House Budget Committee chairman Paul Ryan said in remarks at a breakfast hosted by the Wall Street Journal- he would submit a budget plan that would balance the budget in 10 years by cutting government spending and without raising tax revenues. From the first term of DJT 2016-2020 it became clear that the supply chain concentration in China was a serious error for America and Europe. Yet Scholz SPD hung onto the special trade relationship even in the face of the Ukraine war and China's shift when it allowed the port of Hamburg stake taken by China to be retained. Something had to happen to jerk Germany and with it the EU out of its inability to shift towards India. Merz took this step in 2026 as the relationship with China soured over Ukraine war and the grasp of the dangers of overconcentration of the China relationship with Germany that Merkel had created. On the other side Modi had to get India's logistics, road and rail networks, ports ready for such a trade relationship where goods could be quickly shipped into and out of India. A meeting of European leaders from Germany, France, Spain, and Italy with African leaders from Libya, Chad and Niger, comes up with priority steps to take for reducing migration from African countries to Europe. Steps include aid to countries with high flow of migrants. The EU gave $10 million to Niger to fight illegal immigration. The French president Macron suggested setting up hotspots from where migrants could apply for legal migration. Chancellor Merkel cautioned that this applied only to humanitarian refugees and not to economic refugees. The presidents of Chad and Niger point out that the cause is poverty, and smugglers need to be diverted to other occupations such as commerce or farming. During 2017 to August 125,000 migrants have come across the Mediterranean on boats. Smugglers put people on small boats leading to many deaths and rescue efforts.

A visit by president Biden to Canada to meet president Trudeau shows a unity of purpose of the two leaders who have a close Justin and Joe relationship, says this report in NYT. Before the trip an agreement had been reached by which the two countries can ease pressures of migration from the southern hemisphere. Migrants seeking asylum in Canada from the US will be turned back at Roxham Crossing. Canada will accept 15,000 refugees from persecution, violence or economic devastation, to ease pressures of illegal crossings into the US from Mexico. The trip comes after Trudeau's frosty relationship with former president Trump. It also comes as Canada and the US build a closer relationship to meet challenges of multipolar world from China.

The new India built refinery by RIL (Reliance India Limited) in the US at Brownsville, Texas, will reduce US trade balance by $15 billion a year and will produce oil using cleaner US shale oil and newer technologies that are less polluting for the environment.  India's RIL Refinery Project for $300 billion at Brownsville, Texas, is Explained here in the Indian Express. The Project is called America First Refining, and was announced by the US president recently.  $125 billion for 60 million barrels of US shale oil processed annually over 20 years and $175 billion for 2.5 billion gallons of refined product to be produced annually for 20 years. US  imports about 2.8 billion barrels a year and (exports 1 billion barrels a year) at a cost of $180 billion a year. This means the trade imbalance from crude imports will be cut by about 10% annually. The new refinery is the first in 50 years and is designed to process cleaner lighter shale oil from the US Permian Basin -whereas existing refineries are designed with older technology for heavier crude oil such as the US gets from Venezuela. Reliance India Limited has a fast turnaround time on projects- new project will come onstream in 2027. It currently has the world's largest single refining complex in Jamnagar, Gujarat, India.  ...
