The 28 Point Peace Plan offers a basis for further work to arrive at an agreement acceptable to Ukraine and to the European Union, is the view emerging at the G20 talks in Johannesburg, South Africa. The leaders of Finland, Ireland, Netherlands, Norway, Italy and Spain met on Saturday, November 22 2025. Separately Leyen and the EU council president Costa meet with Meloni of Italy and Macron of France on Saturday after conversations with Zelensky on Friday.  British prime minister Starmer has this view of the 28 Point US plan negotiated with Russia-  “There is only one country around the G20 table that is not calling for a cease-fire, and one country that is deploying a barrage of drones and missiles to destroy livelihoods and murder innocent civilians.” Ms. Von der Leyen, president of the European Commission, says-  “Ukraine can count on us because this is not only an aggression against Ukraine, but it is an aggression against the principles of the U.N. charter." “It’s on European soil. Therefore, we will support Ukraine for as long as it takes.” Macron of France commended American efforts to reach a peace deal but said EU nations would work with Ukraine to map out a plan for way forward in 48 hours.  "What is at stake is Ukrainian sovereignty and European security.” It is this aspect of European security that may be the reason the EU and Germany may decide to modify the plan to offer a counter proposal on several points. One on limits to the size of Ukraine's defense forces to ensure its defense. Another on the stationing of forces by NATO in a peacekeeping role in Ukraine as proposed earlier. Third on the ceding of territory now in the hands of Ukraine so that these parts of Ukraine can remain independent after 4 years of ragged defense. Germany under CDU Merz and with Pistorius of SPD at Defense in a strong coalition government may be the deciding factor as Merz has already set the goal for the Bundeswehr to become the strongest army in Europe, with plans and action to prepare for this transition to defend European interests. It is true that Ukraine is at a difficult point yet if the Europeans see this as a "capitulation" and a US DJT deadline of one week to push this through Europeans may come up with a counter offer that includes these points that would make it clear that they are not an obstacle for peaceful resolution of this conflict. The history of Europe shows that in such situations with most of Europe on one side and Russia or some other major European power on the other side, eventual settlement ends up with all sides making some concessions, and in no way seen as "capitulation." Asian powers China and India have been pulled out of the conflict to a large degree in 2024-2025, with US shifting to a neutral position. Making this a purely European conflict with the Russian economy mobilized for wartime yet facing all the nations of Europe led by Germany, France and the UK in a transition towards military preparedness and unwilling to see any form of capitulation. In such a situation the larger economies and resources of the EU could effectively counter a Russian threat leading to a settlement that is better for all parties to the conflict.   ...

Lack of experience and vague policy positions are leading to the collapse of the Five Star party started by comedian Beppe Grillo in Italy. Unlike the movement against establishment politics started by Mr. Macron in France as a minister in the Hollande government with considerable business and government experience but still an outsider, Mr Grillo and his representative Mr. Maio in the government lack experience in governing. This is leading to its complete collapse only two years after its success at elections winning 33% of the vote. It shows that such movements can be short lived without a clear economic agenda that can be implemented, not mere criticism of the existing arrangements.

Russia uses SCO or Shanghai Cooperation Organization to present it's case on Ukraine saying a coup supported by the US and Europe was the root cause of the crisis, in other words an effort to turn a Russian language country against Russia with it's effort to delink from Russia and join the European Union. US seeing China as the main competitor is trying under a Republican administration to bring Russia back into the European and US fold. The Europeans Germany and France, UK under Macron, Starmer and Merz are pushing back and see it primarily from the Northern European perspective of a Russian threat as they have over centuries of rivalry in Europe since 1600. China sees Germany and German led EU as its main source of western technology, trade and capital needed for a state run capitalism to function effectively. Germany seeks to keep it's China relations on a even keel for its economic interests, so does China. In this situation it can be surmised that it is the Europeans that asked DJT to sanction India for buying Russian oil to cut Russian source of oil resource sales by $119 billion leaving China's $136 billion purchase of oil from Russia aside (knowing China would not cancel sales easily), to buy time till Germany can build up arms supply to Ukraine. India is buying time to make a gradual shift to stand with the US and the improved US-Russia relations under the Republicans can only help India gradually shift to where it always stands- with the English speaking people of the world, the US and Britain, a policy Gandhi firmly supported and which India as an ancient civilization of the Buddha and the Bhagavad Gita finds itself at home with.   ...

