The Indian prime minister has ordered that a million job vacancies be filled in the next 18 months. About 21% of job openings in the Central government have not been filled says this report in The Indian Express. According to the Annual Report of the Department of Expenditure 21.75% of the 4.1 million sanctioned posts were vacant as of March 1, 2020. It is these and other additional jobs that will be filled in mission mode. Jobs are vacant at all levels of the different departments and ministries and regions.  About 92% of the positions are in the departments of Railways with 40%, Home Affairs with 30%, Civil Defense 11%, Postal 6% and Revenue 3%. Of the employees Indian Railways had 1.25 million on March 1, 2020, and 1.20 employees on March 1, 2022. The pandemic had the effect of restricting hiring of people needed. With the expansion of the economy the hiring for government has not kept pace. In the Armed Forces, for the Army no hiring took place in 2020 and 2021 recruitment years says this report in Indian Express.  There are calls at public meetings including at Defense Minister Rajnath Singh's rallies for "sena bharti chalu karo" to start recruitment drives for the army, navy and air force. Russian drone attacks on Kviv are leaving residents without electricity and without sleep. This is also what Europeans in France and Germany, and Britain, are seeing on news, video and on television.  The last peace initiative stalled after the hopes raised from the Alaska meeting of Putin and the US president. Efforts to get the Russians on board with US envoys in Moscow fail when the European leaders are absent in the talks, and when Russia insists on the 20% of the Donbass and eastern regions it does not control, and limits on Ukraine defense. Ukraine modifies the proposals and Russia insists on territorial concessions. A report in Germany's DW.com from Ukraine calls this "absurd." A new element emerges in this conflict in December 2025 when one sees this in the context of European history where such struggles between European powers happened repeatedly since 1500, with some of them in the period after 1700 involving Russia, Sweden, Denmark, Britain, France, Spain, Prussia and rest of Germany split into many states. That pattern has relevance today because when one power whether France, Austria-Hungary or Russia became dominant the other European powers acted together to keep the balance in Europe.  ...

Every bit helps including the US doing the right thing, not being belligerant but standing up where it is right, working with the Russians and Chinese, and the Indians, with the Europeans, for what is fair and does good for the world at large. And working with the Europeans on a settlement of conflict in Europe that detracts from the need for addressing challenges that hurt the well being of the people of the world in Asia, Latin America, and the rest of the world. ...

At the G-7 meetings in Alberta, Canada DJT said the 2014 exclusion of Russian president Vladimir Putin, from the G8 after Moscow's unilateral annexation of Crimea, was a serious mistake leading to the war in Ukraine. "He [Putin] was insulted (...) Barack Obama and a person named [Justin] Trudeau didn't want to have Russia in. And I would say that was a mistake because you wouldn’t have a war right now" in Ukraine, Trump said in a discussion with journalists on the sidelines of the G-7 meeting with the Canadian PM Carney. This is a significant observation by DJT who understood better than Bush and Obama, Trudeau, what has preserved the peace in the world and the importance of US-Russia relations even after the end of the Cold War. This is true for DJT interaction with China also because DJT also maintains that despite China's assertion of rights in Hong Kong, despite the outsourcing of industry to China and Make In America, US-China relations are important for peace in the world. ...

This report shows how ethnic strife of leaders of the new country of South Sudan, has resulted in civil war and millions of refugees. In 2011 South Sudan voted to separate from Sudan. The ethnic groups, the Dinka and Neuer join together as part of the new government. In 2012 a peace agreement was signed between Sudan and South Sudan. In December 2013 fighting breaks out between Salva Kiir from the Dinka ethnic group and Riek Machar of the Nuer ethnic group. The rivalry between the two leaders engulfs the whole country. The fighting between Mr. Kiir and Mr. Machar dates back to 1991, yet a peace deal was signed in 2005 between the two, and South Sudan became independent in 2011. About 1.5 million people are refugees and over 3.8 million people are short of food in 2015, according to the World Food Program in South Sudan.

Ironically restrictions on technologies sale to India which with 1.4 billon people, and a similar culture in Indonesia forms homogenous culture of 1.7 billion people, is the only place of this size where parliamentary democracy has taken root. With an exercise of legislative assemblies through elections in all Indian states in the 1930's under the British with Mohandas Gandhi's leadership and example. Because of Gandhi and the leaders who preceded him Dadabhai Naoroji and Vivekananda in the 1890's India has older democratic forms than Germany, Japan, Italy, Spain and most of Europe, all of Asia, Latin America and Africa. It also has among the ordinary people a deep respect for Lincon, FDR and his fight to help Gandhi with Sukarno fight the British and Dutch Empires to bring freedom to 1.7 billion people.  ...

Only the week before Tuesday April 7 Pakistan Foreign Minister Dhar failed to convince China to get involved. April 7th Tuesday in the US 1.30 pm US time, 8 pm Islamabad Pakistan time, China finally decided to jump in to convince Iran to accept peace talks in Islamabad. It is quite possible that behind the scenes the US was talking with China which has a 25 Year Comprehensive Agreement with Iran signed in 2021 that is the main support for the Iranian economy. China acted to reassure Iran that talks in Islamabad would proceed smoothly, and persuade Iran to accept ceasefire and talks. Why? Knowing that brinksmanship by US and Iran would lead to unforeseen consequences and hurt China's economy with oil price volatility as well as  hurt the US economy, and hurt the prospects for the planned May14-15 visit by DJT to Beijing to improve economic and political ties, both China and the US wanted to do everything to prevent this from happening. The result a hastily arranged peace talks in Islamabad so that by 4 am Islamabad time on Wednesday or 6.30 pm US time on Tuesday evening the ceasefire had already been agree to by US and Iran, according to this report in The Guardian from Pakistan. The crux of the matter was that it would affect US and China's economy with oil volatility, and US-China relations by jeopardizing May 14-15 revised date for DJT visit to Beijing. This good sense prevailed over all the war rhetoric and the media information and disinformation. It is confusing because of all the misinformation, but becomes clear when one understands this in the context provided in this report from Pakistan by the Guardian. Why Pakistan? For Pakistan the missile attack the day before of a Saudi petrochemical complex by Iran was drawing Saudis into the war and Pakistan has signed a defense agreement with Saudi Arabia that requires Pakistan to support Saudi Arabia if it gets into a war. For Pakistan it was a fragile situation that would be a catastrophe with unforeseen consequences on its economy. Already schools are closed for 1 month in Pakistan and oil is in short supply, paying for it at $115 or $125 a barrel would put severe strain on Pakistan. Who wins, who loses is being told in the media- much less on the good sense that prevailed  the efforts and the predicament of the large powers China, India, the US, and Germany, European Union, the poorer countries, all hurt economically, caught in a war they do not want, do not need. ...

Seen from outside the US in Europe, and Asia, other parts of the world there was a real sense that democracy was facing a critical time in the US. Mr. Biden's speech about the struggle for the soul of America is very real considering that the Republican party is today for the most part pro-Trump and lessons learned from the traumatic experience of 2020 are sometimes set aside. There were real issues with the future of democracy during the transfer of power to Mr. Biden in 2020, and the future of America's leadership in the world as the place where the Declaration of Independence inspires the whole world for 200 years, which cannot be ignored and will always be remembered, as much in America as in the world to which offers hope and acts as a beacon. ...
