A 5 month investigation by Adam Tolley KC into bullying claims from the British Civil Service led to his resignation. The bullying claims came from three departments- the Brexit Department, the Foreign Office, and the Ministry of Justice. Raab's contention was that he was not aware that it was bullying, that behaviour should count as bullying if he knew it was bullying. Tolley disagrees. He says it is the victim's experience that matters more than Raab's intention. Raab says he was faced with "cultural resistance" at the Ministry of Justice on developing a British Bill of Rights to replace the European Convention of Human Rights. Tolley stays out of this but does say there was "an adverse impact of the health" of civil servants and that their complaints were "acting in good faith in raising concerns that they genuinely held." It could be said that this is part of the role of the civil service to share their genuine thoughts on a matter pertaining that could lead to wise decisions or changes in decisions. The Guardian reports that the style of cutting people off because he did not want his time to be wasted, had the effect of being intimidating and abrasive. ...

Samuelson points out that the golden age of bipartisan harmony never existed. Yet it is true to say that with the constant chatter on cable television and stridently expressed views, the activism of the more extreme wings of both American parties, and the role of money in politics, the partisan nature of politics in America has increased. And this is happening even when the Gallup polls from 1992 and 2010 show similiar numbers for the people who describe themselves as Conservative, Liberal or Moderate, showing that the people themselves haven't changed (42-43% Conservative, 35-36% Moderate, 17-20% Liberal), but activism at the edges of both parties has. In this condition, only 7% of americans have a "very positive view" of the Republican party, only 11% of Americans have a "very positive view" of the Democratic party and only 12% of Americans have a "very positive view" of the Tea party (even though the Tea party is at the height of its mometum). The net impact says Samuelson is that the nation's important problems get neglected. There is little discussion about the expenditure of blood and treasure in Afghanistan, says Tom Brokaw, see his article. There is little discussion of the need to rebuild America's deteriorating infrastructure. Or a serious discussion on deficits or energy. All this is lost in the dysfunctional politics of the moment. It sees the outcome emerging, including treatment of bondholders, pension funds, and city workers, as fair considering the problems involved. The steps are also being taken to correct the deep seated problems that caused the crisis.

Since the IT sector in India grew up in an environment that was not always friendly on the government side, its put a premium on coming up with its own ideas and ingenuity to survive in different environments. Its also operating in a very competitive international and domestic environment so it depends on its own abilities to grow and succeed. By following what is right for India's own situation more domestic consumption and infrastructure led growth in addition to exports India can build a path better suited to it. Indian industries have the ingredients of becoming very competitive and innovative if they make an effort to do so and a stronger ruppee will push them to work harder and push their abilities further....

Th situation of poor farmers borrowing at 150% for seeds and fertilizer and 942 suicide deaths in Vidarbha region alone this year. Small farmers with less than a hectare of land account for nearly 80% of the country's hundereds of millions of farmers. World bank estimates that 87% of marginal farmers and 70% of small farmers have no access to credit from a formal financial institution like a bank in india. In 2004 the government cut in half the interest rates on farm loans and commercial bank have since increased farms loans to reach a target of 2.24 trillion ruppees triple what was loaned 3 years earlier. Cooperative banks haven't done much because of lbad loans and lacking funds as they would be expected to do in rural areas. And commercial banks don't have as much of a presence in the farming rural areas with only one for 22,500 people or about 31,000 branches. Better credit would improve living conditions, increase support for political parties that support for good rural credit, and experts say would help increase farm production of grains. India recently banned export of some grains of rice and is having to import wheat. ...

The 177 acre campus in Ann Arbor, Michigan, that is the Pfizer Research labs is closed, sealed off and silent, an empty place, now that Pfizer has decided to close the labs for good. Lipitor was invented here by a group of researchers who had their foundation in chemistry. One of them was a Yugoslavian immigrant to the UK who moved here, Dr Sliskovic to join Warner Lambert. Pfizer acquired Warner Lambert in 2000, now 7 years later the Labs are closed as chemist based research has not produced much in results.For years chemists at these labs have labored without finding a new drug. The success of Lipitor has sustained this research generating $13 billion a year. But now Pfizer is looking to outsource some of the chemist based work to places like India. Some of the research money will go to biotech research which now looks more promising and research will be handled from it Coonecticut based research offices. The whole field of chemistry based resarch for pharmaceuticals is changing and is not what it once was and chemists are looking for jobs in other fields....

The US has more than 15% of the voting rights and the EU has more than 15%.IMf's important decisions require 85% of the vote. This comes though at a time when the IMF is a less relevant institution for todays international financial institutions and international financial markets one could say outmoded to today's and tomorrow's needs. And the fairer allocation of voting rights comes a decade later than when it was needed during the Asian financial crisis and contagion effects on Brazil and Russia, when the IMF's positions did not show as good an understanding of the needs and problems facing developing countries as it could have, especially giving it a human face. Moreover the rotation of the position of the head of the IMF between financial leaders of the USA and Europe, as is true of the World Bank does not lend them to fresh thinking from countries in Asia and other parts of the world like Eastern Europe, Latin America, and the ability to bring afresh perspective from these countries. ...
