In new developments German chancellor Scholz visits London and European Union president Von der Leyen visits Bucha and Kviv in Ukraine. Von Der Leyen is accompanied by Joseph Borell, the EU commissioner for foreign and security affairs. For the first time the European Union offers membership in the EU to Ukraine. In handing a document with a questionnairre to Ukraine president Zelensky she says- "This is where your path towards the European Union begins." Adding "It will not be, as usual, a matter of years, but rather a matter of weeks" to complete this step. The questionairre forms the basis of an opionion she said that gets passed on to the European Council this summer. Ukraine now becomes the first country in Europe to have fought a war and suffered from millions of refugees just to join the European Union. It also shows how much has changed since Angela Merkel left office with her policies that offered Ukraine no such prospect even as it integrated the German economy with the Russian economy and China's economy during 4 terms in office. Leyen said "Ukraine is marching towards a European future." Chancellor Scholz addressed the German parliament after the invasion and hundreds of thousands of people turned out in Berlin that day.  Europe is voting with its emotions having been completely shaken by this experience. Leyen writes " It was important to start my visit in Bucha. Because in Bucha our humanity was shattered." ...

One survey of corporate leaders show that 82% of them now plan to allow at least some time remote working from home, and 47% to allow full time remote working from home. A Microsoft survey of managers shows 82% support more flexible work from home policies after the pandemic. About 53% of workers work from home in the U.S. as of July 12, down from as much as 70% in May.  One of the lessons learned is that in remote work overcommunicating is important because more signals are picked up in person to person face to face communication. There is also now more time to do this as the commuting time and other time related to coming in to the office is saved. There is so much new information that new insights are gradually coming of how to redesign work based on how people work and communicate. One of the personal insights in working from home is that more can be accomplished so that after 3-4 hours of intensive work one needs understand that this may be equal to what one gets done in a whole day at the office with intermittent interruptions, endless meetings and so on. ...

Blake of the Washington Post says president Trump finds himself in the same situation as president Obama, who came into office wanting to scale down the effort in Afghanistan, and early in his presidency signed off on a troop surge under commander McChrystal. Trump in the election campaign expressed strong disapproval of interventionist policies. The deteriorating situation in Afghanistan makes it necessary to make an infustion of American troops- a policy being developed by Gen. Mattis. The Obama administration started the first term in office with efforts at reaching agreement on reducing nuclear arsenals. By the second term of the Obama administration the talks were already faltering. The war in Syria and Iraq and other conflicts in the Ukraine led to worsening relations with Russia. During the first year of the Trump administration that followed the two Obama terms in office the situation is completely reversed from what it was in 2008, showing that more than good intentions are needed to pave the way for reducing nuclear weapons. The expansion of NATO to Russian borders, the conflict in the Ukraine, the sanctions that hurt the Russian economy in Obama's second term did more to destabilize relations. The Trump administration's ambivalence towards Russia is not seen in the way the U.S. is responding to Russia'a policy actions to expand its nuclear weapons capabilities.

Major changes have happened in CEO's in 2019-2021 for major American companies in aerospace, automobiles and information technology hardware. Patrick Gelsinger is new CEO of Intel Corp. With Gelsinger come $95 billion in new investments in the US manufacturing of chips. Dave Calhoun is new CEO of Boeing as it increases investments in US manufacturing capabilities. Jim Farley is new CEO of Ford Motor Company. The Times of London says that it has turned out the way the chief medical officer of England, Mr. Chris Witty,  has warned and predicted. That limited freedoms was as good as it could get, but there is hope for the future. With vaccinations starting by January the third wave can be prevented and more reopening can be done by then. The very fact that cases are beginning to fall shows that the lockdowns work where tiered restrictions did not work. 

The same situation can be seen in the U.S. where new lockdowns in midwestern states are beginning to cause a fall in daily cases.

Trade Agreement talks will begin in December between India and Sri Lanka as Sri Lanka looks for ways to bring back growth following a 9.2% contraction in the economy in 2022 and estimated 4.2% in 2023. Mr. Weerasinghe at the International Trade Office setup under the presidential secretariat will represent Sri Lanka. Engaging in trade with India and China and regional countries is part of the plan to restore growth. Sri Lanka's exports to India were about $980 million in 2021 and imports $4.74 billion. This time Weerasinghe says we must avoid taking rigid inflexible positions and strive for a win-win for both sides.

With staff shortages and the spread of omicron variant some German states are no longer doing contact tracing. Contact tracing is not happening in Berlin or Hamburg says this report in DW.com. The chair of the Federal Association of Doctors, Dr. Teichert, in an interview with RND says "comprehensive followup is almost no longer taking place at the moment." He also said there is a "massive fluctuation" in staffing levels for nearly two years. Experts even say that because of staff leaves and office closures infection rates will not be really known till later, a "sink into ignorance" says a medical statistician.

A year after taking office Argentine president Milei cuts spending by 30% bringing inflation down from 25% to 2.4% in November 2024. All sorts of programs are cut that had proliferated over the years. The resut is that the economy shrinks by 3.5% in 2024, only to grow rapidly by 5% in 2025 restoring a more stable pattern of growth and moderate inflation. Throughout it's history Argentina has faced high inflation and economic crises.A similar pattern in Brazil was broken in 1998 after two decades of inflation. It reached 56% in January 1990 dropping to about 2% in 1998.

