The 28 Point Peace Plan offers a basis for further work to arrive at an agreement acceptable to Ukraine and to the European Union, is the view emerging at the G20 talks in Johannesburg, South Africa. The leaders of Finland, Ireland, Netherlands, Norway, Italy and Spain met on Saturday, November 22 2025. Separately Leyen and the EU council president Costa meet with Meloni of Italy and Macron of France on Saturday after conversations with Zelensky on Friday.  British prime minister Starmer has this view of the 28 Point US plan negotiated with Russia-  “There is only one country around the G20 table that is not calling for a cease-fire, and one country that is deploying a barrage of drones and missiles to destroy livelihoods and murder innocent civilians.” Ms. Von der Leyen, president of the European Commission, says-  “Ukraine can count on us because this is not only an aggression against Ukraine, but it is an aggression against the principles of the U.N. charter." “It’s on European soil. Therefore, we will support Ukraine for as long as it takes.” Macron of France commended American efforts to reach a peace deal but said EU nations would work with Ukraine to map out a plan for way forward in 48 hours.  "What is at stake is Ukrainian sovereignty and European security.” It is this aspect of European security that may be the reason the EU and Germany may decide to modify the plan to offer a counter proposal on several points. One on limits to the size of Ukraine's defense forces to ensure its defense. Another on the stationing of forces by NATO in a peacekeeping role in Ukraine as proposed earlier. Third on the ceding of territory now in the hands of Ukraine so that these parts of Ukraine can remain independent after 4 years of ragged defense. Germany under CDU Merz and with Pistorius of SPD at Defense in a strong coalition government may be the deciding factor as Merz has already set the goal for the Bundeswehr to become the strongest army in Europe, with plans and action to prepare for this transition to defend European interests. It is true that Ukraine is at a difficult point yet if the Europeans see this as a "capitulation" and a US DJT deadline of one week to push this through Europeans may come up with a counter offer that includes these points that would make it clear that they are not an obstacle for peaceful resolution of this conflict. The history of Europe shows that in such situations with most of Europe on one side and Russia or some other major European power on the other side, eventual settlement ends up with all sides making some concessions, and in no way seen as "capitulation." Asian powers China and India have been pulled out of the conflict to a large degree in 2024-2025, with US shifting to a neutral position. Making this a purely European conflict with the Russian economy mobilized for wartime yet facing all the nations of Europe led by Germany, France and the UK in a transition towards military preparedness and unwilling to see any form of capitulation. In such a situation the larger economies and resources of the EU could effectively counter a Russian threat leading to a settlement that is better for all parties to the conflict.   ...

Lack of experience and vague policy positions are leading to the collapse of the Five Star party started by comedian Beppe Grillo in Italy. Unlike the movement against establishment politics started by Mr. Macron in France as a minister in the Hollande government with considerable business and government experience but still an outsider, Mr Grillo and his representative Mr. Maio in the government lack experience in governing. This is leading to its complete collapse only two years after its success at elections winning 33% of the vote. It shows that such movements can be short lived without a clear economic agenda that can be implemented, not mere criticism of the existing arrangements.

Russia uses SCO or Shanghai Cooperation Organization to present it's case on Ukraine saying a coup supported by the US and Europe was the root cause of the crisis, in other words an effort to turn a Russian language country against Russia with it's effort to delink from Russia and join the European Union. US seeing China as the main competitor is trying under a Republican administration to bring Russia back into the European and US fold. The Europeans Germany and France, UK under Macron, Starmer and Merz are pushing back and see it primarily from the Northern European perspective of a Russian threat as they have over centuries of rivalry in Europe since 1600. China sees Germany and German led EU as its main source of western technology, trade and capital needed for a state run capitalism to function effectively. Germany seeks to keep it's China relations on a even keel for its economic interests, so does China. In this situation it can be surmised that it is the Europeans that asked DJT to sanction India for buying Russian oil to cut Russian source of oil resource sales by $119 billion leaving China's $136 billion purchase of oil from Russia aside (knowing China would not cancel sales easily), to buy time till Germany can build up arms supply to Ukraine. India is buying time to make a gradual shift to stand with the US and the improved US-Russia relations under the Republicans can only help India gradually shift to where it always stands- with the English speaking people of the world, the US and Britain, a policy Gandhi firmly supported and which India as an ancient civilization of the Buddha and the Bhagavad Gita finds itself at home with.   ...

