Jaguar Land Rover has strong sales in 2013 of 425,006 vehicles. JLR is investing 1 billion pounds to build a factory in China, in a joint venture with Cherry Automobile Company. The factory will make 130,000 automobiles a year when it starts in late 2014. In Brazil JLR is investing 240 million pounds for a factory that will make 95,000 vehicles a year. JLR currently has assembly facilities in India for the Freelander 2 sport-utility vehicle and Jaguar XF sedan, and assembly facilities in Pakistan, Kenya, Malaysia, Turkey. JLR plans to spend 3.5-3.75 billion pounds in the fiscal year beginning April 1, an increase from the 2.75 billion pounds capital spending budget for 2013. 2013 capital spending was 17% of total revenue of 15.78 billion pounds. Dealers are expected to spend an additional 1 billion pounds on improving the sales network.

Fears that India may be falling behind China, Mexico and Brazil in healthcare for the people. A planned budget increase was never implemented. Today the Indian government spends only $20 billion on healthcare for a population of over 1 billion people. Annual spending on healthcare is about 1.4% of GDP. Now the Indian government is planning to increase this to 2.5% of GDP. One senior health official Amarjeet Sinha, says other emerging economies such as Brazil, Mexico, Malaysia, now have better public health indicators than India. In 1990 India's public health indicators were similiar to those countries. Another serious problem in India is malnutrition with an estimated 4 of 10 children malnourished. Underinvestment in healthcare is a significant problem as needs grow but there is a shortage of resources and trained healthcare personnel. Arvind Singhal, chairman of consutancy Technopak, says India needs an additional 1 million doctors and 2.5 million nurses to meet the needs of the current level of the Indian population. To do this 600 new medical colleges and 1,500 nursing colleges are needed. The child care advocacy group Save the Children UK, points out that just to meet India's committment to reduce the infant mortality rate by two thirds of the current level by 2015- to meet India's commitment to the UN Millenium Development Goals- India will need 2.6 million additional trained health workers. This shortage is most acutely felt in rural areas, especially in the large states of Uttar Pradesh and Bihar....

Next to what Brzail is doing under President Da Silva with a program to aid the poorest in Brazil pay for food and necessities, this program is a commendable one and could turn ou to be a big achievement as it becomes popular with the poorest people in India. It certainly will be true over the next 5-10 years that by improving the conditions of the poorest 300 million people it will go a long way towards creating and enhancing the conditions throughout India, and bring millions of people who could become new markets for the nation's consumer and other companies. The task of providing better nutrition along with hospital care could also be tackled with similar programs and also schooling so that the lives of the next generation can be significantly improved and children do not have to live the drudgery and difficult lives of their parents who are struggling for a living. Important thing is for a small cost of $1 billion people it carries the whole nation and its poorest 300 million people forward....

The situation in Brazil for empregadas or domestic workers is similar to the situation in India, two of the hardest hit countries by coronavirus. Domestic workers played a large role in Indian homes in cities, and in Brazilian cities. With the dangers of virus spread and social distancing many of the domestic workers are kept away and homes are now cleaned, meals cooked, by the homeowners. Some empregadas are finding other ways to make a living by preparing meals and selling them or providing them to homes they worked in. Domestic workers in India are also doing this.

Latin America has made a huge turnaround through successful vaccination drives. Today more people are vaccinated as a percentage of the population in Latin America at 62% than in the US at 56% or Europe at 60%, according to Our World in Data project at Oxford University. There is little resistance to vaccines in Latin America after successful vaccine campaigns against yellow fever and other diseases. During the first year of the pandemic Latin America had one third of the deaths in the world with 8% of the population. Deaths after vaccination drives have dropped to 8%.  Brazil with 617,000 deaths from coronavirus was second only to the US with 800,000 deaths. Brazil is now back to normal after a successful vaccination drive that has 66% of the population fully vaccinated, and 80% with one dose, some of the highest rates in the world, according to Our World in Data at Oxford University. In Colombia with 50 million population about 50% of people are fully vaccinated. Cases have dropped from 30,000 in June to 2000 a day and deaths from 700 daily that month to 50 a day in December 2021. In Buenos Aires, Argentina's capital, 83% of three million population are fully vaccinated, 14% have received a booster. Buenos Aires city health minister says Argentine society has an affinity for vaccination campaigns. "They rapidly accepted receiving them," he says. Yet from the point of view of new variants emerging there is a different situation in rural areas. Financial Stability FOrum will be renamed the Financial Stability Board and include 10 additional members, These additional members are from developing countries or emerging markets, including Argentina, Brazil, South Africa, and China. This forum which currently brings together regulators, central bankers and finance ministers from a few wealthy nations, will now reflect the views of emerging countries. It previously only served as aforum for exchanging ideas. Now it will be given the task of drafting the detailsfor global standards for financial institutions, including benchmarks for executive pay and how much risk that financial firms can take on. But there is still some resistance to the idea of getting ideas from different sources and including the benefit of a diversity of experiences and backgrounds, even though some of these countries, have borne the brunt of these recurring economic crises in the past, as have Argentina, Brazil and Mexico. Howard Davies, director of the London School of Economics says that you have to hear out China but objects to taking advice from Argentina, a comment which reveals the insular nature of these forums and boards in the past, with little or no representation from places where a majority of the word's peoples live. As would be expected in the light of that comment, there is resistance to giving China, India, Brazil, Russia, and other large developing countries like Mexico, South Korea, and Saudi Arabia proper representation in the IMF's governing bodies, and having the rules changed so that the head of the IMF and other important staff members could be selected from emerging countries. Each of these countries can bring adifferent perspective to the decisions made at the IMF, as most of them have suffered from these recurring economic crises in the postwar period. South Korea's experience with the IMF is the most recent and is covered in the link to S. Korea and the IMF, and if reflected in the policy making at IMF could help it perform a more constructive role in this crisis. This is also the case with some of the other countries....

