Senator Shelby told reporters, Bernanke estimates creating 700,000 to 1 million jobs over the next 2 years. Philadelphia Fed President Charles Posner said that he was very concerned about unemployment, but was "worried that monetary policy isn't the right set of tools at this juncture."

Austrian chancellor Karl Nehammer meets Russian leader Putin for 90 minutes and tells him that he has "lost the war morally" and that "in war both sides are losers." As shown by the World Bank today the Russian economy could be impacted by somewhere between 11% to 25% loss for its economy, for Ukraine the loss would be 45%. For Belarus, Moldova and former soviet republics of Uzbekistan, Tajikistan, Krygyz, the loss to their economies about 30% because the region is interconnected with remittances and other trade impacted. These would be devastating economic losses. The entire region in this part of Europe would be suffering losses. Many of the countries would have to turn to the IMF or the World Bank to remain solvent. One of Russian leader Putin's goals was to build a rival economic bloc from former Soviet republics and regions. Instead the invasion has done just the opposite. The economic losses will have impoverished the whole region.   ...

Tories White Paper on "leveling up" by Michael Gove is out and gets a scathing review from Karl Holbrook of the Northern Echo. 

Holbrook says you can't spend 15 million pounds in one of the wealthiest areas of the country, Javid's constituency Bromsgrove in Worcestershire, and nothing in Knowsley, one of the poorest in the North of England , and call it "leveling up." He says he has little hope that the Tories will get much done without the funding to back it up. And he says one cannot plaster this up with 12 new slogans masquerading as missions in a White Paper as Michael Gove has done and expect people in England to buy it. Labor under Tony Blair and his "Middle Way" - let the huge inequalities between the north of England and the south develop under its watch- more muddled than middle in any way one looks at it today. He says this northerner has had enough of waiting.

Lee Kwan Yew reflects on life in his 87th year with his wife, 89 years, mute and bedridden. He keeps active with a regimen of cycling, swimming and massage and keeps up his schedule of meetings and work as he understands not doing this wold be to go downhill quickly. And also laughs at the futility of it all, as each year he has less energy than the last. His wife Kwa, has been a constant companion since their days as law students in London. Republican Senators Corker and Blount are confident that a solution can be devised for the sticking points on a deal between the Republicans and the Democrats. The Republicans consider the savings in the Reid plan from the wars in Afghanistan and Iraq a "gimmick," but essentially the Reid and Boehner plans say analysts are similiar in the inital cuts in spending. The sticking point for Democrats is on the whole process of the debt ceiling extension having to be redone in early 2012. For Republicans the sticking point is in in tax increases which the Reid plan leaves out in the initial period for debt limit extension into 2013 when a new president takes office. House majority leader Boehner is facing opposition within his party and this restricts his leeway for striking a deal- the Boehner plan passed in the House by a vote of 218 to 210 on July 29, 2011, with 20 Republicans voting no. It was voted down in the Senate that same evening with a vote of 59 to 41, with 6 Republican senators joining all 53 Democratic senators. As it stands now, the weekend before the August 2 deadline, President Obama concedes that there is "rough agreement" about the size of the first round of spending cuts, and the "next step" to rein in borrowing. He went on to say that "if we need to put in place some kind of enforcement mechanism to hold us all accountable for making these reforms, I'll support that too, if it is done in a smart and balanced way." Its the design of this enforcement mechanism that is the main point in the remaining negotiation. The nature of the committee selected from both parties for the next phase of savings, its powers and the trigger in the sense of what it can ensure happening if no decisions are taken by both parties. ...

With auto sales collapsing, initially for trucks and large vehicles in the face of gas prices at $4-5 per gallon, and the shift to fuel efficient small cars that the Detroit automakers failed to have in their product lineup, and in October 2008 with the credit crisis choking off credit to even credit worthy customers, GM is running out of cash for operations. The aftermath of the Lehman bankruptcy is to choke off credit to car buyers and to practically all companies. Sales declined 45% for GM in October over the prior year October. GM reported that it burned through $6.9 billion in cash in third quarter 2008, and ended the period with just $16.2 billion in cash reserves. Today GM made a honest assessment, saying "it will fall significantly short" of the cash needed to run its business in the first half of 2009. "GM's estimated liquidity during the remainder of 2008 will approach the minimal level necesssary to operate its business." Ford Motor said it burned through $7.7 billion in cash in the third quarter, leaving it with $18.9 billion at the end of Septemer, as its sales in October declined by over 30%. Ford's automotive business lost $2.7 billion in the third quarter....

