Rappaport of the NYT asks how it is possible that the U.S. Treasury is critical of the EU Commission's ruling that Apple pay back $13 billion in taxes because of its low tax rate of .005% in Europe, when Treasury is strongly critical of tax avoidance. The negligible tax by Ireland, base of Apple operations, is seen as a state subsidy not available to competitors. It also, as the EU Commission says, does not correspond to economic reality because the revenues are mostly made outside Ireland. An arrangement that is basically a strategy of tax avoidance. Today the leading candidates for president, Trump and Clinton, the major parties, and Congress, all are critical of tax avoidance strategies which deprive Treasury of much needed revenues. Restoring upward mobility is a priority today and programs to provide tution free access to public colleges, healthcare access, and infrastructure development, require public funding. Then why is the U.S.Treasury critical of the EU ruling? It is because Treasury sees this as money that should be coming to Treasury not the EU. However Treasury has failed to make this clear. The Financial Accountability and Corporate Transparency Coalition's Clark Gascoigne, calls it very ironic. And other experts say the money would not be coming to the U.S. anyway unless a low tax rate induces Apple to repatriate profits to the U.S. One expert calls it hypocritical. Senator Schumer says he agrees with Paul Ryan that tax legislation for a low tax rate for repatriation of profits back to the U.S. should be the next step, so that an infrastructure fund can be setup. Senator Levin and transparency advocates sees the EU action as normal and to be expected, as the anti-establishment sentiment today comes from such dealings that create the impression that the system is rigged in favor of some corporations. ...

In April 2013 an estimated 11% of Japan's financial assets were invested in the stock market and mutual funds. This compares with 45% in the U.S. and 22% in Europe, according to data from U.S. Federal Reserve and the Bank of Japan. Mom and pop retail investors are beginning to come back to Japan's stock market after 2 decades, making up 20% of trading value in October 2012, and up to 31% of trading value by April 2013. Japanese households have a larger amount of holdings of cash and bank deposits than U.S. households after the two decade stock market plunge in Japan and higher savings rate- about $8.9 trillion compared to $7.7 trillion. Japanese households had 6.8% of their financial assets in shares and equities in 2012, compared to 14% for Europe and 33% for the U.S., according to the Tokyo Stock Exchange and the Bank of Japan, showing the room for households to increase share and equity investments as confidence returns to the Tokyo Stock Exchange.

Sheila Bair, chairwoman of the the FDIC, says the banking industry is showing "continuing signs of improvement, and the process of repairing bank balance sheets is well along, but not yet complete." The bank failures are easing and the FDIC insurance fund which had a negative balance of $7.4 billion at the end of 2010, now has a negative balance of $1 billion. It should turn positive by July 2011 when Bair's five year term ends.

David Reilly says the Fed's response to the large volatility in the stock market after the credit downgrade of the U.S. to AA+ makes sense. The Fed's Open Market Committee voted 7-3 on August 9, 2011, to keep interest rates exceptionally low till mid-2013. With credit markets working and the financial system having sufficient liquidity the Fed did not need to take drastic action. Coming only a short period after the end of QE II, a QE III could be seen as an over-reaction. Another reason for the Fed's action- more pressure was needed for the U.S. government and Congress to shoulder responsibility for the economy. In an earlier statement the Fed had pointed out that the Fed by itself can only do so much and this is consistent with that thinking. There are important headwinds from housing, large consumer debt, deficits, and high unemployment that the Fed alluded to in that statement that will take time to reverse with policy action on several fronts over a longer period. In the speech made on June 6, 2011, U.S. Federal Reserve chairman, Ben Bernanke, said "monetary policy cannot be a panacea."...

President Trump says he will reconsider his decision not to join the Trans Pacific Partnership. Trump says he will look for a "substantially better" deal that the one negotiated by president Obama. Trump added that the U.S. already has bilateral trade deals with six of the eleven nations in the TPP and negotiations are taking place with Japan a country with which the U.S. had difficulties in trade. This change of mind comes as Republicans in Congress and other groups including farm exporters are calling for using TPP as a way to pressure China. Wheat exporters in the U.S. say joining TPP would give them a level playing field with Australia and Canada for exports. This means reopening the negotiations with Japan conducted by the Obama administration and seeking more concessions from Japan. Japan's chief cabinet secretary says Japan has made all the concessions it could.  U.S. president Trump would have to come up with a better deal to justify joining TPP.

