Barry Eichengreen of the University of California, Berkeley, looks at problems in the British economy reflected in the sharp decline of the pound of over 10% which he says will get even worse. The problem is weak productivity growth. Eichengreen looks back in time to similar crises for the British currency the pound. In 1931 it was unemployment at 21% that made the pound weak. In 1949 the high war debt made it difficult to finance British imports. In 1967 under Harold Wilson the drop in productivity was a problem. In 1992 the cumulative loss of productivity and uncompetitive exports with British output per hour about 15% below Germany led to a sharp decline in the pound. The current crisis reflects falling productivity from a lack of investment in infrastructure, deterioration in educational levels, the lack of trained and educated people to fill positions. Frictions and inefficiencies as a result of Brexit compound the difficulties.  The brief look at the last 100 years for th British pound gives a better understanding of the outlook for the British pound, which will only get worse, says Eichengreen. ...

India's vaccination drive which has passed one billion vaccinations is one of the great stories of our time. This report in DW.com looks at vaccination drive in a region that is densely forested. It is in central India in the state of Chhattisgarh with about 30 million people and about 7 million tribal people living in dense forests that make up 40% of the state's territory.  One such place is the Dandakaranya forest, Sukma district, 500 kilometres from the state captial of Raipur. It takes an arduous journey just to get to this place which has no electricity, no potable water and no road connectivity.  Block development officer Kapil Kashyap from Sukma tells DW.com how they worked hard, won trust among villagers and brought basic medical services to them. Astonishingly with such effort to overcome vaccine hesitancy, 95% of the people in the village here had their first shot, and 40% received two doses. It is such a kind of effort in every district that prime minister Modi has called for in the unrelenting effort needed to vaccinate fully 1.3 billion Indians. ...

The revival of De Gaulle who led post war France and created the Fifth Republic is taking place in France as France looks for renewal following the devastation caused by the pandemic and other crises. Following the crisis of the Second World War and the defeat of France in 1940, it was General Charles De Gaulle who brought modernization to France and the self-belief that led to France joining Germany in setting up the European Union. It was De Gaulle who set setup the presidential system in France after weak coalition governments persisted throughout the period between the tow wars. As Barber points out here in the Financial Times this has a good claim to be France's most stable political system since the absolute monarchy of the 18th century. It was also De Gaulle who set French agriculture on the path to modernization and started the infrastructure building that created the France we know today. NYT columnist David Brooks says Biden will be judged in the long run by what he has done to bring the two parts of America together that have drifted apart -one educated, affluent, city based and the other less educated, poorer, living in smaller towns and rural areas. One from the professional classes, and college educated that benefited from the tech boom, the other from working classes that felt the brunt of the shift of jobs to China. Biden is old enough to remember his emotional mentor Franklin Delano Roosevelt who faced a similar split America with farmers in small towns and workers who lost jobs in the Depression on one side and the smaller affluent classes of professional workers, small business owners in the earlier tech boom of the 1920's. Biden's father experienced unemployment and had experiences as a blue collar worker in Pennsylvania after business failures. It is an experience that has shaped Biden's views on America and the need to bring back hope after the pandemic that followed decades of neglect of working class Americans.   ...

 Edward Jenner invented the small pox vaccine in 1796. Before this a method called variolation was used. Pieces of fabric or threads moistened with a sick person's small pox postules were pulled through incisions in a person's arm. This was effective until Edward Jenner invented the vaccine itself for mass vaccination efforts. Tom Parfitt of The Times writes about how Catherine Empress of Russia invited Dr Dimsdale from Britain to give her the inoculation against smallpox. She became the first person to be inoculated in Russia and had the courage to do so after this method had been tried and successfully tested in Britain. Catherine writes in this letter to Count Rumyantsev that she had only mild discomfort. She then championed smallpox inoculation for the Russian people and says "it does not call for huge expenditure." Today the Russian government is making its best efforts to vaccinate the Russian people, yet only 38% are fully vaccinated. The example of a medical revolution 200 years ago and how it was handled in Europe is new inspiration for renewed efforts. ...

