This article gives some simple answers to questions about how the NHS test and Trace system setup by Baroness Harding could go so wrong. It was setup as a separate agency and ignored some of the vital information of how contact tracing should be done close to local area coming out of Germany. See the Breakthrough Agenda Report on Climate Change targets and hurdles after COP26, on the IEA website, and opportunity for 85 million additional jobs by 2030 in renewable energy. The report is done by the International Energy Agency, the International Renewable Energy Agency, and Climate Change Champions. It points out the need for better international coordination if climate change goals set at COP26 are to be achieved. The report calls for a breakthrough by addressing the international "collaboration gap."

IRENA makes 25 recommendations to be discussed at ministerial meetings. It also says that 85 million new jobs could be created in renewable energy worldwide by 2030 compared to 2019, offsetting the loss of 12 million jobs, creating a huge jobs opportunity with action on renewable energy.

Responding to a question about communications in a crisis he said he and Xi had agree that this would be done and then Biden says there is "this silly balloon" with intelligence equipment that passed over the US that delayed this decision being implemented. Now the coach for the Spanish soccer team is back with the win in the quarter final against Switzerland, that game going to penalties. Spain is now in the final four with Italy, England and Denmark. He will meet Italy now as the coach of the national team. Spain has gone through long periods when the national team has not done well. Spanish soccer revived after 44 years with a win in penalties in Vienna that took it to the soccer semifinals in 2008.

Indian Railways is going through a huge modernization program making travel at high speeds possible between major cities and making remote locations accessible. This BBC report looks at the travel that was done in the older version of Indian Railways in crowded rail compartments and different conditions. Rail travel to Baramulla in Kashmir and Rameswaram in Tamilnadu state are shown at different ends of India. This is changing rapidly as more modern trains which cover long distances in a few hours are taking the place of older trains. Modern rail stations are replacing old ones with levels of convenience and technology matching that in Europe.

As president Biden signs the biggest Climate Bill in history Jim Tankersley says there is still more to be done. In addition to the work remaining for children, women and families, he mentions the Civilian Climate Corps with financing for $10 billion that is patterned on the Civilian Conservation Corps set up during the Depression by FDR, which is still to be passed. This would form "the next generation of conservation and resilience workers," says Biden. Much like the 3 million people who helped build parks, cut trails and planted trees around the US in the 1930's and 1940's under FDR.

The Observer in Britain says Jeremy Hunt's Tory tax cuts will result in further cuts to essential public spending in health and education, and public services to the disadvantaged. Without the funding to improve public infrastructure Britain is getting locked into a painful low growth future. Households are on average 1900 pounds poorer by the end of this parliament compared to December 2019, and weekly earnings will not reach 2008 levels till a full twenty years later in 2028, says The Observer. This is the extent of the damage done by the Tory governments of Cameron, Johnson and Sunak.

Had the Biden administration done what it did for China policy and tariffs, quietly leaving them in place and tried sincerely to listen and work with Republicans, replaced Mayorkas in 2021 June when the migrant numbers reached 200,000 far surpassing the 150,000 high under DJT, and negotiated a new law by the end of 2021, this would have stopped asylum, added resources and closed the border in a timely delivery of needed action.

This is its comment on the SEC filing civil charges against Goldman Sachs in the Abacus case in which Goldman helped Paulson put together a batch of bad mortgage securities into a security that it sold to its institutional clients, without disclosing what Paulson had done and without disclosing that Paulson had structured these securities precisely so that he could bet against them. David Brooks says one of the good things about the ugly election campaign of 2016 and its depletion of moral capital, is the way people are responding to it by finding their voice for something better and uplifting. He cites Michelle Obama as one example of someone who acts not as a politician but as a mother in her behaviour and talk. He praises Hillary Clinton for adopting this Michelle tone and giving 3 answers he calls great in the final debate with Trump. The answers came on the questions about Trump and denigration of women,  on the contrast between the experience gained on a television show "Apprentice," and the experience of Clinton as senator and secretary of state. Brooks says they were given in a gradual understated manner, showing moral sentiment and a quiet contempt, similar to how a mother or parent would respond and not a politician. Another way to look at it is that the contrast was so great between her and her opponent's experience and respect for parenthood, and the campaign so long with so many people who had shown indifference when they should have known and done better, that Hillary Clinton simply stood her own ground based on her own Protestant Methodist faith and conviction.  ...

It took this long to do what would be done at the outset years ago- setup teen accounts that are private for Instagram. There is a warning in this that only thoughtful regulatory oversight at the beginning would prevent harm to parents and children. At this point the action does not address what only regulatory oversight by the government based on common sense about the interests of the people in education, mental health and children's education, can provide. This is to do what is done in China and other parts of the world where there are limits in ages, hours of use and what time it is turned off for young people. 

This is happening also when Australia and now Britain is removing social media from children which is the only policy that will make it possible to restore the health and educational level of young people after so much damage has been done.

An exceptional editorial on the steps taken since bankruptcy for reviving Detroit -with all the numbers one needs to know for how this was done and is progressing. The editorial gives credit to Michigan Governor Snyder and Emergency Manager Kevyn Orr for having the courage to guide Detroit through the bankruptcy. It sees the outcome emerging, including treatment of bondholders, pension funds, and city workers, as fair considering the problems involved. The steps are also being taken to correct the deep seated problems that caused the crisis.

