Under a Swimming plan workers are cleaning up the river so that long distance swimming for the 2024 Olympics happens inside the river itself. During rainstorms 40 portholes dotting the river's paved banks gush with sewage. Some homes along the river dump sewage right into the river, industrial waste also is dumped into the river. It was not always so, in the 1900 Olympics 7 swimming events happened in the river. Swimming was banned in the river in 1923 and today it is murky, and seen as hazardous for swimming. Studies from the 1990's onwards showed it has one of the highest heavy metals in the world in the stretch running through Paris.

The first flight on Mars will happen in April 2021 with the Ingenuity helicopter flying about one storey high for 60 seconds. It is part of the Perseverance mission rover that has already landed on the planet Mars. This video in WSJ shows how the Ingenuity helicopter was developed by NASA using a contractor Aeroenvironment which specializes in unmanned flight vehicles. The development process took 7 years and testing was done at the JPL Labs. JPL Labs has a vacuum space that can be filled with CO2 similar to atmosphere on MARS. 

Engineers doing the work for the helicopter say flight on MARS is challenging because of the thinner air. This will be a first in planetary flight compared to Wright Brothers first 120 second flight.

Amy Coney Barrett and Barbara Lagoa are two judges Mr. Trump is considering for appointment to the U.S. Supreme Court to replace Justice Ginsburg, as he proceeds to nominate a Justice "without delay." 

Barrett is a Judge who has served for 2 years on the 7th Circuit Court of Appeals. She is a devout Roman Catholic and a legal scholar from Notre Dame University in Indiana. Lagoa is a judge on the 11th Circuit Court of Appeals and the first Latina on the Florida Supreme Court. Trump's nominee is likely to be confirmed quickly by the Senate as Republicans have 53 members in the Senate from a total of 100 members. Democrats want the nomination to be done after a president is elected in January 2021.

An India like surge is feared for Indonesia with the spread of the Delta variant and rising cases. Sudden spikes in Jakarta, central Java, and Bangkalan on the Java coast are straining hospitals. A nation of 270 million Indonesia has only a small vaccination program dependent on Sinovac vaccine from China, and only 5% are vaccinated.

Doctors say whether you are young or old have co-morbidities or not you can catch the coronavirus delta variant. Several members of a household can catch it and the deterioration happens quickly. Doctors in India made similar comments during the surge there in May 2021. Kudus region in central Java is typical. At first cases were declining from a January peak by May. Then cases jumped in June. A third of cases turned up positive for PCR tests.

California is now the first state in the US to make vaccination mandatory for teachers. Teachers who turn down vaccination will need to undergo regular testing. This goes into effect Oct 15, 2021. California is also considering mandating eligible students to be vaccinated to attend school. Different states in the US are setting different rules for mask mandates for schools. California and Illinois require them, while 4 states have banned mask mandates in schools. 

The mandates and other action have pushed the fully vaccinated rate in California up to 64% for residents over 12 years, compared to 59% nationwide in US according to health data cited in the WSJ. Teachers unions in California support the rules. The largest union California Teachers Association, with 310,0000 educators, says 90% of its membership is vaccinated.

A long overdue wage agreement gives pay raises to teachers and state employees in public sector. State employees will get 8% pay raise implemented over 33 months. By end of 2021 state employees would make at least additional 240 euros per month. The deal impacts 3.3 million people in Germany- 1 million state workers and 2.3 million civil servants and pensioners. Extra money was allocated for health care workers who receive additional 120 euros per month. Child care workers at daycares and teachers also get upto 105 euros additional per month on top of the raise.

There are severe shortages in schools, daycare centers, hospitals, and this helps to make the public sector more attractive for people to join. Making these professions more attractive was a dire need in Germany not tackled earlier.

Mercedes is seeing signifcant sales growth in China. It is Mercedes's third biggest market with sales of 100,000 cars compared to 67,000 in 2009. Daimler CEO Dieter Zetsche says that given no downturn in the world economy Mercedes-Benz cars should reach its target for return on sales of 10% by the second half of 2012. He predicted EBIT of 2.5-3 billion euros for 2010, and plans to boost expenditures for R&D in fuel efficient technology and capital investments in new vehicle models in the second half of 2010. Analyst Warburton at Sanford and Bernstein, writes that Mercedes is likely to pass 7% margins in the first half of 2010, and will get a boost from a weaker euro plus strong sales in China. The only question is, as Dieter Zetsche noted, prospects depend on no downturn in the global economy. China's economy is growing too fast to be sustainable growth and a property bubble is developing, and its not certain how long strong sales in China will last. How times change. A series of acquisitions in the 1990's in a buying spree accounts for a big part of the $4.5 billion in debt of Nortel. Now it is finding it difficult to sell some of these assets including a unit that makes internet related and fiber optic equipment. And the company is declaring bankruptcy to avoid an interest payment of $107 milllion. Even with $2.4 billion in cash that amount is rapidly depleting. Since 2000 the company has gone through several overhauls and 16 rounds of layoffs. Analysts do not expect it to survive and expect it to go into liquidation. Competitors like Cisco have prospered while Nortel declined. The year 2000 when the tech bubble burst was the beginning of the decline of Nortel. Before that Nortel was worth one third of the value of the Toronto Stock Exchange. It traded then at $124.50 Canadian dollars in July 2000, it now trades at 12 Canadian cents. Along the way the company was mired in a accounting scandal leading to criminal charges against 3 former executives. The economic downturn appears to have sealed Nortel's fate. ...