A technology that has been known for years but with problems to solve before it can go on the road is being developed by automakers. It will increase fel economy by about 15% and reduce emissions of oxides of nitrogen a key smog component. GM is working on getting HCCI which stands for Homogenous-charge Compression- Ignition to work in a gasoline engine. For it to work the combustion process in such an engine has to meet certain conditions, the mixture of air an fuel has to be homogenous and be at certain temperatures. Once this is achieved combustion occurs without a spark. The trick is to get the temperature and gas mixture to just the right homogenous levels so that it sparks and burns efficiently, which at this time is being achieved by computer controls keeping the engine rpm within a certain optimal range of 1000-3000 rpm which covers typical driving. Problems that remain to be tackled are the faint rattling type noise when the engine shifts to spark ignition when its outside this range of rpm, and the emissions reduction at low loads, and handling a range of fuels. GM has made progress upto the advanced engineering and road test phase for the Saturn Aura. German automakers Mercedes and VW are perfecting there own versions of HCCI and Honda is developing its version and its a top priority for these automakers. ...

Paul McCartney of the original Beatles group does a new solo impromptu effort that ends up as an album. It was done in a very casual manner with no intention of producing work that does a job. During the lockdown period McCartney experimented with unfinished work on the musical instrument that he had used for the work. Each day he would decamp to his studio to relax and have fun. He says it was all about making music for yourself and having a lot of fun not doing a job or work. The album is called McCartney III to be released in December.

US president Biden's multi-trillion dollar spending plans for infrastructure, climate change plans, education and healthcare, are based on a changing perception about the effectiveness of the public sector spending initiatives. The Reagan period idea that the public sector is not as efficient as the private sector that lingered through the Clinton, Bush and Obama, Trump administrations is no longer accepted. After the pandemic another perception is taking root that when it comes to health infrastructure the government has a leading and indispensable role to play. Gone are the doubts about this that hung like a cloud over the nation's plans for infrastructure in health, education and supply channels. Following the global competition with China a new factor is also playing its part. The need for government to play an active role in trade, in protecting technological resources, and in supporting US technological firms in competition with other countries. There is a new perception that the government should be determined to play this role. In the effort to be self-reliant after the pandemic the government is expected to play a role in redesigning the supply channels and providing the direction and incentives for supply channels worldwide that give America a competitive advantage and less dependence on other nations. ...

Watching Murthi and Altman on Stern's interview in WSJ one senses a lack of awareness that this is too big a technology to be handled by a few computerized work  specialists. Murthi says the right things with a faltering conviction, Altman lacks conviction, yet both cannot take on the responsibilities for AI on their shoulders. The chief technology officer of OpenAI takes over role of Interim CEO with the departure of Sam Altman. She graduated from the Thayer School of Engineering at Dartmouth. She worked at Tesla before joining OpenAI. Murthi was in charge of Operations, managing the teams that delivered ChatGPT product in 2022, and handling the relationship with Microsoft which invested $13 billion for a 49% stake in OpenAI.

With a 6% decline in sales in Europe expected for 2012, the problems at GM's Opel operations are expected to worsen. GM's sales in Europe declined by 2% in 2011. Critics say GM has not give enough attention to Opel's operations. Giving it only an afterthought after being overwhelmed by problems in the U.S. operations, and mostly using the design expertise of its engineering center in Russelheim, near Frankfurt. The Buick Regal is based on the Opel Insignia and the work of Opel engineers. Ferdinand Duddenhoffer, professor at the University of Duisburg-Essen, Germany, says GM has neglected Opel and is not making good use of the manufacturing capacity at Opel. The problem, he says is production management and being able to shift quickly to different models based on demand, and using Opel as part of a global factory network. The repeated restructurings at Opel for 15 years have left this problem unresolved. In his view GM is still in the Middle Ages in this respect.

The pound falls in value to $1.30 as Mr. Boris Johnson rejects the requirement stated by Mr. Macron of France that Britain must follow EU rules. Mr. Johnson says Britain  will choose sovereignty over anything else, creating the possibility of a hard Brexit. He says the UK should not be expected to follow EU rules, anymore than the EU should be expected to follow UK rules. Business leaders hope these are opening statements only. 

Mr. Johnson want a Canada style agreement or failing this an Australia style agreement, and failing this he would stay with the existing Withdrawal Agreement with the EU he negotiated earlier. The UK wants to complete negotiations for a deal by December 31, 2020.

It reduces viral load ten fold and is a game changer in the pandemic, says the WSJ, when vaccinations are not as effective as they could be with the large number of unvaccinated. Pfizer charges $530 per treatment for the 10 million doses ordered by the Biden Administration and signed a voluntary licensing agreement with UN backed Medicines Patent Pool for worldwide access. This should enable access in all countries.

Captain Sir Tom Moore a 100 year old veteran who served in the Wellington regiment in World War II was knighted for his walks in his garden in Bedfordshire raising $3 million for the NHS.