The LDP gets only 191 seats, down from 247, in the 465 seat Japanese parliament, losing its majority in parliament. This means leader Shigeru Ishiba may have to resign and the LDP look for caolition partners. The Democratic Party of Japan won 148 seats up from 98 seats in the last parliament. Voter say they were against the one party monopoly politics, others called for change.

It also appears that the resignation of Fumio Kishida,the selection of Shigeru Ishiba only a couple of months back followed by the election have led to a loss of confidence in the LDP. Part of the reason is that Ishiba is an older politician and does not represent the new younger generation in Japan's conservative stagnant political scene with fragmentation of the opposition.

Wilber and Tau of the WSJ report that Special Counsel Mueller in the Russia investigation has impaneled a grand jury to further strengthen his investigation. Mr. Mueller has put together a team of 16 attorneys with long experience as prosecutors. By working with a grand jury Mueller and his team are working only a few blocks from the U.S. federal courthouse where grand juries meet, which helps the team to conduct its investigation. A number of experts consulted by WSJ say this means a vigorous investigation is now being put together.  The U.S. Congress is also acting independently to support Mueller. Legislation being sponsored by Sens. Thom Tillis and Chris Coons on August 3, 2017, make it possible to reinstate Mr. Mueller in a situation where he is fired by the president. Under the legislation a special counsel can challenge his removal and a three judge panel could reinstate him. Separately Sens. Graham and Cory Booker are also putting forward legislation for the same purpose. All Senators are from both parties, the two Republicans are from North and South Carolina. In a rare show of unanimous bipartisan support for Russia sanctions following the involvement in the 2016 U.S. election, the entire U.S. Congress over 500 members voted in favor- except for 5 members. The vote in the House 419 to 3, and in the Senate 98 to 2. Such a level of unanimous support is rarely seen, suggesting how the U.S. Congress views this matter as of the highest importance. ...

Loretta Lynch, U.S. attorney for the Eastern District of New York, is likely to become the next Attorney General of the U.S. This is the first time since President Monroe in 1817 that a top prosecutor was directly appointed as Attorney General. She was first nominated in 1999 as U.S. attorney in the Clinton administration, and returned to this office in 2010. She does not have any ties to president Obama. This story in the NYT describes how the flawed effort to pass the Republican healthcare bill or repeal the Affordable Care Act passed under president Obama failed after another effort. Many developments killed it. In the end the president lost interest, especially when he saw Republican Senator Rand Paul of Kentucky go on talk shows on the weekend before its collapse to complain about the bill. Senator Collins of Maine was exasperated by the way the bill was being rushed through Congress, and she voiced her strong opinions about this by talking to people back home in Maine and sharing her conversations with the media. The bill pushed by Senator McConnell, the Republican leader in the Senate, imposed annual caps on Medicaid spending. And did this without any discussion, shutting out committee debate, any public discussion, or formal drafting. Once this process was set in motion in this way the Republican Senators formed camps. Senator Grassley of Iowa and Jerry Moran of Kansas, normally conservative moved to the moderate side. Moran held a town hall meeting covered in the NYT, where older people voiced their concerns. Most of the patient advocacy groups, the hospital groups such as the American Hospital Association, and other medical groups also opposed it.  After Senator McCain of Arizona said he could not return following a surgery in Phoenix, Senators Lee and Moran announced their opposition. With this the bill's support crumbled including any effort to repeal the Affordable Care Act.  ...

Astronomers with today's telescopes, itself something recent, have figured out the distance. Why are stars not shifting their positions as the earth moves around the sun? With inflation up, cost of living increase, the $15 per hour wage in high cost of living states such as California and New York does not go very far in tackling cost of living in 2026. Astoundingly 20 states many in the SOuth still follow the $7.25 per hour federal minimum wage that has not changed since 2009. Axios shows the minimum wage by state. In Michigan workers in youth age earn 85% of the minimum wage of $12.80 and hour. As workers lost leverage with the decline of trade unions since the 1990's administrations of Clinton, Bush, Obama, the situation is a difficult one for lower wage workers in many states. The lower wages in retail and hospitality industries also creates downward pressure on all wages which have not kept up till recently in auto and other manufacturing industries. Outshoring increased pressures over the Clinton, Bush and Obama administrations and as Democrats failed to do much about outshoring, it took a Republican DJT and Democrat Biden who followed to reverse the trend and create a push for higher wages. This also has failed as inflation surged during 2022-2023 and outshoring created new problems in sourcing parts from overseas in autos and other industries. The middle class is also not much better off and engineers making $90,000 a year are also living from paycheck to paycheck, with less access to housing that has gone up in price and become less affordable. This cost of living surge and the open borders migration pressure on public services led to DJT's reelection in 2025. ...