The Trump administration's early proposal for NAFTA moves away from campaign pledges to completely renegotiate the treaty, instead taking the approach of working to improve the U.S. trade position in relation to Mexico and Canada. It includes seven objectives for tougher rules for labor and the environment favored by Democrats in Congress, and it also has support from Republicans with its effort to update NAFTA for changes in technology and in other areas since the accord was signed during the Clinton administration. Estimates of new rule making as a result of the Financial Reform Bill of 2010, range from 243 new federal rule-makings required based on an analysis made by law firm Davis Polk & Wardwell, to higher numbers made by other experts. The Journal reported in a separate piece on the analysis made by Davis Polk and Wardwell. That estimate includes 67 one time studies and 22 new periodic reports, as being a estimate on the low side. The Journal says the larger banks would benefit by being better able to handle the extra regulatory costs.

A report made by a presidential commission led by Robert Kennedy Jr shows the dire situation for health of American children. The use of ultraprocessed foods and chemical exposure are leading to US children in 2025 being called the "sickest generation." The report assails a faulty medical system which invests too much in research on diseases and does little on understanding and working on prevention of diseases. It assails the "overmedicalization of America's children" and says this has happened because of the pharmaceutical industry's capture of the nation's biomedical apparatus and calls this a stark failure. It says this is a "critical policy failure" where corporate profitability supersedes the health of children. Local investment companies were allowed to borrow beyond their limits after the financial crisis of 2008. There are about 8000 local investment companies (LIC's) and they were used during 2008-2010 to get funds quickly to projects. The LIC's borrowed for local governments, and borrowed extensively to build roads, railroads, power plants, and other infrastructure and buildings. Northwestern University Professor Shih has followed this carefully, and estimates LIC debt owed to banks at $1.68 trillion, or 34% of China's GDP. Some of the banks have collateral in land, but many banks are relying on the ability of the local governments to pay back the loans. And some of this is in money losing projects.

By the end of December 2010, 2 million people in the USA are expected to lose their unemployment benefits, and and additional one million by the end of January 2011, according to the National Employment Law Project. This would happen if both parties in Congress fail to agree on extending unemployment benefits. The first week of December marks the expiration of federal programs that have extended unemployment benefits from 34 to 73 weeks beyond the 26 weeks given by the states. Republicans want to cut spending elsewhere to cover the cost. Democrats say $2 is returned for every dollar that goes into unemployment insurance because this money is spent quickly by needy families.

Mines sending trainloads of northern white sand are now sitting  idle in Wisconsin , hurting jobs and local revenues to finance budgets of local government. Mines have closed in Wisconsin for this sand that is blasted into silica and used for shale oil production. This has cost jobs in a rural area near the Mississippi river which borders Wisconsin, Minnesota, Iowa and Illinois. Even though these areas do not produce any oil and gas. Companies supplying trucks, lubricants and drilling tools are also affected all the way into Youngstown, Ohio, which provides pipe to the oil fracking areas in West Texas. Frackers blast a mix of sand, water and chemicals into fossil fuel bearing rocky areas. Sand called northern white was considered very good for crush strength to prevent plugs and there is a lot of it beneath western Wisconsin topsoil. Once used by glassmakers and cranberry this became a useful source of supplies from 2015 onwards. Demand surged till 2018 when new supplies were found in West Texas which would reduce costs of transportation. Wages in these mining jobs were about $8 higher than other jobs for people with less education. After 2011 financial crisis and the loss of manufacturing jobs to China this provided a new source of higher paying jobs for less educated workers and paid for local government to provide services including in one town a new swimming pool for the recreation complex. This has proved to be temporary with many mines closing in 2019 and in 2020 after the pandemic. ...

