In the American economy built as it is on innovation, energy, immigrants, and independent spirit, the churning of companies as new ones take the place of the old, and new technologies and their commercialization, the virtues of policy driven goals however worthy are set against the limits and inherent weakness of government bureaucracies, and the crowding out of private investment and initiative as the government steps in. Compared to previous periods like the FDR administration when business skeptical about the policy of the Democrats remained critical, there is a different situation today when bipartisan policy has been developed for years and a consensus was reached after the Reagan years that was followed through the Democratic Clinton administration, so that critiques of policy can be used to improve the way things are done to address the economic problems facing the country. ...

The country building the latest infrastructure will always have the latest infrastructure and that will be the next country around the corner with the capital and energy to do it, the USA or India or Russia or some other country. The real progress is in the quality of life, of health and the resources for living productive healthy lives for most of the inhabitants of any country or region and that goes beyond politics or nationalism or rivalries or vested interests of groups of people, as it depends on learning from the best that every productive mind anywhere in the world or any productive place anywhere in the world has to offer. And the thing about this is its never a goal only because in a true sense the road well travelled is the destination for this kind of progress. ...

The American Institute in Taipei, Taiwan, acts as the U.S. embassy in Taiwan. It is about half the size of the embassy in Beijing- with 450 diplomats and is set on a hillside in Taipei over 16 acres. The $250 million complex was planned during the Bush administration and built during the Obama administration. The U.S. withdrew diplomatic recognition of Taiwan as representing China in 1978 in an effort to counter the Soviet Union during the Cold War. After the emergence of China as an Asian power the U.S. has upgraded its relations with Taiwan, under the agreement which provides U.S. support for defense of Taiwan. Under president Trump the Taiwan relationship has grown with president Trump's call to the new president of Taiwan following recent elections.

Problems with the CSeries project at Bombardier include cost overruns, and development problems delaying the first model from late 2013 delivery by 2 years. A Swedish carrier dropped out as a customer in August 2014. The effort to compete directly with Boeing and Airbus in larger planes was a risky move as the larger competitors are improving fuel efficiency and reducing prices. Bombardier, suppliers, and the governments of UK and Canada have increased the investment in the CSeries project from $3.4 billion to $4.4 billion. Bombardier's total aerospace sales are $9.39 billion. The project was started by Mr. Beaudoin, grandson of the founder and currently the CEO, when he headed the aerospace division in 2004. It started as an effort to tackle slowing sales by building a new passenger aircraft with 125-160 seats that was 20% more fuel efficient than existing aircraft using engines built by Pratt & Whitney. The competing versions in this market segment were the Airbus 320 and the Boeing 737. Airbus and Boeing responded by putting more fuel efficient engines on the existing A320 and the 737 instead of developing whole new models, something Bombardier had not expected. In Dec. 2010 Airbus launched the A320 neo line, single aisle jets with 124 to 240 seat capacity, promising 15% more efficiency using the same Pratt engine to be used on the CSeries. In 2011 Boing came up with the 737 Max line. Because these are a bit larger than the CSeries is a plus for airlines. Analysts say about 75% of the market is taken as airlines have placed large orders for the A320 neo and the 737 Max. With the CSeries Bombardier is now betting the company that the new aircraft will attract buyers....

Questions about whether the emerging market countries are looking ahead at a period of lower growth in the next decade. If the slowdown in 2013 is structural then these countries have to to make changes in economic policies that will help them return to higher rates of growth. If the slowdown is cyclical then this is temporary and emerging market countries will return to higher growth rates. Countries such as Brazil, Mexico and India need to improve infrastructure and educational systems, and invest in research and development to generate more growth. Turkey and India depend on foreign capital, which puts limits to growth, creating a need to boost domestic savings and investment for long term growth. Lower rate of about 7% compared to the 9-10% of the last decade in China are because the wave of investment in construction and infrastructure building through huge state investments is now slowing, says Peter Aslund of the Peterson Institute of International Economics. It is a positive prospect for China, according to Kalpana Kochhar, a deputy director of IMF, because of the asset bubbles developing in real estate. It is seen positively by China's new government as it tackles problems created by a rush to industrialization of widespread pollution of the environment, and lack of balanced development without attention paid to healthcare, worker wages and social security. Stephen Schwartz of BBVA bank, says urbanizaton will drive further gains, especially in India, which has lagged behind the gains made in China and is likely to follow the rapid urbanization seen in China. New elections in India in 2014 are likely to lead to more growth oriented government policies. A pause in the U.S. Federal Reserve's policy of withdrawing economic stimulus gives emerging markets, especially India, and opportunity to come up with new economic policies to restore growth....