The picture on the cost of living action is mixed. In this report some Easterners in Pennsylvania and New York are shown taking loans to pay for groceries at high prices. In Michigan trips to the supermarkets show a modest increase of 1% in prices and prices coming down. Overall the faster the situation the better it is for working people and a top priority for president Joe Biden. Biden has approached it on a macro and micro level with a range of actions to bring cost of living down for people, from action on student debt for 5 million people, from health care cost cuts setting a ceiling on what health care cost would be, to cutting costs in areas such as housing, groceries and gas through concerted action across the economy.

Erlanger and Smale of the NYT describe the reaction in Europe, from Chatham House in London, Bruegel think tank in Brussels, and the German Council of Foreign Relations in Berlin, to the election results in the first round in France. There is a sense of relief that the poll results held and that Macron is the front runner, yet a sense that the issues of social justice, taking account of the marginalized need to be addressed. The parliamentary elections in June, soon after the second round of voting, are also seen as a factor as governing without the support of the legislature would mean very little gets done. For the first time the main parties are not being represented in the presidential office, with a fractured Socialist party and the Republican Party candidate not in the second round.  The Dutch elections, followed by the French and German elections could push back the populism in a negative direction of withdrawing from the global community and openness in the economy.  The economic reform message of  Macron resonates in Germany, as France suffers from high unemployment and needs to build a stronger economy. The French under Macron commit to build a new aircraft carrier to come into service in 2038. This will be nuclear powered like the Charles De Gaulle, France's current aircraft carrier. U.S. carriers are also nuclear powered to reduce port stops for fuel. 

French and U.S. ships use American suppliers for some of the flight systems on carriers so that French aircraft and American aircraft can operate off of each others ships. For France it preserves "strategic autonomy" a policy France has pursued since Mr. De Gaulle. It also means tighter U.S. French cooperation with France being America's key ally in Europe. France has plans to increase defense spending by 4.5% and spends over 2% of GDP on defense like the U.S. 

India, Britain, China and Russia are the only other countries with aircraft carriers.

A sign of the changing policies in Europe as it reflects on too loose immigration policies that leave locals left out to bring in foreigners, France's Macron plans to establish a system of quotas for immigrant workers. A singular complaint in France's rural areas and in East Germany is that the locals feel left out as the governments focus on accomodating immigrants. Europe's post war immigrant policy was designed for Europeans and integration along the ideals of post-war Europe so policies will revert to these original principles. In doing this there is also the strategy of blocking further losses to right wing parties of parties that have called themselves centre right or centre left but inadvertently drifted away from original principles guiding postwar European reconstruction and shifted towards a tech elitist view of the world.

The large Iranian missile attack on Israel on April 13th 2024 was expelled with American, UK and Jordan's help. It cost about $1 billion in antimissile systems. The US does not seek an expansion of the war. The events show how without a clear policy on non escalation with the US taking leadership- how without this events could spin out of control in unanticipated ways. And the need for priority to be given to rebuilding after the pandemic, not conflict that is driven in a random manner when most of the largest countries on every continent are committed to peaceful development to improve standard of living of their people- US and EU, China and India, Brazil and Mexico, African nations, and most other nations in Asia and Latin America. Valery Giscard d'Estaing known in France as V.G.E. died at the age of 94 from covid complications. He was president of France from 1974 to 1981 and ran for election after De Gaulle and De Gaulle's assistant Pompidou withdrew from politics. He presented himself as the modernizing face of Gaullism and supported most of De Gaulle's initiatives in improving Franco-German relations. He was finance minister and a Gaullist under both De Gaulle and Pompidou for 12 years. He lowered the voting age to 18 and advanced women's rights. One of his major contributions was the EMS or European Monetary System that set the stage for the Euro currency. He strengthened relations between France and Germany. After losing the 1981 election to Francois Mitterand on the left he continued to serve in the European Parliament and drafted a European Constitution that became part of the Treaty of Lisbon. To this day France is governed by a strong presidency after the lessons learned from the failure of political parties to agree and get things done both in the prewar period and the period 1946-1958. De Gaulle pushed through the reforms that made "the state" above the parochial and selfish interests of parties and politicians and embodied this in a directly elected president. From 1958 to 1981 France was governed with this principle in mind, and later presidents from Mr. Sarkozy to Mr. Macron also adopted this idea of "the state" with their movements but with lesser success than Mr. De Gaulle, Pompidou and V.G.E. who as Mr. Macron says "set the directions for France that still guide our steps." ...