In Michigan trips to the supermarkets show a modest increase of 1% in prices and prices coming down. Erlanger and Smale of the NYT describe the reaction in Europe, from Chatham House in London, Bruegel think tank in Brussels, and the German Council of Foreign Relations in Berlin, to the election results in the first round in France. There is a sense of relief that the poll results held and that Macron is the front runner, yet a sense that the issues of social justice, taking account of the marginalized need to be addressed. The parliamentary elections in June, soon after the second round of voting, are also seen as a factor as governing without the support of the legislature would mean very little gets done. For the first time the main parties are not being represented in the presidential office, with a fractured Socialist party and the Republican Party candidate not in the second round.  The Dutch elections, followed by the French and German elections could push back the populism in a negative direction of withdrawing from the global community and openness in the economy.  The economic reform message of  Macron resonates in Germany, as France suffers from high unemployment and needs to build a stronger economy. The French under Macron commit to build a new aircraft carrier to come into service in 2038. This will be nuclear powered like the Charles De Gaulle, France's current aircraft carrier. U.S. carriers are also nuclear powered to reduce port stops for fuel. 

French and U.S. ships use American suppliers for some of the flight systems on carriers so that French aircraft and American aircraft can operate off of each others ships. For France it preserves "strategic autonomy" a policy France has pursued since Mr. De Gaulle. It also means tighter U.S. French cooperation with France being America's key ally in Europe. France has plans to increase defense spending by 4.5% and spends over 2% of GDP on defense like the U.S. 

India, Britain, China and Russia are the only other countries with aircraft carriers.

A sign of the changing policies in Europe as it reflects on too loose immigration policies that leave locals left out to bring in foreigners, France's Macron plans to establish a system of quotas for immigrant workers. A singular complaint in France's rural areas and in East Germany is that the locals feel left out as the governments focus on accomodating immigrants. Europe's post war immigrant policy was designed for Europeans and integration along the ideals of post-war Europe so policies will revert to these original principles. In doing this there is also the strategy of blocking further losses to right wing parties of parties that have called themselves centre right or centre left but inadvertently drifted away from original principles guiding postwar European reconstruction and shifted towards a tech elitist view of the world.

Valery Giscard d'Estaing known in France as V.G.E. died at the age of 94 from covid complications. He was president of France from 1974 to 1981 and ran for election after De Gaulle and De Gaulle's assistant Pompidou withdrew from politics. He presented himself as the modernizing face of Gaullism and supported most of De Gaulle's initiatives in improving Franco-German relations. He was finance minister and a Gaullist under both De Gaulle and Pompidou for 12 years. He lowered the voting age to 18 and advanced women's rights. One of his major contributions was the EMS or European Monetary System that set the stage for the Euro currency. He strengthened relations between France and Germany. After losing the 1981 election to Francois Mitterand on the left he continued to serve in the European Parliament and drafted a European Constitution that became part of the Treaty of Lisbon. To this day France is governed by a strong presidency after the lessons learned from the failure of political parties to agree and get things done both in the prewar period and the period 1946-1958. De Gaulle pushed through the reforms that made "the state" above the parochial and selfish interests of parties and politicians and embodied this in a directly elected president. From 1958 to 1981 France was governed with this principle in mind, and later presidents from Mr. Sarkozy to Mr. Macron also adopted this idea of "the state" with their movements but with lesser success than Mr. De Gaulle, Pompidou and V.G.E. who as Mr. Macron says "set the directions for France that still guide our steps." ...

US Iran Memorandum of Understanding signed by DJT and Iranian president Masoud Pezeshkian, May 17 2026, with Pakistan as mediator. Pakistan, Turkey, Egypt and Qatar tried to bring the two sides together within Iran the RGC Revolutionary Guard Corps military and the president elected in 2024 (to tackle cost of living and other economic issues). and narrow their differences with the US. A key factor was China and the US president called China's actions "fantastic" in achieving the signed agreement to work out the details within 60-90 days of talks. Without China's help in imports and other assistance Iran's economy would be hard to sustain. China's own interests are best served by maintaining peace in the region as it continues to develop and modernize its economy. Russia also supported the agreement. Another contributor was India by setting an example for modernization and economic development as the true pathway for the people of West Asia, by bringing UAE, Egypt and other Arab nations in North Africa such as Morocco together in the direction of economic development and showing that cooperation in the region including with Israel is the best way forward. From the perspective of long term future of the region the presence of Modi and India at the G-7 meeting next to Macron and DJT shows there is now a G-8, with India joining Japan as two key Asian nations in the G-8. In this way the administration has achieved something that was never possible in either the old G-8 (that included Russia) under previous administrations after 2000. DJT's meeting with Putin in Alaska, and his visit to Beijing for discussions with Xi Jinping in 2025 and 2026, achieved the G-8 setting with India plus keeping China and Russia fully engaged in separate one on one arranged talks. This is a rare feat achieved in 2026 for the US, China, India and Russia, EU, Germany, that has never been done before to the lasting credit of the leaders DJT, president Xi, prime minister Modi, president Putin, and chancellor Merz- to their patience even in times of disagreement, their efforts to persevere when times were rough, and their foresight and wisdom in seeking agreement around what they shared in common.  ...