A NYT series on the forgotten men and women of the second world war includes stories on black women breaking the logjam of 17 million pieces of mail in Britain ready to be sent to allied soldiers in Europe. Read about Captain Adams from South Carolina who is the first black woman in the officer corps of the American Women's Auxiliary Corps, part of the American Army by 1944. By 1942 General Dwight Eisenhower had already found an equal role for black men in the war and American forces. He also included a role for black women in roles such as that facing Captain Adams whose unit made critical contributions to getting the mail to allied soldiers fighting in Europe. This included sorting mail in Birmingham, England, in difficult conditions, and in France as the Battle of the Bulge took place in France with heavy casualties, and after the war ended in 1945 in Rouen, France. Mail meant life and death correspondence between loved ones when there were no phones with connections we have today. In this sense it was a role that had great significance. These women worked 7 days a week, round the clock, in rotating shifts. It was an activity that meant as much to the army as anything else. ...

Fox News and WSJ are taking differing positions on Epstein case with Fox News ignoring it and the WSJ carrying the story. Murdoch and DJT have a complicated relationship in July 2025 following the $10 billion DJT lawsuit against Murdoch filed in late July after a story in the WSJ. WSJ parent company Dow Jones says it stands by the story and will defend the accuracy of its reporting. Both the DJT Republicans and the Fox News network appeal to conservative viewers of television, and people in business. WSJ has carried stories questioning the tariff policies of the president, and is critical. It is also not fully supportive of policies to handle migrants. Fox News another Murdoch news outlet is through programs like "Hannity" supporting the president and DJT supports it. This creates a dichotomy in the support when DJT and Republicans are putting forward an agenda that is moving fast on the economy, migration, crime, and world trade requiring support to keep the conservative groups together in the US. This is not a situation encountered before as the nation is moving to a crossroads in which direction it should take. And this does not even take up the issues of climate protection which will come up, and of pharmaceutical companies overcharging Americans for healthcare, other battles that will take place.   ...

Does a 10% reduction in tariffs on China with the October 30 2025 agreement- made in Busan South Korea at APEC meetings- make a difference for companies relocating from China? It only does for smaller companies who are stuck with Chinese sources. Larger American companies prefer to diversify their supply chain and continue to relocate part of their factories to Vietnam, India and other countries knowing that the tariffs game will end up with allies EU, Japan and India in the 10-15% tariff range as a concession to US for putting up with trade disadvantages and job losses 2000-2025. China's will still be at 47% in comparison and the fentanyl issue causing serious questions to be asked by the American people which have not been grasped in China or even in the US by companies and politicians.   Does it affect the urgency and general shift out of China? The fentanyl issue is unlikely to change and it is likely to do lasting damage to China's credibility to a degree that it not clearly understood in China, and even not fully grasped even in the US today because of the sheer size of the number dead- more young Americans dead from fentanyl than in the Korean, Vietnam and First World Wars combined. Other issues are technology that has been transferred without a proper assessment of the importance to national security, the need to shift the manufacturing base back home that US industries have inadvertently and carelessly shifted to China in the disastrous Bush and Obama years 2000-2016, and for the jobs, the wages, and cost of living concerns when supply chains are outside one's control. This article asks the question about tariffs on India and Brazil as being contradictory and showing a lack of consistency in tariffs. India is compared to China with India facing a 50% tariff because of Russian oil purchases, and Brazil a 100% tariff related to treatment of former president Bolsonaro even though US has a trade surplus with Brazil. One expects that at some point India and the US will come to an agreement that lowers the tariffs in a way that was done with the European Union to bring it closer to 10%. China's tariff to be sure is still around 47% dropping from 57% a concession for rare earths and for the upcoming elections and economic concerns not because of policy intent which has not changed on  strong action for fentanyl which is also part of the Appeal to the People in the DJT base.   ...
