the poorest values in our society is used to support those who demonstrate the very best."...

It is leased by JP Morgan Chase and is now at 25% vacancy. WHite children born in 1992 fared worse in income levels than white children born in 1978. The reverse is true for black children- the income gap narrowing for black children born after 1992 and widening for white children born after 1992. In this unusual twist lies some of the angst about social divisions in America in 2024 where income mobility is a major issue. The Biden administration has achieved a lot with bipartisan legislation such as the Inflation Reduction Act, cancelling student loan debt or reducing it, creating 16 million jobs, bringing supply chain disruption inflation down from 9% to 3%, and yet more action is needed. Inflation in housing that for 25% of apartment renters takes 50% of household income is a challenge. Biden proposed a 5% cap on rent raises, Harris proposed capping rent payment at 30% of household income and  government aid for amounts above 30%. By contrast Trump program promises little to help with housing costs, and economic policy is limited to tax cuts heavily skewed to wealthier households. ...

US Typhoon land based missile systems installed in Luzon in the Philippines have longer range 1200 miles and shorter range missiles, and capabilities for intercepting hypersonic missiles. These were installed by the Biden administration and are being continued under DJT. Norway has stepped up to meet Europe's need for oil and gas. About one third of the gas consumed in Europe comes from Norway. After the war started Norway increased gas exports by 8% in 0223 shipping more of it by undersea pipelines to Northern Europe. This increased oil and gas exports from $25 billion in 2021 to $125 billion in 2022. Like Saudi Arabia the government owns not only the oil and gas fields but also has large stakes in the companies that extract oil and gas. For a small country bordering Russia with 5.5 million people this put it in a higher status to meet Europe's plea for energy so that it could heat homes and would not have to shut down some of its industrial capacity. And it left no stone unturned to do this. Petoro CEO Kristin Kragseth says that we knew that Norway was always important but we did'nt realize how much. Petoro made $50 billion in 2022 almost three times what it made in 2021. Another of Norway's oil companies Equinor made $75 billion in adjusted earnings in 2022. Political sentiment has shifted too so that climate change that was a priority still is but Norway is willing to increase production for a few years to meet needs of Europe.     ...