The Guardian looks back at 2023 and covers the work of scientists from US, Germany and Brazil showing the damage. NASA scientist James Hansen tells The Guardian that with the current stage of politics and inaction on climate change young people in the world need to take over. Scientists at the Japan Meteorological Agency measured temperatures at 0.53 degrees centigrade higher than the global average 1990 -2021. This was higher than the previous high reached in 2016 of 0.35 degrees centigrade. Over the long term the world is considered to be 1.2 degrees hotter than preindustrial times, by experts. Included is the report "Hothouse Earth" by the Potsdam Institute of Climate research and other experts on the speed of the global warming.

The African Union was admitted to the G20 nations with the support of India and the US at the New Delhi Summit. Before this the only nation from Africa was South Africa. US Naval Blockade Day 10- US stock markets up 4.1% for 4 months, oil price $95 a barrel, prices at pump $4.02 down from $3.94 a month back. If all the US seeks out of an agreement is getting nuclear material out of Iran to keep nuclear weapons out of the Middle East based on 5 decades of war in the Middle East- Afghanistan, Syria, Iraq, and now Iraq/ Lebanon- this is to protect the people of the world from nuclear weapons, including China, India, Brazil, Russia, EU and other nations. This was the goal of Democratic administrations also, only the Republican approach is to err on the side of safe and take zero chances on future nuclear escalation while the Democratic administrations were based on trust, trust which is not a sure thing in the Middle East political and cultural environment. Some of DJT comments were bluster, but the basic position is the same- against nuclear proliferation for a safer planet. In this light the Naval Blockade only seeks not to block Iran's path to a prosperous economy and a bright future for its people. Iran's economy is affected in the same way that India's and China's, Africa's is affected, for upwards of 4 billion people compared to 100 million for Iran. Africa, Pakistan and Bangladesh, Indonesia, among the poorest in the world, poorer by far than Iran. The economic impact on this part of the world is not part of Iranian perceptions. The economic impact on Gulf kingdoms an adversary of Iran is by comparison only a small fraction of the impact on the poorest countries. In this situation US is working to support the poorest segments of the Chinese people ( the part of China in the hinterland that is the one third not urbanized) and the Indian people through its cooperation and direct or indirect support. In this perspective the US economy stands as a steadfast support for US policy of fairness and respect for all nations since 1900- US is not one of the colonial powers such as Britain and France who created some of the artificial states Syria, Iraq, out of the remains of the collapsed Ottoman Empire in the interest of their Empires by 1921, and setup regimes in Iran for its oil, that are the source of today's problems and wars. No Empire of Britain and France promised Iran $28 billion as this Nation does today if Iran ships nuclear material out of Iran for a 100 percent shift to a peaceful Middle East that works for the modernization and industrial development of its economies in the interests of the people. ...

The Pacific Alliance Trade Agreement signed in Jan 2014 will make 92% of products tariff free for trade between Mexico, Colombia, Chile and Peru. The Pacific Alliance region's combined GDP for 2012 was about $2 trillion and it exceeds the population of Brazil. Experts, including Michael Shifter of the Inter-American Dialogue think tank, say the alliance's aim to decrease trade barriers in goods and services, coordinate policy on currency issues, but it does little for the critical needs of infrastructure building and improving productivity. Colombia and Peru especially have very poor infrastructure that severely impacts transportation and trade for the region. China's focus on infrastructure development financing and execution gives it more credibility in this vital development field, and the U.S. has to create financing and project execution capabilities to fill this vital need to build credibility.

Protests by US members of Congress against the surcharge fees charged by the IMF on loans to countries such as Pakistan, Argentina, Brazil, Ukraine, South Africa, and other countries that is causing additional distress during the pandemic. Fund estimates are that almost $4 billion in extra fees will have been collected in addition to interest charges by the IMF. The US pays the largest share of IMF revenues. Letters went to Janet Yellen, US Treasury Secretary from members of US Congress saying that the fund was a lender of last resort but intended to do this "without resort to measures destructive of national and international prosperity."