New York Appeals Court Judge Sonia Sotomayor, is President Obama's pick for the Supreme Court. Saying that Stomayor had arigorous intellect and a mastery of the law, President Obama went on to say at an announcement ceremony, that the judge's inspiring story was crucial in his decision. One that was made with deep reflection and careful deliberation. Obama quoted Justice Oliver Wendell Homes- "the life of the law has not beenlogic, it has been experience." And added his own words to those of Holmes- its vital that ajustice know "how the world works, and how ordinary people live." Sotomayor is from the Bronx part of New York City. Her parents immigrated from Puerto Rico and lived in a poor neighborhood. Her mother worked six day weeks to earn enough money to send her and a brother to Catholic school. From there she got into Princeton University, where she once felt like "a vistor landing in an alien country," but graduated summa cum laude. She went on to Yale law school, where she was editor of the Yale Law Journal, workwed for Robert Morgenthau in the district attorney's office in New York and later went into private practice. She was nominated by the first President Bush in 1991 to the federal appeals court on the advice of Senator Patrick Moynihan, and then by Bill Clinton to the appeals court in 1997. Judge Sotomayor takes pride in her ethnicity, gender and growing up in the poor part of the Bronx, and said in a2002 lecture- " I would hope that a wise Latina woman with the richness of her experiences would more often than not reach a better conclusion than a white male who has'nt lived that life."...

Benie Sanders, Democratic Senator from Vermont, says the situation worsened for incarceration during the Clinton years when a policy of building prisons and increasing law enforcement was adopted. The 2.2 million persons in prison today are double that for the years before the early 1990's, said Sanders. Under president Clinton the 1994 Violent Crime Control and Law Enforcement Act was passed creating tougher penalties for drug offenders, and putting $30.2 billion for more police officers and new prisons. Hillary Clinton called for putting "an end to the era of mass incarceration." Adding in other remarks that missing African-American men means "missing husbands, missing fathers, and missing brothers."

The Indian PC market is expected to grow rapidly from now on with growth of 30% a year. About 9 million PC's will be sold in India in 2007. Lenovo, Dell and HP and local maker HCL are all gearing up with extensive sales plans and product lines. The Indian market will see increased sales from larger companies and strong growth also from consumers and small business. In March HP opened a new factory near Delhi, and Lenovo will open a new plant in Baddi in northern India in july to make 2 million PC's, Dell opened a new factory in Chennai in August. HCL is partnering with Intel to make a lowcost PC called the Classmate. HCL once dominated the market but has lost market share to H-P as it made the mistake of being late in the notebook market, only introducing notebooks in 2005. H-P increased its market share by selling in smaller cities in India. H-P has 21% of the market compared to 13.5% for HCL in 2007, according to IDC estimates. Over the past 3 years prices have fallen from $500 to $350, if prices fall significantly again, and there is strong competition between Dell, HP, Intel, HCL, Sony, Acer and other makers, then one should see the Indian market really take off across the spectrum, from larger companies, to small business and the consumer....

Production delays, outsourcing issues and other problems are now hurting Boeing with cancellation of orders as airlines with lower profits in today's economic uncertainty are unable to take advantage of the new fuel efficient 787's in timely manner. Quantas first placed its order for upto 115 Dreamliners in 2005, and it hoped to reduce fuel costs with the 20% more fuel efficient Dreamliners than its 767 planes, which it hoped to retire. 28 Dreamliners were to be delivered by the end of 2011. This never happened as Boeing ran into production problems and only 17 were delivered to all airlines by September 2011. With the global economic uncertainty and slowdown Quantas is predicting a 90% drop in pretax profits for the fiscal year ending in June 2012 to A$50 million. With the situation changed Quantas decided to change the order by cancelling the orders for the larger 787-9 Dreamliner and keep the order for the 15 smaller 787-8 jets to save $8.5 billion. This follows a change made by China Eastern Airlines to cancel orders for 24 787s and buy smaller single aisle 737s for domestic flights. As a result Boeing's total orders stand at 824 in mid 2012, with only 7 new orders since 2007. Boeing says it needs to sell at least 1100 Dreamliners for the 787 program to be profitable. Its own forecast is for sales of an additional 2700 small twin aisle jets like the 787 between 2012 and 2031, with Boeing getting half of the market. The larger longer range 787-9 model will start delivery in 2014 and another version for more capacity on shorter routes the 787-10 is being discussed. Both programs Boeing's 787 Dreamliner and the competing Airbus A-350 program have suffered a series of production problems, outsourcing issues and delays in recent years. ...

