On June 30, 2008, oil prices hit an high of $140. Because of the opaqueness of the oil futures markets that help set the price of oil, very little is known about the different players in that market. Because of increasing demands for public scrutiny of such spikes in the market and its effect on the economy, the CFTC has released information about the players in oil trading and futures markets. This list for the period when the prices reached $140 in June 2008 include banks, hedge funds, sovereign wealth funds, pension funds, private investment arms of wealthy individuals, and airlines. Investments related to million barrels of oil were made by 219 investors. The banks include: Goldman Sachs and Morgan Stanley which have played a role in oil markets for a long time. BP and Delta Air Lines as users of oil products. It includes Yale University endowment fund, Singapore's government, hedge funds Brevan Howard and D.E. Shaw & Co., pension funds for Texas teachers, Cascade Investment LLC (the investment firm of Bill Gates), and the Danish pension fund ATP....

As the differences can be important because of the local conditions in India it is necessary to read the actual bill and all the details to understand clearly what is at stake. The version on the site suggests the government bill gives the anti-corruption body few powers and operates in a way that would make it ineffective if the government in power decides it is in its interest to do nothing. That situation actually exists today as the current government does not see it in its interest to pursue the corruption cases except in the slowest way possible.

This Wall Street Journal editorial on August 18, 2011, says Texas Governor and U.S. presidential candidate Rick Perry made a poor choice of words when he called the Fed chairman's policies "treacherous or treasonous." While admonishing Rick Perry for the use of the wrong words, it says Perry has done a public service to draw public attention to Fed policies. These policies of the U.S. Federal Reserve- Bernanke's and Greenspan's- which allowed the tech and mortgage bubbles to develop and then engaged in loose monetary policies to correct its errors over a ten year period since 2000, should be the subject of debate. Current monetary easing has also added a large element of inflation, and some experts such as Kenneth Rogoff are calling for inflationary levels of 4-6%. Critics of Fed policy such as Allan Meltzer and some Fed governors of regional banks, including Hoenig of the Kansas City Fed, say the Fed has not given enough thought to the long term consequences of its actions. The U.S. needs to address these major changes in policy as serious issues with the public and presidential candidates engaged in the debate. They have everything to do with a vision of a future America....

Most of the comments to this editorial in the Journal attributed it to the editorial writer's lack of understanding of local conditions in India. The editorial writer would have to read carefully the draft of the Indian Congress government's anti-corruption bill and understand each of the clauses in the light of local conditions to realize why they were drafted - to make the anti corruption body totally ineffective. The Hazare bill couod be improved but not by taking out its powers in the light of local conditions and rendering it meaningless, which is why there is strong support from public opinion among students, small businessmen, housewives, farmers and the general public for an effective version of the bill.

Russia does not face the risks it faced in 2008 when $80 billion was owed to western and other foreign lenders, according to the chief economist of financial firm Otkritie. This debt has been brought down by paying down much of it and extending the maturities. In the fourth quarter of 2011, about $35 billion will be coming due. Russia still faces a serious risk from another direction. Every $10 drop in the price of a barrel of oil reduces Russia's GDP by 1%, according to Kingsmill Bond, chief Russia strategist for Citigroup. Government spending has increased rapidly and the government estimates it would take an oil price of $120 a barrel to generate enough tax revenues from the oil export tariff and mineral extraction fees to balance Russia's budget in 2011. The government needs to borrow the extra money from domestic and foreign investors. A slowing global economy could mean significantly lower prices than the current price of $87 a barrel on August 17, 2011.