He has a disdain for extreme positions on both sides left and right, including polarizing politics of Sarkozy. He gave key support to Macron at the right time when he needed it to run for president. He gets along well with Le Pen and has helped Marie Le Pen run for president in the past when she needed support because he felt this was essential for the democratic process. Over 1 million people turn out across France in protests against pension reform that takes the retirement age from 62 to 64 years. Women feel more discriminated against in this reform. The prevalent age discrimination bias in France makes it harder to find jobs after 50 years, even harder after 60 years. There is a perception that the reform is not the first priority so soon after a pandemic with its after effects, and that other changes including age discrimination and the way it affects women need to be tackled before pension reform. The government lacks an overall majority, the eight unions are united in protests and possible strikes, creating a situation in which French president Macron needs to rethink his whole approach on addressing pension reform- when tacking the cost of living crisis and climate change, energy transition, are other priorities that need more attention at this time.

In the first round of French elections June 2024 the RN National Rally and Alliance gets 33%. The National Front Populaire gets 28% and the Assemblement of Macron gets 20%, Les Republicains 10%, additional 2% of other Left parties, 2% of Centrist parties. To win in the first round one has to get over 50% of the vote and over 25% of the registered voters. Only about 60 seats were decided in the first round. In the second round on July 7 there will be tactical voting with the NFP dropping out of seats in which the Assemblement and Les Republicains have an edge. The same is likely to happen for the Assemblement and Les Republicains dropping out of races which the NFP could win. Iran Ceasefire shaky May 11 2026 with no willingness on the part of IRGC Iran (Iran Revolutionary Guard Corps) to send all nuclear materials out of the country. Past experience has shaken American confidence in IRGC Iran's willingness to give up nuclear weapons development. Under president Obama some nuclear materials were sent to Russia, some left inside Iran which were after an agreement used by IRGC Iran to develop weapons grade enriched uranium, putting the situation back to where America started before the agreement. This is behind the DJT Republican administration's effort to get all nuclear materials out of Iran. This has wasted another decade for Iran, diverting resources needed for improving standards of living and cost of living to the weapons programs. The result is internal protests that were widespread in Iran including the middle class, not just students. So that today Iranian people are divided on the issue whether Iran should against all prevailing Middle Eastern and World opinion go for a nuclear weapon. The situation of clandestine development in North Korea and Pakistan of nuclear weapons is not existent today as the US is monitoring it constantly. Israel sees these weapons programs in Iran as a threat to its existence close to its borders in Lebanon and Iraq, which makes it unlikely that clandestine development is possible for nuclear weapons development anywhere in the Middle East. The UAE has also shifted its stance in favor of the US, Saudis want assurances, and India, Pakistan Egypt are in different ways seeking a denuclearized Middle East. This means the American DJT administration is NOT ALONE on this issue as the media in the US and Europe are presenting. Germany's Wadephul and Merz are closer to US thinking on this issue than the media says. Macron and Starmer are at popularity of less than 20% in France and the UK and do not reflect the opinion in France and Britain, and in Europe on this issue. In this sense the US is doing this for a safer world, for China, India, Brazil and EU, all the nations in the poorest parts of the world in Africa, Asia. These poorest nations which are bearing the brunt of this obsession with nuclear weapons development by IRGC Iran in a Middle East torn by 5 decades of wars from Kabul to Damascus, Baghdad to Tehran, by IRGC Iran (Revolutionary Guard Corps), as these poor nations confront lack of oil and fertilizer supplies. It does not come at a good time for even the largest nations about 3 billion people in China, India and Indonesia, Egypt which are suffering from the effects of oil shortages and fertilizer shortages when possibly at most about 40 of 90 million people in Iran support weapons programs, all others in Iran seeking a way out for better standards of living and living at peace with neighbors and the world. In that peacetime Middle East the Palestinian people could find solutions like the Irish people with the goodwill of all neighbors. ...