Some of it relates to slowing down in travel to relate to nature as one gets older. Some of it to explore new or fascinating places that have some meaning for us. A recent visit to the Golden Temple in Amritsar, India, and the original Golden Temple in Amritsar from ancient history, both under night skies and waters surrounding the temple had the same effect. Spending nights looking up at the night sky at constellations, hearing stories about them and learning about them as the writers say is an experience that is precious at this time of the pandemic. Slowing down is an experience we can all do such as taking train trips as the writers say they did from Denver to California. This allows one to explore nature at a slower pace. A trip to the St Lawrence Seaway in Quebec and up the St Lawrence river was one of those experiences in the wilderness that had the same impact.  ...

Experts from think tanks say there is little political cost to Rutte and  ministers from his People's Freedom and Democracy Party. New elections are to be held soon and Rutte will continue with a caretaker government. Polls show he has 30% support twice that of the next party the anti-Islam Freedom party of Geert Wilders.  The government has set aside 500 million euros in compensation, 30,000 euros for each family. ...

As airlines charge for food they are getting more feedback from customers and they are collecting this feedback to learn what customers want and what kinds of food to carry. Delta and Midwest and US Airways are lloking at different food options that are healthier and liked by customers. Delta and Midwest have hired Chefs from restaurants to come up with better nutritional and flavorful dishes that will appeal to customers. Customers who take longer flights or who change planes with very little time to get food in the stopover time are dependent on getting something good from the airline food or staying hungry. These travellers are willing to pay more for better food. The whole shift to having customers pay for food may result in better food choice and menus which are healthier and flavorful. Certain kinds of foods don not hold up in an airplane environment and chefs are experimenting with menus and choices that will be best suited for this. One traveller faulted American for serving a huge cookie thats like a half pound size. It shows how little thinking goes on in airline offices about the food thats served. He has worked with Latin American countries at the State Department, was the Treasury official responsible for the World Bank in the Reagan administration, and worked on Argentine currency, China trade matters in the Trump administration.

Malpass negotiated a $13 billion replenishment for the World Bank in 2017, with U.S. share of $1.2 billion. This capped the bank's lending at $25 billion.

Last year the World Bank provided China with $60.5 billion in loans for 400 projects, which this WSJ editorial says is loans China does not need with its $3.07 trillion in foreign reserves. This editorial is critical of the current World Bank head Dr. Kim for taking a job with a World Bank partner the private equity fund GIP.

The search for and building of elegant, easy to work, fun to use devices. Job was able to grasp the potential of such devices, says Gelertner, from his very first visit to the Xerox research labs in Palo Alto in 1979. In doing this he gives credit for long forgotten pioneers of the personal computer, who were just as important perhaps even more so, Douglas Engelbart and Alan Kay. At Xerox, Kay built on the earlier innovations of Engelbart. Engelbart was first to develop the mouse, onscreen window, and the concept of computers doing more than just computing, such as controlling machinery, doing everyday stuff, and doing things with pictures. Xerox's corporate executives failed to grasp the significance of the developments in their labs. Jobs grasped this rightaway and put all his efforts into developing the Apple Macintosh in 1984 incorporating these ideas. A decade later Gates copied the Mac's eay to use features and created economies of scale, creating the personal computer that we know today. The internet was a parallel development during that decade after the pioneering work of Tim Berners-Lee on the worldwide web.  State tax shortfalls in the US were expected as consumer purchases dropped sharply in 2020 from the impact of coronavirus lockdowns. Yet this has not happened as total taxes for all states have remained essentially flat, only down less than 1% in 2020 over 2019. Widespread intervention by the US government helped households, businesses and financial markets, helping avoid the pessimistic projections. Stable employment for the more affluent households with steady jobs working from home brought in stronger tax revenues. The situation improved for most states in the second half of 2020, with roughly half the states taking in more revenue in 2020 than in 2019.  Idaho and Utah which attracted workers from the West Coast, had some of the highest tax revenue increases. The pandemic spared the high income jobs which generate most of the revenue helping to create surpluses in Colorado, Vermont, Georgia, Maine, California, Maryland and Virginia. In California a surge in initial public offerings in 2020 helped total tax revenue increase by 2.5%. Even a state like Illinois had personal tax collections higher in 2020 than 2019. This sets aside some of the fears that the pandemic caused about loss of jobs in state and local governments. With assistance from the Biden administration to state and local governments in the  $1.9 trillion aid package for 2021 this job loss could be restored to aid economic recovery. ...