The Impossible City Paris in the 21st Century by Simon Kuper is reviewed in the Washington Post. It shows the incredible revival of the French capital and its suburbs as France has done an exceptional job of preparing the city for the Olympics. No other city has done so much for its population. Martin Gelin says after visiting the city now compared to 4 years back- parking spaces have become cafe patios, heavily trafficked boulevards bike lanes, new bookstores and galleries popping up everywhere, the city building sports and cultural facilities in neglected neighborhoods. Attention to social housing and huge expansion of public transit. Car traffic halved so air is cleaner than in 1990's. Paris is different from New York and London- it is avoiding "plutocratisation" of the city so that the best spaces do not go to banking and finance. In Paris the social housing units have tripled since 1990's including in 13th, 19th and 20th arrondisements. Paris does not want to become a city of millionaires,  tourists and poor people like San Francisco, says Kuper. Anne Hidalgo, Mayor of Paris wants 30 percent of all Parisian homes to be social housing by 2035, and another 10% as affordable housing (with rents  at least 20% below market rates). Grand Paris project will create 68 new subway stations so all of Metropolitan Paris is within 10 minute walk to a subway station. Diversity can be seen and it creates a healthy human experience in cities so that people are less likely to act with prejudice. ...

When even the NYT, or the host of CBS television Face the Nation does it poorly, how are independent voters, and voters leaning Democrat or Republican, or leaning not vote, to have a clear idea of policies?  This review of Trump statements about Harris statements on red meat, ICE, law enforcement, fails to get down to the policies she has stated at Wake Tech in North Carolina and in other places before this. It also does not address the Trump plan to end tax on Social Security which would lead to about $550 going to seniors but lead to a cut of 25% in Social Security in 2032, defunding Social Security and Medicare. Immigration- the first thing Harris would do as president is to sign the legislation written by Republicans Lankford, McConnell with the backing of the party and agreed to by president Biden that will in effect close the Border with Mexico and fix the asylum policy, not done in three decades. Cost of Living- Harris policy on price gouging is for taking the action that companies follow and play by the rule on pricing, so that they do not take unfair advantage of the public. It is not about passing a law or fixing prices. This has been done in Texas and in Kentucky, other states. Restrict rent to 5% increases and increase the supply of new houses by building 3 million new homes, $100 billion to be allocated for fixing housing supply shortages.   ...

Community involvement rates are higher and faith in God is seen in people who are happier. Aaron Zitner shows the lives of 3 people including an 80 year old who ran a health clinic for 25 years who find happiness through community involvement and many projects including one that cut ten pregnancy in her county and is now writing grants to restore an old YWCA building in Cortland, N.Y.

The current number of American soldiers in Afghanistan of 32,000 in May 2014 will be reduced to about 9,800 after 2014, which would be cut to about 5000 in 2015, an leave only a small force of specially trained forces to protect the embassy and for additional security. Residual forces will include trainers and Special Operations forces to keep a check on Quaeda loyalists in remote parts of Afghanistan and in the mountains. The drones have accomplished much of the work done in earlier phases of the war by ground troops. The Afghan war has also been all about Pakistan. The completion of a full term in office of a democratically elected government for the first time, and the election of the Sharif government, including the participation of tribal and other Muslim extremists in elections, have been the hidden face of the war changing its face in other ways. The beginning of a focus on development in Pakistan and India, and the election of a new government in Aghanistan, the peace talks with the Taliban, are other parts of the shift to winding down America's presence coming from changes in the region itself- by changing the very nature of the conflict itself and isolating the most extremist elements....

The Times of London says that it has turned out the way the chief medical officer of England, Mr. Chris Witty,  has warned and predicted. That limited freedoms was as good as it could get, but there is hope for the future. With vaccinations starting by January the third wave can be prevented and more reopening can be done by then. The very fact that cases are beginning to fall shows that the lockdowns work where tiered restrictions did not work. 

The same situation can be seen in the U.S. where new lockdowns in midwestern states are beginning to cause a fall in daily cases.

American viewing habits are changing quickly. Streaming services and cable TV are now at the point where streaming has 34% of viewers and cable TV has 34% of viewers. Streaming is growing at the rate of 22% a year and cable TV is declining at 9% a year. Broadcast TV has 21% of viewers and is declining at 10% a year. Streaming services are You Tube, Reuters for news events and entertainment streaming is done by Netflix, Apple TV and Amazon.

This means fewer and fewer viewers will follow the news channels, such as MSNBC, Fox News, ABC, CBS and more will be communicated on You Tube and internet news services.

This report says the sentiment has shifted as people in Kharkiv have seen the economy deteriorate in Donestsk and Luhansk after 2014 after Russian installed militias assumed control. The economy in Kharkiv and the rest of Ukraine has done much better say experts. Kharkiv is where the Soviet Ukrainian government was established about on hundred years ago after an independence drive for Ukraine at that time failed.

Chancellor Scholz has a fall while running in Potsdam. The German chancellor's office puts out this picture of Scholz so that people can get used to how he would look for the next couple of days. Scholz has taken up rowing at the age of 50 and he says one of his regrets is that he had not done so earlier. He heads a younger more fitness and health oriented government than the one before him, and one that has put first and foremost the idea of dignity of the German worker and his family, an idea he shares with president Biden in the US for the American worker and family.

Mental health disorders are now the leading cause of maternal death, says the Centers for Disease Control and Prevention. The US is the only high income nation in the world without paid maternity leave and this increases risks of mental health. About one in four women return to work within 4 weeks of giving birth. This report shows the work done by the University of North Carolina Chapel Hills's Center for Women Mood Disorders, one of only 3 inpatient facilities for mental health in the US.