Mexico, Chile, Columbia and Peru will sign an agreement in Cali, Columbia, eliminating tariffs on 90% of merchandise trade between their countries and set a 7 year timetable for the remaining 10%. Visa requirements for citizens of these countries have been removed and plans are being developed for a common market. These countries have a private sector that plays a major role in their economies compared to Brazil and Argentina where the state plays an important role. The combined GDP is as large as Brazil's in the Latin American region- about 35%. The regional stock exchanges of these countries have created a single bourse. Their is potential for more regional trade- the Economist estimates intra-regional trade in South and Central America at a low of 27%, compared with 63% in the European Union and 52% in Asia.

With some aspects of Marie Le Pen's programme possibly violating the French Constitution and some parts of the programme leading to France being forced to leave the European Union, what was not looked at carefully in the first round vote is now happening for the second round. The Le Pen draft law on "immigration, identity and citizenship," is seen by multiple analyses cited by The Guradian, as violating the principles of equality enshrined in the French Constitution. Constitutional experts say this would also violate European law and lead to a progressive or indirect exit from the European Union. Le Pen's proposal to lower the retirement age to 60 was coming under scathing scrutiny, with Jean Tirole, the 2014 Nobel prize winner in Economics saying it would cost 68 billion euros and "permanently impoverish the country." Countries such as Brazil that lowered the retirement age in this manner have found that it seriously affects public finances, leading to the deep economic crisis in Brazil following the commodity price collapse a few years ago. Macron has moved in the opposite direction to raise the retirement age gradually and now with a proposed national consensus, at the cost of losing some support, simply to shore up public finances. So that needed investments in infrastructure and climate change can be made. For this reason it may become evident to undecided voters that Le Pen's proposals have some serious flaws if implemented, weakening the French economy and yet not tackling the deeper problems of younger people. These problems The Guardian says in a separate report are the precarious and low pay jobs, asset based inequality, and rural urban regional differences developing as a result of the offshoring of manufacturing to China, and are common to Britain, France, Germany, and the US. These problems are beginning to be addressed after the lessons learned from the pandemic by western nations.   ...

The poor kid from Sao Jose Dos Campos 150 miles northeast of Sao Paulo makes it against all odds to play soccer in Sao Paulo. Steve Lowe of the Guardian does this wonderful interview for soccer fans with Casemiro the defensive midfielder for Real Madrid.  Casemiro is all humility, hard work down to the kind of details soccer coach Jurgen Klopp loves to pay attention to in practice, and never forgets the values his mom taught him about not being too loud. And to remember where he came from, to always look for ways to help other kids like him aspiring for a better life. Casemiro says he plays strong and even aggressive, but it is always about using your head in the game, the key was thinking ahead, being better positioned, seeing the move before it takes place. It cost 3 euros per week to practice at a club 6 mile walk away which he could not afford once he came to Sao Paulo. Mr. Moreira who ran the club paid for his boots, food and the fees. When he says he gives 200% Casemiro is speaking with authenticity because it was hard in Brazil for kids from poor families aspiring to make it in club football. He loves to learn, listens well, and he says he watches the errors, thinks like a coach, always trying to read the game, the other team's mind, their coach, what they were trying to get get done. He sees it as his work and does this in a disciplined manner. Casemiro may now be the top player in world soccer today as Real Madrid head to Manchester City under coach Zinedin Zidane. Zidane meant a lot to Casemiro as inspiration in the early days he played in Brazil.   ...

This time there is less exposure for foreign investors as the Turkish lira drops because Turkish holdings were reduced. Turkey bondholdings have come down by half and holding of Turkey stocks down by 40%. The decline of the lira also reduced Turkish assets in benchmark emerging market indexes - in MSCI to 0.2%, and in JPMorgan's bond index to 1.1% from 5%. 

So far the situation in Turkey has not spread to other emerging markets such as Russia, Mexico and Brazil. With the Fed looking at raising interest rates earlier than planned, slower growth in China that takes in developing country commodity exports, emerging market assets are under some pressure. The WSJ Dollar Index was at a 15 month high on Nov. 24 and continues to be close to this.

Brazilian President Lula's interview witht the Economist, just before leaving office. It is not still clear how Lula will be seen, even though his popularity at the moment is helping elect his chief of staff Ms. Rousseff, as his successor. Lula's success in office is seen as a continuation of the policies of President Cardozo, who helped tame Brazil's inflationary crisis. Lula has benefitted from the continuation of the policies of his predecessor, and also from the boom in exports to China for soya, metals and other exports. By helping expand Brazil's middle class and the aid to poorer segments of society with the Bolsa programme, he has earned credibility and wide popular support. The dangers lie in the areas of an extremely overvalued currency- see the link to the Brazilian currency Real- with the Real at 1.7 and analysts with computer models showing the Real really worth 2.65 dollars. Part of the problem is government deficits to finance increased spending which require inflow of foreign capital and higher interest rates. Brazil is very dependent on exports to China for the increased level of growth, this poses risks if China's growth slows as expected from the high growth rates of the past. This poses risks for the level of infrastructure spending the Lula and Ms. Rousseff goverments plan on developing. Brazil's educational system is weak and efforts to improve this under the Lula government have not produced results. So the longer term assessment of the Lula goverment will have a balanced score card of wins and losses, without the euphoria of the moment....