President Biden gets his $1.9 trillion aid package through the U.S. Congress with 220 votes for and 211 against. All Democrats except one voted in favor and all Republicans voted against. Earlier the $15 minimum wage was dropped from the bill to get it through the Senate. Also kept were income criteria to prevent the $1400 check to individuals in households going to the most affluent income earners. The Senate vote was close - 50 to 49 in a party line vote. The Biden aid package comes on top of earlier aid under president Trump in 2020. This aid is likely to provide enough stimulus to the US economy to restore growth to levels that were there before the pandemic hit.

European Union countries, Britain and the US face the risk of a resurgence of coronavirus through the Delta variant and other variants. The Delta variant detected in India is 40% to 80% more transmissible than the Alpha variant detected in the UK, with the Alpha variant 50% more transmissible than the original coronavirus that originated in Wuhan.    Virologists in Italy feel they are flying blind at this time because of the lack of genetic sequencing in Italy, Spain, France and across most European Union countries. The UK has done genetic sequencing on 27% of recent covid positive tests. The figure drops to 1% for Italy and is tiny for most of the EU countries including Spain and France. Without genetic sequencing it is hard to predict and take steps. Another problem in the EU is that the southern economies Spain, Portugal, Greece, Italy, Croatia are dependent on summer tourism for the economy. The UK economy can handle a delay to a full opening for 6 weeks without serious impact to the economy, says WSJ. Southern European economies can afford only short delays to full reopening. Croatia acted as a door to spread of coronavirus into central Europe when Germans and Austrians went to vacation spots in Croatia in summer 2020. This situation could be happening again in 2020 with British and other tourists visiting vacation areas in Portugal, and Germans visiting Greece and other summer tourism spots. Portugal's national health institute says the Delta variant represents 60% of new cases in the area around Lisbon based on early data. The government of Portugal is facing criticism for letting a Champions League soccer final to take place in Porto, Portugal between two English teams. Thousands of English fans watched the game at the stadium. Other problems are in relaxing of mask rules in France and Italy, last week in France and in the coming week in Italy. French nightclubs open July 9 without mask requirement. Germany is maintaining some social distancing measures and this includes mandating medical masks in closed public spaces and on public transport. Half of French, Italians, Germans are vaccinated and quarter fully vaccinated. Yet the gaps of unvaccinated people is large enough to cause serious concern of another wave. The relaxation of mask rules- the entire stadium in Budapest was packed for a recent game between Hungary and Italy for a soccer Euro 2021 game with no masks to be seen. Stadiums played a key role for the spread of the original coronavirus in Italy with a game in Bergamo, Italy, in the area near Milan. Dilip Hiro's new book on the emergence of two states India and Pakistan in 1947 presents the story in terms of the two founding leaders Mohandas Gandhi and Mohammed Ali Jinnah. The division of the region into conflicting states is shown as a result of the divergent views and politics of the two leaders. Jinnah who was skeptical of the mass civil disobedience movement of Gandhi and preferred a legislative approach, and Gandhi who appealed to the masses and oppressed millions in British India. Jinnah and Gandhi's style and approach were fundamentally different. Seven decades later Pakistan has failed to build a genuine participatory democracy for most of this period with military actively involved in government, and India in the manner of Gandhi built institutions of participatory democracy under different political parties. Jinnah was an assistant to Dadabhai Naoroji, India's first nationalist leader at the turn of the century, when the two were in London. Naoroji passionately argued against the British policies that entrenched the poverty of millions of Indians in the countryside. Ironically it was Gandhi, not Jinnah, who took up Naoroji's call for bringing hope to the hundreds of millions of people on the subcontinent in "Poverty and Un-British Rule in India," first published in 1901, and showing how the draining of the country by the British was leaving India weak and oppressed. In 2015 that struggle of Naoroji for bringing hope and economic opportunity to millions of people is the task taken up by India's new government and the new government in Pakistan. Naoroji, the first Asian to be elected as a member of the British parliament, established the East India Association in 1867, the predecessor organization to the Indian National Congress which he founded with Hume, and is the leader Gandhi and Jinnah most respected in the first three decades of the twentieth century. Naoroji was elected to the British parliament for the Liberal party from Finsbury Central in 1892, and was assisted in his campaign and duties as a member of parliament by Mohammed Ali Jinnah. In the light of this common upbringing for Gandhi and Jinnah, the nineteen forties and their aftermath could be seen as a detour, not the substance of political life on the subcontinent- just as Mao and Chiang Kai Shek are a sort of detour for today's China.