Most countries in Europe and North America are observing a locked down Easter. In France 160,000 police officers and gendarmes are on duty to make sure people respect the lockdown. Fear that people will gather in parks and transmit the virus leads to officials in Germany, France and Britain to keep tight restrictions. The virus transmission has not abated in these countries. Religious services in Germany will be held online. Police in London patrolled parks and green spaces to prevent people going outside on sunny Spring days.

This is intended to remind people of Bavaria's history and culture. Contact tracing apps in the U.S. Britain and France have failed. Contact tracing app in Germany was downloaded 12 million times in the first week. Yet much of the contact tracing in Germany and cluster isolation has been achieved using low tech methods- using a computer with database, and teams of people in district offices all over Germany calling people.

The NHS App in Britain failed to get the cooperation of Apple. In the U.S. Google and Apple planned to have a contact tracing app ready but failed to come up with one. Tech has failed to come up with solutions during coronavirus and low tech solutions have worked well as in Germany and in places such as Kerala, India, when implemented quickly with very little delay.

This is happening for many foreign companies in China as they deal with something they have never encountered before.  There is slowing down in demand fro crude oil as the lockdown affects the economy of China and world trade, Oil prices dropped 16% since the virus was detected. When the Sars virus happened in 2003 the Chinese economy was sixth in size in the world, now it is the second largest. At that time 7 million Chinese travelled abroad, today it is about 150 million, affecting international tourism. First quarter growth in China is now forecast by economists surveyed by WSJ at 4.9%, the lowest in decades. ...

Microsoft has done poorly in anticipating and developing products for the internet and mobile devices. On the enterprise side the server and tools business has done well. Microsoft's Server And Tools business made operating profit of $8.2 billion in the year ending June 2013, up 13% from the prior year. Office 365 sold on a subscription basis to accomodate the shift to cloud computing, and other cloud products are expected to make up for decline in Windows revenues with decline in PC sales. Satya Nadella, who ran the Server and Tools business from 2011 till he was shifted to head the cloud computing effort in the reorganization of 2013, is a candidate for the CEO position.

Reports from California show the failure to build enough housing during the tech boom for the average American, and apartments for homeless costing hundreds of thousands of dollars and years behind schedule. The mayor is looking for tougher laws to put mentally ill off the streets. There is no consensus on action. Tech investors people hope for another Tech boom to tackle the situation, yet tech companies are retrenching and face government scrutiny even breakup. Even a speeded up effort to add 20% of the housing stock of the city of San Francisco by adding 83,000 apartments from Mayor Ms. Breed would take 8 years.  ...

The Indian Civil Service, known as the IAS, Indian Administrative Service is playing a key role in the modernization and transformation of India. Names such as Mr. Parmeswaran Iyer, who headed the Swacch Bharat Mission (Clean India Mission) or Ms. Ashwini Bhide who heads the effort at transforming Mumbai with a new Metro subway system, are well known. Thousands of other IAS officers run the effort to transform the country. The 65,000 tonne vessel aircraft carrier HMS Queen Elizabeth joins the British fleet at Portsmouth. Queen Elizabeth says at the opening ceremony- "she will in the years and decades ahead represent the country's resolve on the global stage."  The Queen has a special connection with the Royal Navy- "As the daughter, wife, and mother of naval officers I recognize the unique demands our nation asks of you. I will always value my special link with HMS Queen Elizabeth, her ship's company, and her families."

The ship is part of a carrier group that includes US Marine aircraft that is headed for the Indian Ocean and Japan for joint exercizes.

Chuck Searcy, 79 years, was in the Vietnam War at Khe Sanh in 1968 as an intelligence officer. In 1992 he first sees unexploded ordnance- from US bombing in Vietnam. He has over many years cleared an unbelievable amount of these dangerous devices. 8 million tons of ordnance was dropped near Khe Sanh near the Ho Chi Minh trail from 1965 to 1975. About 100,000 people have died or sustained injuries. Hang Nam and Searcy founded Project Renew in 2001- since then almost a million tons of these explosive devices have been removed and children taught to stay away safely. Norwegian's People's Aid is also doing the project to cut injuries to zero. It operates 180 deminers.

The FBI arrests a 21 year old member of the Massachusetts National Air Guard for the US Department of Defense documents leak. He was trained as a cyber transport systems specialist. He was assigned to the 102nd Intelligence Wing at Otis Air National Guard Base, part of Joint Base Cape Cod. There are units at the base that process intelligence collected from drones. Yet there is no explanation of the airman needing to have access to daily slides of the Ukraine war, much less the daily deluge of briefings at the highest level of CIA, NSA, and the Office of the Director of National Intelligence. This remains a question on which there are no answers.

Britain protected about a third of its workforce during the months of lockdown for coronavirus. As a result Britain has protected workers from unemployment and effects of job loss. The job retention scheme protected 9.1 million workers, and the self employment scheme 2.6 million workers. The figures for the 3 months to April form the Office of National Statistics shows unemployment at 3.9% and the employment rate at 76.4% about 0.3% more than in 2019. 

As the government ends these schemes with reopening the economy by August some effect will be seen of job loss but not to the extent that this could have been without strong government action.