Germany's chancellor Angela Merkel says she will not support the moves by the EU commission to impose export bans on export of Astra Zeneca vaccines made in EU countries to Britain. A Dutch factory has 4 million doses of this vaccine ready for shipment.  Merkel says, "there are a huge range of international interdependencies when it comes to vaccine production. You have to be very careful when it comes to imposing export bans. You have to take a close look at supply chains."  Merkel's action comes as Britain makes an effort to talk to German and French leaders for a fair way to allocate supplies of vaccine. France and Germany see the need for the principles of "reciprocity" and "equivalence" to be covered in settling the differences on vaccine supplies. Equivalence refers to the sense that there should not be a big gap between EU and non EU countries in vaccine access. The best US cities for jobs is changing rapidly in 2021 after the spread of coronavirus. Los Angeles, San Francisco, Chicago, Boston lost jobs. Jobs shifted to hubs in the interior of the country as remote work changed the workplace. Salt Lake City in Utah, Austin in Texas, and Denver became new hubs with environments that included mountains, healthier living, quieter lifestyle, lower costs and efforts to attract employers. Ellen Barry of the NYT gives this exceptional story of how an old paper mill in Maine is rescued from liquidation by a Chinese investor needing pulp for making cardboard boxes at mills in China. The owner of the Chinese company Ms. Zhang built her business converting recycled scrap from the U.S. at mills in China into cardboard boxes used for shipping products. It is the largest manufacturer of this kind in China. The Chinese government stopped the import of scrap from the U.S. leading to the immediate need for new sources of pulp material for eight mills in China making the paper boxes. Ms. Zhang uses traditional methods including Feng Shui from ancient Chinese culture to make sure all the spirits are favorable for the enterprise. Hundreds of peach trees were planted along a tall fence around a nearby cemetery.  Zhang grew up as the eldest daughter with 7 siblings during the Cultural revolution upheaval in China and went to work at a young age. For cases to double Kerala has 72 days, compared to a national average of 8 days. The partnership has said it will make 2 billion doses and will provide this without making a profit at about $3 for one dose. Serum Institute of India was the leading supplier of vaccines to the world before the pandemic. Now it is preparing to make 1 billion doses of the Oxford vaccine. Already Astra Zenca has setup agreements for manufacturing  in other countries, with about 24 manufacturing facilities in countries such as Brazil, Japan, and Australia. Arrangements are also made with Russia and Mexico. The Russian partner has capacity to make 1 billion doses of the vaccine. In May the U.S. agreed to buy 300 million doses for $1.6 billion and manufacturing facilities are already being setup in the U.S.  The U.S. and other governments are sharing the risks as Astra Zeneca is hiring other companies to build the manufacturing capacity and working with them to install the new machines and supply the vaccine ingredients. The Paris climate change agreement involved 195 countries. Agreed to on December 12, 2015 it was seen as a major step forward to limit global warming to 2 degrees celsius or 3.6 degrees Fahrenheit. Progress has been slow in taking action since then. Because of covid 19 the Glasgow conference was cancelled. Hope stems from the goals set for carbon neutral economy of Japan, the EU, UK, China, and the U.S. as it enters the agreement after withdrawing.  Much will depend on action taken as the pandemic has pushed economic goals of recovery to the forefront. As India has shown in renewable energy, particularly in solar energy targets and bold vision, there is a lot that can be done by each country acting on its own without the hype of the agreement. India now sees huge opportunities in solar energy because it is cheaper and pollutes less than coal. Okere city, Uganda is revived with a school, solar energy, health clinic, and economy built on shea tree products. All done by someone who left the area as a child during the war decades ago and lost his father, a civil servant in Uganda. The graduate of London School of Economics, Mr. Ojok Okello, says he wanted it to generate its own income and grow from the ground up with local people building a better future. He did not want it to depend on the goodwill of some white person without the locals involved. To do this he put in his own money- $39,000. This is a heart warming story of what is possible in parts of British East Africa that are being revived with the good sense, hard work and, and positive spirit that was part of its history. It shows that with the will, self confidence and implementation a lot can be done that was thought to be impossible. What was it like to be an American in those days? Sense of duty and a fighting spirit. Col. Dave Severance was commander of the Marines that landed on Iwo Jima, the 7 mile long volcanic island 660 miles south of Japan, on Feb. 19, 1945. The picture of marines raising the flag on the top of Suribachi mountain was taken as Marines battled entrenched Japanese troops. James Forrestal, Secretary of the Navy, was on the beach below, says this report in NYT, as Severance passes away at age 102 in La Jolla, California.   This picture has become a classic of American resolve and spirit since then. It is also about humility with what Queen Elizabeth calls "self-discipline and quiet good humored resolve" of the British and by extension Americans.  When asked about the photo and his role in Iwo Jima immortalized in John Wayne's role in The Sands of Iwo Jima, Severance said- "I never thought about it. Just that I was a Marine for 30 years and I never ended up in jail." ...