What is not thought possible, water poverty in America in 2020, in this Guardian report, as millions of ordinary Americans face increasing bills for running water in their homes. More than 4% of household income for water bills annually is considered unaffordable and more than 6% for energy. This is more important today as coronavirus makes running water essential for fighting the pandemic. The source of the problem is aging infrastructure, environmental cleanups, changing demographics, climate emergency. Cities include New Orleans, Santa Fe, Cleveland, Fresno, Tucson and Austin where low income residents face rising costs and water shutoff or even lead to homelessness from unpaid bills. It also is a problem in places such as San Diego and Seattle, with 13% of low income people in Seattle struggling to afford water. Federal funding peaked in 1977 and has fallen since leaving local utilities to raise the money for infrastructure and upgrades for chemical contaminants, and other climate issues. About 90% of these local utilities are really municipally owned at the city level and a few large companies. At least $35 billion is needed for water upgrades for infrastructure and quality each year for 20 years- $700 billion. WIth these kinds of needs America has no room for foreign wars in remote places, and no room for offshoring its vital industries that removes the tax base for cities and states and the federal government affecting not just jobs and livelihoods but the very basic infrastructure itself.  ...

The UK NHS is urgently tracking down parents of 35,000 children in London who are not fully vaccinated against polio, says this report in The Times. Health officials have detected the first outbreak since 1984. They are trying to trace it back to a "single household or street." London has lower rates of polio vaccination than the rest of England, dropping to levels that are seen as risky for the health of children. Vaccination rates are low in north and east London says this report in The Times. In London as a whole the vaccination rate for one year olds in 2021 is at 87%,  5 percentage points lower than that of the UK as a whole of 92%.  

Lack of investment in public health and services has weakened the public health system even as hundreds of billions of dollars were misallocated by capital markets gone astray. The pandemic exacerbated a bad situation in public health lowering vaccination rates even further.

People at street protests in France are increasingly asking whether the pension reform from 62 to 64 years is that much of a priority in 2023 when people are just recovering from the pandemic and a cost of living crisis with high inflation and high energy costs stemming from the Ukraine conflict. The independent Pension Advisory Council stated "pension spending is not out of control, it is relatively contained." More people turned out than before in a second round of street protests by over half a million people in Paris. The reforms come down harder on women who worked part time to raise children. Age discrimination for jobs in France is widespread. The pandemic has created additional stress and burnout at work leading to early retirement in the US and other countries. Some of the pension changes are being used to finance an expansion of the military budget. Social justice is seen as at risk in France in a society that is socially fragmented.

This report in the NYT says US officials now say Russia was not involved in the attack on the Nordstream pipelines in the Baltic Sea. The pipeline was connecting Russian oil and gas undersea to Germany and generated revenue for Russia, cost $12 billion each to build for Nordstream 1 and 2, so that it would have no reason to sabotage its own pipeline, say US officials. Cost of repairing the pipeline would be over $500 million.  Nordstream I and 2 stretch across the Baltic sea from Russia to Lubmin, Germany for 760 miles under the sea. Nordstream 1 completed in 2011 cost $12 billion to make, with a similar amount for Nordstream 2 completed over American objections in 2021 by the Merkel government in Germany. American officials are still reviewing the intelligence to understand how it happened. Just as happened for the spy balloons over the US initial reports and speculation have turned out to be misleading. It shows the importance of getting all the facts right, more than ever.   ...

Wages have gone up less in Europe than in the US. In the last 3 months of 2021 wages were up 1.2 % and inflation was up 4.7% for a fall in real wages of 3.1%, which has accelerated since then with the war in Ukraine and shortages of energy and food supplies. A YouGov poll shows that 15% of Germans cannot afford basic necessities and 53% are concerned about rising prices. Because basic things like food and energy where prices have gone up the most also take up large portions of the budget for lower income households. In Germany some unions are giving one off payments for energy bills and other costs to workers till negotiations lead to a settlement on increasing wages. The situation is similar in Greece, Italy and France. In Greece the government has given $3 billion for subsidies on gas and electric bills. Elections are now focusing on cost of living as in France where the second and third place winners in the first round Le Pen and Melenchon together took about half of the vote. ...

Ballooning debt at high interest rates under the Rajapaksa brothers government seen as a family dynasty has ruined Sri Lanka's economic prospects. The civil war did not need to happen as Sri Lankan or Ceylonese communities of Buddhist and Hindu faith had coexisted under British rule from 1802, and coexisted under Portuguese and Dutch rule since 1505. The combination of civil war, corruption, and mismanagement of finances, as well as mismanagement of agriculture, has hit Sri Lanka hard. In economic terms the several political dynasties from the Senanayakes, Bandaranaikes, and Rajapaksas have not served the country well just as the Nehru political dynasty has failed to deliver the kind of economic progress that China was making in the period 1990-2010. That period will be remembered mostly for missed opportunities. Today Indian states are struggling to free themselves from the trap of low aspirations, corruption, political families, as India's young people realize how much is being lost.