His positive spirit is reflected in his words that he doe not feel very old inside, maintaining a youthful spirit in older age. He cooks his own dinner and walked for miles in his garden to raise money for the National Health Service.

Powell and Rashbaum's interview with New York City Police Commissioner Raymond Kelly. Kelly changed the idea that crime was an everpresent fact of urban life in the heart of America's cities. He also considered increasing the number of officers alone as a political number not related to improving safety. Crime reduces the quality of life in inner city neighborhoods and in downtown areas and a safe city benefits all communities. Could this have been done without "stop and frisk" or had things deteriorated to the point that such measures had to be resorted to is the controversy surrounding the tactics. This had less to do with the increasing inequality in the city that the new Mayor De Blasio cited in the election, which was aggravated by the 2008 financial crisis and cuts in state and federal funding, which affected minority communities disproportionately.

The BBC's Soutik Biswas takes a look at prime minister Modi as he seeks a second term in India's general election in May 2019.  Modi's first term is marked by exceptional development schemes, efforts to provide health insurance to 500 million people who cannot afford health insurance, bringing cooking gas cylinders to hundreds of millions of Indian women especially in rural areas, efforts to jumpstart building of infrastructure projects such as airports and metro subways. A new law for GST brings together the country with one tax instead of a hodge podge of state taxes for interstate commerce, something India needed for a long time but different governments failed to implement. A failed effort to fight corruption by removing from circulation large denomination currency notes reduced economic growth briefly during the first term, though it may have accelerated the shift to formal economy needed in the long run to improve tax revenues for development needs. One of the problems for the Modi government is how do you put a value on something like Swach Bharat Mission, the achievement of the goal of defecation free India in 2019 by 100% on the 150th anniversary of the birth of Mahatma Gandhi, getting rural toilets up from 38% to 100%. Development had to start from the bottom up. Similarly in a country where middle men took up a lot of the transfer to poor families of government assistance- the delivery to hundreds of millions their own bank accounts.- how do you put a value on something like this, but it is essential for development from the ground up. More than missiles or other talk this has got to be the spirit of any development oriented administration in India. Ground up, big goals and rapid delivery and an apology for the difficulties that the people suffered earlier for lack of this infrastructure. For both China and India it is the same - moving quickly to make up for 100 years of colonial rule and stagnation. The Modi government has responded to rural farmer distress with support for guaranteed crop prices. As more young voters vote for the first time an important factor is how the new voters see the years ahead under either a government led by the BJP or by a patchwork of parties as the previous ruling Congress party depends on alliances with other parties with conflicting agendas or lack of rapid development agendas. The Modi government sees itself as setting the stage for the next phase of development that would change the economy through new infrastructure development and create jobs in construction and engineering, and other areas. The criticism is that not enough jobs were created in the first term. Yet bold infrastructure development targets such as transformed the Chinese economy could be the answer for job creation. The question then is who is better qualified to launch that effort based on its track record. The Congress party's main criticism is that it has to make alliances with parties that could stall development with conflicting agendas. The other is that in the the 2 years leading to the election of Mr. Modi the Congress led government of Manmohan Singh was stalled due to corruption charges, leading to a lack of decisionmaking at the highest levels, and stalled efforts for the rapid development that could deliver the kind of jobs India needs.  Young Indians would like to see growth first and foremost, only something rivalling China's transformation over 2 decades can do this. It should be kept in mind that China poured more concrete in the 21st century so far than all the concrete the United States poured in the 20th century, according to The Guardian report. The question then is who is best qualified and in a position to deliver this needed economic miracle.    ...

The French government and organizers have built the Olympic Village in one of France's poorest suburbs along the river Seine in northeast of Paris to give it a jolt and revitalize the area. Carbon emissions will be cut in half using new technologies and it will be kept cool without airconditioning. Each of the 40 low rise tower blocks will provide housing for 14,000 people for Olympics and another 9000 for Paralympics. This a 52 acre project with housing for athletes to provide housing for residents, a new Aquatic Center, and other facilities to increase its potential for regeneration. Training facilities for employment are added in with high unemployment of about 20%.   Will it work? It was home to car and steel factories that have now closed as manufacturing went overseas. In 1998 the Stade de France stadium was built here to revive the area. Institut Montaigne says poverty will not disappear. The mayor says new housing is being delivered to change our image and improve the social balance in the city. In the neighboring town of St Oen the mayor has attracted $400 million euro investment for new housing. Tesla is putting its French headquarters in St. Oen. For the village about two thirds of the budget of 2 billion euros ($2.2 billion) comes from private real estate companies and one third from the French  government 646 million euros. After the games a third of the 2800 apartments in the Olympic Village will be sold to private owners, one third to go to public housing, and one third for rentals to students and others. ...