Claire Moses reports for the NYT from Woudenberg, Netherlands, her home country. The 1.6 million cows on Dutch dairy farms are a leading producer of nitrogen emissions in the country. EU and Netherlands laws limiting these emissions would require a much smaller population of cows. To meet the cuts in emissions Dutch dairy farmers will have to significantly reduce their farming operations and number of cows in each farm. Netherlands is a major dairy farming nation with 8.2 billion euros of dairy exports including Edam and Gouda cheeses and 13.8 billion kilos of milk.  Dutch farmers have launched nitrogen protests for 2 years saying their livelihood is threatened. In a nation of 17 million people about 40% supports the farmers, but this support is declining with increasing impact of droughts and fires, impact on agriculture and transportation on rivers, takes its toll on Europe and the rest of the world. Netherlands has set aside $25 billion to aid farmers making the transition to a smaller nitrogen footprint. France and Algeria see improving relations as a necessity and Macron visits Algeria on the 60th anniversary of its independence. About half a million civilians and soldiers died in the Algerian civil war that ended in 1962, 400,000 Algerians. Algerian estimates are higher. It was a trauma for France and for Algeria. De Gaulle pushed through Algerian independence against fierce opposition by 1962 using a referendum, with many assasination attempts on his life. Macron called for "looking back at the past with humility," to look back at the history long before the arrival of the French, and archives from both nations will be put together for an objective account of what happened. Macron has said that Algerians simply focused their hatred on French occupation since 1830 and Turkey whitewashed its own occupation of Algeria before 1830. This report in the NYT says a little known donation raising method used by the Republican National Senatorial Committee may affect Republican chances of taking control of the Senate in the US. The method is considered part of hyper aggressive methods that ask people provocative questions such as "Should Biden resign?" in millions of text messages sent out and asked to reply click YES to Donate, the amount is then processed immediately, says NYT. It was so controversial that WinRed the main Republican donation processing platform banned the practice. It appeared to be working earlier but with the cost of living crisis in 2022 donors are holding back. NYT says the digital ads to get these donations cost more than the donations in some situations. It cost $23.3 million for digital ads and expenses and raised only $6.1 million leading to a $17 million deficit, according to NYT. Senate Minority Leader Mitch McConnell now thinks it could affect chances for the Senate. The NSRC Republican group has $23 million about half what the Democrats have. ...

The US is sending the M142 High Mobility Artillery Rocket System to Ukraine to counter Russian artillery and long range rocket attacks in the eastern Donbas region. This is part of a new $700 million 11th military aid package to Ukraine. Germany will provide its IRIS-T system to Ukraine with radar to track Russian artillery, so that entire cities can be protected from Russian artillery attacks. The US has obtained assurances from Mr. Zelensky that the HIMARS US system will only be used on Ukrainian territory and not into Russian territory. Ukraine currently lacks this type of system that reaches for 45 miles for its midrange system, and it is seen as crucial for defending Ukraine, as Ukrainians are being forced back with Russian artillery attacks. Mr. Biden in an article in the New York Times said the US goal was simply to see "a democratic, independent, sovereign Ukraine," not to oust Mr. Putin, or seek a broader conflict with Moscow. Mr. Biden said that this aid will make a diplomatic settlement more likely, as it will strengthen Ukraine's negotiating position. ...

It is important to remember that FDR and Harry Truman won in North Carolina by huge majorities, so did Adlai Stevenson, John Kennedy, LBJ. In fact going back to Woodrow Wilson in 1912 and 1916. Democrat Josh Stein, Attorney General elected in 2020 and Republican Mark Robinson, the Lt. Governor are very different candidates for governor in North Carolina. Rory Cooper, a Democrat, who won by 4 percentage points is not running after two terms as popular governor because of term limits.  Cooper's focus has been on education, ease of living, infrastructure and clean energy. North Carolina has one of the largest rural populations in the country with one in three being rural with new out of state residents settling in the suburbs. In recent years it has generally voted for a Democrat as governor and Republican for the legislature. Only in  elections since 1980 except in 2008 it has voted Republican for president. In 2024 it is expected to be a swing state. If elected Robinson would be the first black governor of North Carolina, Stein the first Jewish governor.   ...