US president DJT meets with Rutte of the Netherlands Jan 21, 2026. He says he has come up with a framework for US acquisition of Greenland, rights title, and ownership of the island for US security and world security. He called for immediate negotiations with the goal of US acquisition of the island of Greenland.  The political situation is evolving in this way. Germany is key in the developments for the US to acquire Greenland. Britain is standing it out with the Nordic countries as Starmer has shifted to the side of Sweden and Denmark with little to gain for the Labor government which is facing local elections and popularity of Reform UK Party. In this situation Italy and Germany have taken a posture of not making any statements. Germany facing Russian intervention in Ukrain on the east needs the US for joint security at a critical juncture when Russia and the US have agreed to respect each others area of influence. Italy is run by a northern Italy party leaning to the anti-immigration stance taken by DJT in the US. It makes little difference to Netherlands, Germany/Austria/Switzerland and Italy who controls Greenland and in the context of Russian advances and nuclear weapons technology would prefer US move to acquire Greenland and rapidly build up defenses in Greenland with large investments. To not disturb the alliance's northern countries (Britain and Nordics) Germany has taken a back seat to the rhetoric yet will be in the deciding role because of its stable government, support from all parts of the political spectrum for US control of Greenland except for the coalition junior partner the SPD. The SPD Defense Minister Pistorius may form parts of the SPD that see US owning the island as positive in the bolstering of its defense capabilities with th $1 trillion outlay in the budgeted investments. Starmer may have misread DJT and US support as the US president can make a very good case for US owning Greenland and getting Denmark to accept the offer of Harry Truman of $100 million made in 1947, updated for what that sum is today which is $1.5 billion. As DJT pointed out Macron has no longevity for his government in France, and cannot speak for that country. As Treasury Secretary Bessent who along with Rubio is part of the team that will work with the president says, Denmark is irrelevant to the issues US faces for US and world security. It is a small country, Denmark, with a population of 6 million most of it in the area near Copenhagen. Houston or Dallas has a much larger population. For Denmark to decide on momentous issues of US security for the entire eastern seaboard or world security, with ownership essential for the US,  when climate has made the Arctic important, is something the US does not accept.   ...

Francois Bayrou the new PM of France speaks a dialect of the Pyrenees mountains, is mayor of Pau, and was a school teacher before entering politics. He has a disdain for extreme positions on both sides left and right, including polarizing politics of Sarkozy. He gave key support to Macron at the right time when he needed it to run for president. He gets along well with Le Pen and has helped Marie Le Pen run for president in the past when she needed support because he felt this was essential for the democratic process. He was not the first choice of Macron and insisted on taking the job over other choices.

Pau is located 31 miles from the Spanish border with a clear view of the Pyrenees mountains. It is an ancient city with a University at Bearns, and a medieval heritage.

Finance minister Nirmala Sitharaman announces the details of the $280 billion (20 lakh crore) economic package and action being taken to help (MSME) small and medium size enterprises in India. About 3 lakh crore or about $40 billion will be for support of the MSME enterprises. The MSME sector in India cover millions of micro, small and medium size businesses that support the economy. By increasing the size of the market by 2000 crores rupees through avoiding foreign tenders the government wants to give more scope for growth and investment to this sector. Some imports from China and other countries could now be manufactured in India as part of the push to be local and self reliant, as well as provide room for robust growth in the future after the blow from coronavirus.

Over 1 million people turn out across France in protests against pension reform that takes the retirement age from 62 to 64 years. Women feel more discriminated against in this reform. The prevalent age discrimination bias in France makes it harder to find jobs after 50 years, even harder after 60 years. There is a perception that the reform is not the first priority so soon after a pandemic with its after effects, and that other changes including age discrimination and the way it affects women need to be tackled before pension reform. The government lacks an overall majority, the eight unions are united in protests and possible strikes, creating a situation in which French president Macron needs to rethink his whole approach on addressing pension reform- when tacking the cost of living crisis and climate change, energy transition, are other priorities that need more attention at this time.

In the first round of French elections June 2024 the RN National Rally and Alliance gets 33%. The National Front Populaire gets 28% and the Assemblement of Macron gets 20%, Les Republicains 10%, additional 2% of other Left parties, 2% of Centrist parties. To win in the first round one has to get over 50% of the vote and over 25% of the registered voters. Only about 60 seats were decided in the first round. In the second round on July 7 there will be tactical voting with the NFP dropping out of seats in which the Assemblement and Les Republicains have an edge. The same is likely to happen for the Assemblement and Les Republicains dropping out of races which the NFP could win. Most of urban France is with the Assemblement and the NFP, Les Republicains, rural France and small towns with the RN of Marine Le Pen.
